A critique by the Jewish Agency of Sir John Hope Simpson's, Report on Immigration, Land settlement and Development, 1930, which concluded the "It has emerged quite definitely that there is, at the present time and with the methods of Arab cultivation, no margin of land available for agricultural settlement by new immigrants, with the exception of such undeveloped land as the various Jewish Agencies hold in reserve". The Hope
Simpson report was issued simultaneouly with the White Paper Cmd 3692 they were seen as hostile to the Zionist movement and angered Weizmann. This “White Paper” was later reversed after pressure from Weizmann and the Jewish community. During this period Jewish immigration was tied to “the absorptive capacity of the land” [ref: 19963 ] £200

During WWII there were about 30,000 Jewish refugees in Shanghai including the Mirrer Yeshiva and some other Yeshivot including Chachmei Lublin. To meet the needs of the Yeshiva students and other members of the community, over 80 Hebrew books were published in Shanghai during this period. This is one of those books. At the front is a Daf Yomi calendar for the years 1947-52, and there is a letter reprinted from Rabbi Isaac Halevi Herzog, Chief Rabbi of the Holy Land (later the state of Israel) and Rabbi Samuel Sneig the Chief Rabbi of the American Zone, based in Munich. Both these historic letters (in Hebrew) address the survivors. Rabbi Sneig addresses those learning Daf Yomi in the camps and talks about Rav Meir Shapira the founder of Daf Yomi.
