Upon my return to New York my secretary has called to my attention several bills contrac.ted by me for expenses connected with my activities for the government.

As you recall, I came to WaRbington. on several occasions during my first and second incumbency. to do some interim work connected \'lith the Board's program, I am assuming that these are .lustif'ied charges.

In addition, Miss Trainor has kept a list of several other items connected with my work, Unless for reasons unknown to me Mr. ?ehle deems these expenses unjustified, I. should be grateful if you would include them in my final reimbm•sement.

In addition to my per diem expenses, I am attaching trro .statements covering the extra it11ms expended by me in Turkey fo1• tho War Refugee Board which total 2112.31 Turkish pounds and 14 Egyptian pounds, the total of which at the oxohange rate of 1,806 for '1\trkiah pounds and ,4,108 for Egyptian pounds amounts to e1,227,11.V Wherever it 'IIIII! poaai~le, I retained billa to oover these items, It was ey understanding from Mr, Stewart, balled on my previOUB arrangement, that these items of extra expense, which included travel, necessary entertainment of officials, etc., were to be paid by the Board, in addition to the per diem, I need not call your attention to the fact that there is an unprecedented inflation in Turkey, I spent $2 1 500,00 of ey personal fWlds in order to meet ey expenses, which I am not charging to the Board,

Prior to leaving for Turkey on June llth, I was advanced $21 000,00 by the Board, I expect my work to terminate on Thursday, October 19th, which, at the rate of $25,00 per day, I understand results in $3 1276,00, from which· $2 1000,00 is to be deducted.

Attached is the sup~lementary memorandum of expenses which I incurred in connection with my trip to Turkey for the War Refugee Board prior to my departure.

These items were not given to you while in Washington as my secretary in New York had listed them in December and January and brought them rather forcefully to my attention on my return to New York today. In: addition there is a bill from the Hotel Raleigh for the last few days in Washington.

My secretary also found in my papers several additional records from the Embassy in Ankara of telegrams which I paid personally and which I am attaching.

Istanbul for three trips was paid by the State Department at Ambassador

Steinhardt1s request, although lolr. Robert Kelly, the Consul, objected

_ on the grounds that he had no instructions about this. I think it

would lie well for the person going back to Turkey to_ carry with him

a letter regarding the method of takin~ care of his expenses.
