OPERATIONAL GUIDELINES FOR IMPLEMENTATION OF SCHEMETHROUGH SHGs & PILOT PROJECTS FOR HANDMADE PAPER &FIBER INDUSTRIES UNDER THE VERTICAL OF HANDMADE PAPER,LEATHER AND PLASTIC INDUSTRY, KVIC

1. PREAMBLE

Handmade Paper- Handmade paper comes with a long intriguing history that can be traced backto 102 A.D. The industry that was flourishing in India, received a death-blow during the British Rulein India because of the import of mill papers. It was with the vision and initiative of Mahatma Gandhiduring the Swadeshi Movement that the traditional Kagzi was protected and the craft was revived.

The Vertical of Handmade Paper, Leather and Plastic Industry was formulated to concentrate onthe development of Handmade Paper Industry, thereby generating employment in the rural areas,and contributing in its own humble way to the national production of pulp & paper. It producesdifferent varieties of paper, which have acquired exclusive entity on account of its unique texture,strength and durability.

In today's times when the world is seeking sustainable alternatives to plastic and wood due todepleting forest cover, the development of Handmade Paper Sector offers lot of potential for eco­friendly, non-forest based raw-material product. This Industry is highly relevant in today's times.Hence, this is the only industry that sets a beautiful example of waste to wonder. The real beautyof this paper lies in its rich texture, luster, composition, and making.

Every piece of handmade paper that is made holds a special place and it's unique to its maker asnatural and original petals can be added only while producing the paper by hand.

Fiber- The abundant availability of vegetable Fiber in India which are both naturally grown andcultivated have immense scope for generation of gainful employment opportunities in rural areas.This Industry has immense scope to employ Tribal and Backward class in hilly and border areas onone hand, meeting the changing needs of the vast population of the country on the other with thesupply of Fiber products such as utility and fancy articles. Besides, they can serve as a means torevive the age-old traditional handicraft, thereby arresting the displacement of artisans.

2. PRESENT SCENARIO OF HANDMADE PAPER & FIBER INDUSTRY

Indian Handmade Paper& Fiber Industry is a vast industry. It produces different varieties of paper,which have acquired exclusive entity on account of its unique texture, strength and durability.Handmade Paper is producing mainly by using cotton rags in form of tailor cutting, hosiery cutting,recycling agro waste like banana, jute, straw etc. and waste paper. Paper Institute (KNHPI), Jaipur, has for the first time developed waste plastic mixed handmadepaper, which is now successfully used in making carry bags, folders etc. Handmade paper & FiberIndustry has created sustainable livelihood in rural areas. Some of the strengths of the industry are

);0> Handmade paper has the advantage of being 100% wood-free, which makes it the mostenvironment-friendly form of paper in the world.

);0> Low per capita investment.);0> High employment potential.);0> High percentage of wages.);0> Very low energy and water consumption as compared to the Mill sector.);0> Long durability of the product.);0> Possibility of production as per the desired quality in very small quantity);0> Possibility of producing different types of fancy and decorative papers at affordable price and

scope of producing diversified and value added products.);0> There are number of export oriented units having wide range of product portfolios.

Current Challenges faced by the Handmade Paper & Fiber IndustryIn spite of the immense benefits, the Industry is hugely constrained by untapped market share anddemand. The lag in demand is mainly due to lack of product diversification abreast with modernmarket needs and state of art technological interventions to reduce cost of production.

Geographical Distribution of main producers of Handmade Paper and Fiber Industries:

A majority of the Handmade Paper units are located in clusters in different parts of the country.Sanganer (Rajasthan), Kalpi (Uttar Pradesh), Mahbubnagar (Telangana), Kurukshetra(Haryana), Pune (Maharashtra) and West Bengal that account for more than 60 per cent of the

total production.

Majority of the Fiber Industries are distributed in Kerala, West Bengal, Orissa, Chhattisgarh andNorth-Eastern region of India

3. OBJECTIVES OF THE PROGRAMMEThe key objectives as enlisted below is planned for strengthening the Handmade Paper & Fiber

Industry -

i) To encourage prospective entrepreneurs, unemployed youths! SC & ST! BPL class to acquiretraining to set up their own units in Handmade Paper & Fiber sector.

ii) To train Self-help group to develop knowledge and skills in Paper Conversion, Paper Plate &Dona making and Paper mache and further mobilize them to and develop knowledge and skillsthat enable them to become self-sustained units of operation

iii) To optimize use of local agro-based raw materials and other waste materials such as cottonrags! hosiery for production of paper and fiber products.

. ,iv) To support existing Hand paper & Fiber units to increase their production and marketing

capabilities.

v) Utilization of services of Central Pulp & Paper Research Institute (CPPRI) and KumarappaNational Handmade Paper Institute (KNHPI) as Centre of Excellence for development ofHandmade Paper Sector especially in field of alternative raw material and to reduce productioncost.

vi) Field dissemination of R&D work under taken by CoE through Pilot Projects.

4. DEFINITIONS

a. Handmade Paper-• The handmade paper is a single layer of entwined fibers that are held together by the

cellulose.• It is a sheet of paper, made individually by hand, using a mould and deckle. The mould is a

frame covered with a flat, rigid screen or flexible screen. Deckle is a flat frame used to coverthe mould to contain the run-off of wet pulp.

• In handmade paper, the layer of entwined fibers, held together by the natural internalbonding properties of cellulose fibers lifted by hand, sheet by sheet on moulds in suspensionof fibers in water with or without sizing. Handmade paper is made of eco-friendly materialsuch as cotton, hosiery, and agro waste ((such as sugarcane waste, bark fibers or jutewaste).

b. Fiber - Fiber is a thread like tissue obtained not only from vegetable or plants but also fromanimals and minerals. India abounds in vegetable sources of fiber such as sisal, sun hemp,banana stem, pineapple. Grasses such as moonj and sabai also yield fiber. Extraction of fiberfrom plants and grasses and manufacturing of utility articles are traditional occupations in India

c. Paper Mache - Paper mache literally means "chewed paper", "pulped paper", or "machedpaper" and is a composite material consisting of paper pieces or pulp, sometimes reinforcedwith textiles, bound with an adhesive, such as glue, starch, or wallpaper paste.Paper Mache producing industry of Kashmir is very renowned worldwide. Products such asjewellery boxes, storage boxes, coasters, bowls, trays, pencil stands, vases, photo frames, eggs,small elephants and an array of other decor items can be made with Paper mache.

d. Paper Conversion- Handmade Paper converted into value added products such as Paperbags, Office stationery products, Home decorations, Office and other utility products.

e. Self Help Groups (SHGs) - "SHGs are voluntary, small group structures for mutual aid and theaccomplishment of a special purpose. They are usually formed by peers, who have cometogether for mutual assistance in satisfying a common need".

6. ROLE OF KVIC IN DEVELOPING THE INDUSTRY

i) Field Offices of KVIC to aggressively publicize and thus sensitize public about programmes inHandmade Paper & Fiber such as Training Programme with Tools &Equipment's distribution.

ii) Publicity to be given through local! regional media that have maximum reach and impact such asprint, electronic, outdoor media, pamphlets etc.

iii) Field offices to identify Self Help Groups to impart Skill Development Training Programme andtool kit distribution in Paper Conversion, Paper Plate & Dona making and Paper mache.

iv) CoEs associated with the Vertical of Handmade Paper, Leather and Plastic Industry willdisseminate the knowledge gathered by providing handholding and support trainees to set uptheir own enterprise.

v) CoEs will also set up Pilot Projects of successful R&D projects for wide dissemination of newand improved technology in the sector.

vi) Market Promotion through Trade Fairs such as Paperex, Giftex and other prominent nationaland international exhibition to facilitate marketability of products.

Organizational Structure

7. GENERAL GUIDELINES FOR SKILL DEVELOPMENT PROGRAMME WITH TOOL KITSDISTRIBUTION TO SHGS

a. Implementation of Programme in association with SHGsHandmade Paper and Fiber Programmes will be viably implemented at field level by associatingwith local SHGs. The Programmes aims to identify SHGs and impart skill development trainingin Paper Conversion, Paper Plate & Dona (Bowl) making and Paper Mache to groups of at least10 artisans in each Self Help Group, and further handhold them to start a unit by providing tools& equipments like File Master, Paper Cutter, Screw Press,Screen Printing set, Hydraulic Paper

The association with SHGs at local level for implementation of schemes is formulated to bringabout skill development training to artisans, economic development and unleash theirentrepreneurial talents.

b. The Handmade Paper &Fiber programmes for the Industry will be carried out by KVIC throughits field offices, training Institutions like MDTCs, other training centers as well as Centers ofExcellence.

c. Field offices of KVIC will identify SHGs to impart training in Paper Conversion, Paper Plate &Dona making and Paper mache and distributes tools & equipment's to the SHG.

d. The SHGs setting up their units under the programme will get priority to sell their products atKVIC Outlet.

e. Zonal Deputy CEOI State Directorl Divisional Directorl Principals of field offices to identify theSHGs groups by approaching to the State government agencies like Women DevelopmentCorporation, Nehru Yuva Kendra, Tribal Development Corporation, NGOs, DRDAI NABARDICAPARTI DIC and other organizations etc.

f. Final selection of the beneficiaries to be done by a Committee to be constituted for the purpose,with the following composition:

7.1 Training Programme to SHGs in Paper Conversiona. The Training Programme will be conducted on Paper Conversion for a group of minimum 10

candidates.b. The duration of Training is 06 days and candidates will be trained to manufacture file covers,

paper bags, photo frame, writing pad etc.

c. Artisans taught about diversification of products with innovative design and 80% practical and20% theory will be covered.

d. The trained SHGs will be provided with one set of tool kit consisting of like file master, papercutter, screw press and screen printing set.

7.2 Training Programme to SHGs in Paper Plate & Dona (Bowl) making

a. The Training Programme will be conducted on Paper Plate & Dona making for a group ofminimum 10 candidates.

b. The duration of Training is 06 days and candidates will be trained to manufacture Paper Plate& Dona Making.

c. Artisans taught about diversification of products with innovative design and 80% practical and20% theory will be covered.

d. The trained SHGs will be provided with two sets of tool kits consisting of like Hydraulic PaperPlate & Dona (Bowl) making machine with dyes.

7.3 Training on Paper Mache

);> The Training Programme will be conducted for a group of minimum 10 candidates.

);> Duration of Training is 12 days.

);> Products such as Jewellery boxes, Coasters, Bowls, Trays, Pencil Stands, Vases, PhotoFrames and an array of other decor items will be demonstrated.

);> The trained SHGs will be provided with one set of tool kit consisting of like pulper machine,paper mache moulds.

7.4 Training by Kumarappa national Handmade paper Institute, Jaipur

);> The Institute was established at Sanganer, Jaipur Rajasthan with the technical support fromUNDP and KVIC for strengthening the Handmade Paper Industry in India.

);> The Training Institute is well equipped with the infrastructural facilities for Research andDevelopment work, training and Pilot plant for product development & consultancy services.

);> Target fixed to train 250 candidates under various course during 2020-21.

7.5 Training by Fibre Design Development Centre, Srikariyam, Kerala

);> This is the departmental training centre of KVIC.);> The training centre imparts various training programmes like Fiber Articles Making, Refresher

course & Paper Conversion for the rural unemployed youth to set-up their own venture throughthe various schemes of KVIC.

);> Target allotted to train 150 candidates under various courses during 2020-21.

8. IRG Generation and SHGs Contribution for Skill Development on various TrainingProgrammes and Tool Kit distribution

Artisans/SHGs will deposit the artisan's contribution to dedicated IRG Bank Account ofState/Divisional offices of KVIC. Thereafter, the State/Divisional offices will deposit the samecontribution to the Director (Accounts), KVIC, Mumbai. No cash transaction will be entertained.

9. ROLE OF ZONAL / STATE I DIVISIONAL OFFICES OF KVIC

a. Field offices will invite applications through advertisement / publicity in local media and lor othermeans for skill development training programmewith tools & equipment distribution.

b. The Field Offices will invite applications from SHGs associated with Women DevelopmentCorporation, Nehru Yuva Kendra, Tribal Development Corporation, NGOs, DRDA, NABARD,CAPART, DIC and other organizations etc.

c. The State/ Divisional Directors are authorized to identify SHGs and the final selection will bedone by selection committee proposed at point no. 7.

d. The respective field offices will maintain the record of the beneficiaries.

e. Skill development training will be provided on Paper conversion, Paper Plate & Dona makingand Paper Mache product making.

f. Skill Development training to SHGs will be provided at State Offices, KNHPI Jaipur, HMPI Pune,FDDC Kerala, AIRTM Nashik, MDTCs Training centers and other government training centers.

g. Field offices also may approach to other training centers of Central Govt.lState Govt.lRSETTlsof Bank and authorized by KVIC.

h. Lodging & boarding facilities for the trainees will be provided by KVIC.

i. After completion of the training a comprehensive report incorporating the details of programme,photography/ videography of the programme, list of participants with full address, contact no.with category will be submitted to the Vertical of Handmade Paper, Leather and Plastic Industryby field offices.

j. Zonal Deputy CEOs to ensure that the programme is effectively implemented in their respectivezones.

k. Utilization certificate to be provided as per GFR by each State/ Divisional Offices to Zonal Office& Central Office.

I. Third party and technical resources persons from local Polytechnic, Engineering colleges (likeliT Chennai), ITls, will be invited for assessment of the training and outcome. The trainees willbe assessed by the 3rd Party, based on the articles prepared by them. The participant-wiseassessment documents to be submitted to the Directorate of Handmade Paper under theVertical of Handmade Paper, Leather and Plastic Industry through concernedState/Divisional Directors for further compilation.

m. The Directorate of Handmade Paper under the Vertical of Handmade Paper, Leather andPlastic Industry will develop a separate Industry Portal and online format will also be provided

10-.ROLE OF KHADI INSTITUTIONS

State / Divisional Offices should promote the A & A+ Khadi Institutions to explore the feasibility totake up activities of Handmade Paper & Fiber activities at their respective Kls for impartingawareness programmes and training for interested candidates in their region. If any KhadiInstitution desires to support or encourage a group of artisans, SHGs for the said programmes itmay approach their respective State/Divisional Office and coordinate with them for furtherassistance. The raw materials required would be sourced for from Khadi Institutions andHandmade Paper Units recognized by the KVIC.

11. TARGET GROUP FOR BASIC SKILL DEVELOPMENT TRAINING PROGRAMMEi) Training to SHGs consisting of rural unemployed youth/women/BPLISC/ST people who wish

to start a setup in Handmade Paper & Fiber Industries.

12. SELECTION OF SHGs

i) The Vertical of Handmade Paper, Leather and Plastic Industry propose to train115 SHGs inpaper conversion, paper plate & dona making and paper mache to set up their own venture.

ii) The field offices to promote the programmes and inform SHGs by conducting awarenesscamps/ workshops & seminars.

iii) Wide publicity to be given in local media through advertisements.iv) Filed offices to also approach other Government Departments such as KVIB, NYK, DRDA,

DIC, WDC, SC/ST, Minority Finance & Development Corporation, etc. for promoting thescheme as well as inviting applications form SHGs for associating with the programme.

v) The selection of SHGs will be decided at the level of proposed committee (point no. 7).vi) Two Photographs, One Identity proof with address proof i.e. Aadhaar card, Voter 10 card I

Ration card / Electric Bill etc. and Mobile Number may be collected from each Artisanvii) One set of tool kit will be distributed to each SHG for paper conversion and paper mache

after completion of the training programme.viii) Two set of tool kits will be distributed to each SHG for paper plate & dona making after

completion of the training programme.ix) All the state/Divisional Offices should ensure the procurement of Tool Kits as per

specification and adhering to GFR norms.

13. DEVELOPING CENTRE OF EXCELLENCE IN HMPFI SECTOR

The Vertical of Handmade Paper, Leather and Plastic Industry has identified Central Pulp &Paper Research Institute, Saharanpur and KNHPI, Jaipur as Centers of Excellence forHandmade Paper sector. The CoE will mainly focus on strengthening the Industry by way of useof less capital intensive and home grown technologies, exploit cost effective alternative lingoCellulosic raw materials and agro-waste raw material and more energy efficient productionprocess. Each CoE will mainly act as a key technology partner by providing technical know-how,Common Facility Centre (CFC) Services, like Product Design and Diversification, Branding, andother hand holding services.

The CoEs will also impart training to units and also guide them for field level implementation ofprojects mainly pertaining to new and improved technology! R&D activities, developed byCoEs.

13.1 The Kumarappa National Handmade Paper Institute (KNHPI)

KNHPI, Jaipur is engaged in work of research & development, consultancy & technical servicesand Human resource & development for the growth of Handmade Paper Industry. KNHPI will bestrengthened as a leading Centre of Excellence in Handmade paper and the fundingrequirements for its infrastructure, resources; incubation centre etc. is as follows:

(a) Funding PatternKNHPI is currently funded under the Plan head of KVIC for implementation of trainingprogrammes, R& D activities etc.

(b) Research& Development ActivitiesKumarappa National Handmade Paper Institute, Jaipur is conducting several S&T projects ofKVIC such as Development of Wet Tissue, Herb & Cosmetics Paper and Design developmentwith Screen! Block Printing, Improvement of machine extracted banana fiber usingbiotechnological applications. It has already developed waste plastic mixed handmade paper.

(c) Pilot project

~ KNHPI will also facilitate in the development and hand holding support required to set uppilot projects.

~ The main focus of the Pilot Projects will be to undertake field disseminate of successful R&Dtechnology formulated by the Institute.

13.2 Central Pulp & Paper Research Institute, Saharanpur (CPPRI)

The key areas of work that will be undertaken through CPPRI are as follows:-

(a) Research& Development Activities

~ Development of indigenous technologies for Handmade Paper sector.

~ Use of alternate Fibrous raw materials (Lignocellulosic biomass) for quality and costcompetitiveness and to enhance income of the farmers.

~ Development of Green Process Technologies for the Handmade Paper sector to reduceEnergy consumption and environment impact with an objective to reduce carbon footprint ofthe sector.

~ Water recycling to achieve Zero Liquid Discharge in manufacturing.

~ Development of innovative paper and paper products.

(b) Skill Development Training Programmes

~ Training and assistance to Self Help Groups, Papermakers and Convertors etc. for betterforward and backward linkages.

~ Assistance to units to compete globally by adopting good manufacturing practices like 6sigma, Kaizen, etc. in the sector.

(c) Pilot Project~ Development and hand holding support in setting up of the pilot project.

~ Extending support of R&D technology as a pilot project.

14. Pilot Project:The techno-economic feasibility of commercial applications of new innovations and technologyin Handmade Paper & Fibre Industry will be assessed through Pilot projects. The pilot projectswill be planned and executed by CoEs where projects with commercial viability will be plannedand implemented. The pilot plant will work on alternative raw materials introduced &othertechnologies developed which can be beneficial to the sector.

The pilot projects will be implemented by KVIC with the support of Centre of Excellence.Initially four pilot projects will be set up by two CoEs and the budgetary outlay of maximum Rs.20.00 lakhs will be allocated for each pilot project. The expenditure for setting up andoperationalizing the pilot projects will be met from budget of Directorate of S&T.

KVIC will provide continuous support to develop as a model project for development ofindustry.

Depending on the location of the Pilot Project, the concerned State Director/Divisional Directorof KVIC will assess and finalize the Pilot Project's Location considering factors like availabilityof raw material, basic infrastructure facility (transportation, electrification, water, market andpopulation etc.) for setting-up of Pilot Project's.

The Pilot projects will be setup where there is potential for development of industry and it willalso ensure that backward areas/Aspirational districts and other potential areas are givenappropriate representation.

15. Projects under SFURTI

Each Zonal Office of KYIC to identify and implement at least 01 Cluster of HMPFI under SFURTIscheme. The State/Divisional Director will inform to identify the potential SFURTI Clusters underHMPFI, to strengthen the Traditional Industries and Artisans into clusters to make themcompetitive and provide support for their long term sustainability, sustained employment, toenhance marketability of products of such clusters, to equip traditional artisans of the associatedclusters with the improved skills. 06 SFURTI Clusters will be developed during 2020-21 underHMPFI with involvement of RS.30.00 crore (@ RS.5.00 crore per Cluster).

20. Release of Funds - The funds will be released in favor of State/DivisionalDirectors/MDTCs of KVIC from Central Office KVIC, Mumbai. State/DivisionalOffice will release the fund and issue work order to Technical Training Centers10 days before commencement of the training programme with details of headwise budgetary provision.

21. Marketing Linkages: Leading paper manufacturers shall be invited to addressthe participants to make them aware of the marketing and export potential.Training Programme will be imparted on 'Domestic & Export Marketopportunity' for established manufacturers and new entrepreneurs at IndianInstitute of Foreign Trade, New Delhi.

22. Monitoring and Evaluation

~ The all respective Field Offices & Zonal Dy. CEO should execute and monitorthe whole programme of HMPFI constituted for the purpose at field level/ Statelevel.

~ A comprehensive report of the Programme giving the details of training to theparticipants, photographs may be sent to the Vertical of Handmade Paper,Leather and Plastic Industry

~ Utilization certificate to be provided as per GFR by each State/ DivisionalOffices to Zonal Office & Central Office.

~ Third Party evaluation of the scheme will be undertaken within three years of itsimplementation. For 3rd Party evaluation, Govt. Educational/ResearchInstitutions like liT Chennai will be approached after Programmeimplementation.
