Colonial Pipeline Company EMERGENCY RESPONDER FACT SHEET SURRY COUNTY,VIRGINIA EMERGENCY CONTACT 24/7 FIRST CALL 911, THEN CALL COLONIAL 1-800-926-2728 FLOW RATE: Averages up to 6,000 bph PRODUCTS: Gasoline, fuel oil, kerosene, PIPELINE INFORMATION TYPE: Hazardous liquid pipeline DIAMETERS: 14 inch steel pipe DEPTH OF COVER: Minimum 3 ft. at installation jet & military fuels LEAK RECOGNITION A refined liquids product leak may appear as any of the following: • Pooling of petroleum product on the ground • A distinct area of dead vegetation • A multi-colored sheen on water • A hissing or roaring noise coming from pipe • An unusual odor, like that of gasoline or oil • A spray or vapor cloud ASSESS THE SITUATION • Determine the location of the release and remain upwind. • Avoid contact with vapors or escaped product; take protective actions, as required. • Keep out of low areas and confined spaces where vapors can accumulate. • Park emergency vehicles to allow for rapid exit should the situation escalate. • Eliminate ignition sources (flames, flares, cell phones, radios, vehicle engines, etc.) • Identify product type, if possible. • Determine possible exposures (public, places of congregation) • Identify environmental features that could be threatened (nearby water sources, environmentally sensitive areas) • Identify any unique safety hazards. ESTABLISH CONTROLS • Establish isolation/control zones to protect the public. • Manage traffic and area security. • Evacuate affected public or shelter in place as necessary. • DO NOT attempt to operate valves or pipeline equipment; serious injury or escalation of the emergency can result. • DO NOT attempt to extinguish a refined liquids fire with water. If necessary, cool nearby pipeline components or structures that may be threatened by the fire. • Foam or other extinguishing agents may be considered after consulting with pipeline personnel about the type of emergency and whether the line has been isolated. 1 2 RESPONSE
