Project Information
Proposed Name:Birch Hill Rec Area
Multipurpose Building Construction Project
Project Description:
New Construction of a Multipurpose Building to
replace the existing Warming Hut, Timing Bldg and Rikka's Buildings at the FNSB Birch
Hill Rec Area. All three replaced buildings are not
code compliant, energy efficient and require extensive
maintenance.
Birch Hill Rec Area Multipurpose Building Construction Project | 16/09/2021 | pg 2
Location:
Safety Code and ComplianceReduce or Eliminate health risk: Yes
Explanation: The current Timing Bldg and Rikka's Bldg are not code
compliant, ADA accessible, lack air exchange systems &
have poor floor surfaces. Because of this, they pose
health and safety risks for the FNSB during normal use and
when hosting competitive events.
Current Facility Condition: This is a new facilityExplanation:
Improves Accessibility Compliance: YesExplanation: The two lower levels that will
be open to the public will have ADA compliant access and

large public restrooms, which are not available in two out of the three facilities that will be
replaced.
Facility Condition Facility Age since construction: This is a new facility
Replace an existing facility: YesCurrent condition: This is a new facility
Facility Notes: The new facility will be multipurpose and replace
three outdated structures, the Warming Hut, Timing and
Rikka's Bldgs. The new building will accommodate space for timing, officiating
events, office space, changing/waxing, first-aid and
volunteer care.
Project FundingStatus of Project Funding: No Funding
Source of Secured Funding:
Multiple funding sources and partners have expressed
interest in supporting this project. If this project is
included in the CIP schedule, we will apply for grant funds from various agencies (e.g.
State of Alaska, Federal Highways, Rasmuson, etc.) to

complete applicable elements or phases of the project.
Match components vary by project type and funding
agency.Unknown Funding Notes:
Funding Sponsors: YesMatch Requirement Info: Yes
Match Amount Info: + 41% match required
Project Funding Notes:
Potential funding would include, but is not limited to
the Alaska Federal Lands Access Program (AFLAP), as
well as grants from non-profit organizations such as the
Rasmuson Foundation, Tanana Valley Youth Sports
Foundation and others. The Nordic Ski Club of Fairbanks
has already contributed funding in the form of labor to
provide site plans, architectural preliminary drawings and project cost
estimates. We will continue to contribute in-kind services as
this project proceeds to reality.
Organization Contribution: Yes
Source of Funds Contributed:
This project could be handled similarly to the New
Maintenance Building also located at the Birch Hill Rec
Area. That project was
Birch Hill Rec Area Multipurpose Building Construction Project | 16/09/2021 | pg 5
completed in 2016 and resulted in one of the most
energy efficient buildings the Borough owns and operates.
The architectural design, engineering and project oversight savings to the Borough totaled about
$400,000. In addition, the $1.6M project was financed by
grants secured by he NSCF, State of Alaska, Rasmuson
Foundation and Tanana Valley Youth Foundation.
Project Funding Attachment:
Environmental InfoContamination Cleanup: No
Cleanup Notes: Improvements to Air Quality: Yes
Air Quality Notes: The new building will improve air quality by incorporating energy saving construction
materials and techniques, an H-VAC system, ground-based thermal heating and cooling equipment, as well as solar panels for electricity and
possible hot water generation.Reduction of Stormwater: No
Stormwater Notes:
Birch Hill Rec Area Multipurpose Building Construction Project | 16/09/2021 | pg 6
Improvements to Groundwater: NoGroundwater Notes:
Improvements to Energy Efficiency:
Yes
Energy Notes: The new building could include state-of-the-art energy saving
construction materials and techniques, possible ground-based thermal heating and
cooling equipment, as well as solar panels for electricity and possible hot water generation.
Public UsageImproves Customer Experience: Yes
Explanation: The new building will have more and better bathroom
outside viewing, waxing and personal storage facilities.
Also better timing and photo finish area, a triage medical
and jury viewing room.Served by Fixed Transit Route: No
Explanation: Improves Facility Capacity: Yes
Explanation: Will allow up to four times the current space for bathrooms,
ski preparation, personal lockers & a first-aid room. Also space for competitive

event volunteer briefings, eating and warmup (support)
that is separate from the competitors and local skiers.
Ongoing Maintenance CostReduction to Utility Expenses: Yes
Explanation: The new building will replace three outdated buildings that require extensive, frequent
and costly maintenance. It will reduce utility costs due to
superior insulation, updated LED lighting, efficient hydronic heating, improved ventilation
and heat recovery with an integrated H-VAC system and
the possible integration of solar electric and ground heat
pump technologies.Reduction to Maintenance
Expenses: Yes
Explanation: With a good design, a reputable contractor and a
quality assurance inspection program during construction,
this modern building can anticipate minimal
maintenance for at least ten to fifteen years. Using durable surfaces, maintenance free siding, durable walls and

floors, well engineered mechanical and electrical
systems per commercial grade construction, this project
should result in a facility with low maintenance for at least
10-15 years following completion.
Extends Existing Facility Life: NoExplanation:
Planning and DesignProject has Complete Designs: No
Explanation:Scope or Engineering Studies
Done: Yes
Explain Work Done to Date: This facility has been under consideration for ten years and as a candidate for State funding in 2014. Preliminary
conceptual design was undertaken and cost estimates for site work and construction were developed during 2014.
Reference attached documents.
Budget/Population/SupportImpact on Operation Budget: Maintain the operating budget
Explanation: The operating budget of the new building will be offset by
Birch Hill Rec Area Multipurpose Building Construction Project | 16/09/2021 | pg 9
the elimination of the three older existing buildings. The increased usage of the Birch Hill facilities and trails over time will result in and justify the increase in accompanied
operating costs.Type of Population Served Regional areawide users
Description of Needs Met:
The FNSB and interior Alaska will continue to see increased
demand for accessible safe lighted outdoor recreation
opportunities. The demand for our world class trails system
will only grow as future generations of residence
discover this recreational gem.Applicable Form of Support:
Explanation of Levels of Support:
We have not yet provided notice to the general public
about this project. We anticipate that once they are aware of it, the project will be
well received and will be broadly supported.
Meets Goals or Objectives: Yes
Explanation:
Reference the Birch Hill Rec Area Master Plan (pages 7-9)
and Parks and Recreation Comprehensive Plan (Goal 1, Objective C, Policy 1: Design
parks which can be used more effectively in the winter
months). (pg 12).
