1.2. Objectives
NESDIS is seeking a contractor to provide Internet/Web site content maintenance, graphic design, and IT support for the NESDIS HQ web site, JPSS web site, Commercial Remote Sensing web site, and other NESDIS line office/data center web sites as needed. This IT professional will write, edit and generate content for these web sites, update them on a frequent basis, and will work closely with the NESDIS Communications Team, Chief of Staff Office and subject matter experts to strengthen the NESDIS web presence for all stakeholders and ensure easy navigation and interactivity (ex: audio, video clips, satellite animations/visualizations) are a part of these web sites. This IT professional will maintain and ensure all web sites are coded to follow federal, DOC, NOAA and Section 508 Accessibility requirements. NESDIS is also seeking a contractor to provide special projects support in the areas of web project management, governance, and web design on an as-needed basis to assist planning for a revision of the NESDIS webspace architecture.
1.3. Requirements
Operations and Maintenance for NESDIS Website:
On a full-time basis, NESDIS will require operations and maintenance support to the NESDIS website and affiliated pages.
The contractor shall provide web-development services using web standard languages such as (HTML, CSS, etc.)
The contractor shall provide technical support in for the development, implementation, and operations & sustainment of the
target NESDIS web infrastructure to include web platform, hosting, and security
The contractor shall provide knowledge and support of a web Content Management System (CMS)
The contractor shall adhere to Government web policies and regulations (508 compliance, etc.)
The contractor shall provide proactive implementation plans for keeping web sites interactive and up to date
The contractor shall provide quarterly progress reports with detailed schedules and deliverables and monthly demonstration
of web development/maintenance progress.
The contractor should have experience with project management, working with diverse groups of individuals, and have
good interpersonal communications, time management and prioritization skills.
These services will require a full-time IT professional with knowledge of the latest Web Design techniques including, but not limited to styles sheets (CSS), server-side includes, template methods, graphic design, Adobe Photoshop, Flash, Dreamweaver, and RSS; mid-to-high level understanding of XHTML, XML, formats/scripts, layout coding, typography, color and palette issues, file compression technology; responsive web design; and the ability to enhance and optimize images. This IT professional will have mid-to-high level knowledge of social media tools, Wiki maintenance, audio/video integration/usage, and the ability to write/edit information (communications skills) for use on the NESDIS web sites and Intranet. (See Section 5.1 for specific performance objectives)
Special Projects:
On an as-needed basis, NESDIS will require support for special projects in website governance and project management, and web design.
These special projects are subject to the availability of funding and program timing. NESDIS will provide the Contractor a lead time of 60
days to prepare to support these activities. Staff brought on for special projects will be expected to work a 40-hour workweek, unless other
agreements are made between NESDIS and the contractor prior to the initiation of the special project.
Governance & Project Management:
The contractor shall assist with a NESDIS-wide web governance plan (structure, boards, roles & responsibilities, change
management, and development of performance measures)
the contractor shall assist in the development of an Information Management Plan to include Content Management Plan and
associated procedures
The contractor shall provide project management support for any web transition (or other related projects), from initiation
phase through closure phase
Design:
The contractor shall develop an enterprise-wide standard design (look & feel) including templates, custom style guides, or
any other design related documentation
The contractor shall develop recommendations for a unified NESDIS web presence

1.4. Period of Performance:
The Government reserves the right to extend the term of this contract at the prices set forth in Section B in accordance with the terms and conditions contained in clause 52.217-9 entitled, "Option to Extend the Term of the Contact".
1.5. General Information
1.5.1 Quality Assurance: The contractor shall ensure quality assurance in accordance with the approved QAP as applicable to the services
performed in accordance with this PWS. The contractor shall develop and implement procedures specific to this requirement to identify,
prevent, and ensure non-recurrence of defective services. The contractor's quality assurance program is the means by which he assures himself
that his work complies with the requirement of the task order. At a minimum, the contractor shall develop quality assurance procedures that
address the areas identified in Technical Exhibit I, "Performance Requirements Summary."
1.5.2. Quality Assurance Surveillance: The government shall evaluate the contractor's performance under this task order in accordance with the Quality Assurance Surveillance Plan. This plan is primarily focused on what the Government must do to ensure that the contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the minimum acceptable defect rate(s).
1.5.3. Government Remedies: The contracting officer shall pursue remedies for the contractor's failure to perform satisfactory services or failure to correct non-conforming services in accordance with the terms and conditions of the contract.
1.5.4. Recognized Holidays: The contractor is not required to perform services on these holidays. In the event of an emergency,
natural disaster, or Government shutdown (which may occur on these recognized holidays), the contractor may be asked to place
appropriate messages on organizational web sites to inform stakeholders of Federal notices.

In addition to the days designated as holidays, the Government observes the following days:
• Any other day designated by Federal Statute
• Any other day designated by Executive Order
• Any other day designated by a President's Proclamation
It is understood and agreed between the Government and the Contractor that observance of such days by Government personnel
shall not otherwise be a reason for an additional period of performance, or entitlement to compensation except as set forth
within the contract. If a Contractor believes that an unplanned absence has an impact on the price or period of performance, it
should notify the contracting officer of the changed condition and submit a claim for equitable adjustment (see FAR 52.233-1).
Nothing in this clause abrogates the rights and responsibilities of the parties relating to "stop work" provisions as cited in other
sections of this contract.
1.5.5. Hours of Operation/Place of Performance:
Remote work must be approved in advance, is authorized on a case by case basis and will be monitored by the Task Manager
and/or on-site work supervisor and must comply with the Department of Commerce Information Technology Requirement
(CITR) 0008: Remote Access. . During a Contractor remote work situation, his/her work will be monitored by the on-site work
supervisor (either via telephone or email contact).
For the special projects, hours and duration of work will be determined on an as-needed basis in cooperation with the Contractor
prior to requesting the initiation of this service. The Contractor must at all times maintain an adequate work force for the
uninterrupted performance of all tasks defined within this statement of work when the Government facility is not closed for the
above reasons. When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the work force are
essential.
1.5.6. Type of Order: The Government anticipates this will be a Time and Materials (T&M)
1.5.7. Security Requirements:
1.5.7.1. The systems supported by this task are moderate.
1.5.7.2. Suitability/Risk Level: The suitability or risk level for this work has been determined to be moderate. As such, the
contractor shall pre-screen their employees to eliminate anyone who does not meet the following criteria: The prospective
employees must be a U.S. citizen.
The contractor shall comply with the IT Security requirements of the Department of Commerce as outlined in Commerce
Acquisition Regulation (CAR) 1352.239-72, Security Requirements For Information Technology Resources (April 20 I 0), except
that development of a Security Accreditation Package in accordance with CAR 1352.239-72, section (i) is not required.
In addition, personnel shall be screened in accordance with the requirements for Moderate Risk contracts as specified by CAM
1337.70 section 2.2; specifically, in accordance with CAR 1352.237-70, Security Processing Requirements- High or Moderate Risk
Contracts (April 2010). Any access by contract personnel who are Foreign Nationals shall be in accordance with the
requirements of CAR 1352.237-73, Foreign National Visitor and Guest Access to Departmental Resources (APR 2010).
1352.237-70, Security Processing Requirements-High or Moderate Risk Contracts (APR 2010)
(a) Investigative Requirements for High and Moderate Risk Contracts. All contractor (and subcontractor) personnel proposed to
be employed under a High or Moderate Risk contract shall undergo security processing by the Department's Office of Security
before being eligible to work on the premises of any Department of Commerce owned, leased, or controlled facility in the United
States or overseas, or to obtain access to a Department of Commerce IT system. All Department of Commerce security processing
pertinent to this contract will be conducted at no cost to the contractor. The level of contract risk will determine the type and scope
of such processing, as noted below.
(I) Investigative requirements for Non-IT Service Contracts are:

(i) High Risk-Background Investigation (BI).
(ii) Moderate Risk-Moderate Background Investigation (MBI).
(2) Investigative requirements for IT Service Contracts are:
(i) High Risk IT-Background Investigation (BI).
(ii) Moderate Risk IT-Background Investigation (BI).
(b) In addition to the investigations noted above, non-U.S. citizens must have a pre-appointment check that includes an Immigration and
Customs Enforcement agency check.
(c) Additional Requirements for Foreign Nationals (Non-U.S. Citizens). To be employed under this contract within the United States, non-U.S.
citizens must have:
(1) Official legal status in the United States;
(2) Continuously resided in the United States for the last two years; and
(3) Obtained advance approval from the servicing Security Officer of the contracting operating unit in consultation with the DOC Office of Security (OSY) headquarters. (OSY routinely consults with appropriate agencies regarding the use ofnon-U.S. citizens on contracts and can provide up-to-date information concerning this matter.)
(d) Security Processing Requirement. Processing requirements for High and Moderate Risk Contracts are as follows:
( I ) The contractor must complete and submit the following forms to the Contracting Officer's Representative (COR):
(i) Standard Form 85P (SF-85P), Questionnaire for Public Trust Positions;
(ii) FD-258, Fingerprint Chart with OPM's designation in the ORI Block; and
(iii) Credit Release Authorization.
(2) The Sponsor will ensure that these forms have been properly completed, initiate the CD-254, Contract Security Classification
Specification, and forward the documents to the cognizant Security Officer.
(3) Upon completion of security processing, the Office of Security, through the servicing Security Officer and the Sponsor, will notify the contractor in writing of an individual's eligibility to be provided access to a Department of Commerce facility or Department of Commerce IT system.
(4) Security processing shall consist of limited personal background inquiries pertaining to verification of name, physical description, marital status, present and former residences, education, employment history, criminal record, personal references, medical fitness, fingerprint classification, and other pertinent information. For non-U.S. citizens, the Sponsor must request an Immigration and Customs Enforcement agency check. It is the option of the Office of Security to repeat the security processing on any contract employee at its discretion.
(e) Notification of Disqualifying Information. If the Office of Security receives disqualifying information on a contract employee, the COR will be notified. The Sponsor, in coordination with the Contracting Officer, will immediately remove the contract employee from duties requiring access to Departmental facilities or IT systems. Contract employees may be barred from working on the premises of a facility for any of the following:
(1) Conviction of a felony crime of violence or of a misdemeanor involving moral turpitude;
(2) Falsification of information entered on security screening forms or on other documents submitted to the Department;
(3) Improper conduct once performing on the contract, including criminal, infamous, dishonest, immoral, or notoriously
disgraceful conduct or other conduct prejudicial to the Government, regardless of whether the conduct was directly related to the
contract;
(4) Any behavior judged to pose a potential threat to Departmental information systems, personnel, property, or other assets.
(f) Failure to comply with security processing requirements may result in termination of the contract or removal of contract employees from Department of Commerce facilities or denial of access to IT systems.
(g) Access to National Security Information. Compliance with these requirements shall not be construed as providing a contract employee clearance to have access to national security information.
(h) The contractor shall include the substance of this clause, including this paragraph, in all subcontracts.

1352.237-73, Foreign National Visitor and Guest Access to Departmental Resources (APR 2010)

(a) The contractor shall comply with the provisions of Department Administrative Order 207- 12, Foreign National Visitor and Guest
Access Program; Bureau of Industry and Security Export Administrative Regulations Part 734, and [insert operating unit counsel
specific procedures]. The contractor shall provide the Government with notice of foreign nationals requiring access to any Department
of Commerce facility or through a Department of Commerce IT system.
(b) The contractor shall identify each foreign national who requires access to any Departmental resources, and shall provide all requested information in writing to the Contracting Officer's Representative.
(c) The contractor shall include the substance of this clause, including this paragraph, in all
subcontracts. (End of clause)
1352.239-72, Security Requirements/or Information Technology Resources (APR 2010)
(a) Applicability. This clause is applicable to all contracts that require contractor electronic access to Department of Commerce sensitive
non national security or national security information contained in systems, or administrative control of systems by a contractor that process or store information that directly supports the mission of the Agency.
(b) Definitions. For purposes of this clause, the term “Sensitive" is defined by the guidance set forth in the Computer Security Act of 1987 (Pub. L. 100-235), including the following definition of the term:
(1) Sensitive information is any information which the loss, misuse, or unauthorized access to, or modification of which could
adversely affect the national interest or the, conduct of Federal programs, or the privacy to which individuals are entitled under
section 552a of title 5, United States Code (The Privacy Act), but which has not been specifically authorized under criteria
established by an Executive Order or an Act of Congress to be kept secret in the interest of national defense or foreign policy."
(2) For purposes of this clause, the term ”National Security" is defined by the guidance set forth in:
(i) The DOC IT Security Program Policy and Minimum Implementation Standards, Section 4.3.
(ii) The DOC Security Manual, Chapter 18.
(iii) Executive Order 12958, as amended, Classified National Security Information. Classified or national security
information is information that has been specifically authorized to be protected from unauthorized disclosure in the
interest of national defense or foreign policy under an Executive Order or Act of Congress.
(3) Information technology resources include, but are not limited to, hardware, application software, system software, and
information (data). Information technology services include, but are not limited to, the management, operation (including input,
processing, transmission, and output}, maintenance, programming, and system administration of computer systems, networks,
and telecommunications systems.
(c) The contractor shall be responsible for implementing sufficient Information Technology security, to reasonably prevent the
compromise of DOC IT resources for all of the contractor's systems that are interconnected with a DOC network or DOC systems that
are operated by the contractor.
(d) All contractor personnel performing under this contract and contractor equipment used to process or store DOC data, or to connect
to DOC networks, must comply with the requirements contained in the DOC Information Technology Management Handbook (see
DOC, Office of the Chief Information Officer Web site}, or equivalent/more specific agency or operating unit counsel guidance as
specified immediately hereafter [insert agency or operating unit counsel specific guidance, if applicable].
(e) Contractor personnel requiring a user account for access to systems operated by the contractor for DOC or interconnected to a
DOC network to perform contract services shall be screened at an appropriate level in accordance with Commerce Acquisition
Manual 1337.70, Security Processing Requirements for Service Contracts.
(f) Within 5 days after contract award, the contractor shall certify in writing to the COR that its employees, in performance of the
contract, have completed initial IT security orientation training in DOC IT Security policies, procedures, computer ethics, and best
practices, in accordance with DOC IT Security Program Policy, chapter 15, section 15.3. The COR will inform the contractor of any
other available DOC training resources. Annually thereafter the contractor shall certify in writing to the COR that its employees, in
performance of the contract, have completed annual refresher training as required by section 15.4 of the DOC IT Security Program
Policy.
(g) Within 5 days of contract award, the contractor shall provide the COR with signed acknowledgement of the provisions as
contained in Commerce Acquisition Regulation (CAR), 1352.209-72, Restrictions Against Disclosures.
(h) The contractor shall afford DOC, including the Office of Inspector General, access to the contractor's and subcontractor's facilities,
installations, operations, documentation, databases, and personnel used in performance of the contract. Access shall be provided to the extent

required to carry out a program of IT inspection, investigation, and audit to safeguard against threats and hazards to the integrity,
availability, and confidentiality of DOC data or to the function of computer systems operated on behalf of DOC, and to preserve
evidence of computer crime.
(i) For all contractor-owned systems for which performance of the contract requires interconnection with a DOC network on which DOC data will be stored or processed, the contractor shall provide, implement, and maintain a System Accreditation Package in accordance with the DOC IT Security Program Policy. Specifically, the contractor shall:
(1) Within 14 days after contract award, submit for DOC approval a System Certification Work Plan, including project management information (at a minimum the tasks, resources, and milestones) for the certification effort, in accordance with DOC IT Security Program Policy and (Insert agency or operating unit counsel specific guidance, if applicable]. The Certification Work Plan, approved by the COR, in consultation with the DOC IT Security Officer, or Agency/operating unit counsel IT Security Manager/Officer, shall be incorporated as part of the contract and used by the COR to monitor performance of certification activities by the contractor of the
system that will process DOC data or connect to DOC networks. Failure to submit and receive approval of the Certification Work Plan
may result in termination of the contract.
(2) Upon approval, follow the work plan schedule to complete system certification activities in accordance with DOC IT Security Program Policy Section 6.2, and provide the COR with the completed System Security Plan and Certification Documentation Package portions of the System Accreditation Package for approval and system accreditation by an appointed DOC official.
(3) Upon receipt of the Security Assessment Report and Authorizing Official's written accreditation decision from the COR, maintain
the approved level of system security as documented in the Security Accreditation Package, and assist the COR in annual assessments of control effectiveness in accordance with DOC IT Security Program Policy, Section 6.3.1.1.
(j) The contractor shall incorporate this clause in all subcontracts that meet the conditions in paragraph (a) of this clause.

1.5.7.1. Physical Security. The contractor shall be responsible for safeguarding all government property provided for contractor use. At the close of each work period, government facilities, equipment, and materials shall be secured.
1.5.7.2. Key Control. The Contractor shall safeguard all keys/key cards issued to the Contractor by the Government and ensure they are not lost or misplaced and are not used by unauthorized persons. NOTE: All references to keys include key cards. No keys issued to the Contractor by the Government shall be duplicated.
1.5.7.3. Conservation of Utilities. The contractor shall instruct employees in utilities conservation practices. The contractor shall be responsible for operating under conditions that preclude the waste of utilities, which include turning off the water faucets or valves after using the required amount to accomplish cleaning vehicles and equipment.
1.5.8. Special Qualifications: n/a
1.5.9. Post Award Conference/Periodic Progress Meetings: The Contractor agrees to attend any post award conference convened by the contracting activity or contract administration office in accordance with Federal Acquisition Regulation Subpart 42.5. The Contracting Officer, Contracting Officer's Representative (COR), Task Manager (TM), and other Government personnel, as appropriate, may meet periodically with the contractor to review the contractor's performance. At these meetings the Contracting Officer will apprise the contractor of how the government views the contractor's performance and the contractor will apprise the Government of problems, if any, being experienced. Appropriate action shall be taken to resolve outstanding issues. These meetings shall be at no additional cost to the government.
1.5.10. Task Manager (TM)

The TM monitors all technical aspects of the contract and assists in contract administration. The TM is authorized to perform the following functions: assure that the Contractor performs the technical requirements of the contract; perform inspections necessary in connection with contract performance; maintain written and oral communications with the Contractor concerning technical aspects of the contract; issue written interpretations of technical requirements, including Government drawings, designs, specifications; monitor Contractor's performance and notify the Contracting Officer, COR and Contractor of any deficiencies; coordinate availability of government furnished property, and provide site entry of Contractor personnel. 1.5.11. Contract Manager: The Contractor shall provide a contract manager who shall be responsible for the performance of the work.
The name of this person and an alternate who shall act for the contractor when the manager is absent shall be designated in writing to
the Contracting Officer. The contract manager or alternate shall have full authority to act for the contractor on all contract matters
relating to daily operation of this contract.
1.5.12. Identification of Contractor Employees: All contract personnel attending meetings, answering Government telephones, and
working in other situations where their contractor status is not obvious to third parties are required to identify themselves as such to
avoid creating an impression in the minds of members of the public that they are Government officials. They must also ensure that all
documents or reports produced by contractors are suitably marked as contractor products or that contractor participation is appropriately
disclosed. The on site contractor will be required to obtain and wear his/her federal ID badge while on federal property and while
attending off-site meetings on behalf of NOAA/NESDIS (to ensure full compliance with all observed federal badge guidelines for
employees and contractors).

DEFINITIONS and ACRONYMS
2.1. Best Effort: The effort expended by the contractor to perform within the awarded ceiling price all work specified in this task order
(TO) and all other obligations under this TO and the basic contract. This effort includes providing required qualified personnel,
properly supervised, and following industry accepted methodologies and other practices. The effort is further characterized by
operating at all times with the Government's best interest in mind, using efficient and effective methods, and demonstrating sound cost
control. The effort must be identical to the effort that would be expended if this were a firm-fixed price TO and the contractor's profits
were dependent upon reducing costs while meeting the Government's requirements in terms and quality and schedule. Failure to
provide this required effort may result in the withholding of payment for hours expended that do not qualify as best effort or a reduction
in the rate per hour to reflect decreased value of services received.
2.2. Contracting Officer's Representative (COR): A representative from the requiring activity assigned by the Contracting Officer to
perform surveillance of the contract and to act as liaison to the contractor.
2.3. Defective Service: A service output that does not meet the standard of performance associated with it in the Performance Work
Statement.

PART 3
GOVERNMENT FURNISHED PROPERTY, EQUIPMENT, AND
SERVICES
3.1 GENERAL: The Government shall provide, the facilities, equipment, materials, and/or services listed below.
The contractor will work on-site at the NOAA Silver Spring, Maryland campus with computer equipment and supplies provided by
NOAA/NESDIS to accomplish tasks. The government will furnish the following tools: Adobe Photoshop, Flash, and Dreamweaver.
A text editor on a PC host and/or Linux box will also be provided as well as standard MS Office and PC desktop software.
3.2 Equipment: The Government will provide: Standard computer equipment (and supplies) to complete tasks assigned.
3.3 Services: n/a
3.3.1Utilities. All utilities in the facility will be available for the contractor's use in performance of duties outlined in this PWS. The
Contractor shall instruct employees in utilities conservation practices. The contractor shall be responsible for operating under
conditions that preclude the waste of utilities.
3.4. Facilities: The Government will furnish the necessary workspace for the contractor staff to provide the support outlined in this
PWS to include desk space, telephones, computers and other items necessary to maintain an office environment.
PART 4

4.1. General: Except for those items specifically stated to be government furnished in Part 3, the contractor shall furnish everything required to perform this PWS.

SERVICES
5.1 Basic Services
The contractor will:
• Provide technical support services (and consultation/research) for layout, graphic design, coding, and site maintenance services to the
NESDIS HQ web site, JPSS, Commercial Remote Sensing, and various associated web sites of the NESDIS Headquarters web site.
Provide site maintenance services (for example, revising content, adding audio/video/pictures) solely or in conjunction with other
NESDIS staffers. Contractor will proactively review, update, and maintain these sites.
• Work closely with web content providers, subject matter experts, and the NESDIS Communications Team, JPSS Office,
Commercial Remote Sensing Office, and NESDIS Chief of Staff office in the Web product development process and associated
activities. • Provide writing, editing, graphic design support to help convert the results of science and application development into easy-to
understand messages for the public (including the user community and stakeholders). This includes posting and/or editing environmental graphics or visualizations on the Internet. As such, it is envisioned that the contractor will need to provide expertise in the area of internet development, world wide web (www) programming, software, hardware, text, HTML/XHTML, knowledge of RSS, style sheets, audio, video, graphics, social media tools, Wiki maintenance, and related support for the updating of these NOAA/NESDIS web sites.
• Provide training support for the layout structure, coding conventions, and maintenance of associated and/or linked in web pages.
• Provide monthly and quarterly (written and verbal) updates on tasks undertaken and demonstrate progress on assigned goals for web
site development. • Provide advisory support with regard to NOAA web content management policy compliance.
• Develop new Web templates incorporating images, audio/video, and dynamic content, as well as maintenance and up-keep of existing web pages consistent with emerging methods for Web product development and best practices. Implement new communication methods such as those that use social media tools.
• Attend NOAA Web-related team meetings, assist as a liaison for activities with higher level agency offices (internal and external), including but not limited to DOC, NOAA, NESDIS Communications, Chief of Staff, and the Chief Information Office to gain knowledge to improve and align NESDIS HQ, JPSS, Commercial Remote Sensing, and NESDIS web site designs, content, and organization with corporate standards.
• Ensure NESDIS web sites and Intranets are coded to follow federal, DOC, NOAA, NESDIS, NODC policies such as the Section 508 Accessibility requirements. Adheres to all IT security processes and procedures.
• Ensure web coding will comply with current industry best practices for web development/maintenance. The contractor will use style sheets and content management systems agreed upon by the NOAA/NESDIS/NODC staff and will maintain the web sites in a highquality manner with ease of review and navigationby stakeholders, the general public, and constituents.
• Special/ad-hoc projects on an as-needed basis to provide support for NESDIS.
• Ensure all website content postings occur 30 minutes prior to deadline(s) established by customer.
• Special project will be on an as-needed basis to provide additional resources to support work in the areas of web governance, project
management, and web design, to support the decelopmentr and execution of a web consolidation project for NESDIS.

B.1 52.217-9 OPTION TO EXTEND THE TERM OF THE CONTRACT (MAR 2000)
(a) The Government may extend the term of this contract by written notice to the Contractor within the period of performance
provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 30 days before the contract expires. The preliminary notice does not commit the Government to an extension. (b) If the Government exercises this option, the extended contract shall be considered to include this option clause. (c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 36 months.
