AstheMiddleEastcontinuestogrowasanimportantregionforbusinessaviation,post-warIraqhasbeeneyedbyowners,operatorsandmanufacturersasapotentialareaofopportunity–particularlyasmanyregionalandinternationalcompanieslooktomoveinwithcontracts.Unfortunately,these expectations were put on holdin 2010 when the Iraqi Civil AviationAuthority (ICAA) awarded Palm Jetwitha12-yearcontractfortheexclusiverights for flight approval into thecountry. Needless to say, this decisioncaused an uproar within the businessaviationcommunity.

But all of that changed recently as theICAAofficiallyannounceditsterminationof the exclusive flight permit contractwithPalmJet.

MEBAA in ActionAt the forefront of this campaign toreversetheICAAawardwastheMiddleEast Business Aviation Association(MEBAA), who immediately demandedthat the Iraqi government intervene topreventthecreationofwhat itcalled“amonopolyoveraccesstothecountry”.

“When the original decision wasannounced, we immediately sawan increase in cost for permit andlanding clearance – in some cases fromUS$200 to US$6,000 for aircraft withfewer than 10 seats and US$8,000 forthosewithmorethan10seats,”saysAliAlNaqbi,chairmanandfounderofMEBAA.“Thedecision to reverse thismonopolybrings Iraqback into thenormalwayofdoing business, which is important forthecountryasbusinessaviationwillplay

a key role in the development of thecountry’seconomy.”

AlNaqbinotedthatthechangeisaresultofacoordinated,internationaleffortthatincludedIBACandICAO.OperatorsarenowabletoapplyviaeithertheICAAorIraqAirways.

Challenges AheadThatbeingsaid,operatingintoIraqcanstillprovechallenging.AccordingtoUniversalWeather and Aviation, Inc., althoughbroad-basedUSeconomicsanctionshavebeen lifted on Iraq, ongoing concernsoversafetyrequireUS-registeredaircrafttoobtainanexemptionfromtheFederalAviation Administration regarding FAASpecial Federal Aviation Regulation 77(SFAR 77). SFAR 77 imposes limits onUS-registered aircraft from overflyingIraqandoperatingintoIraq.

AccordingtoLarryWilliams,SeniorTripOwner, Charter Management Team,Universal Weather and Aviation,Inc.:“USoperatorsflyingintoIraqneedtoplanwellinadvance in order togive themselvesthe necessarytime to applyfor anexemptionto SFAR77. Iraq isnot a tripthat canbeplannedq u i c k l ywithouttheexemption.

Thereisalotofpaperworktocompletetoreceivetheexemptionanditcantakeaslongasamonthtoreceive.Thisprocessapplies to allUS-registered aircraft, butasofthismoment,theSFAR77doesnotapplytonon-US-registeredaircraft.”

Itisalsoimportanttokeepinmindthatthe Iraq Stabilization and InsurgencySanctionsRegulationsdoexistandthatUSpersonsareprohibitedfromtransferring,paying, exporting, withdrawing orotherwise dealing in the property andhaving interests in property of specificindividuals and entities associated withthe former Saddam Hussein regime,or those that pose a significant risk tounderminingthenation’sstability.AdvisesWilliams:“Priortoanytrip,USoperatorsshouldalwaysscreenallentitiestheyareworkingwith against theUS RestrictedPartieslist.”

The situation is grim and the forecast isn’t looking any better. As financing a business aircraft becomes

tougher, buyers and sellers look for new options. NickKlenske reports.

OntopofthealreadytroubledEuropeaneconomy, those looking to purchase abusinessjetarealsofacingastronomicalVAT rates, increased regulations and afleeingoftraditionalfinanciers.

Asfinancingabusinessaircraftbecomestougher, buyers and sellers are on thelookoutforalternatives.SodoesNetJetsEuropehavetheanswer?

The company recently launched itsDirectFinancingProgram,whichmakesavailableanalternativefinancingmethodwithratescomparabletothoseofferedbymajorfinancialinstitutions.Accordingto the company, it bridges the gapbetween lease and acquisition, allowingcustomers to purchase a mid-size orlong-range aircraft through NetJetsEuropeDirectFinance,withcompetitiveinterest rates and with a minimal 25%downpayment.

At first glance, this seems to be arevolutionary move set to shake upthe world of aircraft financing.But with another look,perhaps it is just the startofatrendworkinginreactiontoexternalpressures.

“The real problem withaircraftfinancingisexternal,”explains Aoife O’Sullivan,Partner, Gates and Partners.“It’s new regulations and VATrules that can see an operatorpayingupto24%ofthetotalvalue

oftheaircraft.”

“ThisNetJets Europe announcement isgreatnewsinthesensethatacompanyisfinancingitsownproductandputtingitsmoneywhere itsmouth is,” commentsO’Sullivan. “But one has to rememberthattheNetJetsEuropemodelispurelyforNetJetscustomers,whotendnotto

bethesametypeofcustomerthatwantstofinanceabusinessaircraftoutright.”

The Big PictureIf you stepbackand lookat thebiggerpicture, you’ll see the real changes inaircraftfinancingarehappeningwiththetop-levelbuyers.

“As banks continue to face morestringent regulations, everyone ischasing the same person, who doesn’teven need the financing anyway,” saysO’Sullivan. “The resulting trend is thatcashisnowking.”

O’Sullivan references the fact that thejets comingonto themarket – such astheG650–tendtobebigandexpensive.Iffinancingistight,wherearethebuyerscoming from? “Simple, they’re self-financingwithcash,”shesays.

Ifthisisthecurrentscenario,isbusinessaviation shifting towards a high-net-worth-only club? What about the‘littleguys’?

“In the coming years we’ll see newfinancing structures develop,” saysO’Sullivan. “On the one hand, expectto see more financing opportunitiescomingfromChina.Ontheotherhand,you’ll see more local financing wherea local bank teams up with a localexpert to provide a financing solutionforalocaloperator.”

InEuropeandtheUS,wehavecomealongway from the wild-west days of under-regulated skies and under-developedinfrastructure,buthavewereallyreachedthe end of our progression? Just whereare the developed markets headed? Isit possible that the beginnings of a newphaseofdevelopmenthavealreadystartedcroppinguprightunderournoses?

Aswe look at the European andNorthAmericanchartermarkets,weseeanewphase percolating just under the surface.With the emergence of, what could becalled,the“LogisticalCharterModel”webelievethatanewphase inourmarkets’development is beginning to take shapeand this may change the way we, as anindustry,lookatcharter.

With the traditional charter model, anoperator has two sources of income,aircraftmanagement and charter incomefrom managed or owned aircraft. TheLogistical Charter Model, however,focuses on product movement, and,as such, engages in the singular task ofmakingcharteravailabletotheendclient.These new-style charter companiesown and operate their own aircraft;generally have large, but relativelyhomogenous, fleets; and focus on thebusinessofmovingpeople in an efficientand price-competitiveway from point AtopointB.

So why do we believe that this modelhas staying power?Well, to begin with,by having a large, homogeneous fleet ofaircraft, charter companies that employthis particular model can enjoy thebenefits of scale. They can place aircraftaround a region, or around the world,and, since these aircraft are relativelyinterchangeabletheycanhavethemreadyforaclientpracticallyanywhere,almostatamoment’snotice.

Thesheerscaleoftheiroperationsalsogives them the ability to lower costs,andbroadenthescopeoftheiraudience,whichbringsustothesecondreasonthismodelhasthepotentialtostickaround.Itmakescharteravailabletoacompletelynewclientele.Byexpandingouravailablepoolof end clientswewill be able tonotonlysustainbusiness,butactuallygrowasanindustry.

While expanding the industryand lowering costs are two verypersuasive reasons to watch thisbusinessmodel,thereisalsoathirdone.Fromafinancialperspectivethislogisticalapproachtochartercreatesascenariowherethebusinesscaseofanoperator couldbeused as an argumentfor financing instead of the value of anasset.Whileveryfewfinanciersaredoingthisforthecharterindustrytoday,usingyourbusinesscasetosecurefinancingis

‘businessasusual’overonthecommercialairline side, and could present anotheropportunity for the charter industrytoexpand.

So, where does all this lead? To findout the answer to that question wemay have to wait a few years, but inthe meantime we will be watching thedevelopment of this new businessmodelwithinterest.

Thinkaboutthis:Besidesflyingtheaircraft,you also provide such ground services asbaggage handling, taxiing and parking. Asany operator knows, tarmacs are busyplaces and hangars get crowded. So whenyou’re taxiing your aircraft across thetarmac and towards the hangar and youbumpintosomebodyelse’s jet,guesswhat?That aircraft liability policy isn’t going tohelpyou.

“Over 50% of all claims happen on theground, which is exactly why you need anall-inclusivebusinessaviationinsuranceplan,”saysGuyBroddin,CEO,FinServe.

An Operator’s Insurance PolicyTomeetthisindustryneedforanall-inclusiveinsurancecoverage,lastyearAntwerp-basedFinServe launched its FinServe EuropeanBusinessAviationPlacement(F-EBAP)policy.

F-EBAP is a privileged insuranceprogramme designedspecificallyforqualitybusinessaircraftownersandoperators.It offers a comprehensivecoverageonabroadrangeoftherisksinherentinoperatingabusinessaircraft.

“Wethoughtitwasnecessarytolauncha programme more compliant withthe business aircraft operator’s fullrange of needs,” says Broddin. “Mostpoliciesareverylimited,coveringonlythe aircraft.The riskexposureof thebusiness aircraft operator, however,involves much more than just theaircraftitself.”

Instead of an aircraft insuranceprogram,F-EBAPpositionsitselfasanoperator’sinsurancepolicy.Sinceeveryoperator’sneedsaredifferent,thekeyistoofferafullycustomisableservice.

“Ourpolicycanbeamendedasneededto include clauses that cover suchissuesasPremisesandHangarKeeper’sLiability,material and equipment usedaround the aircraft, General AviationLiability and spare parts insurance,justtonameafew,”explainsBroddin.“Generally speaking, standaloneinsurance policies covering each ofthese items individually can be quiteexpensive. With F-EBAP, however,eachoftheseclausesisaddedatalmostnoadditionalpremium.”

As a bizav operator, you probably have aircraft insurance – so as far as liability goes, you’re pretty

much covered, right?

BusinessjetbuyersshouldbelookingattheirchosenaircraftnotjustasameansoffasttransportationbutalsoasameansofinflightproductivityandthereforetheIFErequirementsshouldbeconsideredattheoutset.Itisworthtakingintoconsideration,especiallyforchartercompanies,thatit’spossibleyouraircraftwillbeselectedbycustomersbasedonitscommunicationscapability,asopposedtorangeandgoodlooks.

WhenplanningyourIFE/connectivityIalwaysencouragebuyerstoconsideritlikeanyotherbusinessassetthathasajobtodo.Whenresearchingyouroptions,thefirstportofcallisusuallytheOriginalEquipmentManufacturer(OEM)oftheaircraftyouareconsidering.

Theyknowthecapabilitiesoftheirairframesbetterthananyone.

Retrofitisincreasinglyaccessibleandcommerciallyviable,possiblyextendingtheusefullifeofanoldairframeorincreasingtheutilityofasmallerairframeforlongerflights.Inmarsat’sSwiftBroadband200serviceoffers200Kbpsbroadbandtypeconnectionviaabladeantennawithreasonablecoverage.ItisnotinconceivablethesedaystohaveadecentInternetserviceaddedtoanaircraftforlessthan$100k.SupplierslikeThraneandThrane,EMSandCobham,tonameafew,allofferavarietyofsolutionsfordifferentsatellitesystems.

Oneofthemaindriversofconnectivityonanaircraftisthecabinservicesforpassengers,however,thewholeaircraftbenefitsfromthiscapabilityandinrecentmonthswehaveseenaplethoraofflightdeckapplicationsenterthemarketonthebackoftheiPadandothertablets.Thishasenabledinformationthatwaspreviouslyonlyavailableviaaircraftavionicstobeavailableonboardfromalivefeed.Thingslikeliveweatherradarandotherdata,coupledwithmappingfunctionalityforexample,enablepilotstoeasilyre-routetheiraircraftormakeotheroperationaldecisions.

Theeasyavailabilityofbandwidthandpoint-to-pointconnectivityisalreadystartingtohaveanimpactinareaslikeenginehealthmonitoring,andFlightOperationsQualityAssurance(FOQA)datadelivery.

Thefutureoperationsoftheaircraftwillbeeverincreasinglynetworkenabledgivingpilotsthechancetomakebettercollaborativedecisionswithmoreup-to-dateinformationandinput.

So,toconclude,whenplanningyourconnectivityneeds,Iwouldconsiderobjectively“WhydoIneedtheaircraftandwhereamIgoingtotypicallyuseitintermsofregionsandlengthofflight?”Reallyexamineyourcurrentneedsandlookatyourbandwidthrequirements.

Analysetheywayyouworknowandquestionwhatyourfutureneedsmaybe;thiswillavoidtheheavycostsofpoorconnectivityandhavingtoupgradeinthefuture.

Connectivity Availability Inrecentyearswehaveseenarapidincreaseintheaccessibilityofconnectivitysolutionsonboardaircraft.Themainmeansofinflightconnectivityremainssatellitebased,althoughAircell’sGoGosolutionisenjoyingsuccessinNorthAmericawithdirectair-to-groundconnectivity.Thisispartlyduetoitbeingalargecontinentalsinglemarket,whichismatureforairtravelandbroadbandusage.Othermarketsforaircraftconnectivity,withmorecomplexsovereigntyandregulatoryissues,remainexclusivelyaccessedviasatellitemeans,atleastfornow.

The Turbo-Proposition

In days gone by, aircraft always used to have propellers – but, surely, today they are old-fashioned? Only jets make

sense as business aircraft, don’t they? Well not exactly, says RodSimpson, as he takes a closer look at the turboprop market and finds that the demand is still high.

In2010,athirdofallturbine-enginedaircraftdeliverieswereturboprops,andthisratiohasactuallybeenincreasingwithover2,200newaircraftdeliveredoverthepastfiveyears.Thereasonisnothardtofind.Certaintypesofbusinessmissionrequirethespeedandrangeofjetaircraftand,forotherbusinessusers,theuniquequalitiesofturbopropaircraftsuittheirneedsprecisely.Turboprop technicalitiesEssentially,aturbopropengineisagasturbine(jet)enginewhichdrivesapropellerratherthanrelyingonjetthrusttomovetheaircraftforward.Turbineenginesoperateatmuchhighertemperaturesthanpistonengines,sotheyareconsiderablymoreexpensivetomanufacture–buttheyhavethegreatadvantageofbeingmuchmorepowerfulandgenerallylighterandmorecompactthanpistonengines.Theyarealsoverymuchmorereliablewithextremelylowfailurerates.Amongenginemanufacturers,theundisputedmarketleaderinthe500shpto1500shprangefittedtomostcurrentproductiontypes,isPratt&Whitney,whosePT6Apowersnotonlybusinessturbopropsbutalsomilitary,agriculturalandsmallairlineraircraft.Comparedwithpure-jetaircraft,turbopropshaveadvantagesanddisadvantages.Generally,turbopropsdonotflyasfastasthejetsandaKingAirB200willcruiseat310kts,whereasanEmbraerPhenom300jetcruisesat453kts.Consequently,theKingAirwill

takeanhourlongerthanthePhenomona1,000miletrip.However,someturbopropsareconsiderablyfasterand,notably,Piaggio’sAvanticruisesatover400kts–whichisnotagreatdeallessthanthePhenom.

Overall,turbopropshavealowercostofoperationand,forcompaniesflyingfairlyshortsectorsofmaybe300or400miles,thetimepenaltycomparedwithjetsisnegligible.However,thecostsavingsareworthwhile,withanAvantisaving$195perhourinfuelcomparedwithaCitationCJ3.Someothercostsalsotendtobelowerforturboprops,particularlymaintenancecostsperflighthourand,tosomedegree,insurance.Turbopropaircraftarealsoabletooperateintosmallerairstripsthanthejets,whichisimportantformanybusinessuserswhoneedtovisitsmallerairports.Forinstance,aKingAir250canoperateintoa2,110ftrunwaywhereasaPremierIArequires80%morerunwaylength(3,790ft)andturbopropaircraftaregenerallymorecapableofusinggrassairfieldswhereasmostjetsrequireaconcreterunway.The Turboprop ChoiceFromthepassenger’sstandpoint,modernturbopropaircraftareascomfortableandwellequippedasbusinessjetsand,whiletheymayfeelalittledifferenttoridein,theirvibrationandnoiselevelsareveryacceptable.Currentlyinproductionarefourtwin-enginedmodelsandfoursingle-enginedaircraft,allpoweredbyversionsofthePT6A.Becauseofthereliabilityof

turboprops,thesingle-enginedaircraftareincreasinglypopularandarenotonlysafe,butalsohavethelowercostsofferedbyoneengine.

Atentrylevel,thePiperMeridianisaderivativeofPiper’spopularMalibu,pricedataround$2million.Itisahighlysuitableaircraftforsmallbusinesses,withfourseatsinthemaincabin,andcaneasilybeflownbyacompetentowner-pilot.Alittlelarger,andwitha320ktcruiseperformance,istheTBM850whichgoesalmostasfastastheCitationMustanglightjetand,again,isverypopularwithowner-pilots.Thisisaseriousaircraft,whichisusedbymanyownersforquiteambitiousjourneys,includingtransatlantictrips.

Cessna’sofferingistheGrandCaravan,whichisadeluxeversionoftheirhigh-wingutilityModel208Caravan.Ithastheadvantageofaluxuriousandveryspacioussix-tonine-placemaincabinandisusefulforoperatingintoremotelocations;itsonlydownsideisthatitisnotasfastastheotherturbopropsingles.

Takinguptherearisthelargestaircraftinthiscategory,thePilatusPC-12.ThePC-12hasconsistentlysoldattherateofabout100aircraftayearandisinservicewiththeRoyalCanadianMountedPoliceandtheAustralianFlyingDoctorService,inadditiontomanyprivateandbusinessowners.Ithasaconvenientforwardairstairdoorandahugerearcargohatch,whichcanbeusedtoloadeverythingfrommotorbikestosmallboats.

Whenitcomestothetwins,HawkerBeechcraftdominatesthesectorwithitsthreeKingAirs,theC90GTx,250and350i,allofwhichhavebeensignificantlyupgradedrecentlyandallofwhicharefittedwiththe3-screenRockwellCollinsProLine21integratedavionicssuite.

ThesmallestKingAiristheC90GTxandmorethan2,700oftheseKingAir90shavebeenbuiltoverthelast50years.Seatingsixpassengersinthemaincabin,theC90GTxisveryquietandhasalargerearbaggagearea,whichisaccessibleinflight.TheKingAir250,developedfromtheB200GT,islargerwithastandard8-passengermaincabinandtheoptionofseatingtwomore,andthe350iis,again,slightlybiggerandhasgreaterperformance.

BeechhasrecentlyintroduceditsFlexcabinsystem,whichallowsthearrangementofseatstobechangedandincludesberthableseatsandanoptionalottomanside-facingsofa.

ThefinaltwinturbopropistheItalian-designedPiaggioAvantiIIdescribedinourseparatestory.Thepusherenginesandrear-setwingoftheAvantiresultinaveryspaciouscabinwithlownoiselevels.Thisisthefastestturboproparoundandmorethan200havenowbeenbuilt.Inthisturbopropsector,therearehigh-qualityaircrafttosuiteveryrequirementandinapricerangeof$2millionto$8milliondependingonthenecessarypassengercapacityandperformance.Turbopropsofferadvantagesoverjetsincertainoperatingcircumstancesandtheireconomicprofileofthe“TurboProposition”canbeveryappealing.

Turboprops – The User’s ViewPerhapsthelargestindividualuserofturbopropaircraftisthefractionalownershipcompanyAvantair.BasedatClearwaterinFlorida,Avantairhasgrownrapidlysinceitwasfoundedin2003andnowfliesafleetof57PiaggioAvantis.Ithasover1,000customersacrosstheUnitedStates,someofwhomusethecompany’sEdgetravelcardsystem,and,accordingtocompanyfounderandCEO,SteveSanto,“OurbigsellingfeatureisthehugeluxuriouscabinoftheAvantiandthefactthatithasafull-sizedrestroomintheback.CombinethatwiththespeedoftheAvanti,whichputsitinthejetclass–butwithmuchloweroperatingcosts–andwehavearealwinner”.

Avantairestimatesthat60%ofitscustomersareflyingforbusiness–but40%areprivateclients.“Theyloveit,”saysSanto.“Oneladyclientsaid:IwouldhandoveranythingIowntoavoidgivingupmyAvantairtravel”.

AvantairhasasophisticatedoperationscentreatClearwaterandemploysover200pilotswithaircraftavailableanywhereinNorthAmerica.Thecompanyhasshownthatthecostadvantageofitsturbopropsallowittowinindirectcompetitionwithcompanies,suchasNetJetsandtheAvantiprovesthatturbopropscanbeanattractivealternativetojetaircraft.

InEuropeandNorthAmericawealmosttakebusinessaviationforgranted.Itisrelativelyeasytofindanoperatorwhocanarrangethenecessarypermits,provideanaircraftandcrewforthemission,andundertaketheflightitself.Thiseaseofaccessistheproductofalonghistoryofcorporateaviationintheseregions.

Fledgling IndustryComparethattoAsia,wherebusinessaviationisarelativelyrecentdevelopment.Here,findingpilots,engineers,dispatchersandevenmanagerswithexperienceincorporateaviationcanbeadifficultandcostlyenterprise.“Therearealimitednumberofexperiencednationalsavailable,”notesCarlosGomez,CEOofTAGAviationAsia.“Expatriatesmustbeattractedtofillthegaps,andeventhenimmigration,workpermit,andfamilyissuesoftenlimitthepoolavailableandgeneratehigherturnoverthanotherareas.”

Attractingsuitablyqualifiedexpatsisacostlybusiness,notesMikeWalsh,CEOofHongKong-basedAsiaJet:“Pilotandseniormanagementsalarieshaverisenbymorethan25%overthepasttwoyears,yetmanagementfeesandcharterratesarecomingdownasmorecompetitionentersthemarket.It’stherealityofsupplyanddemandandthegrowingpainsofanewindustry.”

Strong Relationships NeededTaxesandchargesatairportsarealsohigh,makingbusinessaviationacostlyalternative.“Geographyandthematurityofalternativetransportationsystemsprovidetravellerswithlessexpensivemodesoftransport,especiallyincountriessuchasJapan,”notesPaulDesgrosseilliers,GeneralManagerofJetAviation’sBeijingRepresentativeOffice.“TheeconomiesofmanydevelopingAsiancountrieshavenotyetprovidedthenecessarydemandorinfrastructureforbusinessjetoperators.”

aviation industry’s problems. With real GDP growth of 9.2% in 2011*, and the promotion of the country to number two spot on the list of the world’s largest economies, the

hype (and hope) should come as no surprise. So what is holding back the development of business aviation in China and across Asia? DanSmith investigates.

UnlikeinEuropeandNorthAmerica,strongrelationshipswithproviders,airportsandclientsarecriticallyimportantinAsia.Operatorswhoareseekingtomakeaquickbuckintheregionarelikelytobedisappointed.“MetrojetisoneofthepioneersofbusinessaviationinAsia,”notesthecompany’sCEO,BjörnNaf.“Wehavebeenaroundforover15yearsandhaveestablishedstrongrelationships.TheseintangiblefactorsarebigchallengesforoperatorswhowishtoestablishthemselvesinAsia.”

Developing InfrastructureForoperatorswhowishtoestablishthemselvesinChina,thehurdlesareevengreater.“Chinadoesnothavealonghistoryofprivateaviationbuthasalargeappetiteforthebenefitsitcanprovide,”explainsAlanSmith,CEOofHawkerPacific.“Therearenotalotofplacesfocusedongeneralaviationorservingasincubatorsfortheindustry.Theresultisthattherearemanyaspectsofthenecessaryinfrastructureandsupportsystemsthatareonlynowbeinggraduallyimprovedorprovided.”HawkerPacifichasbeenactivelyinvolvedindevelopingthatinfrastructureinChina,openingthefirstFBOatHongqiaoAirportinajointventurewiththeShanghaiAirportsAuthority.

OEMsarealsostartingtoprovidefacilitiesintheregiontotrainpilotsandcorporatejetstaff.“AirbushasinvestedinamajortrainingcentreinBeijingthatishelpingtomeet

thisdemand,butitwillcontinuetobeachallengeforcustomersincomingyears,”explainsFrancoisChazelle,VPAirbusCorporate.“OneofthegoodthingsisthattheChineseauthoritieshaveunderstoodthepositiveroleplayedbycorporatejetsinencouragingeconomicgrowth.”

Withforeignparticipationinoperationalandmaintenanceenterpriseslimitedto49%,findingapartneryoucanworkwithiscritical.“Culturalgapsinthesejointventurestaketimetobridgeandcannotbeoverlooked,”explainsDesgrosseilliers.

Westernbanksarealsounlikelytofundthepurchaseofbusinessjetswhich,onpaper,willbebasedinChina.Oneofthekeyreasonsistheunfavourablelegalenvironmentintheeventthattheaircraftneedstoberepossessedbythefinancier.“ThisisoneofthereasonswhyHongKongAirportisbecomingjammedwithbusinessaircraft,”saysWalsh.“It’sChina,butHongKongisanopendestinationandthatencouragespeopleandassetstobebasedthere.”RampspaceisnowatapremiuminHongKongwithWalshestimatingthatthenumberoflocal-andforeign-registeredbusinessaircraftparkedattheairportwillexceedthatoftheSpecialAdministrativeRegion’s(SAR)flagcarrierCathayPacificbyyearend.

Airport Access and ChargesRampspaceatChina’sairportsislessofaproblem,however,congestioninBeijingandShanghaiisbecomingaconcernwithslotslimitedandsometimesonlyavailableinoff-peakperiods.

Therearecurrently175airportsacrossChina.Around60ofthesefacilitiesarejointcivil-militaryairportsandaccesstotheseisveryrestricted.“It’sthecloseddomesticandmilitaryairportswhichprovidethemostheadachesforforeign-tailedaircraft,includingHongKongB-registeredaircraft,”notesWalsh.“Youmayrequirediplomaticrelationshipsorsponsorshipletters

fromlocalgovernments,inadditiontothenormalsponsorshiplettersthatarerequired.Thatiswhyitstilltakesaminimumoftwotothreedays,anduptoseventotendays,tobegrantedapermittoland.”AircraftwithChineseB-registrationcanavoidthisprocessandcanusuallyflydomesticallywithinashorterspaceoftime.

Mostoperatorsbelievethatthesituationisimproving.“Incrementalimprovementsincivilaviationcontinueinallareas,”saysHawker’sSmith.“TheCivilAviationAdministrationofChina(CAAC)isdedicatedtotheindustryandtheyseeitasanationalpriority.”

“Permitandapprovalregulationshavebeenconsistentlyeasing,”notesDesgrosseilliers.“However,theChinesegovernmentisconcentratingonmaintainingasafeandefficientsystem.Furthereasingmaycontinue,butataslowandreasonableratetoensuresafetystandardsaremaintained.”

AirporttaxesandchargesarealsoanissueandmakeflyinginChinaanexpensiveproposition.“Currentlythereisnoceilingonthechargesthatcanbeappliedtooperatorsforairportusage,”explainsWalsh.

Increasing UtilisationNearlyalloperatorsreportthatbusinessjetusageisincreasingacrossAsia.“Privateutilisationisaround350to400hoursperyear,”explainsGomez.“Butasthebenefitsforbusinessandotheractivities,arerealisedweareobservinganincrease.”

“Weareseeingsteadyincreasesinutilisationandthefuturelooksgoodastheownersdiscovermoreandmorewaystousetheiraircraft,”notesSmith.

TypicallyaircraftflyinginAsiaarecarryingmorepassengersthaninotherpartsoftheworldsaysWalsh:“Groupsizesareaveragingsixtoeightpassengers,versusfourtofiveinEuropeandtheUS.”Walshalsonotesthatmanycountriesintheregionaretakingactiontoliberalisetheirairspaceandencouragebusinessaviationtodevelop.“Japan,TaiwanandmembercountriesoftheAssociationofSoutheastAsianNations(ASEAN)aredeveloping,albeitonamuchsmallerscale.”WalshalsopointstoIndonesia:“Withagrowingeconomy,manyhard-to-reachislands,andconcernoverthesafetyandbestpracticesoflocaloperators,Indonesiaisperfectlysetforcharteroperators.”

AVIATION AND ChINA’S 12Th FIVE-yEAR GUIDElINESincetheformationofthePeople’sRepublicofChinain1949,thegovernmenthasusedaseriesoffive-yearprogrammestosettheeconomicandsocialprioritiesforthecountry.In2006,theeleventhfive-yearprogrammewasadoptedbythegovernment.Atthistime,theprogrammeswererenamedFive-yearGuidelines,ratherthanFive-yearPlantomoreaccuratelyreflectChina’sgoaloftransitioningtoasocialistmarketeconomy.

ThecurrentFive-yearGuideline,China’stwelfth,wasadoptedbytheNationalPeople’sCongresson14March2011andwillrununtil2015.Thebroadgoalsofthe12thGuidelineareto:shiftdevelopmentfromthecoastalareasofChinatoruralandinlandareas–particularlyintherelativelyundevelopedwesterncitiesandprovinces;slowGDPgrowthtoaround8%;increasespendingonresearchanddevelopmentto2.2%ofGDP;improvedomesticdemandforChina’smanufacturingoutput;andtofurthercurbpopulationgrowth.

PlannedinvestmentsintheaviationsectorwilltotalmorethanRMB1.5trillion(€144M/$190M)by2015.DevelopmentofaviationinfrastructurehasbeenhighlightedandtheCivilAviationAdministrationofChina(CAAC)willincreasethenumberofairportsbyalmost26%to220throughamassiveconstructionandexpansionprogramme.ThisincludesthedevelopmentofasecondairporttoserveBeijing.Emphasiswillbeplacedonthedevelopmentofgeneralaviationfacilities,particularlyinwesternChina.CAACalsoplanstodeveloptechnicalinfrastructuresuchasthecivilaviationbroadbanddatanetworkandradarcoverage.

larger Aircraft Remain PopularAcrossAsia,mostoperatorsreporthighlevelsofdemandforlarge-cabinaircraftwithlongrange.Partofthisdemandisdrivenbythetypeofmissionstheaircraftarerequiredtoperform,withdestinationsintheUSandEuropebeingpopular.AsChinaseekstoincreaseitsinfluenceintheworld,flightstoregionssuchastheMiddleEastandSouthAmericaarealsoincreasing.

ThehightaxesandchargesatChineseairportsalsomakelargeraircraftmoreattractiveforoperators.“ThisiswhytheChinamarketiscurrentlydominatedbyheavyjets,”explainsWalsh.“Theeconomiesofscalecanjustaboutjustifytherunningcosts.Smallerjetsaregoingtostrugglefortheforeseeablefuture.”

That’snottosaythatthemarketiscompletelyclosedtosmalleraircraft.“Incountrieswherethereismoredevelopedinfrastructureanduseofaircraftforbusiness,thereisagoodmarketforsmallercabinjetsandturboprops,”notesSmith.“InChinawearegraduallyseeingsmalleraircraftenterserviceasmorebuyersenterthemarketplace.”Maturing RegionAsEurope’seconomystaggersandrecoveryintheUSremainsslow,manyairframemakersandoperatorswouldliketoseeAsia’sfledglingbusinessaviationindustrytakeoff.Whileitmaytakesometimetoseethatvisionbecomeareality,therearestrongindicationsthatthemomentumisbuilding.“ThegrowthpotentialforbusinessaviationinAsiaisenormous,”saysNaf.“Ifyoulookatthemanufacturers’orderbooksyouwillseethereareahundredjetsayearonaveragecomingtotheregion.”

AsthefleetgrowsinAsia,themaintenance,personnelandregulatoryproblemsarecertaintolessen.Itisevenconceivablethatwithintentofifteenyears,thesizeofthebusinessaviationindustryintheregionwillexceedthatofmoredevelopedpartsoftheworld.

People tend to view any business process in China as being overly complex, bureaucratic and pitted with a maze of rules and regulations. Although

that may be true in some general circumstances, perhaps surprisingly, that’s not necessarily the case when registering a business aircraft in China. NickKlenske explains that the key to a smooth route to a B-registration is finding the right local partner.

IfonewastosummarisetheChineseaircraftregistrationprocessinoneword,itwouldbe‘straightforward’.

Tomany,that’sprobablythelastwordonewouldthinkofapplyingtoanybureaucraticprocess–particularlyinChina,wherethegovernmentisnotoriousforfavouringskyspaceformilitaryoperations.Althoughthingsarechanging,ontheaviationtotempole,businessaviationstilloccupiesthebottomrung.Butperhapsthisisasignthatthingsreallyarechanging.

“Overall,yes,theregistrationprocesshereinChinaisratherstraightforwardandnotverydifferentfromtheprocessfoundanywhereelseintheworld,”saysJasonLiao,ChairmanoftheChinaBusinessAviationGroup.“Theunderlyingmessageoftheentireprocessissafety,safety,safety.”

ThisborderlineobsessiveandalmostsingularfocusonsafetyisperhapswhatdifferentiatestheChineseregistrationprocessfromothers,butitdoesmakesense.Afterall,businessaviationis

growingveryfastinChinaandtheChinaCivilAviationAuthority(CCAA)wantstobeverycarefultomakesurethedesignatedaircraftmanageriscapableofsafelyoperatingtheaircraft.

Importance of local PartnersTheactualregistrationprocessisratherlong–oftenlastingbetweenfourandsixmonths–witheverystepessentiallypositionedasasafetyaudit.

“Theprocessbeginsataverylow,orlocallevel,”explainsLiao.“TheregistrationmustfirstbeapprovedbythelocalCCAAoffice,thenitgoestotheregionalofficeforapproval,andthenfinallytothenationalCCAAheadquartersforfinalapprovalandthegrantingoftheB-registration.”

Ateachstep,thedecisionbasicallycomesdowntotwofactors:first,doestheaircraftmeetthesafetyrequirementsand,second,doesthemanagementcompanyhavetheexperienceandexpertiseneededtosafelymanagetheaircraft?

“The registration process here in China is rather straightforward”

“Havingtherightmanagementcompanyisnon-negotiable,”saysLiao.“TheCCAAputsmanagementcompaniesthroughaverycomprehensiveevaluationprocessbeforeanyapproval–atanyofthelevels–isgranted.”

Sohowdoesonerestassuredthattheyareworkingwiththerightmanagementcompany?Thekeyisfindingtherightlocalpartner.

Forexample,theChinaBusinessAviationGroupactsasaturnkeyconsultingpartnerthatprovidescomprehensiveconsultationforpeoplelookingtobuyanaircraft.“AlocalpartnerlikeCBAGcanhelpyoufindtherightaircraft,therightregistrationandtherightmanagementcompany,”saysLiao.“Infact,regardlessofwhoyourlocalpartneris,theyshouldplayakeyroleinnegotiatingyourmanagementcontract–whichisreallywheretheregistrationprocessbegins.”

ThereasonthatsomuchstressisplacedontheimportanceofhavingtherightlocalpartnerisbecausetheChinesebusinessaviationcultureisstillverymuchinitsinfancy.

“Inamaturemarketpeoplearebuyingandsellingaircraftallthetime,it’snothingnew,”saysLiao.“ButinChina,everythingaboutbusinessaviationisbrandnew,meaningthatthebuyersimplyhasnopriorexperienceornetworkandthusdoesn’tevenknowwhototalktoorwheretobegin.Infact,throughouttheentireregistrationprocessthereisagenerallackofexperience,whichslowseverythingdown.”

ThisisessentiallywhatmakesthebuyingandregistrationprocessinChinaseemmuchmorecomplicatedthanitis(atleastonpaper)andalsoexplainswhythereissuchafocusonsafetyandthequalificationsofthemanagementcompanyduringtheregistrationprocess.

“Yes,theprocessitselfisprettystraightforward,butbecauseofthelackofculturesurroundingit,itisverydifficulttogoabouttheregistrationprocessalone,”saysLiao.“Youreallyneedlocalexpertisetomanagethewholeprocess.Afterall,mistakescosttime–andinthisbusiness,timeismoney.”

Therearealsosecondaryissuesthatmayfurthercomplicatetheregistrationprocess.Forexample,language.ChinarequiresalldomesticallyregisteredaircrafttohaveaChineselanguageplacard–whichmaycauseproblemsforthosewhowillalsobeflyingtheiraircraftinthewest.

“Again,havingtherightlocalpartnerwillensurethatyougetyourplacardlistedinbothEnglishandChinese,”saysLiao.“It’ssmallissueslikethisthatdemonstratetheimportanceofworkingwithsomeonewhohaslocalknowledge.”

Why Register in China?Allthisbeingsaid,whyevenbotherwithobtainingaChineseregistration?

“Thedecisionreallycomesdowntousage,”saysLiao.“Ifthemajorityoftheaircraft’susewillbeinChina,thenitmakessensetoregisteritinChina.”

ThisisprimarilybecausehavingaChineseregistrationcomeswithseveraluniqueadvantages.Forone,itismuchquickergettingflyingclearance.Aforeign-registeredaircraftmayneedtowaitseveraldaysbeforegettingtheok,whereasaChinese-registeredaircraftcangetclearancewithinjustacoupleofhours.

Foreign-registeredaircraftarealsonotallowedtostationpermanentlywithinthecountry,meaningtheyhavetoflyoutsideChineseairspaceatleastonceamonth–whichofcoursecanbecostly.Furthermore,manyairportsarerestrictedtousebyChinese-registeredaircraftonly–particularlyso-calledmilitaryandcommercialairports.

Finally,thefeesforoperatingaforeign-registeredaircraftaremuchhigherinChina.

The hong Kong Alternative? IfyouarethinkingthatgettingaHongKongregistrationmightbeagoodalternativetoaChineseregistration,thinkagain.

ChinaviewsHongKong,MacauandTaiwanregistrations,althoughalldesignatedas‘B’,asbeingaforeignregistrations–meaningtheyhavenoaccesstoanyofthepreviouslymentionedbenefits.

“OnethingpeoplemustrealiseisthatHongKongisverydifferentfromChina,”saysWynLi,Director,MarketingandClientRelations,Metrojet.“AsaHongKongregistrationistechnicallyaforeignregistration,theydon’thaveaccesstoasmanybenefitsasaChinese-registeredaircraftdoes.”

MetrojetisanaircraftmanagementcompanybasedinHongKongwithover30yearsofexperienceregisteringandmanagingaircraftinHongKong.“That’sreallythemaindifferencebetweenthetwolocations–experience,”notesLi.“HongKonghasalonghistoryofmanagingprivatejets,meaningthatwehaveaverydevelopedinfrastructureofairports,pilots,engineers,etc.andourcivilaviationauthorityismuchmorestreamlined.”

OneexampleofthisdifferenceinmaturityistheMROsector,whichLisaysChinaisstillstrugglingwith:“HongKong’sMROshaveyearsofexperience,whereasChina’sMROsjustopenedupshoprecently.TosummarisethesituationinChina,thebusinessaviationsectorthereisgrowingsofast,it’shardfortheinfrastructureofpilots,engineers,etc.tokeepup–whichcontributestothecountry’ssometimescomplexandlengthyregistrationprocess.”

Thatbeingsaid,LidoespointoutthataChineseregistrationdoeshaveitsownbenefits.Forexample,withtheChineseregistration,anaircraftisviewedasbeingadomesticaircraftandthushastheabilitytodepartatanytime,alongwithhavingthepreviouslymentionedaccesstomoreairports.

“Really,onesimplyhastodecidebetweenthetwobysittingdownandweighingthebenefitsagainstthecostsofhavingaChineseregistrationversusaHongKongregistration,aseachoffersspecificadvantagesanddisadvantages.”

The Airline AlternativeOnealternativeroutetooperatinginChinaistosetupincooperationwithacommercialairline.AccordingtoMikeWalsh,CEOatAsiaJet,doingsocanspeedtheprocessupbecausetheapplicationwillbeviewedasdomestic,asopposedtoaforeignapplication.

“Domesticlicensestakeapproximately18monthstotwoyearstoobtainfromstarttofinishandrequirealotofcapitalinvestment,includingaminimumfleetoftwoaircraftforacommercialpassengercarriagelicense,”explainsWalsh.“ThisisoneofthemainreasonsyouareseeingcommercialairlinessettingupandrunningsubsidiariesasbusinessjetoperatorssotheycanbringacrosspilotsandengineersfromtheairlinestotheGAside.”

Thispractice,however,isactuallycausingproblems,asmanyofthese‘businessaircraftairlines’areregisteredandstationedinHongKong.“SpaceisreallyatapremiumalreadywiththetotaljetsbasedinHongKong,bothlocalandforeignregistered,secondinsizeonlytoCathayPacific’sfleet,”saysWalsh.

Sowhat’stheanswer?RegardlessofwhereorhowyouregisterinChina,atleastfortheforeseeablefuture,bepreparedforalengthyprocess:“Ittakestime,”concludesLi.“Don’texpecttobuyanaircraftandimmediatelystartflying!”

For2012wearefocusedonimprovingourproductmanagementandthisincludesbringingournewaircrafttomarketontime.Wealsoaimtogrowoursaleseffortsglobally–thisiscriticaltogatheringcustomerfeedbackandmaintainingaglobalfootprint.Ibelievethatwemustmaintainthehigheststandardsofexcellenceinaftermarketserviceworldwide.

IntherapidlyexpandingChinesemarketforbusinessaviation,BombardierhasseenconsiderablesuccessandranksjustbehindGulfstreamwitha26%shareofthecountry’scurrentbusinessjetfleet.AmongthemostpopularmodelsforChinesecustomershavebeenBombardier’sChallenger800series.Therearetwoprincipalmodels:theChallenger850,whichusestheairframeofthecommercialCRJ200andthe870whichhasthelongerfuselageoftheCRJ700.BombardierwillalsodelivertheevenlongerChallenger890withthestretchedfuselageoftheCRJ900butthisversionisprimarilyintendedforcustomersrequiringacorporateshuttle.OnarecentvisittoMontreal,FlyCorporatewasabletofindouthowBombardier’sbusyfactory,whichproducesalltheChallengermodels,isabletomeettheneedsofitsworldwidecustomers.Withstrongdemandforitsaircraft,Bombardierhadmorethan50assortedChallengersinproductionandcompletionatthetimeofourvisit.Realisingthatitmustbeverycompetitiveduringtheperiodofrecession,thecompanyhasgonethroughamajorreorganisationtoensurethattheneedsofcustomersarecentraltoallitsactivitiesandtomakeeveryonefeelpersonallyinvolvedinthecustomerrelationship.Thisevenextendstoshopfloorworkersbeingencouragedtoattenddeliveryceremoniesforthehandoverofnewaircraftandhavingtheopportunitytospeaktocustomersandexplaintheirroleinproducingthatcustomer’saircraft.

ThecabinarrangementandinteriorequipmentisentirelydeterminedbythecustomerandChallenger850swill,typically,haveseatingfor15passengersinthreeseatingzoneswithaforward“club-four”section,

acentraldiningareaandadivanintherearofthecabin.Theaircraftwillhavealargerestroominthebackandafullyequippedforwardgalley.TherearbaggagecompartmentisaccessiblefromthecabinandtheChallengerhasaforwardairstairentrydoorgivingeasyaccessforpassengersandastand-upcabinwithadozenwindowsoneachsidetomakeitbrightandspacious.AwideselectionofcabinequipmentcanbeinstalledincludingindividualscreensfortheAirshowandotherentertainmentandbusinesssystems.MostcustomerswillalsorequiresatellitecommunicationssystemsandthismeansthattheFlyingColourstechnicianshavetobeexpertinintegratingandinstallingcomplexequipmentsuchastheAircellGogoinflightbroadbandInternetsystem.

AttheirPeterboroughbase,FlyingColourshasadedicatedareawherecustomerscancreatetheinterioroftheiraircraftwiththehelpofthecompany’sdesigners.Therearesamplesofmanydifferentleatherseatcoverings,fabricsforthetrimmingofwallsandceilingsandcarpetstomeetmostrequirements.Alsotobechosenarethecountertopsforthegalleyandthefittingstogointotherestroom.AccordingtoSales

Letmestartbyqualifyingallpilotshortagestatements:thisisn’thappeningeverywhere.Itneverdoes.IfyouaresittingintheUS,forexample,youmightbelaughingatthesheerabsurdityofthesuggestionthatweareshortofworkingpilots.AmericanAirlinesrecentlyannounceditislettinggo400pilots.NetJetshasquietlydisconnectedfromitsagreementsintheMiddleEast,andwillre-purposepilotsandaircraftfromthatregion,mutingdemandfornewpilots,atleasttemporarily.

Therearecurrently250,000commercialpilotsglobally.IATA(InternationalAirTransportAssociation)predictsthatoverthenext10yearstheaviationindustrywillneed17,000newpilotseveryyear.TheBoeingCompanyprojectsthatAsiawillneed180,600pilotsinthenexttwodecades,with70,600forChinaalone.EveninthematuremarketoftheUnitedStates,theBureauofLaborStatisticspredictsanincreaseddemandforpilotsoverallat12%through2018,withtheincreaseinthenumberofcommercialpilots(flyingbusinessaircraftforhire)predictedtobe19%.

Whenthereisademandforairlinepilotsthereistypicallyapronouncedrippleeffectinthebusinessaviationworld.Asairlinesraisetheratesonwhattheyarewillingtopayanexperiencedpilotitattractsthe

attentionofexperiencedbusinessjetcaptains.Oftencorporatepilotsviewtheirtenureintheindustryasameanstoacquirethenecessarypilot-in-commandjetexperiencetolandamorestable,better-payingairlinecareer,sothemomenttheseopportunitiesopenup,theyjumpatthem.Thisisnotthecaseforall,butitiscertainlyanissueinthecurrenteconomicsituation.

Whilstthat’sgoodfortheairlines,it’saproblemforcorporateaviation.“Safetyishighestintheyearswhereaviationexperienceslowgrowthorevenacontractionoftheindustry,”WilliamVoss,CEOandPresidentoftheFlightSafetyFoundation,tellsFlyCorporate.“Inyearswherethereisalotofgrowthweseeaccidentsbecauseinexperiencedcrewsendupflyingtheaircraft.”

ItisadilemmatheChineseaviationofficialsaremostcertainlyfacingandtheymustbeaskingthemselvesiftheyarereadytotakeonarichlydiverse,complexcivilaviationsystem.Can their private aircraft co-exist safely with airliners and military traffic? Do they have enough air traffic controllers and infrastructure to handle the growing traffic? And do they have experienced native pilots to safely control the aircraft?Theseareallquestionsthatneedtobeaddressedinanyemergingregion.

Iftheanswerstoallofthesequestionswereyes,thiswouldbeeasy,accordingtoVoss.“Chinaisveryawareofthechallengesandistryingtorespondaggressivelywiththedevelopmentoflarge-scalepilot,ATCandtechniciantraininginstitutions,”hesays.Vossisconcerned,however,thattheresponseisstillnotgoingtokeepupwiththedemandforpilotsandtechniciansbytheairlines,privateindividualsandcorporations.

Inthepast,airlines(exceptthoseintheUS)haveturnedtoentry-level(abinitio)sponsoredtrainingtoproduceanewintakeofpilots,andnowcorporatepilotsareabletotakeadvantageoftheseabinitiotrainingfacilities,whicharedottingupallovertheworld.

Abinitiopilottrainingremainslargelyunsupportedbyprivatejetoperators.NetJetswasapioneerinthisarenaafterestablishingapilottrainingprogrammein2008inassociationwithOxfordTrainingSchool,butthecompanydiscontinuedthearrangementastheworldeconomystruggledandthedemandforpilotstemporarilywaned.

Now,largetrainingcorporationssuchasCAE,PanAmInternationalFlightAcedemy,AeroSimandFlightSafetyInternationalareusingtheairlinetrainingcentrestotraintheircorporatepilots.

“Asiaisoneofourgrowthmarkets,”saysGregoryDarrow,VicePresidentofSalesandTrainingforPanAmInternationalFlightAcademy.“WejustsignedapartnershipagreementwithAllNipponAirwaystohelpselltheirexcesssimulatortimeinJapan.Beyondthatourplansare,inthenextfiveyears,tohavethreedifferentAsianlocationsforpilottraining.”Thecompany,accordingtoDarrow,aretiredcorporatepilotandairlinecaptain,trainsasmanywide-bodycorporateaircraftcrewsasitdoesairlinecrews.

FlightSafetyInternational,aBerkshireHathawaycompany,trainsahugeswathofthecorporatepilotsworldwide,andlastmonthcuttheribbononitsnewestHongKongfacility.“WearepleasedtoexpandtheserviceweprovidetoGulfstreamandourmutualcustomersbyofferingGulfstreamG450andG550traininginHongKong,”saidBruceWhitman,President&CEO.TheLearningCenterwillserveupwardsof3,000pilots,technicians,flightattendantsanddispatchersperyear.

FlightSafetyalsoofferstraininginAsiaforoperatorsofregionalaircraftbuiltbyBombardierandEmbraerattheTokyoInternationalAirportandinSingapore.TrainingforPratt&WhitneyCanadaenginesisavailablefromFlightSafetyinBeijing,China.

Itwilltakemorethanjustnewflightsimulationcentrestotackletheupcomingsurgeofpilottraining,andFlightSafetyInternationalknowsthis.ThecompanyrecentlyintroducedanewonlinetrainingprogramcalledLiveLearningandthecompany’scentresareequippedwithworkstationstoprovidecustomerswithaccesstoLiveLearningcourses.

Jeppesen,aBoeingcompanyandaproviderofflighttrainingmaterialscantakeapilotfromzero-timethroughtherequiredATPLnecessarytocaptainaturbojet.Thecompanyfocusesonflightschools,universitytrainingprogrammes

andtheindividualflighttrainee.“Fornow,corporatepilotsneedtobeatthecontrolsoftheirowntrainingprogrammes,atleastuntiltheyarehiredintotheirfirstcorporateflightjob,”saysJulieFilucci,seniormanager,aviationtrainingsolutions,Jeppesen.

New,localisedabinitioflighttrainingprogrammes,suchastheCAEGlobalAcademiesinDouala,Cameroon;Gondia,IndiaandLangkawi,Malasyia,maybecomethespawninggroundforthenextgenerationofcorporatepilots.OnceabinitiotrainingiscompleteandthesetraineepilotsarereadytomovetotheATPL,theyhaveaccesstoanumberoffullmotionflightsimulatorsthatarenowlocatedacrosstheworld.

“Wepositiontrainingcapabilityinworld-classlocationswhichareeasilyaccessibletoourbusinessaircraftclients,”saidCamilleMariamo,CAEregionalleaderfortheMiddleEastandIndia.“Byofferingtrainingonpopularaircrafttypesintheregion,pilotsandmaintenancetechnicianscantrainclosetotheirbaseofoperations.”

Mariamonotedthereisstillastrongdemandforpilottraining,particularlyforlargecabinaircraft,whichhaveheldsteadyintheregiondespitethedifficulteconomictimes.Themarketisdrivenbycharteroperatorsandairlinesubsidiariesflyinglong-legroutes.“Astheeconomypicksup,in2012or2013,demandforqualifiedpilotswillintensify,”Mariamoadded.

Theaviationtrainingindustryasawholeappearsreadytotakeontherisingdemandforprofessionalpilots,particularlyinthePacificRimandAsia.Theabinitioschoolsareinplaceneartowherenewpilotswillcomefrom,andthesophisticatedflightsimulationtechnologynecessarytotrainhigherendpilotsisreadyandwaiting.Theyarebuildingtheinfrastructurenecessarytodealwiththerisingtideofdemand,andsoon,ifthepredictionsarecorrect,thepilotswillcome.
