India MSME Summit

Responding to the crisis plaguing the MSMEs sector in the recent contraction of the economy, the Federation of Indian Micro and Small & Medium Enterprises (FISME) in technical collaboration with The Economic Times on 13th February, 2009 organised the “India MSME Summit” in New Delhi.

Cutting from the league of run-of-the-mill events that were organised to address the concerns of the MSMEs, the India MSME Summit was different in its approach and execution. The agenda of the Summit was chosen and set straight from the feedback received from 543 associations out of 1400 associations which FISME had contacted.

The day-long Summit held deliberations on the three themes: MSME Finance and Credit Policies, Systematic Reforms for MSME Growth, and on Markets - Challenges and opportunities for MSMEs.

India MSME Summit: Clearing out the clutter

The India MSME Summit successfully addressed the issues that MSMEs are facing in the downturn of the economy. Feedback received from the MSMEs and the 543 Associations went on to become the Agenda of the Summit.

What does the current economic crisis mean for the millions of Micro, Small and Medium Enterprises (MSMEs)? To answer this question, Federation of Indian Micro and Small & Medium Enterprises (FISME) in technical partnership with The Economic Times organised the India MSME Summit on February 13, 2009 in New Delhi. The Summit kicked off on a positive note with participants from policy, banking and SME spheres, all putting their weight behind the sector which has been hard hit in the present crisis.

Shri Montek Singh Ahluwalia, Deputy Chairman, Planning Commission, speaking on the Inaugural Session said, "The impression I have got after talking to bankers and others is that in the last few weeks, availability of credit to SMEs is easing. There was a pick-up in January."

Emphasizing on the importance of the sector, which remains at the bottom of the pyramid of 13 million units, has with the vibrancy of the over all economy, Shri Ahluwalia said, "You cannot have a healthy industrial sector without a healthy MSME sector". In this regard, the Government is aware that there is a need to strengthen and respond to their genuine needs, he said in his Key Note address.

He further added, the present crisis for MSMEs is a time "to rethink, restructure and reorganize" the units and MSMEs should take this period as an opportunity, Shri Ahluwalia said.

He invited the MSMEs to come up with a list of measures that the sector urgently needs and how the Government action could assuage their pain

and help in this testing time. "We at the Planning Commission would love to receive such a list", he said.

Shri Pawan Kumar Bansal, Hon'ble Minister of State for Finance, in his special address to the audience said that the Government understands the suffering of the MSMEs. There is a gap between what they expect from the banks and what is being delivered, he said.

"Five years back our Government had taken a decision to double the year-on-year credit to SMEs…Banks credit to MSMEs increased from 84000 crores in March 2004 to 2,46,000 crores in March 2008. This reflects an increase of 193 per cent and further to 2,84,000 crores in December 2008", Shri Bansal said.

Mitigating the difficulties that the MSMEs are facing in extension of the credit from the banks, Shri Bansal said, "Instruction has been issued…(for the) special meeting of state level bankers, and the stipulation is that, one meeting in a month" should take place to apprise the extension of the credit to this sector. "Any grievance which the borrowers feel that has not been addressed in the meeting of the MSMEs they can make a reference to the special cell in the ministry.”

Shri Dinesh Rai, Secretary, Ministry of MSME in his Special Address as Chief Guest on "Policy Initiatives" said the Government should take creation of fund for the unorganized sector as priority. "Planning Commission has already supported the proposal, and we are trying to get it done quickly" he said.

In his speech, he highlighted the chronic problem that the country is facing on skill development. "We have to work out some new models, ..how we can come out with some packages" to fulfill the vision of 500 million skilled people by 2020, he said.

Supporting MSMEs to come out of any distress and help them to move on high growth trajectory, Shri Rajendra Mohan Malla, Chairman & Managing Director, SIDBI, referred to the measures undertaken by SIDBI

encouraging banks to lend collateral free loans to Micro and Small Enterprises, extending Credit Guarantee Cover to Rs 100 lakh, reducing lock-in period to 18 months, and guarantee cover for all fresh loans up to Rs 5 lakh enhanced to 85 per cent.

"MSMEs should tighten their belt, reduce costs, and continue with their production, …should continuously incorporate latest technology into their production process, engage efficiency as well as in their marketing and management function and improve upon their inventory management ",Shri Malla said in the Summit.

Shri Anil Bhardwaj, Secretary General, FISME, dealt on the various measures that the sector is demanding in the present tumultuous period. Mentioning about the most important and the pressing need that had appeared in the feedback, Shri Bhardwaj said, "There is a feel in the sector that we (MSMEs) need a separate, effective regulator for the banking industry…which could focus on the services aspect of the borrowers, whether it is the quality of the services and the co-services, outreach or greater competition".

At the end of the inaugural session, in the presence of August delegates, Shri Montek Singh Ahluwalia released FISME Policy Paper - “Towards Establishing Modern Insolvency and Bankruptcy Codes for Small Enterprises in India” (full report: www.fisme.org.in). Shri Mohan Suresh, President, FISME, thanked The Economic Times, FISME, sponsors and the participants.

Shri Gopal K. Pillai, Secretary, Ministry of Commerce, appearing as Chief Guest in the second session “MSME Outlook on Foreign Trade and Finance Policy” - warned private and foreign banks of tough action if they do not improve on lending to Micro, Small and Medium Enterprises, which are reeling under the impact of global downturn.

"If they don't comply with RBI direction, at some point of time, the government will be forced to act," said Commerce Secretary G K Pillai.

In the same session, sharing his concern over MSMEs, in his concluding remarks Dr. K.C. Chakrabarty, Chairman & Managing Director, PNB, said MSMEs taking cues from the recent meltdown "must not take to do business whose risk (they) don't understand ".

"Those who deserve the credit, those who can afford the cost, absolutely availability of money is not the problem" he said.

In the commencement of the next session - Systemic Reforms for MSME Growth - Shri B.S. Bhasin, Chief General Manager, SME Market, SBI in his speech on "Role of Indian Banks in the growth of MSME's in the current economic scenario" said, the role of banks are very important in the economy for the MSMEs, they are facing decrease in the order volume and delay in their payments.

Claiming the Micro, Small and Medium sector is composed of distinct sub-sectors and it cannot be taken as a humongous sector, Shri V.K Agarwal,Sr. VP, FISME, further added that the three sectors (Micro, Small and Medium) have to be dealt and serviced separately on the access of credit issue.

"Innovations are required in the delivery mechanisms of all these three segments of the MSME", he said. "Delivery of credit is very closely related to quality of credit and its efficacy" to this sector, Shri Agarwal said in his speech.

• Overarching concerns of MSMEs are about quality and cost of service, of inadequacy and the lack of domain knowledge of Bankers. What is needed is a strong and effective regulator of banks on lines of TRAI to have focus on consumers of banking services.

• Keeping in view of the current slowdown and ensuing crisis, the sector needs: Extension in NPA norms to180 days for two years; moratorium for affected MSMEs for term loan repayments; dropping requirement of Additional collateral for temporary enhancement in Working Capital Limits.

• Need for modern codes for Insolvency and Bankruptcy for MSMEs

• An effective Competition Commission to ward off cartels and monopolies prevailing in raw material and services

• Establishment of GST.

• Need for a set aside of 20% for MSMEs in Government procurement

• Need for addressing the problems of delayed payments to MSMEs by large companies and PSUs; and;

• Most importantly, guarding against the trend of protectionism.

• Tariff and non-tariff barriers imposed on Steel, Copper, Aluminum and Polymers need to be removed.

The intention behind organising the MSME Summit was crystal clear: not ending it up as one another off-event, but initiating a process for a change. A change to establish a forum which is neutral, credible and action oriented.

To find out the prevailing MSME concerns, 1400 MSME associations were contacted and 543 reciprocated with specific feedback. The agenda of the Summit was formed by compilation of these concerns.

To give a 360 degree view to the sector it was carried out in three themes: Banking and Finance, Policy Reforms and Markets in three sessions.

SAARC Trade Information Project

In view of the continuous efforts made by SAARC countries for regional economic integration, the German Technical Cooperation (GTZ) has been entrusted with the funding by the German Federal Ministry for Economic Cooperation and Development (BMZ) to implement the project viz., "Promotion of information services to facilitate the exploitation of regional trade opportunities in South Asia including SMEs" (in brief : SAARC Trade Information Project).

The objective and scope of this project is to enable the business community (viz., manufacturers, importers, exporters, and traders etc.) including SMEs to access information (trade database and other related information) about SAARC countries in a user-friendly manner from a single source. The website will be launched this year.

In order to have the views and suggestions, which could be discussed and debated across the table in detail, the 1st Operations Committee Meeting (OCM) of the SAARC Trade Information Project was held on February 16 and 17, 2009 at Kathmandu, Nepal. The 2nd Meeting will be held from 2nd to 4th April, 2009 in Sri Lanka.

Federation of Indian Micro and Small & Medium Enterprises (FISME) represented by Joint Secretary (International Trade), Shri Mukesh Kalra put forward several views at the above mentioned meeting. His views were well taken by the officials from GTZ and SAARC Information Project.

2nd Trade and Investment Mission to Trinidad and Tobago22 - 27 June, 2009

The High Commission of the Republic of Trinidad and Tobago in New Delhi is again getting ready to take a delegation from India to the twin island Republic in the Caribbean for its Second Trade and Investment Mission to Trinidad and Tobago.

This year the delegation will be led again by High Commissioner Pundit Maniedeo Persad who emphasizes that the High Commission's objectives include increasing tourism, trade and investments as well as deepening linkages and fostering greater people to people interaction between India and Trinidad and Tobago.

In June 2008, the largest Trade Delegation ever from India to Trinidad and Tobago took place. This Trade Mission organized by the High Commission, and the Buyer Seller Meet hosted by the Federation of Indian Export Organizations in association with the Indian Mission in Port of Spain, highlighted many opportunities for business interactions. Some of the immediate successes included:

• The decision for the establishment of an Indian Trade Centre by member of Federation of Indian Export Organization (FIEO) in Trinidad.

• Signing of an MOU between STIC IT Solutions and the Tobago House of Assembly for a major IT Project in Tobago.

• Signing of MOU between FIEO and Tunapuna Chamber of Commerce.

• A number of other projects including energy related ones are currently being evaluated.

Building on the achievements of last year, the High Commission will continue on its theme of "Strengthening relations between India and Trinidad and Tobago." It is a view echoed by the High Commissioner as he continues to spread the word about the importance of this Trade Mission. His Excellency notes that as Trinidad and Tobago diversifies its economy, the opportunity for tourism from Asia with specific reference to tourism inflows from India has not escaped us. He points out that "For the first time the Ministry of Tourism targeted the largest outbound tourism companies in India who sent delegates on this Mission. Tourism products for the Indian market are now being developed.”

Trinidad and Tobago also presents many opportunities for the Indian investor because:

• The country is the Gateway to CARICOM and Latin America and our geographic position between North, Central and South America has imbued us with the goal

of becoming the hub for investment, finance, manufacturing and transshipment;

• Trinidad and Tobago presents the investor with very attractive benefits for example the ability to repatriate profits, to purchase land for residence and business operations, to incorporate and own a company 100% and also free zones.

The High Commission's Trade and Investment Mission will also coincide with the Trade and Investment Convention (TIC) 2009 which will be held from June 24th - 27th, 2009 in Trinidad. This is the Caribbean's biggest business to business event to which local, regional and international buyers and distributors attend. Exporters from India may want to consider exhibiting in this convention and further information can be obtained from www.tic-tt.com. An India Pavilion is envisaged in which all companies from India will be able to participate and to access the Caribbean and Latin American Market.

The High Commission is also offering a special discount for exhibitors as follows:

• Total of 20 Booths - 15 per cent discount

• Total of 25 - 30 Booths - 18.5 per cent discount

The High Commission's Trade and Investment Mission will have the support of our Ministry of Trade and Industry, Ministry of Foreign Affairs and other Governmental agencies and the private sector in Trinidad and Tobago. In India, the Ministry of Commerce and Industry, Department of Industrial Policy and Promotion has given its unequivocal support to the Mission. India's High Commissioner to Trinidad and Tobago Shri Malay Mishra has also pledged to assist Trinidad and Tobago in this its sophomore effort.

Inflation hit a near seven-year low of 3.03% for the week to February 21, as prices of many food items and select manufactured products such as metals and transport equipment fell sharply during the week.

Finance Minister unveils 3rd package

Announcing the third stimulus package, the UPA government has announced fiscal sops amounting to Rs 30,000 crore, the most significant being an across-the-board 2% cut in central excise duty and service tax.

Key Measures - Highlights

• Duty credit scrips under DEPB scheme to be issued without waiting for realization of export proceeds

• Special package of Rs.325 crore for leather and textiles sector

• STCL, Diamond India, MSTC, gem & jewellery EPC and star trading houses added as nominated agencies for import of precious metals

• Gem and jewellery export: import restrictions on worked corals removed

• Bhilwara and Surat recognized as towns of export excellence for textiles and diamonds

• Threshold limit for recognition as premier trading houses reduced to Rs.7500 crore

• Under EPCG scheme, export obligation extended till 2009-10 for exports during 2008-09

• DEPB/duty credit scrip utilization extended for payment of duty for import of restricted items also

• Procedure for claiming duty drawback refund & refund of terminal excise duty further simplified

• Re-credit of 4% SAD for VKGUY, FPS and FMS allowed

• Value cap under DEPB revised for two products

• Electronic message transfer facility for advance authorisation and EPCG to be established

• Gem & jewellery units in EOU to be allowed - personal carriage of gold up to 10 kg

• Advance licenses issued prior to 1.4.2002 requiring MODVAT/CENVAT certificate dispensed with

• Export obligation period against advance authorizations extended up to 36 months

• Reimbursement of additional duty of excise levied on fuel to be admissible for EOUs early refund of service tax claims & further simplification of refund procedures on the anvil
