aUStralian GoVErnmEnt ScHolarSHiPSThe Australian Government provides a large number of postgraduate scholarships for international students intending to study at The University of Queensland.

The major programs include:

Australian Development Scholarships (ADS)The University of Queensland administers scholarships for the Australian Agency for International Development (AusAID) which allows people from developing countries to study in Australia, gaining knowledge and skills which will help the development of their home country.

ADS students enjoy support services offered to all international students as well as:– additional assistance from AusAID Student

Contact Officers– a special AusAID Introductory Academic

Program (IAP) prior to the International Student Orientation, and

– additional supplementary support may be available as recommended by academic staff.

Australian Leadership Awards (ALA)The University of Queensland is one of the participating institutions in the Australian Leadership Awards (ALA) program. This is a new award under which the Australian Government offers scholarships and fellowships for current and future leaders from the Asia Pacific region. ALAs are awarded to people who are already leaders or have a potential to assume leadership roles that can influence social and economic policy reform and development outcomes, both in their own countries and in the Asia Pacific region. The awards provide scholarships for longer-term postgraduate study at masters or doctoral level and fellowships for short-term research, study or professional attachments. Like ADS students, ALA scholarship holders also enjoy extra support services provided by designated Student Contact Officers.

Financial aidThe University of Queensland participates in and assists students to apply for student loan programs offered by their home countries to cover educational expenses while enrolled as a full-time student in UQ programs. UQ participates in a number of programs, including the US FFEL/ Direct Loan Programs, US Montgomery GI Bill, US Private Loans, Canadian Provincial & Federal Loan programs, UK Career Development Loan program, German Bafög, Norwegian Lånekassen and Swedish CSN Loans.

UQ rESEarcH HiGHEr DEGrEE ScHolarSHiPSAt UQ over $24 million in scholarship funding support is provided each year for research higher degree candidates’ living and tuition expenses.

All UQ RHD scholarships provide a living allowance equivalent to the Australian Postgraduate Award.

Applicants indicate on their application form whether they wish to be considered for a scholarship. Scholarships are awarded through transparent and merit-based criteria to recognise excellence and reward outstanding candidates. Applications for admission and scholarship can be submitted at any point during the year. There are four scholarship application rounds.

UQ Centennial ScholarshipsThe UQ Centennial Scholarships are premier UQ scholarships awarded only to outstanding candidates. The scholarship includes tuition fees, Family Overseas Student Health Cover (OSHC) costs and a living allowance equivalent to domestic students. In recognition of the excellence of the candidate, UQ Centennial Scholarships also have other benefits as outlined at www.uq.edu.au/grad-school/scholarships-and-financial-assistance.

UQ International ScholarshipsInternational scholarships support RHD candidates who are strongly supported by their school or institute but have not secured a UQ Centennial or an Australian Government International Postgraduate Research Scholarship (IPRS). UQ International Scholarships provide tuition fees and a living allowance to commencing international RHD students that is equivalent to the Australian Postgraduate Award.

UQ Advantage ‘Top Up’ ScholarshipsRecognition of excellence is inherent in UQ’s RHD scholarships. The UQ Advantage ‘Top Up’ scholarships are merit-based and provide an additional $5000 living allowance per year to RHD students holding prestigious scholarships such as UQ Centennial or the Australian Government IPRS.

Graduate School Research Travel GrantsTo ensure all RHD students enrolled at UQ have access to travel funds to enhance the quality of their research and broaden their experience, the Graduate School has a travel scholarship scheme that both international and domestic RHD students can apply for. RHD students may be eligible for up to $5000 for research related travel during their RHD candidature at UQ.

International Postgraduate Research Scholarship (IPRS)The International Postgraduate Research Scholarship is funded by the Australian Government and covers the tuition fees for commencing international RHD students, Overseas Student Health Cover costs and a living allowance equivalent to domestic students.

liVinG coStSIn order to maximise your study experience, it is essential that you allocate enough funds to cover a range of study-related and living expenses.

GEnEral EXPEnSESBrisbane rates well on cost of living indexes for Australian cities (see table on page 6).

The cost of living will vary according to an individual student’s lifestyle and requirements. As a guide, a student living in shared accommodation off-campus would pay approximately AUD$17,000 a year for rent, food, and utilities. Students will also need to consider establishment costs (approximately AUD$3590 for a student living off-campus) when setting up their accommodation, and additional living expenses such as public transport, entertainment, telephone costs, textbooks, photocopying and clothing.

Students should refer to the Expenses guide on page 96 to determine which costs they should consider.

Personal access to a computer and the Internet is highly recommended for all students and, in most programs, is required. While computers are available on campus, students are advised to bring a computer with them or to purchase or hire a computer in Australia. Wireless laptop connections are available on all campuses. UQ provides basic access to the Internet for study purposes, and students whose Internet use is high may purchase ‘top up’ access for a reasonable cost.

For students who wish to purchase a car, costs can vary from AUD$5000 to AUD$25,000 or more and running costs after purchase price are about AUD$100 per week. It is strongly recommended that students use public transport.

Allowances should also be made for recreation, for emergencies and for health expenses not covered by OSHC. Exchange rate variations may also affect budgeting.

OSHC Worldcare prices

This is an extract from the 2010 price list.

OSHC Worldcare is also UQ’s Institute of Continuing & TESOL Education (ICTE-UQ) preferred provider of OSHC. ICTE-UQ students can purchase OSHC Worldcare insurance with payment of their ICTE-UQ tuition fees. Information about OSHC cover for periods of less than 12 months is available from the course fees and dates page of the ICTE-UQ website www.icte.uq.edu.au

Other government-approved OSHC providersThe University has no relationship with any other government-approved OSHC providers and cannot accept payment from students for any provider other than OSHC Worldcare.

However, students can insure with any other OSHC provider by contacting them directly.

oVErSEaS StUDEnt HEaltH coVEr (oSHc)Overseas Student Health Cover (OSHC) is insurance that provides basic cover for medical and hospital care costs which international students may need while in Australia.

OSHC is a compulsory requirement for a student visa (see page 107) and is available from any government-approved OSHC provider.

OSHC covers students from the time they arrive in Australia only. Travel insurance is also strongly recommended to provide cover during transit. More information about the Australian health system and health insurance will be provided during Orientation (see page 18). Further general information about OSHC is available on the Department of Health and Ageing website at www.health.gov.au

OSHC WorldcareThe University of Queensland’s preferred OSHC provider is OSHC Worldcare and the University can accept payment on their behalf.

The University’s Letter of Offer shows the OSHC Worldcare fee for program-length cover of OSHC along with the program deposit amount which is part of the student’s tuition fees. When the deposit and OSHC have been paid and the signed Agreement and Response to Offer (ARO) is returned, the University indicates on the student’s Confirmation of Enrolment (CoE) that the OSHC has been paid and this is sufficient for the student visa application (see page 107). Students receive information about obtaining their OSHC Worldcare membership cards in their offer and acceptance letter packages.

OSHC Worldcare coverage– 24-hour emergency assistance and medical

advice– partial coverage of medical services

provided by doctors (GP Services)– partial coverage of medical services such as

pathology and radiology– some prescription medicines, and– emergency ambulance services.

The OSHC Worldcare website contains full information on prices, options and what is and is not covered by this form of health insurance. Note that there is a waiting period for claims relating to pre-existing conditions.

StUDEntS SUPPortinG DEPEnDantSA student bringing a spouse and/or children to Australia will need to have enough money to support them before the Australian Government will issue a visa (see page 96).

Childcare costsChildcare costs in Australia are very high.

It is important that students contact childcare centres directly for fee information before arrival (see page 22).

School tuition fees for childrenDIAC requires dependant children between the ages of five and 18 to attend school full-time as a condition of the dependant visa. International fee-paying students must pay school tuition fees for school-aged children.

In 2009, the annual fees at Queensland Government schools were as follows:

In the state of Queensland, all state schools offer an optional Prep Year in place of a pre-school year (see http://education.qld.gov.au/studentservices/inclusive/prep/).

The process of enrolling children in schools is different in each State in Australia. In Queensland, it is not possible to enrol a child in school until he or she has arrived in the State.

Upon applying to The University of Queensland, students are provided with more information about how to organise a child’s Certificate of Enrolment, which can be used to apply for the child’s dependant visa and later to enrol the child in a school.

Students who have received scholarships from their home governments may be exempt from paying school tuition fees for their children. These students should contact the Administrative Officer – International Scholarships in UQ International before applying for a dependant visa to inquire about whether their particular scholarship entitles them to an exemption from school tuition fees, and for assistance with this process. The website above outlines any costs that are additional to tuition fees. These extra costs total a minimum of $1200 per child per school year. The additional costs are not waived and are paid by parents directly to the school.

EmPloYmEnt oPtionSInternational students and dependants in Australia on student dependant visas who are residing in Australia and who wish to work, must have a student visa that includes permission to work.

Initial student visas and dependent student visas all include ‘work rights’. If for any reason, the student visa is issued without the right to work, a permission to work student visa will need to be applied for after commencing classes. A Tax File Number is also needed before undertaking work.

More information about applying for the student visa with permission to work, the Tax File Number, and obtaining part-time work while studying, will be given during Orientation week. Information about dependants working will be covered in the Families of International Students session during Orientation week.

In general, students should not expect to cover tuition fees or living expenses from casual work. Holders of a student visa with work rights can work up to 20 hours per week while their University program is in session, and full-time when their academic program is not in session. Students studying at UQ on a scholarship should contact their scholarship provider regarding the number of hours they are permitted to work each week.

Part-time work can be difficult to find and there is strong competition. An Employment Officer at UQ St Lucia can help students look for part-time work, most of which is non-professional, such as waiting on tables, cleaning or sales.

coUrSEWorK tUition FEE calcUlationFee-paying students pay tuition fees based on the courses (subjects) they undertake, regardless of the program in which they enrol. Fees must be paid by the due date each semester.

The majority of University of Queensland programs offer students the option to enrol in

tUition FEESTuition fees help the University fund the world-class resources, facilities and staff necessary for your particular program.

elective courses that may be available in other programs. As not all courses are charged at the same rate, an individual student’s tuition fees will vary to reflect this flexibility.

As charges will be levied according to a student’s exact enrolment in any given semester, and tuition fees are indexed each year, it is not possible to publish a fixed annual fee. To assist students to understand their likely tuition fee costs, the table on the following pages include the indicative fee for the first year of the program. By multiplying the fee by the duration

(semesters) of the program, an estimate of the total cost of the program may be obtained.

The fees listed on pages 98-101 are calculated on charges for students commencing study in 2011. The University will review fees annually and the new annual fees will apply to all students.

FEE rEFUnD inFormationTuition fees

1 Commencing studentsA student who in the first semester of enrolment at The University of Queensland cancels enrolment or withdraws from a program:

1.1 before the Census DateAn international student who cancels enrolment during the period beginning immediately after the University receives the student’s written acceptance of the offer of a place, until the date which is three weeks before classes commence must pay an administrative charge of AUD$1000. Cancellation of enrolment after this date, until the Census Date, will incur an administrative charge of AUD$3000. The remainder of tuition fees paid, less any other incurred charges, will be refunded. Census Dates are March 31 in semester 1, August 31 in semester 2, and the date set by the Academic Registrar for summer semester or another teaching period approved by the Academic Registrar.

1.2 after the Census DateAfter the Census Date, the University will not refund tuition fees.

1.3 determination of special casesStudents can apply to the Academic Registrar, and in accordance with the University’s Fee Rules, to have a variation in the administrative charge in the following circumstances:A they are unable to obtain a student visa;B they failed to meet the University’s English

language entry requirements;C where the issue is not clearly dealt with in the rules.

2 Continuing studentsA student who has attended for one or more semesters of enrolment at the University and who cancels enrolment or withdraws from a program:

2.1 before the Census DateThe University will refund tuition fees fully to students for the current semester enrolment if notified in writing of the withdrawal or cancellation before the Census Date.

2.2 after the Census DateAfter the Census Date, the University will not refund tuition fees.

3 Students granted permanent residency statusAny student granted permanent residency status before the Census Date in a semester and who, by that date, provides the University with the appropriate documentary evidence of changed visa status, and continues her or his current enrolment as a domestic student, must pay full domestic student tuition fees for the semester in which the status changed and any semester thereafter. Any payment in excess of the charges for the semester in which the status changed, may be refunded to the payer, otherwise the provisions of rule 1.2 will apply.

Application and payment of refundsRequests for tuition fee refunds must be made in writing to the Academic Registrar and submitted to the Student Centre. Refunds are generally made to the person who originally paid the tuition fees and are generally processed within 28 days. For payments received online, a refund will be processed to the payer’s credit card provided the payment was made within the past nine months and the card is still valid. For other types of payments received, refunds can be paid into a nominated Australian bank account or transferred to a bank account in the student’s home country.

Refunds of Overseas Student Health Cover (OSHC)

A) OSHC WorldcareIf a student cancels OSHC cover prior to arrival in Australia, OSHC Worldcare will refund the OSHC amount paid. For students who cancel OSHC cover after arrival in Australia, OSHC Worldcare will refund the OSHC amount paid, less a minimum cover of three months.

B) other healthcare providersStudents who use other healthcare providers should consult their provider about refund provisions in the event of cancellation.

Refunds in special circumstances after the Census DateIf a student withdraws from a program/course after the Census Date due to special circumstances, the student may be eligible to apply for Removal of Financial Liability Due To Special Circumstances. For full details visit www.uq.edu.au/myadvisor/removal-financial-liability. Students may apply to the Academic Registrar to have their financial liability removed if they can show that all of the following requirements are met, and supply independent supporting documentation:A application is made within 12 months of when

the student withdrew from the course(s) or if the student has not withdrawn, within 12 months of the end of the study period during which the course was undertaken; and

B due to special circumstances, the student was unable to complete the course requirements; and

C the full impact of the special circumstances were not known until on or after the Census Date for the relevant semester; and

D those special circumstances were beyond the student’s control.
