Need for Plan

• Traditional funding won’t address needs, and current plans don’t identify all regional needs.

• Competition for additional funding is tough without a single documented plan supported by all.

• RGV is at a disadvantage without one.

• There is a perception that the RGV is not united in regional priorities.

Advantages of a Regional Mobility Plan:

• Provides a single plan covering the entire region.

• Focuses on regional needs.

• Is needs based (not financially constrained).

• Supports local delegations in pursuing additional funding.

• Documents valley-wide support of regional priorities.

• Builds on previous success of past RMPs.

Reasons for TxDOT Initiative:• Region will have ONE voice, providing a much greater opportunity for funding regional-type projects (i.e. FM 1925).

• Single regional MPO for the Valley would have almost 1.1 million people in the urbanized area and rank as the fifth largest in the state by population, following D-FW, Houston, San Antonio, and Austin.

• TxDOT Commission and Administration have urged local officials in the past to consider merging the MPOs, most notably at the 9/26/2013 TxDOT Commission meeting held in McAllen.

Space X, 2nd Access, Mazatlan-Matamoros Mexican Superhighway, Mexican oil/gas privatization, UT-RGV, Interstates.

• A single regional MPO would be able to identify regional-type projects needed to address the following major developments:

• One set of planning documents, (TIP, MTP, etc.) for the region instead of three separate ones.
