    Good afternoon FLOs,This issue of the FLO Newsletterwill cover the period April 25May 15, 2012.

    In the Intake Highlights and Analysis section, seven incidents are

    highlighted, including one Tip and Lead (T/L) from a FLO in Region 1. The

    incidents reflect potential indicators of activity that could be part of a plan

    with a nexus to terrorism.

    The Synopsis - CIKR section includes an article from XETV 6 San Diego on

    the Energy sector and the gas supply issue on the West Coast, as well as anarticle from Wiredon the Information Technology sector.

    In Training Opportunities, information on the next FLO Basic class is

    provided, as well as the tentative dates for the FLO Intermediate class. In this

    section, you will also see training opportunities available through various

    sponsors. Training opportunities listed in this section are not endorsed, or

    sponsored by the Washington State Fusion Center (WSFC), unless indicated.

    In Administrative Notes, we want to keep you informed on how the WSFC is

    using HSIN, particularly as a dissemination tool. Our utilization of HSIN is

    evolutionary, so we ask for your patience as we continue to work through

    technical challenges with the system.

    Intake Highlights and Analysis

    (U//FOUO) [Region 1] On 15 May 2012, a refinery received a phone call from an identified

    individual who complained that he had ships anchoring off his property that were headed to the

    refinery. He also asked questions about ship traffic in the area.WSFC Tracking No. TL_2012-05-16T10:30:03 Status Open

    (U//FOUO) [Region 1] On 9 May 2012 at 1208 hours, an identified contractor attempted to drive a

    non-approved vehicle through a secured gate at a refinery. The contractor was told to park the vehicle

    and enter the facility through other means. Soon after, the contractor attempted to enter another gate in

    the non-approved vehicle, where he was again denied access. The contractors' personal refinery badge

    was deactivated and he was added to the non-return list.

    (U//FOUO) [Region 3] On 7 May 2012 at 1125 hours, two identified males activated the security

    fence and entered onto Port of Olympia property. The two males were caught by security climbing up

    a crane. Both were arrested and cited for criminal trespass.

    (U//FOUO) [Region 1] On 5 May 2012, an Everett PD patrol officer found a yellow Geiger counter

    (circa 1981) on the side of Airport Road. The device was fully functional and had a civil defense logo

    on one side. Inside the counter was a card with a contact number and address.

    (U//FOUO) [Region 6] On 3 May 2012 at 1330 hours, an abandoned case of luggage was discovered

    at the Washington State Ferries Colman Dock outside a phone booth in front of a restaurant. The

    Washington State Patrol was called and the case was searched. Contents included female items and a

    female Air Force uniform.

    (U//FOUO) [Region 6] On 2 May 2012 at approximately 1510 hours, a male subject was observed

    taking pictures, with his cell phone, of the front of the Seattle PD evidence warehouse, and the

    walkway leading up to the door, and the door. He eventually walked inside and wanted to takeadditional pictures of personnel from the public lobby.

    Synopsis - CIKR Sectors

    May 14, XETV 6 San Diego(California) Refinery problems continue to hurt California's gas supply.

    Refinery problems continued to choke supplies of California's special blend of clean burning gas,

    sending gas prices at the pump skyrocketing, XETV 6 San Diego reported May 14. Phillips 66, Royal

    Dutch Shell, and Tesoro were performing work on units at three out of the five refineries in the Bay

    Area, Bloomberg News reported. Additionally, BP's Cherry Point refinery in Washington State also

    was down but could restart production the week of May 21. There are a limited number of refineriesthat produce California's regulated blend of gasoline, a petroleum analyst said. As a result, gas

    inventories on the West Coast were at their lowest levels in 20 years.

    May 15, Wired(International) Popular surveillance cameras open to hackers, researcher says. Three

    of the most popular brands of closed-circuit surveillance cameras are sold with remote Internet access

    enabled by default, and with weak password securitya classic recipe for security failure that could

    allow hackers to remotely tap into the video feeds, according to new research. The cameras, used by

    banks, retailers, hotels, hospitals, and corporations, are often configured insecurelythanks to these

    manufacturer default settings, said a senior security engineer at Gotham Digital Science. As a result,

    he says, attackers can seize control of systems to view live footage, archived footage, or control the

    direction and zoom of adjustable cameras. The researcher and his team were able to view footage as

    part of penetration tests they conducted for clients to uncover security vulnerabilities.

    Training Opportunities The next FLO Basic classes will be held 11-12 July 2012 in Burlington and Burien. To date,

    we have 14 applicants for the Burlington class and 59 for Burien. Unfortunately, the Basic class forSpokane had to be postponed until this Fall (tentatively 19 Sep), because we did not have enough

    applicants to justify the class. Please help in getting the word out about the upcoming training,

    especially in Burlington. The attached Training Announcement is for you to distribute to personnel

    you think may be interested in the program and able to attend the class.

    May 29 & 30, the Washington State Patrol Homeland Security Division will be sponsoring

    Anti-Terrorism Training for First Responders. See attached flyer for further information.

    June 27 & 28, Kennewick Police Department will be hosting a free gang seminar, sponsored by theUS Department of Justice. See attached flyer for further information.

    The Intermediate FLO Course is still going through the DHS approval process, but is tentatively

    scheduled for September 20 & 21 in Western Washington. We will provide you with more

    information once the class if finalized.

    The Bureau of Justice Assistance (BJA) US Department of Justice provided the WSFC with training

    videos as part of their Nationwide Suspicious Activity Reporting (SAR) Initiative. These videos are

    available to you and we will provide you a copy of the video upon your request. Send your request

    to [email protected] and identify which topic you would like. The training topics include:

    SAR- Fire and Emergency Medical Services Training

    SAR- Private Sector Security Training

    SAR- Emergency Management Training

    SAR- Probation, Parole, and Corrections Training

    Announcement COURSE DATE (s): This one day course will be held Burlington, and Burien on

    July 11-12, 2012. (See dates/locations below).

    TIME: 0800-1700

    COURSE DESCRIPTION: This 8 hour basic Fusion Liaison Officer course will:

    Provide a basic understanding of the FLO program.

    Provide instruction on the Statewide Integrated Intelligence System.

    Provide instruction on Privacy Policy, Civil Rights and Civil Liberties and 28CFR Part 23.

    Educate the students in key concepts of intelligence, networking, terroristinfrastructures, red team methodology and emerging threats corresponding tobetter conducting the FLO mission.

    Provide students with a basic understanding of the National Suspicious ActivitReporting (SAR) Initiative.

    COURSE LENGTH: 8 hours

    TARGET AUDIENCE/DESCIPLINE: The instruction is designed for personnel(LE/Fire/CIKR) who will be functioning as a FLO within Washington State.
