Welcome to the Panthers Juniors 2020 finals series.

To our members and guests across the Panthers district, September is here and we are excited and prepared to provide you with a great experience through a grueling covid-19 season. This time of year, is full of special moments that will be remembered for many years to come and we wish you the best of fun and luck throughout the final’s series.

Our sincere thanks to everyone across the district who participated in 2020. Like a great team, our success and achievements are the result of everyone delivering on their commitment to provide a safer, more enjoyable and more inclusive Rugby League experience in this pandemic and I’m sure our finals series will be no different.

We are grateful for the support of our Panthers Juniors partners, Oak Plus, A-Civil, Abcoe, Trimcon, Sinalli and the Panthers Group for their unrivalled support throughout 2020. Our appreciation and special thanks of dedicated and unrivalled resource extends to our Panthers NRL events, digital, media, commercial and the football departments. We are extremely grateful for your contribution.

Thank you to our 24 tremendous and passionate clubs and our 1 impressive Referee’s association for their ongoing support. A big thank you to the volunteers, game day officials, the NRL Game Development Officers and the NSWRL for the hundreds of hours you have given this year to support and nurture our future stars.

To the Junior Players, thank you for the most enjoyable, well-disciplined and highly talented games of footy this year. When your 2020 season has ended, please take the time to thank your club for their efforts and education in you and most importantly, your parents who make the biggest sacrifices to get you to footy each week, especially throughout this pandemic.

We extend a huge thanks to our office staff, our JLO’s and the senior club who go above and beyond their duties to ensure the Panthers Junior League is the place to play.

2020 FINALS CLUB OVERVIEW

SPECTATORS AT FINALS VENUES Panthers Juniors remains committed to government guidelines and sportsgrounds being accessible for sport

whist ensuring the safety and well-being of all participants and the community. Our role however is to

communicate social gatherings and community sport attendance guidelines and provide measures to assist any

recommendations.

All teams in finals matches have a maximum participant registration number and how many can be on the

sideline during a match as per our 2020 by-laws for each age group (3.9 page 22). Panthers Juniors will be

providing each team with unpaid spectator passes for each registered player in the team, please see your club

executive for an unpaid spectator pass.

The unpaid spectator pass will entitle to the person to enter the venue and pay the respective entry fee when the

pass is handed in at the gate. Please note, gate officials will have a program of the official team list and team staff

who will NOT require a pass however will be required to report to the gate official for free entry.

• Players and team staff named in the program ONLY do not pay. This will be recorded at the gate

ACCREDITATION

The following officials will be accredited with a Panthers Juniors arm band or Panthers Juniors trainer’s shirt

accreditation to access the venue and on field. No accreditations will be handed out on the day if the official has

forgotten or lost their arm band or shirt, entry will not be permitted on field.

• President / Secretary – Please maintain your U6 gala day arm band accreditation

• Trainers – Please ensure you collect or purchase a shirt from your club to be permitted on field

• Coach / Manager – Please ensure you have your club polo or hoodie on to be permitted on field

• If your official is NOT compliant – No Entry

TEAM BENCH ONLY: • 1 x Coach – 1 x Manager

• 2 x Trainers for U9 to U12

• 3 x Trainers for U13 to Open age (Minimum Green to 15s – Minimum Blue 16s and above)

ENTRY FEE There is an entry fee to all finals matches. The following information provides you with an understanding of

where entry fees are applicable

• Age groups under 9s to under 12s all divisions – No Charge

• Age groups under 13s to under 19s all division – Semi-finals $5 – Grand Finals $10

• Children U15 years of age and under are free

• No concession / student cards

• Cash only is accepted at the gate

• Players and team staff named in the program ONLY do not pay. This will be recorded at the gate

ARRIVAL / DEPARTURE TIMES FOR VENUES: For all finals series matches, current health and covid-19 safety plans apply. Get in and Get out policy applies.

Please ensure you respect our hosting club’s venue policies and allow all finals matches to be free flowing within

covid-19 guidelines.

TEAM SHED ACCESS: For all finals series matches there will be no access to team sheds pre and post-match. These guidelines are in

conjunction with current covid-19 measures in place for each club. All players must come ready and dressed to

play.

Teams on Grand Final days at Panthers Stadium will warm up on the field no.2 and when called by the Junior

league official, both teams will line up in the tunnel opposite each other. When instructed both teams will enter

the field of play at the same time. Both teams will exit the field of play through their respective Panthers security

gate advised by the Panthers Junior League Official.

All other grounds, teams will enter the field of play as they have all season. Half time will be held on the field and

at full time, teams exit from where you entered and leave the venue.

GRAND FINAL PRESENTATIONS: All Grand Finals will adhere to government and governing body guidelines. Presentations will not proceed at the

venue; however, the Panthers Academy will be manned with staff and all medals and the Shields for all Grand

Final participants.

The teams are instructed to leave the venue immediately after their match as a club executive will designate a

club or team representative to collect their gratuities within the hour after the match. After this time all gratuities

may be collected in the following week.

PARTICIPATING TEAMS Teams participating in Finals matches need to:

• 10 minutes before kick-off for each manager and Junior League official to cite opposition players

• Players must be wearing the same number as listed in the event program

• The clock will start at the schedule time by the Junior League official – if you are not on the field the clock

will commence. (only exclusion will be if an ambulance has been called or the previous match went to

golden point)

POLICE Police from the all Local Area Command will be available for all Junior League Finals and will be completing

regular patrols for that venue.

ALCOHOL AND SMOKING No smoking or alcohol will be permitted or sold at any venue during the Finals series.

CODE OF CONDUCT Panthers Juniors are committed to providing a safe, welcoming and nurturing environment for all players,

supporters, match officials and team officials. The Finals experience is about the children/players. Clubs are

responsible for the conduct of their coaches, parents, supporters and players. The NSWRL Codes of Conduct will

be strictly administered and heavy suspensions and fines, including deregistration will be in place for any

antisocial behaviour and teams may be stripped of awards. Players sent off in Final matches WILL NOT be able to

access the field after the match and must always remain behind the fence.

IMPORTANT – Team officials are required to strictly adhere to the rules that apply to team coaches, trainers,

managers and players on the reserve bench as outlined in the PDJRL Rules. Trainers who engage in bad

sportsmanship, sledging, unseemly language or who walk, lag behind play or linger on field “coaching” players

may be dismissed from the field by the Referee or be warned by the JLO. Trainers do not administer water and if

you are not attending to an injured player may be dismissed from the field by the Referee or be warned by the

Junior League Officer.

5.1.1 Because of the significantly increased profile of the end of series matches and the privilege of being involved, the PDJRL Board expects players and team support officials to place emphasis on the need to respect and support the NSWRL Codes of Conduct and good behaviour rules during these prestigious matches.

5.1.2 Should a play-off, semi-final, final or Grand Final be abandoned, due to the pressing need to conclude an investigation before the following weekend, the PDJRL Manager shall obtain reports from both teams, match and ground officials and other appropriate persons and cause an immediate investigation to be carried out into the reasons that caused the game to be abandoned and have this reported to the NSWRL for an adjudication.

5.1.3 Players and team support officials involved in end of series games are advised that penalties regarding teams or individuals convicted of actions and/or behaviour considered responsible or contributing towards end of series games being abandoned, may be significantly increased compared to abandoned matches during the competition rounds.

5.2.1 Should that person or team official refuse to accept the disciplinary action or further offend, the person will be referred to the NSWRL with a detailed online report of the incident.

5.2.2 If a player takes the field or a coach, trainer or team manager disregards a direction after being suspended in accordance with this rule, the match may be awarded to the opposing team.

5.2.3 Significant penalties apply upon conviction of a player, team official or other person for using offensive and/or threatening behaviour or language towards a match or PDJRL official at end of series matches.

5.3.1 To be eligible to participate in semi-finals, finals and Grand Finals in competitions administered by PDJRL, a player must have played a minimum of three (3) competition games with the club team you are registered with, this includes washouts.

5.3.2 In the case of a player not being able to play the required five (3) matches as indicated above due to injury sustained during the season or other incident outside of a match, upon investigation of medical evidence by the GM, such player may be permitted to take part in a final’s series match. Adequate medical proof (medical certificate) is required to be submitted to the GM within fourteen (14) days of the incident (injury).

5.3.3 Team Managers are expected to make themselves aware of player availability well prior to the finals series and take the necessary action to ensure all players are qualified.

5.3.4 Any player that qualifies for a final’s series match in their registered age group, and the age group above is not more than 1 year above their actual age, automatically qualifies for the older age groups finals series without playing a competition match.

5.4.1 At the conclusion of competition matches, if two (2) or more teams are equal in competition points, then for the purpose of determining the order of placement of teams for the final series, the teams will be ranked in order, according to the difference between the number of points scored by a team and the number of points scored against a team with the team with the greater difference being ranked ahead of a team with lesser, in the event of that difference being equal, the following percentage determination will be made with the team with the highest percentage being ranked ahead of the team with the lower percentage:

5.4.1.1 Points scored for x 100 divided by Points scored against: 200p (For) x 100 / 150p (against) = 133%

5.4.2 FOUR (4) TEAM FINALS STRUCTURE – 1ST VS 4TH and 2nd VS 3RD – Both winners play the Grand Final

5.5.1 The team manager must have all players in full playing gear and be present at the sign on table 10 minutes prior to their scheduled kick-off time. The team must be lined up in Jersey number order in preparation for the opposition manager and JLO to commence the official citing procedure.

5.5.2 All coaches and trainers must be present at the sign on table 10 minutes prior to their scheduled kick-off time and be officially sighted by the opposition manager and JLO at the match day table.

5.6.1 During Semi-finals and finals only, all team mangers will continue to fulfil their role at the official table and time keep as you would as per any competition round.

5.6.2 Time Keeping for Grand Finals will be controlled by the PDJRL official. The team manager is required to sit in the VIP enclosure or outside the fence.

5.6.3 In Semi-Final and Grand Finals for competitions administered by PDJRL, no time off shall be allowed

5.6.4 In Semi-finals, Finals and Grand Finals, should thirty (30) continuous minutes of play be lost due to injury or for any other reason (foul play will be at the discretion of the GM and may result in the match being forfeited), the venue manager in consultation with the GM will determine to continue with the schedule or have the game(s) replayed.

5.7.1 The sale or supply of alcohol at all PDJRL grounds during the finals series is not permitted.

5.7.2 Only players in football gear and signed on to play can sit in the reserve players’ area.

5.7.3 Only the Coach and from U9 to U12 a team may have 2 trainers sit on the bench. For U13 to ‘A’ Grade each team may have a maximum of 3 trainers on the sideline bench

5.8.1 Where the scores are equal after the completion of any play-off, semi-final, final or Grand Final of both the Saturday and Sunday competition, the game will go into extra time of two (2) five (5) minute periods for all matches. The game will commence and continue until one of the teams scores either a field goal, penalty goal or try. The Referee will then immediately terminate the game with the team scoring first being declared the winner.

5.8.2 In Grand Finals, in the event that neither team has scored following two (2) five (5) minute periods of extra time, the game will be declared a draw with both teams’ joint premiers.

5.8.3 In semi-finals and finals, in the event that neither team has scored following two (2) five (5) minute periods of extra time, the team that scored the first try in the game will be declared the winner. If no tries, it will be the team that scored the first goal; if no goals the game will be replayed mid-week.

5.8.4 Teams with limited interchange, an additional (2) players will be available in the extra time periods.

5.9.1 Should a protest occur during or immediately after a play-off, semi-final, final or Grand Final every effort will be made to resolve the issue at the venue as soon as possible.

5.9.2 Should a protest be unable to be resolved at the venue, all protests will be heard if possible on the day of the match, at a time and venue to be advised by the GM. Any protest shall be immediately referred to the GM who will arrange an urgent hearing.

5.9.3 For a protest to be accepted from Clubs involved in the final series matches it must be lodged in writing at the official table, no later than fifteen (15) minutes after the completion of the game. The GM may institute action regarding a breach of PDJRL rules at any time.

5.9.4 The GM is authorised to investigate all protests, complaints and other concerns and make adjudication. This may be done by involving a match review committee should that be desired.

5.10.1 The Hosting Finals venue will be responsible for the control of spectators and supporters. If after the appropriate investigation, a club or its appointed representative is convicted of having inadequate crowd and ground management procedures in place or ignored or refused to meet the required ground management obligation, resulting in serious breach of the PDJRL rules, in addition to discipline action being taken against individuals, the affiliation of the offending club could be threatened.

5.10.2 The hosting venue is responsible to ensure the following are provided, including their covid-19 safety plan and covid-19 registration table and sanitisation stations:

5.10.2.1 Adequate PA system.

5.10.2.2 Covered area and adequate seating for official table(s) and reserve players.

5.10.2.3 Corner posts, goal post pads and ground/field markings with CONES, must be soft rubber

5.10.2.4 Competition rule book, sign on sheets and three (3) clocks, siren or bell.

5.10.2.5 First Aid Kit, Ice and receptacle for blood soiled dressings and easy access for ambulance and prompt medical contact

5.11.1 During finals matches, the junior league will provide the following:
