HUNTLEY – The village’s$21.56 million budget for 2014is relatively unchanged fromthe current plan and featuresno major capital projects, a de-parture from recent years thatbrought dramatic changes toHuntley’s infrastructure.
The total budget carriesabout 20 percent less in ex-penses than in 2013, when of-ficials budgeted $5.23 millionto extend Kreutzer Road westfrom Route 47 to Main Street.
Huntley’s day-to-day op-erating budget is balanced at$9.79 million. It includes about$620,100 more in revenues andexpenses than in 2013.
“I would characterize the‘14 budget as conservative, re-sponsible and reflective of thepriorities in the village’s stra-tegic plan,” Village ManagerDave Johnson said.
The Village Board unan-imously endorsed the 2014 fi-nancial plan Dec. 12.
Building permits and appli-cation fees from new develop-ment primarily make up therevenue increases in the oper-ating budget.
Increased police pensionobligations, health insurancecosts, salaries and benefits forthree new village employeesmake up the added expenses,Johnson said.
Capital funds have been de-pleted after officials in recentyears completed major roadprojects, including a widenedRoute 47, a new Interstate 90interchange and an extendedKreutzer Road, Johnson said.
The village plans to spend$25,000 on studies to help offi-cials pinpoint a location for aMetra train station. Johnsonsaid a commuter train stationis a long-term goal that could becompleted by the early 2020s.
Village trustees decided notto bankroll a special censuscount until 2015 because an-ticipated residential develop-ment after the new year couldadd to the village’s population,Johnson said.
In related business, boardmembers officially approved a$3.8 million property tax levythat remained unchanged fromNovember, when the board nar-rowly agreed to hold the levy flatfor the third consecutive year.
Businesses, municipalitiesfight to hike holiday sales
Where others might pic-ture towering cities, McCallliked to find the small towns.She’d hop from one to anoth-er, visiting the homegrownshops unique to their townsquares. Now, she says, somany of those small towns aregone. So many of the shopsare chain stores.
“Everything is startingto look alike,” said McCall,owner of her own little place,the Flag Store, in downtownCrystal Lake.
The growth of big box storesis one reason McCall advocatesfor locals to keep their tax dol-lars within their respectivecommunities. A dollar towarda local business is a dollar to-ward growing that communi-ty, she said. Across the county,with Christmas fast approach-ing, McHenry County busi-nesses and municipalities arein a fight for holiday dollars– no small piece of the yearlyretail and sales tax pie.
Between 20 percent and40 percent of yearly sales ofsmall and midsized retailerstake place within the last twomonths of the year, accordingto the National Retail Feder-ation.
“We want to make surethat people are choosingWoodstock first,” said CortCarlson, the city’s directorof community and economicdevelopment. “Especially ourlocal residents.”
Business owners andcommunity leaders go aboutreaching that goal in varyingways.
In Woodstock, the city sup-ports merchants with severalevents throughout the holi-day season. A lighting cere-mony, a kids day and a Santaparade, among other events,help bring people to theSquare, where crowds drivesales.
“You don’t have a lot ofcost behind them on any lev-el,” Carlson said. “The city’scost comes in just the main-taining of the Square and pro-viding, hopefully, a positiveenvironment for the stores tothrive and be successful.”
Crystal Lake has designat-ed tax money directly towardmeasures to draw retail induring the holidays.
During the worst of theeconomic slump, the city des-ignated about $100,000 towardrebates for local consumersthrough its Shop Crystal Lakeprogram. The first 3,333 peo-ple to submit an applicationsaying they’d spent $300 inCrystal Lake stores received
a $30 gift certificate to CrystalLake businesses.
“That was amidst the depthof the challenging economictimes, and we wanted to dowhat we could at the time tosupport local business,” As-sistant Director of EconomicDevelopment James Richtersaid.
The city since has reducedfunds to the program. Thisyear, it budgeted $7,500 to-ward prizes for the holidayprogram. Those who spend$200 in town can enter to wingift certificates ranging from$50 to $1,000.
As for the push and pullgoing on among McHenryCounty businesses, HuntleyChamber of Commerce ChiefRita Slawek said there’s beena recent move toward market-ing gifts of “necessity.”
According to a survey byAmerican Express and theNational Federation of In-dependent Business, localshops are off to a strong startthis holiday season. Locallyowned stores brought in $5.5billion in sales on Small Busi-ness Saturday, the surveyfound.
If downtown Crystal Lakewas any indication, local peo-ple took the day seriously,McCall said.

“I’ll be back, girls. It’s hardto find a bakery around here.”
Grenevitch, of Union,opened her bakery lastmonth. It offers a full range ofgoods, such as cakes, cookies,pies, muffins and rolls, andwith a comfortable seatingarea allows customers to sitand enjoy their purchaseswith coffee. On Wednesdays
and Saturdays, the bakeryoffers artisan breads, andlike any bakery, it can whipup special-order pies, cakesand other goodies for specialevents.
Grenevitch’s skill atbaking comes from a lifetimeof knowledge passed fromher late mother, Ruth, whoseexpertise is reflected in thebakery’s name. As for thebusiness aspect, Grenevitchhas a master’s of businessadministration from NorthCentral College in Naperville.
She has taught bakingand business as a marketingprofessor at Kendall Collegein Chicago and by teachingcake decorating at Jo-Ann Fabric and Craft in
Algonquin. However, shealways wanted to turn her“extreme love of baking” intoa business.
“I knew I wanted to havemy own business. I knew thatwas something I wanted to tryand do, and I felt there wasa need in the community,”Grenevitch said. “It was justsomething I could be verypassionate about. Everybodyhas a passion, and they have tofigure out what it is.”
Grenevitch, who employsthree, said business has beengood and she has received awarm welcome from Huntleyresidents, who she said arehappy to now have a localbakery.
Grenevitch designed its
layout to accommodate on-the-go shoppers and customerswho want to stay. Cinnamonrolls, chocolate and berrycroissants, lemon bars,danishes, Christmas cookiesand coffee cake call out forpurchase behind large glasscases. Wooden tables and anelectronic fireplace invitepeople to sit and read, playgames or chat.
On the back wall is theslogan, “Live the life youhave imagined.”
“I feel like I live in Huntley.Being close to home helps alot, and being the only bakeryin Huntley helps from aneconomic standpoint. I thinkthat things happen for areason,” Grenevitch said.

CRYSTAL LAKE – In less than 24hours Rachel Hardy would be homeless.
The harsh reality was biting harderthan the temperatures that awaited heroutside of the temporary warm havenprovided by a McHenry McDonald’s. Theforecast for Dec. 13 – her first day with-out four walls and a roof over her head– called for temperatures dropping to 15below zero with the wind chill.
Thoughts of braving the cold were stillwarmer than thoughts of going back toher ex. She would take a cold sidewalkbefore she took another blow from him.But decisions were never that simple forthe 23-year-old mother of four.
She had some family in Memphis,some in Texas, but access to transporta-tion and communication are hard to comeby for a young, single mother with onefoot out of a shelter.
“I don’t know,” she said as she shook herhead, failing to completely hold off the tearswhile she thought about where she could go.
A growing problemAll Julie Biel-Claussen needs to do is
look at the stack of paper on her desk toknow the demand for low-income housingcontinues to grow.
The stack on the desk of the McHenryCounty Housing Authority executive di-rector gets taller every year.
“When I first started here in 2007 ourwaiting list for Section 8 housing wasabout one and a half years,” she said.“Now, it takes up to four and a half yearsjust to get assistance.”
There are 24,568 people living in pov-erty in McHenry County, a 2011 estimatethat jumped 9.8 percent over the previousyear, according to the U.S. Census Bureau.The statewide number climbed 8 percent tonearly 1.9 million in 2011.
Half of the poverty in the Chicago areawas concentrated in the suburbs in 2011,up from about a third in 1990, according toa report released by Heartland Alliance’sSocial Impact Research Center.

HUNTLEY – Centegra HealthSystem will look to break groundin March on its $200 million Hunt-ley hospital after officials clearedthe final village planning hurdleDec. 19.
Centegra executives spent allyear working their way through theplanning process and encounteredsome delays, primarily from a re-cently decided legal battle with theircompetitors. The fight over the proj-ect will continue into 2014 after Cen-tegra’s competitors filed an appeal tothe decision.
But on Thursday, Centegra of-ficials were focused on movingforward with construction. TheVillage Board unanimously ap-proved the final design to build afive-story, 128-bed hospital withinCentegra’s existing Huntley healthcampus, near Haligus and Algon-quin roads.
“It’s been three years to get tothis point,” Centegra Chief Exec-utive Michael Eesley said. “It’sgoing to be a one-of-a-kind, state-of-the-art facility. And I think peo-
ple will really appreciate it in thiscommunity.”
The 375,000-square-foot hospi-tal will be Centegra’s third in thecounty and serve the growing areaof southern McHenry and northernKane counties. The $200 millionproject marks the largest infra-structure investment in Huntley’shistory.
The final designs include plansfor an eight-bed intensive care unit,full service emergency department,a dedicated women’s center and ahelipad for transporting criticallyinjured patients.
The plans were relatively un-changed from earlier this summer,when Centegra executives presentedthe board with an initial design.
“It looks fantastic,” Trustee Nick
Hanson said.The planning process did not
come easily for Centegra. A lawsuitfrom competitors Mercy Health Sys-tem, Advocate and Sherman Healthultimately delayed Centegra’s orig-inal construction start, planned forlate October.
The lawsuit sought to overturna state board’s July 2012 approvalof the Huntley project. The state’shealth facilities board had previ-ously rejected Centegra’s plantwice.
The three competitors contend-ed the state approval should bereversed because Department ofPublic Health staff concluded theproposal did not meet three of thestate’s 20 standards.
But a Will County judge sided
last month with the state boardthat the project will meet a fu-ture need in an area continuing togrow.
Centegra General Counsel AaronShepley informed the Huntley boardthat both Mercy and Advocate,which merged this summer withSherman, are seeking an appeal tothe judge’s decision.
The appeal process could last sixto 10 months, but it shouldn’t derailCentegra’s construction plans, She-pley said.
“The strength of the [judge’s]opinion will carry the day,” he said.“It’s just a process that we have to gothrough.”
Although construction likely willbegin in March, the public won’thave a chance to celebrate the proj-ect until the summer.
Eesley said they wanted to waituntil the warmer months to do aceremony that is typically reservedfor when construction crews breakground on a project.
“We wanted to wait until it was alittle warmer and make it more of acommunity-based ceremony ratherthan just have the dignitaries,” hesaid.

The poverty line – a metric used
for assessing whether households
qualify for federal benefits – falls at
$11,490 plus $4,020 per additional per-
son in the household. The average
median income in McHenry County
was $76,417 in 2012, according to the
U.S. Census Bureau.
Many low-income residents seek
out that Section 8 housing program
that has closed its waiting because it
is so backlogged. The county assists
875 families through the program.
It also can be more difficult for
those making low wages to afford
housing in McHenry County. Fair
Market Rent – the amount of money
a property would command if it were
available for lease – is roughly $958
for a two-bedroom apartment in the
county compared to the state average
of $873, according to data from Heart-
land Alliance.
The same study shows the hourly
wage needed to afford that apartment
in the county is $18.42 compared to the
$16.78 to afford the state average. On
the existing minimum wage, a person
would need to work 89 hours a week
to meet living costs for the McHenry
County apartment.
Combined, housing and transporta-
tion costs account for 59 percent of the
income for the average resident.
Biel-Claussen said that has led the
housing authority to focus on more
than housing and offer additional as-
sistance to residents who need help
paying utility bills. She said those pro-
grams also have grown, although there
are many people who still need but do
not seek the help.
“We have people that have never
come in for assistance before and they
are embarrassed,” Biel-Claussen said.
“They never had to ask for help paying
bills before and they think it’s a hand-
out but it’s not.”
‘It snowballs’Hardy came from Waukegan to
Home of the Sparrow, but she barely
knows how it happened.
She always had good family sup-
port, she said, but a pregnancy as a
young teen made school much more
difficult and with it came more chal-
lenges. But she never imagined she
would be counted among those who
are homeless.
“No one ever expects they’re going
to be in a shelter or homeless, but for
me it was just a series of events that
snowballed fast,” Hardy said. “The
domestic violence was just all the
time, and I had to get out. But now
I’m in a real bad financial situation
like a lot of people here. Once you go
to one shelter you’re bound to end up
in another.”
For a time, Hardy felt lucky just
to have found a shelter. No matter
where she checked, shelters were ei-
ther full or had residency guidelines.
But Home of the Sparrow had no
such limitations and she moved in at
the end of May.
Hardy quickly enrolled at First
Institute in Crystal Lake to study in
the medical assistant program and
got a job at an electronics store. There
would be times when eating or sleep-
ing would be limited or eliminated as
she juggled work, school and taking
care of her children.
Eventually the job, partially
based on commissions, became too
burdensome and did not pay enough
to support what was needed to get
her from the shelter to work and
school and back again so she quit.
Leaving the job meant an extension
at the shelter would not be likely.Leaving the shelter meant leavingthe medical assistance program sixmonths into the 12-month certifica-tion process.
“It feels like there is no light at theend of this tunnel,” Hardy said. “Youcan’t stay in one place too long and youcan’t get an apartment anywhere withbad credit. You can’t work or finishschool if you have to move. Once you’rein the cycle, you keep ending up back atsquare one.”
Taking shelterThe Section 8 housing waiting list is
closed and even those on it will not seeassistance for four years. Those peoplestill have to go somewhere.
Biel-Claussen said many peopleare living with relatives but evenmore are seeking the services of shel-ters.
Debbie DeGraw, vice president ofmarketing and development for Homeof the Sparrow, said the demand forthe shelter’s services have increasedwith its own waiting list growing tonearly 30 families.
DeGraw said the shelter has re-sponded to the demand by restructur-ing its service delivery and the resultshave been good. Length of stays aredown to four to five months comparedwith the two years some used to stayas the focus has shifted to securing ser-vices for those at the shelter that willallow them to quickly obtain housing.

in March and are in the process of

could be a greater willingness from
municipalities to allow low-income

“Affordable housing is almost non-
existent and not everyone can afford
$1,200 apartments,” DeGraw said.
“There is a preconceived notion that
these developments would be like
Cabrini-Green, but we know these
developers and they want to partner
with service agencies.”
A road homeIt’s the morning of Dec. 13 and the
night before was supposed to be Hardy
and her children’s first day without a
place to go. But Hardy woke up at the
shelter, which gave her additional
time to continue packing.
The average monthly income of
those entering Home of the Sparrow
is $77. The average monthly income
at departure is $1,450. In this case,
the average was not the reality for
Hardy who struggled to transition to
shelter life as she experienced it for
the first time.
The extension was all she needed
as she was able to make arrangements
to stay in her mother’s one-bedroom
apartment in suburban Cook County.
The situation is far from ideal, and
Hardy knows the stay will need to be
short as her mother could be evicted
for housing too many people.
Earning a medical assistant cer-
tificate is still her top priority as it is
the only way she’ll break the nomad-
ic lifestyle.
“I cry at night thinking about
where I am going to go because I don’t
want my children having to grow up
this way,” she said. “You just have to
keep looking for solutions. Just don’t
give up.”

In the 10-week program,there is an interactive curric-ulum and running to inspireself-respect and healthy life-styles in preteen girls, accord-

and empower girls at an ear-ly age in order to prevent thedisplay of at-risk activities,such as eating disorders andsubstance abuse,” the news re-lease said.
