FIRST COAST EXPRESSWAY The First Coast Expressway (FCE) project is the result of a partnership between the Florida Department of Transportation (FDOT) District 2 and Florida’s Turnpike Enterprise. The FCE is a multi-lane, limited access, all- electronic toll road that, once completed, will span 46 miles across parts of Duval, Clay and St. Johns counties. Traffic will pass through electronic toll gantries without stopping. The gantries contain electronic equipment that will either detect the vehicle’s SunPass or interoperable transponder or will record an image of the vehicle’s license plate to send a TOLL-BY-PLATE invoice by mail. Cash will not be accepted on the roadway. Construction on the northwestern, first segment of the FCE (Blanding Boulevard/SR 21 in Clay County north to I-10/US 90 in Duval County) began in 2013 and should be completed in summer 2018. This FCE segment is comprised of three projects currently under construction: US 90 (Beaver Street) Extension, I-10 to Argyle Forest, and Argyle Forest to State Road 21. The combined construction cost of these three initial FCE projects is approximately $208 million. Traffic shifts will occur in 2017 and 2018 as sections are completed. An in-depth public awareness campaign began in early 2017—well in advance of the toll system’s activation, so commuters have plenty of time to purchase their SunPass transponders. FCE from I-10/US 90 to New World Avenue will remain non-tolled. The central, second segment of the FCE project involves new roadway from Blanding Boulevard/SR 21 in Middleburg running south and then east through Green Cove Springs and includes a new bridge over Black Creek near the Byron Road/Lake Asbury community. The right-of-way acquisition on this second segment is going well and construction on this part of the FCE project may start as early as January 2019. This segment in Clay County is part of FDOT’s 5-Year Work Program with funding of approximately $507 million. The southeastern, third segment of the FCE (new bridge over the St. Johns River just south of where Shands Bridge currently stands plus connection to I-95 in St. Johns County) is not part of the FDOT 5-Year Work Program and construction funding is currently pending approval. The proposed minimum vertical clearance height will be 65 feet from the water line for the new bridge compared to the current 45 feet of clearance. The additional 20 feet will match the Buckman Bridge’s clearance and is an improvement for marine commerce in our region. Need more info about how the FCE is connecting our communities?
