    2. Selected News from Local English Media2 (24th & 25th Sept, 2011)a. Fresh flood submerges 600 villages in OrissaPTI Sep 23, 2011, 03.40pm IST

BHUBANESWAR: Flood condition worsened in Orissa on Friday with four major rivers submerging around

    600 villages in the state.

Fresh flood in Brahmani, Baitarani, Budhabalang and Subarnarekha rivers following a heavy downpour

wrecked havoc in Jajpur, Keonjhar, Bhadrak, Kendrapara, Balasore and Mayurbjanj districts, officials said.

"Jajpur was cut off from rest of the state as a portion of 120-year-old bridge on Baitarani river at Sathipur

caved in," District Collector Anil Samal said.

    b. Bridge caves in, Jajpur cut offExpress News Service , The New Indian ExpressSep 24, 2011 at 12:20pm IST

BHUBANESWAR: After Baitarani, Subarnarekha threatened another spell of floods in the State. Even as the

depression moved away to Jharkhand, heavy rains in the catchments of Subarnarekha led the river to swell

on Friday. The Government resumed air-dropping of food packets and announced seven more days of relief.

While the State Government was breathing easy that Baitarani will relent after rising menacingly on

Thursday and flooding large parts of Jajpur and Bhadrak, Subarnarekha was causing fresh worry.

Since the three dams at Chandil, Sunei and Kal do not have enough water holding capacity, the storm water

is being released into the river. Subarnarekha was flowing at 50.28 metres, above the danger mark of 49.16

metres, at Jamsholaghat and still showing a rising trend. Similar was the trend at Rajghat where it was

flowing close to the danger level.

The Government admitted that it was a cause of concern. The Secretary of Water Resources department

has been asked to stay in contact with his counterpart of Jharkhand to monitor the flood- control situation,

Special Relief Commissioner Pradipta Kumar Mohapatra said.

Baitarani too was causing havoc in Jajpur district. Jajpur town had been marooned after Rudhia bridge over

Budha river caved in. The other connection to the town through Kuakhia was overflooded snapping all

connectivity. Even the collectorate was facing inundation following the deluge. Several breaches in the

embankments of Baitarani and Brahmani had badly affected Jajpur, where over 400 villages had been

marooned by Friday evening. Over 3,500 people had been shifted to safety. The latest estimates said floods

in Baitarani had affected close to a population of 3 lakh in four districts. Jajpur and Bhadrak were the worst

hit. At least 829 villages had been affected in 25 blocks of six districts whereas 711 villages were cut off from

the mainland. The districts had been asked to evacuate people from low-lying areas. In view of the emerging

situation, the Government decided to start air-dropping of food packets in the marooned villages of

Bhadrak, Jajpur and Kendrapara from Friday while emergency relief will be distributed for seven days. Three

senior officers were sent to the districts to assist the collectors in relief and rescue operation.

However, the Government hoped that the situation would ease since the Baitarani was showing a receding

trend at Anandpur and Akhuapada where heavy rains had occurred on Thursday. Amidst the relentless

floods, a sub-team of the inter-ministerial Central team will arrive in the State on Monday to assess damage.

A four-member team will visit Sambalpur, Bargargh and Sonepur districts before the rest of the team

    arrives.

    c. Overflowing Baitarani wreaks havoc...Express News Service , The New Indian Express, Sep 24, 2011 at 08:35am IST

165 villages in 45 panchayats of four blocks. People in the riverside villages, particularly in Bhandaripokhari

and Dhamnagar blocks, are scared as the swirling water breached the embankment and inundated theirhouses and roads. Communication to 23 panchayats in Dhamnagar block and seven panchayats of

Bhandaripokhari block has been disrupted.Terming the situation as grave, District Emergency Officer

Suryakanta Padhi said while the danger level of the Baitarani is 17.83 metre, it was flowing at 20.60 metres

and still rising. The Baitaranis tributaries -- Reba, Kapali and Genguti -- have inundated villages and large

tracts of paddy fields. Vehicular movement between Bhadrak-Aradi, Dhamnagar-Doubal, Dhamnagar-

Khotar, Basudevpur-Padmapur and Bhandaripokhari-Malada has been snapped with the flood water flowing

over the roads. Villages of Solampur, Napanga, Rahania, Balipada, Dulapur, Sohadaand Pangat Hasanbad,

Sailo, Dakhinakula, Balipatana, Daspari and Muktanagar were marooned.Thousands of affected have taken

shelter on roof tops as the district administration is yet to reach them. The Emergency Officer, however, said

four ODRAF teams have been engaged in Bhandaripokhari and Dhamnagar blocks for rescue and relief

    operations.

    AKSHAY EOUT | Jajpur

A 120 year-old bridge collapsed at Rudhia village on Friday in the flood waters of river Budha, a tributary of

the river Baitarani in the district as a result Jajpur town along with 45 gram panchayats were totally cut off

from the mainland. The bridges three supporting pillars gave way, throwing traffic out of gear. The 700-

metre-long bridge was on the verge of collapse since more than three decades. But the authorities failed to

build a new bridge as a result people of both the sides of the rivers are now in deep trouble. At any time of

the day there are scores and scores of people crossing that bridge. But as luck would have it, no lives were

lost in the incident, said Manas Pradhan of Sathipur. It was a proverbial escape for at least 45 bus

passengers as a local warned the driver not to move forward as the bridge was on the verge of collapse. We

have demanded many times before the Government to build a new bridge. But the Government has not

paid any heed to our demands, said Ranjan Sahoo of Sasthipur village. Jajpur MLA Pranab Prakash Das said

The Government will build a new bridge within six months on the river Budha.Tension mounted in boththe sides of the bridge after the collapse. Many flood-affected villagers are now stranded. Meanwhile, flood

    Last Updated : 25 Sep 2011 11:09:19 AM IST

BHUBANESWAR: Even as 19 districts of the state are reeling under flood, major reservoirs located in the

southern and western districts are much below the full reservoir level. However, Hirakud dam is the only

    exception.

While water level in Hirakud and Rengali reservoirs is at the desired level due to flow of flood water in the

Mahanadi and Bramhani river systems, the hydro position in other three reservoirs built on the rivers of

Balimela, Kolab and Indravati is much below the full reservoir level.

The water level in Balimela, Kolab and Indravati was comparatively better during last year despite erratic

    monsoon behaviour.

As against the full reservoir level (FRL) of 642 meters, Indravati dam had 638.39 mt of water during the

corresponding period last year. The present level of water in the reservoir is six meter less.

Indravati hydro power station having four units of 150 MW capacity each is the major generating station.

On an average, the hydro power generating station is providing about 600 MW during the peak demand.

A comfortable water position in Indravati reservoir is desirable to meet the power scarcity situation during

summer months when demand of power is much more than the availability from all sources including the

States share from the central pool.

of the dam is 1516 ft, the water is 1466 ft as against last year level of 1502.70 ft. The water inflow to the

    reservoir is not very significant.

Balimela station has the capacity to generate 510 MW. With three of the eight units are in operation, the

state is getting nearly 170 MW daily on an average.

The water position in Upper Kolab reservoir housing a hydro power station of 320 MW capacity is five

meter below the last year level and eight meter down the FRL.

The average generation from Balimela is 80 MW while the peak generation is more than 300 MW.

The hydro power stations at Burla and Rengali are now used to their capacity as water is overflowing in the

two river system of Mahanadi and Brahmani. The average generation from Burla and Rengali hydro power

stations is 180 MW and 190 MW respectively. However, the two stations are generating more than 450 MW

    during peak demand period.

"The floodwaters discouraged many tourists from visiting the famous Buddhist site at Ratnakiri in Jajpur'sBari block. The main road near Ratnagiri is flooded with four feet water," Pranab Kumar Das of Ratnagiri

Touroperatorsare worried too. "Tourists, particularly foreigners visit these places between October and

February, and it is important to repair the damaged roads within the first week of October," said

Sanghamitra Jena, a tour operator of Eastern Treasure India Tour. She also felt that the exaggerated flood

reports in media, particularly electronic, might discourage tourists from even visiting areas that have not

    been affected.

"There are already signs of people having doubts about visiting Bhitarkanika during puja due to the flood,"

said Jena, who runs a nature camp in Bhitarkanika. "People have seen pictures of the terrible condition inflood affected Kendrapada district and are under the impression that the whole area is under water."

"People in other countries have been contacting us, worried about their holidays. They don't seem to realize

that the problem is very localized and the rest of the district is fine," she added.

But district tourism officer Bijaya Kumar Mohanty said, "The authorities will repair all roads at the Buddhist

sites within a week of the water receding. The tourism sector will not be affected this year."

The economy of many villages within Bhitarkanika national park depends upon tourism.

"The flood has caused colossal losses to the state's tourism. At a time when we were looking for heavyinflow of tourists, the flood has just washed away our expectations," she added.

rolls were illegally transported for sale. We seized the polythene rolls. Since the materials were coming from

Kanas area, we contacted the Kanas police to update us with facts,"IIC(Nirakarpur police station) Dilip

    Kumar Sahani said.

"We suspect the relief materials were going to be sold in market. Police should make a thorough probe into

the matter," a Kanas resident said.

Mishra, however, rubbished the allegation. "The polythene rolls were of inferior quality and I had asked my

men to replace them with good quality materials. The rolls were on their way back to the place from where

they where bought," Mishra, who is a lawyer by profession, said. However, he could not name the placefrom where the polythene was procured.

"Moreover, those were not government relief. The polythene rolls were purchased from my own pocket.

Some of my clients also donated money for the purpose," Mishra added.

Mishra alleged that his political rivals had hatched a conspiracy to malign him. Asked how his name and

party symbol appeared on the materials, he said, "Some of my supporters did it without informing me. I

never instructed them to do so."

Recently, some relief packets were spotted bearing the conch symbol in flood-ravaged Kendrapada area. It

came as shot in the arm of the opposition Congress andBJPto rattle the state government. "The ruling BJDis trying to woo voters in view of the forthcoming Panchayat elections," a Congress leader said. BJD leaders

    refuted the charge.
