1 Bogor, FLPI held a Naonal Conference entled "Strengthening Network on Animal Logiscs Industry" at the Internaonal IPB Convenon Center (IICC) on August 29, 2018. This conference became one of the 4th series of the Internaonal Seminar on Animal Industry (ISAI) on the 28th 30 August 2018 which is held regularly every three years by the Faculty of Animal Husbandry of IPB and it was supported by the Netherlands Iniave for Capacity Development in Higher Educaon (NICHE). The conference was aended by around 200 people consisng of academics, business, government and farmer communies. Prof. Luki Abdullah as Chairman of FLPI stated that the FLPI Naonal Conference was held to accommodate various stakeholders to contribute significantly and give benefit to the advancement of animal logiscs in Indonesia. The opening remarks of this conference were delivered by Prof. Iskandar Zulkarnaen Siregar as Director of IPB Internaonal Program and Nanya Burki as head of NESO-Indonesia NUFFIC Development and Cooperaon. The event also invited the keynote speaker, Zaldy Ilham Masita as Chair of the Indonesian Logiscs Associaon (ALI). The FLPI Conference was held one day consisng of three sessions. The first session discussed about livestock logiscs in a naonal and internaonal perspecve with speakers Prof. Luki Abdullah and Huub Mudde from Maastricht School Management, Netherland. "This conference is not only a naonal perspecve but also internaonal perspecve to harmonize the efforts of logiscs experts in improving the safety and distribuon of animal products," Mudde explained. The second session discussed about the Naonal Research and Development Plan. The speakers at this session included the Food and Agriculture Directorate of BAPPENAS and the Directorate of Research and Development at the Ministry of Research, Technology and Higher Educaon and KADIN represented by Juan Permata Adoe. "Things that will be discussed further aſter this conference are related to transportaon and infrastructure in livestock logiscs," Juan explained. This session was hosted by moderator Prof. Senator Nur Bahagia, ITB academician, senior expert in logiscs and supply chain. The signing of the MoU aims to enhance collaboraon and synergy between the two instuons in enhancing the naon's compeveness through their respecve dues and funcons in the safety and security aspects of livestock products, applied research and academics, logiscs and supply chains, logiscs system policies, community service and service mutually beneficial business. The FLPI Conference accommodates stakeholders to make a real contribution and benefit for the advancement of Indonesian livestock logistics.

Bogor, FLPI held a National Conference entitled

"Strengthening Network on Animal Logistics

Industry" at the International IPB Convention Center

(IICC) on August 29, 2018. This conference became

one of the 4th series of the International Seminar

on Animal Industry (ISAI) on the 28th 30 August

2018 which is held regularly every three years by

Development in Higher Education (NICHE). The

conference was attended by around 200 people

Dean of the Faculty of Animal Husbandry of IPB. At this conference,

the signing of the MoU between FLPI and the Indonesian Cooling

Chain Association (ARPI) was signed directly by Prof. Luki Abdullah as

Chairman of FLPI and Hasanuddin Yasni as Chair of the ARPI. The

signing of the MoU aims to enhance collaboration and synergy

between the two institutions in enhancing the nation's

competitiveness through their respective duties and functions in the

safety and security aspects of livestock products, applied research and

academics, logistics and supply chains, logistics system policies,

community service and service mutually beneficial business.

Jakarta-The FLPI Team attended a meeting invitation from the

Head of Goods Transportation Sub Directorate, Ministry of Trans-

portation-Directorate General of Land Transportation on October

1, 2018. The meeting was held at the Golden Tulip Hotel, Jakarta

with the agenda of discussion to refine the draft Revised KM 69 of

1993 concerning the Implementation of Goods Transport by Vehi-

cles Motorized on the Road.

FLPI, represented by academic experts in the field of livestock

transportation from the Faculty of Animal Husbandry of IPB, Dr.

Rudy Afnan, S.Pt, MScAgr, gave a special input on the clause relat-

ed to live animal transportation in the Revised KM 69 of 1993. The

meeting was chaired by Denny Kusdyana as Sub Directorate of

Goods Transportation . Guests invited to the meeting who were

present at the Golden Tulip Hotel included APTRINDO, ORGANDA,

APP-B3, Puninar, APT-B3 and staff of the Ministry of Transporta-

tion.

FLPI's Contributions Regarding Livestock Special Transportation Policy in the Revised Ministerial Decree (KM) No. 69 of 1993

Bogor-Indonesia Animal Logistics Forum (FLPI) held a workshop with the theme "Improving Animal Welfare in Living Animal Transport in Indonesia" on Friday, October 12, 2018 in the Faculty of Animal Husbandry Meeting Room of IPB, Campus of IPB Darmaga, Bogor. The workshop was opened by the Dean of the Faculty of Animal Husbandry of IPB and continued by remarks from Prof. Luki Abdullah as Chairman of FLPI. "On this time, we raised the theme of animal welfare to be applied in animal husbandry transportation, the output of this workshop is in the form of policy briefs", explained Luki.

The speakers at the FLPI Workshop included Eddy Wijayanto (Sapibagus.com Founder) who conveyed the current state of local cattle welfare during sea and land transportation. The second speaker was Tri Nugrahwanto (PT Tanjung Unggul Mandiri) who delivered material related to the implementation of animal welfare in the transportation of beef cattle. The third speaker was Sudarno from PT Sierad Produce, Tbk by delivering material related to the conditions and implementation of the welfare of poultry transportation. "Not only transportation of live cattle, poultry was also discussed in this workshop, so the workshop material became more comprehensive," explained Dr. Rudi Afnan as the moderator.

Workshop: Aspects of Animal Welfare in the Transport of Livestock

The fourth speaker was Dr. Ross Ainsworth from Northern Livestock Exporters Association who deliver knowledge related to Australia's experience in animal welfare during live cattle transportation.

The workshop activities were attended by various government agencies, businesses, academics and communities, including the Ministry of Agriculture, BPPT, Ministry of Transportation from the Directorate of Land Transportation and the Directorate of Sea Transportation. In addition, it was also attended by IPB lecturers, Trilogy University, STIAMI and IPB Animal Logistics postgraduate students.

This workshop produced output in the form of recommendations, among others, the need to formulate standards / regulations for transporting livestock in general and specifically according to each type of livestock, the existence of research collaboration between academics, business and government as a basis for drafting regulations. Another recommendation is to make competency tests for cattle transportation operators.

Bogor, FLPI held a Focus Group Discussion (FGD) with the theme

"The Role of Corn Logistics Systems in Provision of National Feed

Raw Materials" at the IPB Faculty of Animal Husbandry Meeting

Room on Wednesday, November 14 2018. The FGD was attended by

around 50 participants consisting of academics, government, busi-

ness and community related to corn feed.

This FGD was held against the background of current hot topics relat-

ed to corn as a national feed material. The output of the FGD is ex-

pected to produce a solution related to corn logistics to achieve the

standard stock availability and quality of local corn and develop

knowledge of human resources involved in the corn logistics system

as feed ingredients, explained Prof. Luki Abdullah (Chairman of FLPI).

The FGD activity was opened by the Chairman of FLPI as well as the

moderator of the discussion. The FGD began with the presentation

of material on the corn logistics system from a macroeconomic per-

spective. This material was delivered by Dr. Sahara, SP, M.Sc as Chair

of the Department of Economics of IPB. The second material is "The

Concept of Local Corn Supply Chain Policy and Its Implications" deliv-

ered by Maxdeyul Sola as Secretary General of the National Corn

Board. The third material was delivered by GPMT coach,

drh. Sudirman related to the use of imported and local corn as na-

tional feed raw materials. The fourth material related to the corn

logistics model as feed raw material was delivered by Dr.Edy Hartu-

listiyoso from the Faculty of Agricultural Technology, IPB.

The FGD activities involved invited guests as discussants consisting of

the Directorate of Feed, DG PKH, Dr. Mursyid Masum (Director of

Feed for the period 2010-2014), Prof. Budi Tangendjaja (Balitnak),

Dharmayugo Hermansyah (Kapusdagri, Ministry of Trade of the Re-

public of Indonesia), Audy Joinaldy and Ismunandar ( representative

of feed companies), Noor Avianto (Head of Livestock Husbandry in

Bappenas), Sugeng Wahyudi (Secretary General of GOPAN), Prof.

Herdis (BPPT), Bulog, lecturer at the Department of Animal Nutrition

and Technology of IPB and IPB logistics logistics postgraduate stu-

dents.

Focus Group Discussion (FGD) : "The Role of Corn Logistics Systems in Provision of National Feed

Raw Materials"

Summary of FGD Results: Corn is the main component of poultry feed with the need to reach 19 million tons / year which must be fulfilled for the stability of poul-try production. The economic value of the provision of corn is around Rp. 66.5 trillion. This value is very large if it is able to be met from domestic corn production. The provision of corn is still constrained to date, including: a) Continuity of production availability that is influenced by the

season, limited planting area b) Quality that is not yet in line with industry standards due to har-

vest and postharvest facilities, especially inadequate drying and storage of corn and processes that have not yet followed good handling and processing practices

c) Local corn prices that have not been competitive are caused by the high logistics costs (scattered production locations, distance to distant feed mills, road infrastructure and transportation equipment that have not been supported, the amount of levies and information systems that are not yet available and utilized properly)

d) Production data is still different between government and indus-try data

e) Subsidy and import policies that have not been able to solve the problem

Based on these conditions, the feed industry still chooses to import corn as a strategy to maintain production continuity and fulfill market demand for poultry products. However, the continuous effort to im-port corn did not stimulate the development of the national up-stream corn industry and the absence of a national corn production landscape. To be able to meet the national maize needs according to the criteria of the feed industry competitively, it is necessary to synchronize the corn production system that can meet the characteristics of the in-dustry through: a) The corn production system is not constrained by seasons sup-

ported by adequate mechanization b) Expansion of the planting area in the form of a cluster (corn

estate) that is close to the industry or transportation facilities so as to reduce logistics costs

c) Provision of postharvest handling facilities that are in the pro-duction cluster

d) Strengthening HR capacity and institutional corn e) Repair of transportation facilities to corn production areas f) Provision of planting information systems, availability of corn

according to industry standards and corn transactions g) The development of a national corn logistics system and a more

accurate data system is supported by research with a methodol-ogy agreed upon by all stakeholders.

h) The corn subsidy policy is more directed and comprehensive starting from production, postharvest handling and distribution.

FLPI Routine Training: Building the Capacity of Human Resource in Animal Logistic Sector

FLPI has carried out four paid training sessions

since October 2017, but it has not been held

regularly every month. The FLPI training activity

received a response and positive response from

stakeholders, reflected in the fulfillment of the

target number of participants each time the

training was held. This is what lies behind the

FLPI training which will be held regularly every

month starting December 2018.

"The purpose of this training is to build the ca-

pacity of multistakeholders in the field of live-

stock logistics" explained Prof.Luki Abdullah as

Chairman of FLPI. This activity also expanded and

strengthened the network of FLPI members.

Participants who participated in FLPI training

automatically became FLPI members who gained

wider access and information networks through

FLPI's website and social media.

FLPI will carry out routine training every month

with detailed training schedules for the first 6

months (Table 1). The training invited various

speakers from academia, business, government

and community so that the training material was

more comprehensive. The interesting thing

about FLPI training is that often the speakers do

not only come from domestic experts, but also

from abroad.
