FLP New Program Development Guidelines

San José State University (SJSU) and the Study Abroad and Away (SAA) Department are committed to creating and supporting SJSU faculty-led programs (FLP). FLPs are an exciting and experientially based approach to offering SJSU courses off-site, both in international and domestic locations and around the globe. When developing a new FLP it is important to consider many moving parts: contact hours with students to adhere to the definition of a credit hour; the safety and security of our faculty, staff, and students; the costs associated with running a viable FLP; etc.

Programs may be developed by working closely with a pre-approved third-party provider, institutional partners, or they can be entirely self-designed (for those with significant experience in the proposed host location). New FLPs can use third-party providers that have not been pre-approved, but please keep in mind developing new provider contracts can take several months longer than working with a pre-approved provider. To identify a third-party provider, please meet with the Director of SAA before you begin planning.

SAA, in partnership with SJSU academic colleges and departments, facilitate and develop FLPs for SJSU students. FLP proposals should originate with faculty and should carry the endorsement of appropriate departmental and college administrators.

All new FLP proposals will be reviewed by the Faculty-Led Advisory Committee (FLAC), comprised of SAA staff and SJSU faculty. FLAC will approve up to 12 new FLP programs for each program cycle.

Site-Visit Requirements and Waivers:

To develop a new FLP, one of the following must be completed:

1) A site visit will be a required for anyone proposing to start a program in a location where they have little to noexperience and will not be working directly with a third-party program provider.

2) The site visit requirement can be waived for faculty with little to no experience in the proposed destination as long asthe faculty member(s) work with an approved third-party program provider in developing their program.

3) The site visit requirement can be waived for faculty who have previous and extensive experience in the proposeddestination and have visited the location within the past two (2) years. This knowledge and experience must bedemonstrated and documented in the New FLP Program Proposal.

All faculty developing a New FLP Program are welcome to complete a site visit and apply for grant funding regardless of their experience in the proposed destination. Information about Site Visit Grants can be found below and in the Site Visit Proposal Packet.

All New FLP Programs will be required to complete the FLP Site Development Spreadsheet. For faculty not conducting a site visit, this spreadsheet can be completed by working with a third-party program provider, online research, published materials, and/or contacting the site to discuss the proposed program.

Site Visit Grants Site Visit Grants awarded will be for site visits and other activities carried out during summer or winter terms, in preparation for the planning of summer or winter programs. Faculty performing site-visits should plan their site-visit around the approximated timeframe, in which the proposed FLP will run in the following summer or winter term.

Completed site-visit proposals for programs planned for summer or winter terms are subject to a review process (which may include follow-up discussions and revisions between the proposing faculty and FLAC) prior to final approval.

A travel grant will be available for faculty who have been approved to carry out a site-visit. Grants up to $2000 will be awarded per approved site visit. Faculty will be expected to secure additional funding from other SJSU sources, such as department or college funds, or private (e.g. development) funds. If additional funding is unavailable through departments, college funds, or private funds faculty are invited to complete the New FLP Program Proposal using methods 2 or 3 as listed above. Site Visit Grants will not be available for existing FLP programs expanding upon or changing destinations.

Eligibility: New FLP Program Proposals will be accepted from all levels/ranks of faculty as well as from staff with regular teaching duties*. Preference will be given to proposals meeting any of the following criteria:

• A faculty member who has not previously taught or led a program off-campus or abroad• An experienced faculty program leader developing a new destination

• Courses with an interdisciplinary focus• Courses that integrate into the departmental curriculum (count towards a student’s major in that department as either a

requirement or an elective) and will be sustainable and recurring• Co-investment from the home department (this need not be an equal match, but some amount or “in-kind” contribution

demonstrating the department’s commitment to internationalizing its curriculum)• Courses in locations where SJSU study abroad courses are underrepresented (ex: the United States, Africa, Middle East,

Australia, New Zealand, Central America, South America, and Eastern Europe)• Development of sustainable programs running for several years (planning for the sustainability of the program should

be outlined in the proposal)• The faculty member must have completed one year of service with SJSU at the time the proposal is submitted.• Faculty who are committed to following CSU, SJSU, CPGE, and SAA policies, procedures, and processes. If the faculty

member does not adhere to policies while preparing for or while running an FLP, the SAA reserves the right to deny anyfuture proposals to run an FLP.

* Faculty in the FERP Program are not able to lead FLPs. You can find more information on FERP and IES programs here.

Instructions for Applying to Conduct a Site Visit To apply to conduct a site visit please submit a completed Site Visit Proposal Packet. Upon return, faculty will need to complete additional forms found in the New Program Proposal Packet. The Site Visit Proposal Packet can be found on the SAA website.

Instructions for Developing a New FLP Program without Conducting a Site Visit To apply to develop a New FLP Program without conducting a site visit, please submit:

• A Program Leader Self-Assessment Form (Form A) for each faculty leader on the proposed FLP.• Completion of the SJSU FLP Proposal Form (Form D), which requires the following additional documents;

o A syllabus for each course that will be offered on the FLP. Faculty must provide a syllabus for each course offeredthat conforms to the accessible template according to S16-9 university policy, course syllabi policies. The templatecan be found here.

o A one-page narrative about your program, which clearly outlines your vision. We need to see how you areconnecting the program location, culture, activities, and curriculum to one another. What are the goals of theprogram, how will you accomplish your goals? How do the goals help accomplish the course learning outcomes?

o A tentative program itinerary (including a list of proposed co-curricular activities) Please list not only your program dates, but the number of hours that you will meet with the students before

and after the trip. Faculty Affairs is looking at faculty appointment forms closely and they have determined that1 unit of credit can be offered for 1 week of contact. This means if you are looking at offering a 6 unit course that you would teach alone, and you only plan on being abroad for 2.5 weeks, you will need to meet with the students for another 2.5 -3.5 weeks either before or after the trip (or both). You can have meetings during the spring (for summer programs) or fall (for winter programs) semester as long as it will not impact your regular teaching duties - so off-duty days are preferred. Please note FLPs can only offer 3-4 units on winter term programs.

• A Statement of Support - Share your proposal with your Department Head or Chair. Each proposing faculty membermust have their Department Head or Chair complete and sign the Statement of Support (Form G).

• Credit Hour Compliance Worksheet for each course that will be offered on the FLP. Please review the Guidelines for theCredit Hour Compliance Worksheet prior to completing the actual worksheet (Form E).

• Marketing Materials (submitted to [email protected]). Details regarding marketing material submissionscan be found in the Marketing section on Form D).

o Faculty Photoo Photos of FLP Destinationo A working title to market the programo A web narrative (this is different from the program narrative discussed above)

Program Leader Self-Assessment – Form A

Thank you for your interest in developing a new FLP. While FLP programs are SJSU courses, directing an FLP is very different than teaching a traditional course on-campus. Program Leaders must successfully manage all details of traveling with a group of students: logistics, group dynamics, safety and security, back-up plans, and teaching. Being a Program Leader is a significant responsibility and requires faculty to be prepared to do whatever it takes to ensure the safety of students and success of the program.

This self-assessment, focuses on the more technical, logistical and crisis management aspects of the being a program leader. The purpose is to highlight important skills and introduce some scenarios that may occur. It is not necessary to be an expert at everything, it is necessary to identify where you may need additional help and that you are aware of the expectations for faculty choosing to run an FLP.

If you have conducted a site visit, complete the assessment upon your return.

Part 1—Skills self-assessment

The purpose is of this self-assessment is to highlight important skills that may be needed, and help you to identify skills that you may need to learn/strengthen or areas where you may need assistance. Your responses may not impede your ability to lead a program, but will advise the SAA staff as to areas where we need to provide training to boost your skillset. It is important to decide in advance if this type of work is something to which you are committed. If, after completing the self-assessment, you have concerns and/or questions please arrange an appointment with a SAA staff member by emailing [email protected] to discuss those concerns.

Scenario A You are traveling with a group of 16 students. You are ill and would really prefer to stay in bed for the day. The tour company that was supposed to meet the group to drive them to a museum is over 30 minutes late. The group is starting to make noise about wanting to wander off to get a drink, buy a postcard, etc. You notice one small cluster of students surrounding one student who appears to be crying. Academics

All SJSU students who participate in a Faculty-Led Program conducted through the SAA must maintain a GPA of 2.0 or higher and may not be on disciplinary probation.

All courses must be approved by the department before final approval can be given. New courses must go through the curriculum review process at the department, college, and university levels. This process takes several months--new courses proposed for summer must move through all levels of review and approval by the prior December to be included in the course catalog for summer. Therefore we urge applicants to discuss their proposal with their chair or director early in the process.

How will aspects of the host culture* and environment be incorporated into the program and course(s)? *All (domestic and international) FLPs should incorporate multicultural aspects into the program to encourage our students tolearn from new and different perspectives as well as to develop intercultural competencies.

Provide a description of the program environment and logistical arrangements which addresses issues of health, welfare and security of students. Please focus on any safety and security issues (petty or serious) that need to be considered in regard to the program location (city and country). Please research the location(s) and outline any issues of concern that you have identified.

Program design and in-country support SJSU can ensure comprehensive support in many international and domestic locations through University authorized study abroad/away service provider. If your identified destination is in the list of locations serviced by an approved provider, please contact Susie Morris ([email protected]) to obtain the name(s) of approved vendors. If your destination country is not listed, work with Susie Morris in identifying a provider before reaching out to an unapproved provider independently.

Universities and other service providers not on the authorized list may be used to provide host location support with prior SJSU approval (please keep in mind the process to approve a new institutional partner or service provider can be arduous and can be time consuming, please start this conversation early).

Recruitment Programs generally need a minimum of 10 participants to be financially viable. Programs that meet this requirement will have guaranteed travel funding for one instructor. Faculty expenses are divided amongst the participants; therefore every program needs a sufficient number of students enrolled to ensure the program price is reasonable for the participants and the program’s viability.

Programs that enroll more than 20 students may want to consider running with a second instructor or assistant (please notify the SAA of any non-faculty assistants/volunteers you plan on accompanying the FLP).

Marketing The SAA staff will prepare posters and develop your program’s webpage and application pages. Email all marketing materials listed below to [email protected] upon submission of your New FLP Program Proposal Packet (sent to Susie Morris, [email protected]).

Please reference our current and past offerings when developing the materials listed below:

1. Your photo(s) and a brief biography. This should be a brief and fun description of who you are and your connection tothe destination of your FLP. Students want to get an idea of who you are and determine why they want to travel withyou. The photo can be a professional headshot or a fun photo that shows you in the real world (you can reference ourstaff photos for SAA).

2. Photos of the destination (if you have them) that will be placed at the top of your program page. If you do not have anyphotos, please contact the SAA staff.

3. A program title. This is meant to be used as a marketing vehicle so it should be fun yet descriptive. In the past we haveused, “Strategy and Samba in Rio!”, “A Taste of New York”, “Let’s Rwanda Around”, “Guat’s up Guatemala?”, “NewOrleans Sound and Soul”, etc. Try to keep the title short, around five words.

4. A web narrative outlining the program. How would you describe your vision to an interested participant? This narrativeshould highlight the educational, cultural, and professional implications of the program. Again, this is a marketingvehicle so you want to have fun with this as it needs to capture the interest and attention of potential applicants. Willthere be a service learning component? Networking opportunities? Hand-on experiences? Will students get to go onexcursions and site visits? Is there something unique to your destination that students may or may not be aware of?Allof those pieces of the puzzle can intrigue and ultimately encourage a participant to sign up for your program. Keep inmind – student like short blurbs of text and bullet points, something that they can skim and discern what is being offeredso keep it short and descriptive.

5. Lastly and most importantly, please read (the entire email) and respond to the SAA team when they email you forinformation. Delays in responses can delay our ability to market the program effectively.

• SJSU strives to emphasize the academic integrity of SJSU’s FLP. By requiring approval from the academic unit, the SAA can ensure that FLP courses are of equal academic merit and rigor as courses offered on-campus.

1) The sponsoring department & college will be involved in any significant student- or faculty-related problems that arise abroad or domestically. These responsibilities can occur at any time of day or night. Credit Hour Compliance Guidelines

FLP Proposal Credit Hour Guidance

It can be challenging to identify how a credit hour should be calculated when developing an FLP. FLPs do not always have the same elements as a course taught in a traditional classroom setting. When developing a new program we must be sure that we are providing instruction that is reasonable equivalent to the standard of combined direct instruction and student work per week, per credit hour for a semester (or its equivalent).

For the purpose of credit hour computation on a FLP, instruction and student work can include the following types of activities:

• Class meetings before, during, and after travel• Time spent reading/viewing assigned texts and course materials• Lectures (including lectures provided by SJSU faculty, guest lecturers, faculty/staff/students at partner institutions,

guides, local residents, etc.)• Group discussions with course instructors, guest lecturers, faculty/staff/students at partner institutions, guides, local

residents, etc.• Museum, business, clinic, government building or other on-site visits• Cultural excursions, performances, and/or events that incorporate the learning goals of the course and engage

students• Student presentations• Service learning projects• Reflection/processing/synthesis time used for discussion, writing, or production of creative work which may take a

A 3-credit course should include the equivalent of 9 hours of combined direct instruction and student work per week for the equivalent of a 15-week semester. Considering a “course hour” is 60 minutes, this would be a baseline of 127.5 hours per course.

Review of Proposal Documents Required for Submission

• Form A – one for each faculty leader

• SJSU FLP Proposal Form D

• A syllabus for each course that will be offered on the FLP. Faculty must provide a syllabus for each course offered that conforms to the accessible template according to S16-9 university policy, course syllabi policies. The template can be found here.

• A one-page narrative about your program, which clearly outlines your vision. We need to see how you are connecting the program location, culture, activities, and curriculum to one another. What are the goals of the program, how will you accomplish your goals? How do the goals help accomplish the course learning outcomes?

• A tentative program itinerary (including a list of proposed co-curricular activities)o Please list not only your program dates, but the number of hours that you will meet with the students before and after the trip.

Faculty Affairs is looking at faculty appointment forms closely and they have determined that 1 unit of credit can be offered for 1 week of contact. This means if you are looking at offering a 6 unit course that you would teach alone, and you only plan on being abroad for 2.5 weeks, you will need to meet with the students for another 2.5 -3.5 weeks either before or after the trip (or both). You can have meetings during the spring (for summer programs) or fall (for winter programs) semester as long as it will not impact your regular teaching duties - so off-duty days are preferred. Please note FLPs can only offer 3-4 units on winter term programs and 1 unit courses over the spring break.

• Statement of Support (Form G) from the department head/chair – for each faculty leader

• Credit Hour Compliance Worksheet, one for each course that will be offered on the FLP (Form E)

• Schedule a budget meeting with Susie Morris according to the deadlines and dates listed on the SAA website.
