SUMMARY RECORD OF THE 35 TH MEETING OF STATE LEVEL EXPERT APPRAISAL COMMITTEE, CHHATTISGARH

The 35th meeting of State Level Expert Appraisal Committee, Chhattisgarh was held on 30/06/2009 at Conference Hall, SEAC, Secretariat, 1-Tilak Nagar, Shiv Mandir Chowk, Main Road, Avanti Vihar, Raipur at 12:00 Noon. Dr. Harendra Kumar, Chairman, SEAC, Chhattisgarh chaired the meeting. The following members of SEAC were present in the meeting: -

At the outset, the Technical Officer, SEAC, Chhattisgarh welcomed the Chairman and Members of State Level Expert Appraisal Committee, Chhattisgarh. Agenda wise discussions were carried out as follows: -

Agenda Item No. 1 - Confirmation of minutes of the 34th meeting of SEAC, Chhattisgarh

Minutes of the 34th meeting of SEAC, Chhattisgarh held on 19/06/2009 was presented before the committee. The Committee approved the minutes of the meeting.

Agenda Item No. 2 - Presentation on the proposals received for TOR/EC as per provisions of the Environment Impact Assessment Notification, 2006.

(1) M/s Chhattisgarh Housing Board, Talpuri, Amdi, Ruabandha, Durg, Chhattisgarh under Bhilai Municipality.The project proponent submitted application (Form-I, Form –IA and Conceptual

Plan) for Environment Clearance on 28/02/2009. The project proponent has proposed Building & Construction (Mini Township) project at Talpuri, Amdi, Ruabandha, Durg, Chhattisgarh under Municipal Corporation, Bhilai. The brief of the project is as follows:-

The case was discussed in the 29th meeting of SEAC, Chhattisgarh held on 28/04/2009. As per decision, project proponent made presentation in the 35 th meeting of SEAC, Chhattisgarh on 30/06/2009.

During presentation project proponent informed the committee that:- The site is located to the south of Durg - Utai road. The township consists of two

blocks, block ‘A’ to the north and block ‘B’ to the south, separated by an area of plantation. Block ‘A’ has a frontage of about 730 metres on Durg-Bhilai road. An offshoot from the Durg-Bhilai road to the south leads to block ‘B’, which has a frontage of about 570 metres along this secondary road. Block ‘B’ is bordered by a canal along its southern periphery.

Block ‘A’ has a reasonably flat terrain with a gentle slope towards the east and south. Block ‘B’ has a much more defined contour with the land sloping primarily towards the south and having a difference of almost 4 metres between its highest and lowest points. The area within and surrounding both block ‘A’ and ‘B’ has a uniform landscape with sparse vegetation and slight grass cover. The soil being a

mixture of clayey gravel and morrum. High tension electric power lines pass through the south of block ‘B’, alongside the canal. The regional climate is primarily hot and dry, with winds coming in from the west - southwest directions during summer and cold winds come from northeast during winter season.

The site is earmarked for residential complex by town and country planning department. This is a vacant land. Hence, no rehabilitation is required. Site is easy accessible from national and state highway and railways. There is no existing water body, canal or lake within the project site, so there is no necessary for any diversion of any water bodies. All areas surrounded by the project are residential areas. There is no industry in the close vicinity of the site.

Town and Country Planning Department, Durg has sanctioned the lay out plan. Total land area is 537945.45 sqm. Project proponent has proposed 2632 units

(flats-Gulmohar- G+6, Orchid - G+6, Juhi - G+6, EWS - G+3) and 1140 units (plots- Lotus – 15mx25m, Rose – 15mx20m, Lily – 12.5mx20m, Tulip – 12mx18m, Daisy – 10mx15m, Dalhia – 09mx12m, Mongra – 06mx12m). The project will have HIG Club (2695 sqm), MIG (1888 sqm), Community BLDG (277.3 sqm) and Commercial area (5478 sqm). The project will have built up area 323770.4 sqm and building ground coverage of 152 445.75 sqm (28.34%).

Total area covered under roads and utilities, green area, proposed water body and commercial are 133802 sqm (24.87%), 237275 sqm (44.11%), 8969 sqm (1.67%) and 5478 sqm (1.02%) respectively. Total no. of parking planned is 1461. Permissible FAR is 1.0 and proposed FAR is 0.602.

Source of water during operational phase will be Bhilai Nagar Nigam and Public Health Engineering Department, Bhilai during construction phase. The water requirement and wastewater generation will be as follows:

The wastewater will be collected through a well designed sewer network leading to sewage treatment plant. There will be two nos. of sewage treatment plant. The proposed sewage treatment plants will be based on extended aeration principle consisting of oil and grease trap, equalization cum holding tank, aeration tank,

secondary clarifier followed by pressure sand filter, activated carbon filter and chlorination. The treated wastewater will be diverted in the proposed water body within the project area and reused in landscaping and car washing. The excess treated wastewater conforming the prescribed standards will be discharged in to the near by canal. The Water Resources Department has issued NOC for discharge of treated effluent in to canal.

Wastes will be segregated at source for organic (biodegradable), inorganic - recyclables and inorganic non-recyclables. The organic (biodegradable) and inorganic non-recyclables wastes will be finally disposed off by Nagar Palika Nigam, Bhillai as per Municipal Solid Wastes (Management & Handling) rules 2000. Concurrence has already been obtained in this regard.

Construction waste generated will be around 1200 tonne. Construction waste will be disposed off in consultation with Bhilai Nagar Palika Nigam. Recyclables construction waste like reinforcement will be sold to the vendors. Hazardous waste like discarded lube oil from DG sets will be stored in HDPE containers and finally sold to the vendors authorized by Ministry Of Environment and Forests, Government of India, New Delhi.

Bituminous vehicular road with footpaths furnished with street lighting and landscaped with selected plants will be provided. Adequate open parking will also be provided.

Power will be supplied by CSEB with connected load of 11.0 MW and demand load of 7.8 MW. 10 x 160 KVA DG sets will be installed for alternate power supply. Fuel (diesel) requirement for DG sets will be 400 liter/hour. DG sets will be provided with stack height of 2.6 meter above roof of the building. DG sets shall be acoustically lined to minimize noise generation, noise level, db(A) level shall be maintained as per CPCB guidelines.

Design of the storm drainage will be done considering non - scouring and non-silting velocity range of 0.60 – 1.20 m/sec. Multi outfall system will be provided for conveying storm water.

Suitable rainwater harvesting system will be provided to utilize the rain water in best possible manner.

Good house keeping practices will be adopted. Energy saving electrical lighting system with electronic ballast, like CFL, LED will

be used. Solar water heaters will be provided on the roof of each building. Lighting power density (LPD) will be 2.24 watt/sqft. Uses of glass in vertical fenestration area will be < 30% of wall area. In order to reduce the “U” value of roof to 0.35 W/m2K suitable insulation like roof tiles with Surki backing shall be laid on roofs.

Fire fighting system will be designed in accordance with the norms. Fire consultant will be appointed for appropriate plan for management of fire hazards. Fire alarm will be provided in all strategic points. Security manager will stationed for management of any emergency/disaster situation.

Environmental Management Plan during construction phase will be as follows :

Implementations of proper drainage facilities to avoid wastewater/water stagnation from possible sources, like, catch pits or sedimentation basins to restrict the breeding of mosquitoes.

The contractor in assistance with the project authority will assist to establish a system of distribution of fuel through local administration to restrict any illegal feeling of trees.

Proper sanitary arrangement with decentralized latrine for workers within the site must be done within the project site.

Proper water supply within the site for workers. Initiated plantation programme all around the complex. This plantation will

reduce the fugitive dust as well as dampening of noise levels. In addition to that it will improve the aesthetic value of the area.

Rubbish, debris, broken materials and others must be kept properly within project area at suitable place with proper water sprinkling to prevent fugitive dust spreading.

Water should be sprinkled in regular basis in road surface, material dumping and handling areas and other places to reduce dust from work place, during material handling and traffic movements.

Fly ash brick will be used in this project. Loading and unloading of construction materials must not be done at night

at the store yard considering the huge noise like to be generated from this activity.

Concrete pouring and casting must not be done at night. Every care to be taken for noise control. Construction site will be disinfected at regular intervals. Ensuring that walking surfaces or boards at height are of sound

construction and are provided with safety rails or belts. Provide protective equipment; helmets etc. Fire extinguishers and buckets of sand to be provided in the fire-prone area

and elsewhere. Adequate emergency first aid system will be provided at project site.

Based on the consideration of the documents submitted, presentation made and discussion held, the Committee decided to ask the project proponent to submit the following information/documents. After submission of the information/documents, it should be placed before the Committee for further decision:-

All the information/documents asked vide letter no. 120 dated 16/06/2009 shall be submitted in writing duly signed by authorized signatory.

Details of road safety measures adopted should be provided. To ensure the better connectivity between block ‘A’ and ‘B’, the connecting road

should be strengthened and fenced. Commitment in this regard should be submitted.

Commitment/consent letter for supply of water from Bhilai Nagar Palika Nigam should be submitted.

Commitment/consent letter for discharge of treated of sewage in to the canal from Water Resources Department should be submitted.

Project proponent should explore the cost effective analysis for different technologies available for treatment of sewage and against the proposed technology and submit the same.

Various environmental criteria adopted for project should be submitted. Layout plan approved by Town & Country Planning Department, Durg and building

plans approved by competent authority should be submitted.

Project proponent should be intimated accordingly.

(2) M/s A.P.I. Ispat & Powertech Private Limited, Village – Siltara, Near Phase – II, Siltara Industrial Growth Centre, Raipur (C.G.)The project proponent submitted application (Form-I and Pre-feasibility Report) for

Environment Clearance on 10/12/2008. It is an existing Sponge Iron unit with WHRB Power Plant, Steel Ingot/ Billets manufacturing unit and FBC based power plant. Project proponent has proposed an oil fired Rolling Mill of 145250 TPA capacity within existing premises. The brief of the project is as follows: -

Proposed Cost Rs. 45.51 Crores

SEAC, Chhattisgarh considered the application in 20th meeting on 27/12/08. Based on the consideration of the documents submitted and discussion held, the Committee then decided to ask the project proponent to submit additional information/documents. Committee also decided that three members Sub Committee would visit the site also. Sub committee visited the site on 10/04/2009.

The inspection of the sub-committee was discussed in 29 th meeting on 28/04/09 of SEAC Chhattisgarh. As per decision, project proponent made presentation in the 35th

meeting of SEAC, Chhattisgarh on 30/06/2009.

Project proponent submitted information/documents as desired vide letter dated 16/06/09 during presentation.

During presentation project proponent informed the committee that:- There are no National Parks, Wild Life Sanctuaries, Bird Sanctuaries, Protected

Areas under the Wild Life (Protection) Act, 1972, notified Eco-Sensitive Area, Critically Polluted Area as identified by CPCB, Inter-State border. No forest land is involved in the acquired site. Topography of the land is more or less flat without many undulations. Nearest habitation is at a distance of about 1.4 Km. from the site. Nearest Surface water body is Chhokhara Nallah & River Kharun flowing at the distance of about 1.25 & 2.2 Km respectively from the site. There are number of industries running in the vicinity; as the unit is running adjacent to the notified industrial area.

The raw materials for proposed rolling mill are Semis i.e. Billets/ Ingots. Yearly requirement of the Billets/ Ingots will be 1,54,417 TPA. The semis will be segregated as per size and quality in the raw material yard and will be fed to the oil fired “pusher type” reheating furnace for heating up to the requisite temperature. The steel is required to be heated uniformly to the re-crystallization temperature for easy rolling. The usual temperature range maintained in the furnace will be about 1150 – 1200ºC depending on the quality of steel and section of semis. The heated ingots/ billets rolled in the mills consisting of rolling strands. The size and configuration of the rolling lines of the mills will be different for rolling of different sizes and shapes.

Total requirement of water for operation of proposed unit will be 118.0 KL/ Day. Project proponent had an agreement of 1000 KL/day of water with Chhattisgarh Ispat Bhumi Limited, having clause of over drawl of 10% excess amount; hence the total drawl amount of water from CG Ispat Bhumi Limited is 1100 KL/day. Presently project proponent are drawing only 904 KL/ Day of water for the operation of existing plant facility which leaves enough balance for operation of rolling mills.

About 20.6 KL/ Day of furnace oil will be used for heating the ingots/ billets in both the proposed rolling mills.

Flue gases coming from reheating furnaces will be passed through gas cooler (air cooled type) to bring down temperature of the flue gases up to 100ºC approx. and thereafter it will be passed through bag filters and vented in to atmosphere through two stacks of height 50 m each for 322.5 and 161.7 TPD rolling mills.

Tar Road up to plant site already exists. All the internal roads are converted to concrete road. Additional road in mills area will be of concrete road.

All the raw materials & product handling areas of mills would be paved with RCC. Entire raw material and finished products will be transported in covered trucks. Water sprinkling/ spraying system will be deployed along road side and material

handling areas so as to avoid dust emanation due to vehicular movement. There will be no such heavy noise level generation due to operation. However

D.G. sets will be procured with inbuilt enclosures/ silencer as per norms. Earplugs will be provided for the employees working near the noise prone areas.

Mill scales and end cuttings will be generated as solid wastes as follows:-

End Cuttings 20.3 TPD End cutting from rolling mill will be used in induction furnace unit as raw material.

Mill Scales 10.3 TPD The mill scales will be manually collected and sold to sinter plant/ ferro alloys/ casting units. The dust from the bag filter will be collected in hoppers and sold out along with mill scales.

It is proposed to construct additional 2 nos. of rain water harvesting structures in consultation with Regional Office, Central Ground Water Board, Raipur.

About 76452 sqm green belt has been developed around the existing site. It is proposed to plant 1000 trees during this monsoon.

It is proposed to allocate Rs. 10.00 lacs for the period of three years for social welfare fund for facilitation to nearby villagers as per requirement.

Para 7 (i) I -Stage (1) – Screening of Environment Impact Assessment, Notification, 2006 states that “in case of category ‘B’ projects or activities, this stage will entail the scrutiny of an application seeking prior environmental clearance made in Form I by the concerned State level Expert Appraisal Committee (SEAC) for determining whether or activity requires further environmental studies for preparation of an Environmental Impact Assessment (EIA) for its appraisal prior to the grant of environmental clearance depending up on the nature and location specificity of the project.”

The categorization of category ‘B’ projects or activities in to B1 or B2 lies in the purview of State level Expert Appraisal Committee (SEAC). The Committee considered the proposed activity from the point of view of its location (near industrial area) , size and nature i.e. rolling mill of comparatively small capacity using furnace oil as fuel and felt that no significant impact on the surrounding is anticipated. Based on the consideration of the documents submitted, inspection of the Sub-Committee and discussion held, the committee considered the proposal as ‘B2’ category and recommended to grant environmental clearance, subject to fulfillment of the following terms and conditions:-

Collecting hoods and bag filters/packed bed type wet scrubber of adequate capacity should be installed in the reheating furnaces of rolling mills.

All internal roads shall be tarred/concreted before commissioning of the rolling mill. Good house keeping practices shall be adopted.

Only furnace oil of good quality shall be used as fuel in reheating furnaces of rolling mills. Coal shall not be used as fuel under any circumstances.

Zero discharge condition should be maintained all the time. Individual stacks attached to reheating furnaces of rolling mill should not be

less than 50 m for 322.5 and 161.7 TPD rolling mills. Low NOx burners should be installed in reheating furnaces of rolling mills. Mill scales should be disposed off safe and scientific manner. Green belt should be developed in at least 33% of total area all along the plant

premises. Adequate funds shall be allocated for undertaking Socio-Economic activities

(community welfare, environmental development activities apart from committed plantation) and in any case it shall not be less than 5% of the net profit. SEIAA may be informed accordingly.

(3) M/s Chhattisgarh Steel Products, Plot No. 190, 192,193 Sector – C, Urla Industrial Complex, RaipurThe project proponent submitted application (Form-I and Project Report) for

Environment Clearance on 23/12/2008. It is an existing Rolling Mill of 13200 tonnes per annum capacity. The Project proponent has proposed the Rolling Mill 12000 tonnes per annum additional capacity within the existing plant premises. Total capacity will be 25200 tonnes per annum. The brief of the project is as follows: -

The case was discussed in the 22nd meeting of SEAC, Chhattisgarh held on 31/01/2009. After deliberation, the Committee then decided to ask the project proponent to submit the additional information/documents and present the case. Committee also decided that three members Sub Committee would visit the site also. Accordingly, project proponent was informed vide letter dated 28/02/2009.

Project proponent did not come for presentation in the 26 th meeting of SEAC, Chhattisgarh on 13/03/2009. Project proponent requested for postponement of the presentation. SEAC, Chhattisgarh accepted the request of the project proponent. Sub committee visited the site on 10/04/2009. The inspection of the sub-committee was discussed in 29th meeting on 28/04/09 of SEAC Chhattisgarh. As per decision, project proponent made presentation in the 35th meeting of SEAC, Chhattisgarh on 30/06/2009.

During presentation, project proponent informed the Committee that:-

Nearest railway station is Urkura and Raipur at a distance of 3.75 km and 5.5 km respectively. Nearest amenities school/PHC is 1.6 km. Nearest National Highway NH – 200 is 1.8 km. Nearest Village is Birgaon at a distance of 0.80 km. Nearest River is Kharun River flowing at a distance of 4.7 km.

There are no National Parks, Wild life Sanctuaries and Bird Sanctuaries. There is no Protected Areas under the wild life (Protection) Act, 1972 There is no notified Eco-sensitive area. There is no Critically Polluted Area as identified by CPCB. No Inter-state border. No forest land is involved in the acquired site. Topography of the land is more or less flat without many undulations. There are number of industries running in the vicinity; as the unit is running in the

notified industrial area.

will be procured with inbuilt enclosures/ silencer as per norms. Measures to control noise level:

Earplugs will be provided for the employees working near the noise prone areas.

Extensive greenbelt will further mitigate the noise levels.

Fugitive Emission Control: - The entire internal road will be asphalted. Entire raw material and finished products will be transported in covered trucks. Water sprinkling/ spraying system will be deployed along road side and material

handling areas so as to avoid dust emanation due to vehicular movement.

Rain Water Harvesting: - It is proposed to construct 3 Nos. of Rain Water Harvesting Structures in

consultation with Regional Office, Central Ground Water Board, Raipur.

Solid Waste Generation and its management: - Due to proposed production activity will be generated as solid wastes.

Quantification of the same are given as below:

End Cuttings 5.4 TPD End cuttings from rolling mill will be used as raw material in induction furnace units. The same will be sold to nearby induction furnace unit.

Mill Scales 3.0 TPD Mill scales will be collected in scale collection pit from tunnels below the furnace area and the strands in the mill and finishing area with flushing water. The mill scales will be manually collected and sold to sinter plant/ Ferro alloys/ Casting units.

Green Belt Development: - Though the acquired area is not too large; however project proponent will plant

trees in all the open areas available. About 200 pits have already been prepared inside and outside the premises.

Social Welfare: - It is proposed to allocate Rs. 5.00 Lakhs for the period of three years or 3% of Net

profit which ever more for Social welfare fund for facilitation to nearby villagers as per requirement.

Committee noted that:- Internal roads have not been asphalted or concreted. Internal roads are of WBM. Plantation in the premises is poor. The both existing rolling mill furnaces (6000TPA & 7200TPA capacity) are coal

fired. The capacity of one rolling mill furnace of 6000 Tonnes capacity will be upgraded to 18000 TPA and will be converted to oil fired. Committee felt that both coal fired existing furnaces should be converted to oil fired. Proposal in this regard should be obtained.

The house keeping was not found satisfactory. House keeping practices should be improved.

Water scrubbers have been installed in the existing rolling mill furnaces. To control the air pollutants emission from both furnaces, installation of common air pollution control system such as bag filter or wet scrubber of high efficiency and adequate capacity should be explored.

Rain water harvesting system should be constructed shortly. Project proponent has not submitted the information/documents as desired vide

letter dated 09/04/09 and 16/06/09. Based on the consideration of the documents submitted, presentation made and

discussion held, the Committee decided to ask the project proponent to submit the following information/documents. After submission of the following information/documents and information/documents as desired vide letter dated 09/04/09 and 16/06/09 in writing, it should be placed before the Committee for further decision:-

Internal roads have not been asphalted or concreted. Action plan for asphalting or concreting of internal roads should be submitted.

The total number of plantation proposed to be carried out in this monsoon should be submitted.

Committee felt that both coal fired existing furnaces should be converted to oil fired furnaces. Proposal in this regard should be submitted.

Proposal for improvement in the house keeping practices should be submitted. To control the air pollutants emission from both furnaces, installation of common

air pollution control system such as bag filter or wet scrubber of high efficiency and adequate capacity should be explored.

The status of construction of rain water harvesting system should be submitted. After receipt of the information/documents, Committee would consider the

application as per provisions of E.I.A. Notification, 2006.

Project proponent should be intimated accordingly.

(4) M/s Pilania Industries India Private Limited, Plot No. – 43, Heavy Industrial Area, Hathkhoj, Dist – DurgThe project proponent submitted application (Form-I and Project Report) for

Environment Clearance on 09/04/2009. The project proponent has proposed to install a Rolling Mill of 105000 TPA production capacity at Plot No. – 43, Heavy Industrial Area, Hathkhoj, Tehsil & District – Durg. The brief of the project is as follows:-

The case was discussed in the 29th meeting of SEAC, Chhattisgarh held on 28/04/2009. After deliberation, the Committee then decided to ask the project proponent to submit the additional information and present the case in the 35 th meeting of SEAC, Chhattisgarh on 30/06/2009.

During presentation, project proponent informed the Committee that:-

notified industrial area. The raw materials for proposed rolling mill are Semis i.e. Billets/ Ingots. Yearly

requirement of the Billets/ Ingots will be 115500 TPA. The semis will be segregated as per size and quality in the raw material yard and will be fed to the oil fired “pusher type” reheating furnace for heating up to the requisite temperature. The steel is required to be heated uniformly to the re-crystallization temperature for easy rolling. The usual temperature range maintained in the furnace will be about 1150 – 1200ºC depending on the quality of steel and section of semis. The heated ingots/ billets rolled in the mills consisting of rolling strands. The size and configuration of the rolling lines of the mills will be different for rolling of different sizes and shapes.

Based on the consideration of the documents submitted, presentation made and discussion held, the Committee decided to ask the project proponent to submit the following information/documents and information/documents as desired vide letter no. 118, dated 16/06/2009 in writing. After submission of the information/documents, it should be placed before the Committee for further decision:-

The technical details of packed bed scrubber should be submitted.

After receipt of the information/documents, Committee would consider the application as per provisions of E.I.A. Notification, 2006.

Project proponent should be intimated accordingly.

(5) M/s Kasturi Cement Private Limited, Village – Bharuwadih kalan, Tehsil – Tilda, District – Raipur (C.G.)The project proponent previously submitted application (Form-I and Project

Report) for prescribing Terms of Reference (TOR) for preparing draft EIA report for Environment Clearance on 10/12/2008 for proposed 2 x 0.49 Million Tonne per Annum Cement Plant based on rotary kiln technology and Coal Based Captive Thermal Power Plant of 2 x 20 MW at village- Patharakundi, Tehsil – Tilda, District – Raipur.

The proposal was discussed in 20th meeting on 27/12/08 of SEAC Chhattisgarh. Committee then decided to ask the project proponent to submit the additional information/documents. Project proponent submitted the desired information on 23/03/09 and 04/05/2009. Project proponent has changed the capacity of proposed power plant from 40 MW to 50 MW and submitted the revised application form and project report accordingly. The site for proposed cement and power plant was changed from village- Patharakundi to village- Bharuwadih kalan. The information submitted was reconsidered in 30th meeting on 08/05/2009 of SEAC Chhattisgarh. Committee then decided to ask the project proponent to present the case in the 35 th meeting of SEAC, Chhattisgarh on 30/06/2009.

Project proponent was present in 35th meeting of SEAC Chhattisgarh for presentation. During presentation, project proponent not submitted the information/documents as desired vide letter no. 121, dated 16/06/2009. The basic information such as site details, layout plan and area map of 10 km radius showing major topographical features, land area statement, the status of land acquisition, feasibility of air-cooled condenser in the power generation, details of transportation of raw materials, coal and product, information regarding water allocation etc. were not available with the project proponent. Committee noted that project proponent has not acquired any land for the proposed plant. Project proponent informed the committee that some more time would be required for submission of information/documents. Project proponent requested the committee that the presentation should be made after compilation of the requisite information/documents along with the information regarding acquisition of land. Project proponent assured the committee that the information/documents will be submitted at the earliest. Hence, committee decided to postpone the presentation. After receipt of the information/documents and request for presentation from project proponent, the proposal will be considered.

During site visit of Sub committee the representatives of the M/s Aarti Sponge & Power Limited also accompanied. The committee made a detailed inspection of the existing plant and the proposed induction furnaces and rolling mills site. The Sub-Committee also visited the surrounding areas for the study of environmental susceptibilities.

The inspection of the sub-committee was discussed in 35 th meeting on 30/06/09 of SEAC Chhattisgarh. After detailed deliberation, the Committee decided to ask the project proponent to present the case with information/documents as desired vide letter no. 70 dated 15/05/2009 along with the action plan for (1) concreting of all internal roads, (2) improving house keeping practices, (3) development of green belt, (4) proper disposal of solid waste and (5) improvement/up-gradation of air pollution control equipments with details of air pollution control equipments for existing induction furnace and rolling mill. Accordingly, proposal should be considered as per provisions of E.I.A. notification, 2006.

Project proponent did not come for presentation in the 32nd meeting of SEAC, Chhattisgarh on 26/05/2009. Project proponent requested vide letter KSK/TP/2009-10/46 dated 25/05/09 for postponement of the presentation. SEAC, Chhattisgarh accepted the request of the project proponent. SEAC, Chhattisgarh decided that after receipt of the requisite information/documents and formal request for presentation from project proponent proposal should be considered. Committee also decided that a Sub Committee comprising of three members of SEAC, Chhattisgarh should visit the site on 31/05/09.

During site visit of Sub committee the representatives of the M/s Kontinental Steel & Power Limited (M/s Kontinental Steel Corporation) also accompanied. The committee made a detailed inspection of the existing plant and the proposed activity site. The Sub-Committee also visited the surrounding areas for the study of environmental susceptibilities.

The inspection of the sub-committee was discussed in 35 th meeting on 30/06/09 of SEAC, Chhattisgarh. After detailed deliberation, the Committee decided to ask the project proponent to present the case with information/documents as desired vide letter no. 61 dated 14/05/2009 along with the action plan for (1) concreting of all internal roads, (2) improving house keeping practices, (3) development of green belt, (4) proper disposal of solid waste and (5) improvement/up-gradation of air pollution control equipments with details of air pollution control equipments for existing induction furnace and rolling mill. Accordingly, proposal should be considered as per provisions of E.I.A. notification, 2006.

Project proponent should be intimated accordingly.

(3) M/s Orient Ispat Private Limited. Village – Tedesara, Post : Somni, District-Rajnandgaon (C.G.)The project proponent has applied for environment clearance to Ministry of

Environment & Forests, Government of India, New Delhi on 29/05/2007 for the expansion of existing Re-rolling mill by installing a SMS (Steel Melting Shop-Induction Furnace). The Central Expert Appraisal Committee for environmental appraisal of Industrial projects

considered the project during its 81st meeting held on 12-14/05/2008. Terms of References (TORs) for preparing draft EIA report were prescribed by Ministry of Environment & Forests, Government of India, New Delhi vide letter no. J-11011/801/2007-IA, II(I) dated 06/06/2008. Subsequently Ministry of Environment and Forests, Government of India, New Delhi issued two Corrigendum letter no. J-11011/801/2007-IA, II(I) dated 28/07/2008 and letter no. J-11011/801/2007-IA, II(I) dated 04/08/2008. It is noted that (1) Rolling Mill already exist and want to install Steel Melting Shop (SMS) at Village - Tedesara, Post- Somni, District- Rajnandgaon and (2) The final EIA/EMP as per TORs should be submitted to the Chairman, SEIAA/SEAC, Chhattisgarh for further consideration for environmental clearance by the SEIAA/SEAC. No Public Hearing is required due to expansion of the project in the same premises. Ministry of Environment & Forests, Government of India, New Delhi has transferred the file to SEIAA, Chhattisgarh vide letter no. J-11011/801/2007-IA, II(I) dated 11/08/2008 for necessary action. Project proponent has requested SEIAA, Chhattisgarh on 10/09/08 for exemption of EIA study. Subsequently, the proposal was considered in 16 th meeting of SEAC Chhattisgarh held on 23/10/2008. Based on the consideration of the documents submitted and discussion held, the Committee decided that no change in the condition given by Ministry of Environment & Forests, Government of India, New Delhi. Project proponent should be asked to follow all the directions given by Ministry of Environment & Forests, Government of India, New Delhi. Proposal for Environmental Clearance will be considered after submission of the EIA report as per the TORs issued by Ministry of Environment and Forests, Government of India.

Project proponent has applied to SEIAA Chhattisgarh for the grant of environmental clearance on 17/02/2009 (and on 24/04/09 with complete sets) along with final EIA report as per schedule five of EIA Notification 2006. The brief of the project is as follows:-

The committee made a detailed inspection of the existing plant and the proposed induction furnace site. The Sub-Committee also visited the surrounding areas for the study of environmental susceptibilities.

The inspection report of the sub-committee was discussed in 35 th meeting on 30/06/09 of SEAC Chhattisgarh. After detailed deliberation, the Committee decided to ask the project proponent to present the case along with the action plan for (1) concreting of all internal roads, (2) improving house keeping practices, (3) development of green belt, (4) proper disposal of solid waste and (5) improvement/up-gradation of air pollution control equipments with details of air pollution control equipments for existing rolling mill. Accordingly, proposal should be considered as per provisions of E.I.A. notification, 2006.

(1) M/s Sarthak Ispat Private Limited, Village – Urla - Sarora, Near Urla Industrial Area, Raipur (C.G.)The project proponent previously submitted application (Form-I and Pre feasibility

Report) for prescribing Terms of Reference (TOR) for preparing draft EIA report on 10.04.2008. The project proponent then proposed to establish two Induction Furnaces (with twin crucible) of capacity 15 MT/Heat each with total installed capacity of 90000 Tonnes Per Annum for manufacturing of Steel Ingots/ Billets through Induction Furnace & CCM Route and manufacturing of Rolled Products through Rolling Mill of capacity 60000 Tonnes Per Annnum.

This application was considered in forth meeting of SEAC, Chhattisgarh held on 3/05/2008. As per decision taken in forth meeting of SEAC, Chhattisgarh, project proponent made the presentation before SEAC, Chhattisgarh on 30 th May 2008. Committee then asked for submission of additional information. Project proponent informed vide letter dated 20/10/2008 that due to some financial short fall and outcome of certain technical discussion with supplier, presently only Rolling Mill of 1x300 TPD = 90,000 TPA capacity has been proposed. The previous application submitted for Steel Ingots/ Billets - 90000 Tonnes Per Annum and Rolling Mill of capacity 60000 Tonnes Per Annnum was de-listed vide letter dated 04/10/2008 due to non-submission of additional information. The project proponent submitted revised application (Form-I and Pre-feasibility Report) for Environment Clearance on 20/10/2008 for Rolling Mill of 1x300 TPD = 90,000 TPA capacity. Para 7 (i) I -Stage (1) – Screening of Environment Impact Assessment, Notification, 2006 states that “in case of category ‘B’ projects or activities, this stage will entail the scrutiny of an application seeking prior environmental clearance made in Form I by the concerned State level Expert Appraisal Committee (SEAC) for determining whether or activity requires further environmental studies for preparation of an Environmental Impact Assessment (EIA) for its appraisal prior to the grant of environmental clearance depending up on the nature and location specificity of the project.”

The categorization of category ‘B’ projects or activities in to B1 or B2 lies in the purview of State level Expert Appraisal Committee (SEAC). The Committee considered the proposed activity from the point of view of its location (near industrial area) , size and nature i.e. rolling mill of comparatively small capacity using furnace oil as fuel and felt that no significant impact on the surrounding is anticipated. Based on the consideration of the documents submitted and discussion held, the committee considered the proposal as ‘B2’ category and recommended to grant environmental clearance, subject to fulfillment of the following terms and conditions:-

Collecting hoods and packed bed type of wet scrubber of adequate capacity should be installed in the reheating furnace of rolling mill.

All internal roads shall be tarred / concreted before commissioning of the rolling mill. Good house keeping practices shall be adopted.

Only furnace oil of good quality shall be used as fuel in reheating furnace of rolling mill. Coal shall not be used as fuel under any circumstances.

Zero discharge condition should be maintained all the time. Stack attached to reheating furnace of rolling mill should not be less than

50 m. Low NOx burners should be installed in reheating furnace of rolling mill. Mill scales should be disposed off safe and scientific manner. Green belt should be developed in at least 33% of total area all along the plant

premises. Adequate funds shall be allocated for undertaking Socio-Economic activities

(community welfare, environmental development activities apart from committed plantation) and in any case it shall not be less than 5% of the net profit.

This recommendation should be considered only when project proponent has not applied in parallel to Ministry of Environment and Forests, Government of India for grant of Environment Clearance for the above project.

SEIAA may be informed accordingly.

(2) M/s Rama Power & Steel Private Limited, Village – Kara, Block – Dharsiwa, District- Raipur.The project proponent submitted application (Form-I and Pre-feasibility Report) for

Environment Clearance on 19/11/2008 for Rolling Mill of 1X300 TPD = 90000 TPA capacity. The proposal was discussed in 20th meeting on 27/12/08 of SEAC, Chhattisgarh. Committee then decided to ask the project proponent to present the case. Project proponent made presentation in the 25th meeting of SEAC, Chhattisgarh on 16/02/2009. The brief of the project is as follows: -

(4) Other Issue :-A number of sponge iron plants, power plants, ferro-alloys plant, steel melting

units, rolling mills etc. are being operated in the Urta & Siltara industrial area, Borjhara and near by Raipur area. A number of such industrial plants are also in pipe line under expansion/diversification activities in these areas to which environmental clearances and consents to establish have already been granted. As per the monitoring conducted by Chhattisgarh Environment Conservation Board, Raipur the suspended particulate matter in the ambient air of Urla & Siltara Industrial area and respirable particulate matter in the ambient air of Urla Industrial area have achieved to upper permissible limit as mentioned in National Ambient Air Quality Standard, prescribed keeping in view the level of air quality with an adequate margin of safety, to project the public health, vegetation and property.

In view of the above, to know the contribution of industrial sources on the overall ambient air quality of the region, the Chhattisgarh Environment Conservation Board, Raipur has engaged National Environmental Engineering Research Institute (NEERI), Nagpur for conducting study regarding “Assessment of Contribution of Industrial Sources to Ambient Air Quality in Raipur Region” in January 2008. The NEERI has started the study and expected to submit the interim report shortly. The contribution of industrial sources on the overall ambient air quality of the region including Siltara industrial area will be known after receipt of the report form NEERI, Nagpur.

Department of Commerce and Industries, Government of Chhattisgarh has also banned new Sponge Iron and Coal based Thermal Power Plant in Urla, Siltara and Borjhara area of Raipur vide letter dated 16/03/2007. Expansion/diversification activities of existing industrial plants or establishment of new industrial units in Urla, Siltara, Borjhara and near by areas of Raipur (induction furnaces, rolling mills etc.) would further add the dust emission load (Suspended Particulate Matter) in the ambient air quality of Urla, Siltara, Borjhara and near by areas of Raipur and ambient air quality of these areas will likely to be further deteriorated. The committee was concerned about rising level of pollution particularly in and around Raipur. In light of above it was resoled that henceforth, the project proponents in and around Raipur area should be asked to submit the E.I.A. report and should be considered as B1 category, depending on nature of the project, location, site specificity, sensitivity of the site, size of the project, mitigation measures adopted/ proposed etc. This decision will be applicable henceforth to all the projects coming in and around Raipur in future.
