1 CHAPTER 1 GENERAL Palghar is a fast developing town situated on north side of Mumbai and Vasai. It is “B” class Municipal Council. The western railway is dividing the town almost in equal two parts. The area of Palghar Municipal Council is approximately 22.11 sq. km. Palghar is situated at longitude 72 0 45’ East and latitude 19 0 41’ North. Palghar is approximately 25 kms away from National Highway No.8 (Mumbai-Ahamadabad Highway). The sea coast approximately 20 km. away from the Palghar Municipal limit. Palghar is surrounded on North side by village Kolgaon, Nandore and Morekuran; West side by village Kharekuran and Dhansar; South side by Mahim and Varkhunti and East side by village Chahade, Shelavali and Ambadi. Tarapur-Boisar industrial area is situated on north side about 12 km away from Palghar. Two important roads are passing through Palghar. CHAPTER 1

GENERAL

Palghar is a fast developing town situated on north side of Mumbai and Vasai. It is “B” class Municipal Council. The western railway is dividing the town almost in equal two parts. The area of Palghar Municipal Council is approximately 22.11 sq. km.

Palghar is situated at longitude 72045’ East and latitude 19041’ North.

Palghar is approximately 25 kms away from National Highway No.8 (Mumbai-Ahamadabad Highway). The sea coast approximately 20 km. away from the Palghar Municipal limit. Palghar is surrounded on North side by village Kolgaon, Nandore and Morekuran; West side by village Kharekuran and Dhansar; South side by Mahim and Varkhunti and East side by village Chahade, Shelavali and Ambadi. Tarapur-Boisar industrial area is situated on north side about 12 km away from Palghar.

Two important roads are passing through Palghar. One is State Highway No. 34 coming from National Highway No.8 upto Palghar, which further goes to village Mahim-Kelwa, another is State Highway No. 4 which goes to Boisar.

Earlier Palghar was industrial dominated town, but steadily land use is changed from industrial to residential. Inner part of town is under residential use. South side in Lokmanyanagar and North side in Gothanpur some industrial development is there. Eastern & Western side hinter lands of palghar are predominately under agricultural use.

1.1 HISTORY

In British era, Palghar was a small village and Mahim was its Tahsil. However, in 1867 British government laid railway line between Mumbai to Baroda (Gujrat) to make it convenient to send the cotton of Baroda to England for their cotton mills. The Palghar railway station has come in existence in 1893. However, the development of Palghar in true sense started after the rich people and landlords of Mahim migrated to Palghar because of epidemic like malaria and plague.

In 1896-1897 the tribal community (local resident) put the Tahsil Office on fire by getting rid of draught and attitude of government. Therefore, the Tahsil Office was shifted to Palghar from Mahim, even today the Tahsil Office is functioning from same building. The building was constructed in the year

1923. The first school established in Palghar in the year 1920. Today it is famous as Aryan High School.

The flourishing business of dry grass has begun in those days which are still going on. We can see many grass godowns in the city.

In 14th August, 1942 during morcha of Tahsil Kacheri 5 youngsters of Palghar were killed in British police firing. There memory is live today in form of Hutatma Chowk and five Lamps (Batti) are always lighting to remind their courage. The Chowk is popularly known as Panch Batti Chowk.

1.2 CIVIL ADMINISTRATION

Palghar Municipal Council (B Class) is established on 17th September 1998 under the Maharashtra Municipal Councils, Nagar Panchayats and Industrial Townships Act 1965. The population is 52,677 as per 2001 census. The area of Palghar Municipal Council is 22.11 sq.km. There are 8 villages in Municipal Council i.e. Palghar, Alyali, Tembhode, Goathanpur, Gholvira, Vevoor, Navli & Lokmanyanagar.

The town which was divided in 18 municipal wards in earlier Municipal elections is now divided into 25 wards in 2005 election. The Municipal Council has 25 councilors. There are seven subject committees namely

CHAPTER-II

PHYSICAL SURVEY

2.1 NATIONAL AND REGIONAL SETTING

Palghar town is located approximately 35 km away from Virar station. The town is situated at latitude 19041’ north and at longitude 72045’ East. Its location from important places in the district is as under.

Palghar is one of the prominent station after Virar it is easily accessible by railway as well as by National Highway No-8.

Today Palghar town is Tahsil Head Quarter & in future would be District Head Quarter.

2.2 AREA AND LOCATION

The Palghar Town is located on north side of Mumbai and Virar. It is on north-West side of Thane. The area of Palghar Municipal Council is 22.11sq.km.

The boundary of the Municipal Council is as per notification issued by government dated 17th September, 1998. It is also compared with ward boundaries of the Municipal Councils. The boundary of the Coastal Regulation Zone Map is considered as per maps prepared by MRSAC Nagpur.

2.3 TOPOGRAPHY AND LANDSCAPE

Topographically Palghar town has generally plane and table land. Except some part of village where Vevoor has range mountains and forest are found.

CLIMATOLOGY

2.3.1 SEASONS

The location of the town being in the hot and temperate region and in the areas covered by the south western prevailing winds, there are two distinct seasons, one extending from mid June to September, and the other for the rest of the year. In this season there are rare rains due to local cyclones or depress.

2.3.2 RAIN FALL

The average annual rainfall is about 700 mm. The highest rainfall occurs in the month of July. The rainfall is not evenly distributed in a period of a year.

2.3.3 TEMPERATURE

The average minimum and maximum temperature at Palghar ranges from 10.50C and 380C respectively. The maximum average monthly temperature of 280C is recorded in the month of May. The minimum average (monthly temperature) 220C is recorded in the month of February. Palghar is not directly coastal town and hence the temperature variation during the year is minor.

2.3.4 HUMIDITY

The humidity of Palghar town occasionally falls below 50%. During the monsoon season the sky is heavily clouded. In the months of May and October the clouds are moderate.

2.3.5 WIND DIRECTION

In the month of January February wind flows from North to East. During monsoon season wind flows very strong, from South or South West. During a period from October to December winds are generally moderate, but they are sometimes strong in October, and flows from North – East and/ to South–East. In April, while there is a slight strengthening of wind, the wind direction constantly changes. In May there is further strengthening of wind flows from direction of North – West and/ to South –West.

DEMOGRAPHIC CHARACTERISTICS

3.1 GROWTH OF POPULATION

The growth of Palghar-Town is moderate as could be seen from previous census enumeration. The growth of town population is mostly the natural growth as there is less economic activity for out-siders to seek employment in the town.

The growth of population, decadal variation & annual growth rate of population during last four decade’s is as below:

Except last decades first three from the year 1961, the town population is growing rather at a uniform rate. The Palghar town is now showing moderate trend of development.

3.2 STRUCTURE OF POPULATION – SEX RATIO & AGE COMPOSITION

The 2001 census population is 52677 souls, out of which 28645 are males & 24032 are females giving a sex ratio of 839 females per 1000 males. Out of total population, 37985 persons are literates. i.e. literacy percentage of town is 83%.

3.3 DISTRIBUTION OF POPULATION IN THE TOWN :-

Palghar Municipal area is divided into 18 electoral wards on the basis of number of voters. The ward wise distribution of population, is given in table no.3

It is seen that total population is evenly distributed in all wards. The average populations of ward 2927.

3.4 OCCUPATIONAL STRUCTURE

The total population of Palghar Town as per 2001 census is 52677 out of which 20233 are listed as workers & these account to be 61.5% of total population. The following table shows the occupational pattern of the workers in Palghar town as obtained from the census abstract & information from Palghar Municipal Council.

The above table indicates that the maximum no. of workers are engaged in the tertiary sector, which is about 87.00% of the total workers.

3.5 THE EMPLOYMENT PATTERN

The local employment is distributed in the following major sectors 1) Industries – Small scale, households. 2) Shops, Commercial establishments, Theatres, Eating-houses,

Residential Hotels, etc. 3) Administrative sector which includes State & Central Govt. offices &

other offices including Educational & Health Institutes.

According to the census record, about 878 workers (556 male & 322 female) are engaged in household industries which is 1.32% of the total workers population. There are different types of industries functioning in the town like Sawmills, Poha mills, Rice mills, Bakery etc. There is no heavy industrial activity in the town.

CHAPTER-IV

EXISTING LAND USE

4.1 GENERAL

A study of existing land use and their distribution over the area included in the development plan helps the planner in understanding the town and its activities. The existing pattern of the land-use is the result of past growth and the present activities of the town. Thus the survey of land – uses provides the knowledge about how much land is put to various uses and what are the factors in fixing the extent of land-uses for particular activities and how much more is needed for providing a future growth and to what scale. Such survey of all area within the municipal limit was carried out with a view to ascertain the present use of land and to prepare an existing land use map as required under the provision of Maharashtra Regional and Town planning Act 1966 u/s. 25. The Existing Land Use Survey of Palghar Municipal area was carried out during the year 2008 and handed over to Municipal Council on 15th September, 2008.

4.2 DESTRIBUTION OF LAND USES

According to the existing land use survey and land use analysis distribution of land uses is given in table No.4

4.2.1 RESIDENTIAL USE

Generally the major part of the developed area is used for the residential purposes in a small urban centre. Same is the case of Palghar town also. The present population is accommodated in the residential area. The net residential area is 245.18 Ha it is 45.07% of the developed area and 11.09% of the total town area.

4.2.2 COMMERCIAL USE

Palghar is commercial centre for its surrounding villages like Mahim, Kelwa, Saphala, Dhansar, Morekuran etc. On every Friday weekly market runs along the Mahim-Palghar Road and is heavily crowded. People from surrounding villages sales and purchase goods and daily life things. This is directly encourages sell of local products.

Generally the development under this occupies the frontages of the busy streets. Shops, commercial establishments, eating houses, residential hotels and all such uses are grouped in this category. However, there is major diversion road coming from Manor and reaches at Mahim called Valan Rasta. Existin Palghar-Mahim road called Old State Highway goes through center of the city i.e. starts from Palghar station and ends at govt. agricultural research centre. This road has heavy commercial potential. The commercial activity is mostly concentrated on the western portion adjoining to the station. There is existing APMC centre having area about 22 acre situated on Manor Road appx.1.5km. away from the Palghar station.

According to the existing land use survey an area of 11.85 Ha is occupied by the commercial use. It is 2.18% of the developed area and 0.54% of the total area. According to the survey carried out there are around 15-20 eating houses and residential hotels, appx. 500 shops and 3 cinema theatres.

4.2.3 INDUSTRIAL USE

Existing area under industrial use is about 144.67 Ha which is 26.59% of the developed area and 6.54% of the total area. It proves that the area under industrial use is negligible as compared to the area of the town.

The existing industrial area is contains small scale industries as well as big industries.

Industrial area is distributed around the Palghar is as below. � Vevoor (on boundary of village Nandore). � BIDCO industrial area at Lokmanya Nagar. (on boundary of village

Mahim.) � DIWAN industrial area at village Alayali. (on boundary of village

Mahim) � Palghar Industrial Estate (on boundary of village Morekuran)

The industries are manufacturing machine tools, parts of car, socks,

note books, printing of notebooks, molding of utensils, cloths, engineering materials, etc.

4.2.4 LAND UNDER RECREATIONAL USE

The land under this covers the area developed as play-grounds, gardens and organized open spaces in the town. Some open spaces of sanction layouts are developed as garden which are shown on the development plan. Presently play ground of Aryan High School is utilized by citizens for recreation.

4.2.5 LAND UNDER PUBLIC-SEMI PUBLIC USE

Palghar is on of the Tahsil place of Thane District. So various state Govt. Offices like Tahsildar Office, Police Station, Post Office, Z.P. Taluka Health Centre, Forest Office, B & C Deptt, M.S.E.B., Town Planning Office, Sales Tax Office, Income Tax Office, Excise Office, etc., are functioning in the Palghar. Some of the offices are functioning in rental premises.

Land under public use covers the area developed by educational, medical, administrative buildings, temples, mosques, etc. The total area covered under this category is 58.11Ha which accounts for 10.68% of the developed area and 2.63% of the total area.

4.2.6 LAND UNDER PUBLIC UTILITY USE

Land under public utility use covers the area developed by MSEB, MTNL, burial ground, ESR, etc. The total area covered under this category is

10.43 Ha which accounts for 0.47% of the developed area and 2.63% of the total area.

4.3 STRUCTURAL CONDITIONS OF BUILDING

Generally G+2 storied structure and Stilt+3 storied structures are there. New developments are taking into place in outer area of Palghar. But in inner side Palghar gaothan area dilapidated tenanted properties are there near Palghar station. In other gaothans single storied kaccha structures are there. All these old properties & Kaccha structures are contributing about 35% of the total housing.

4.4 SLUMS

As per information given by Municipal Council Palghar, there are three slum areas in town, namely Gandhi Nagar and Virendra Nagar on East side and on West side named as Vishnu Nagar. Approximately slums are 3% of total housing.

4.5 TREND OF GROWTH

The Palghar Municipal council limit is widely spread and dominating use is residential. Presently, peripheral area is under development and the trend of development is from core to outer.

CHAPTER-V

SOCIAL INFRASTRUCTURE

5.1 GENERAL

A survey has been carried out and the requisite information has been

collected to study the social infrastructure and activities available to the people in town. The information regarding, education, health, recreational, commercial activities etc. available in the town is described below. A formal survey was carried out and brief information has been procured.

5.2 EDUCATIONAL FACILITIES

The No. of literate person Palghar town as per 2001 census is 37985

consisting of 21613 males and 16372 females. The literacy ratio of the town is 72.10%. The educational facilities at different levels which are available in the town are given in the Table No. 5.

5.3.1 PRIMARY SCHOOL

There are 31 primary schools existing in the Palghar. Out of these some primary schools are attached with high schools also. On south boundary 3 primary schools are on south boundary of the Palghar i.e. in village Varkhunti and Kamare.

5.3.2 SECONDARY SCHOOL

There are 12 high schools existing in the Palghar. In these different medium schools are there i.e. Marathi, Hindi, English, Gujrati, Urdu and Karnabadhir also.

5.3.3 COLLEGE

There are seven colleges in the municipal limit. i) St. John College of Engineering, Technology and Pharmacy, at Manor Road, Gholvira ii) Sonopant Dandekar College of Art’s, Commerce and Science, at Tembhode iii) Panchal Samaj Trust at Tembhode-Alyali Road, iv) Junior College at Jeevan Vikas School at Boisar Road. v) Holi Sprit College, Palghar vi) Holi Sprit D.Ed College, Palghar. vii) Government Industrial Training Institute, Palghar.

5.4 HEALTH

In Palghar, there is rural hospital near Tahsil Office at Kacheri Road. Also private hospitals, polyclinics and private dispensaries are there as mentioned in Table No.6.

In Palghar total 13 hospitals are there as mentioned above. Besides these in Palghar 21 private dispensaries are there. For which approximately around 951 patients are being treated per day.

5.5 RECREATIONAL FACILITIES

A. GARDEN & PLAY GROUND

The existing provision of organized open space and park in Palghar town is not adequate. There is no single well maintained garden developed by Municipal Council.

There is play ground near Aryan High School which belongs to school,

but utilised by citizens. There are many open/undeveloped spaces in the sanctioned layouts. There is no proper play ground in the municipal limit. A proposal for “District Sport Centre” is initiated by Public Works Department accordingly government land admeasuring 1 Ha in survey no. 67 of village Tembhode is being made available. Procedure of plan and estimation is in progress. One talav (tank) naming “Ganesh Kund” is available for Ganesh Visarjan. This tank can be developed and made available for recreation.

B. OTHER FACILITIES

There are three cinema theatres available in the city. One named “Prakash Talkies” situated near State Bank of India on Palghar-Mahim road. Another theatre named “Raj Talkies” is located on Palghar-Tembhode road. The third is “Gold Cinema Mini Theatre” situated on palghar-Mahim road.

5.6 COMMERCIAL FACILITIES

The commercial area is surrounded near railway station on West side,

wholesale and retail vegetable, grocery and fish market situated near station and below existing building of municipal council. Daily vegetable market in forms of hawkers is available on main prominent roads such as Palghar-Mahim Road, Devisha Road, Station Road and Boisar Road. Facility of weekly market situated on Palghar Mahim Road is available on every Friday. There is shopping line along the Palghar Mahim Road, Devisha Road and along the all internal roads of Old-Palghar.

CHAPTER-VI

ECONOMIC BASE & GROWTH POTENTIAL

6.1 INDUSTRIAL ACTIVITIES IN THE TOWN

There is industrial development in the town. Area admeasuring 144.67

Ha is under industrial zone. However, as stated earlier industrial use is reducing day by day. Land owners are converting industrial lands (layouts) into residential use.

Most of occupation is in the form of services. As per 2001 census 20333 of total working force is engaged in tertiary sector.

However, major industrial setup is at Boisar (12 km) away from Palghar. Many workers are engaged in the industrial area of Boisar as well as Palghar. One of the old industrial areas in Palghar is situated at BIDCO which is partly within Palghar Municipal Limit area and partly out of Municipal Limit. Industrial area near Vishnunagar is also fully developed and generating employment.

There is one small scale Co-Operative Industrial Estate named ‘Palghar Co-Operative industrial Estate’ is situated on Palghar-Boisar Road admeasuring about 22 acres. Besides above there is a big pocket of industry in Gholvira.

6.2 OTHER MAJOR COMPONENTS OF ECONOMICAL ACTIVITIES

In the town Nationalized and Co-Operative banks are there i.e. State

Bank, IDBI Bank, HDFC Bank, ICICI Bank, UCO bank, Bank of India, etc. Besides these Credit Banks are also there.

Palghar has trade link to Mumbai as well as Gujrat state also because it is situated on Western Railway. Gujrat state boundary just 125 km away from the Palghar. There are also good road links i.e. two state highways passing thorough the town. i.e. State Highway No.24 & State Highway No.4.

The town has good economic base due its commercial and industrial character which is surrounded by the rich agricultural hinter land.

Commercial activities within the area are seen mostly in the form of shops. However, widespread commercial activities are seen in the inner core of the town.

There is one APMC established in the city comprising area about 22 acres. It is not developed up to the mark but is has good potential.

Due to concentration of wide spread commercial & industrial activities in & around the town & having good connectivity. It is also seen that Palghar as future district place. It provides employment opportunities as well as good residential place. Thus the town has good growth potential.

CHAPTER-VII

TRANSPORT AND COMMUNICATION

7.1 EXTERNAL COMMUNICATION

Palghar is connected by western railway with Virar-Mumbai on Southern

side and Boisar-Dahanu and Surat on Northern side. It is connected by Western Express Highway on Eastern Side and linked by State Highway No. 34. State Highway No. 34 is coming upto Palghar and further going to village Mahim and Kelwa. Another State Highway No.4 leading to the Boisar

The nearest railway station is Palghar, Umroli, Boisar and Kelwa.

Through internal State Highway No. 8 which 25 km away from palghar on East side is connected with Mahim-Kelwa Boisar, Dahanu etc. The National Highway is further going to Surat, and further upto Delhi. The administrative building/repairing yard/Bus Depot are developed for State Transport on East side of the station. However, existing ST Depot is functioning near railway station premises as well as existing S.T. workshop is also functioning in Gothanpur on West side.

7.2 INTERNAL COMMUNICATION

Except mentioned above State Highway’s and other important road like byepass road Palghar-Mahim road, Kacheri road, Devisha road, Palghar-Dhansar road, Tembhode road, Morekuran, Navli Fatak road are some of the important internal roads within city.

1. Link Road and Palghar-Mahim Road:- Earlier, Palghar-Mahim road

was important road and through gate on Boisar side of Palgahr station. It was connected to National Highway no. 8 thorough Manor. Now, as flyover bridge is constructed in near by area. The link road connecting the flyover bridge and Palghar Western Boundary of the Municipal Limit is called as Byepass Road.

2. Kacheri Road: - This is one of the important road within city. It is connecting Palghar Mahim road Panch Batti Naka to some of the important Government Offices like Tahsil Kacheri, Panchayat Samitee, TILR Office, etc. Therefore, the road is popularly known as “Kacheri Road”.

3. Devisha Road:- This is one of the congested road and is situated near railway station. This is most crowded road and obviously has full commercial potentiality.

4. Palghar-Dhansar Road:- This road is connecting Palghar and village Dhansar and has commercial and as well as residential potential.

5. Tembhode road:- This road is connecting Palghar to Boisar, Dahanu etc. This road is developed with industrial potential and is one of the important road.

6. Navli Fatak Road:- This road is connecting eastern part to western through railway gate on virar side of the station. This road has mixed potential and one of the important road.

7.3 PARKING FACILITIES

Parking spaces are not available in the town. People utilize the open

land and curb sites of roads for parking purpose. On the main roads parked vehicles along the sides of the roads obstructing the traffic is an usual picture seen in the palghar every where particularly on Old Palghar-Mahim Road. Parking spaces are required near S.T. Stand, Railway Station etc.

CHAPTER-VIII

UTILITIES AND SERVICES

8.1 WATER SUPPLY

Previously Palghar Town was getting water supply from MIDC,

however, major portion of the town is supplied with water supply from Maswan Tank. Maswan is a small village near Palghar at about 4 kms distance where in a dam on a river Surya, is constructed and supply from last two year is made for Palghar town.

As per information made available by Maharashtra Jivan Pradhikarn Department Division, Thane, drinking water through 457 mm dia mild steel pipe is taken to overhead reservoir through water purification plant at Devkhop, and then disburses in the Municipal area. Daily 36 lakhs liters of water supplied to 5277 connections within Municipal area.

8.2 POWER SUPPLY

The town has facility of electric supply which is under the control of

MSEB Board. Total 10 mega watts electricity made available daily for 17000 connections. Out of these 17000 connections 13000 residential, 3000 commercial, 1000 industrial.

8.3 DRAINAGE, SEWERAGE AND DISPOSAL OF NIGHT SOIL AND URBAN

WASTE

Presently there is no proper drainage system within municipal area and

also severe water logging takes place in some of the places like Vishnunagar, Dattanagar, Kenam High School area etc. during rainy season. Municipal Council has therefore, proposed to undertake drainage and sewerage work. Accordingly a project has been prepared by Viable Solutions Consulting Services, Pune. However, Council body has refused the proposal, as it was too costly i.e. approximately 114 crores and therefore new project report is under process.

Some sites are specifically reserved for STP’s and Pumping Station preferably in above mentioned area. However, sites identified by the consultant are reserved for STP and Pumping Stations. Proper refuse collection & disposal system is not present for this Municipal Limit. Whatever is available is not adequate. Collected refuge dumped on open S.No. 67 Tembhode comprising area 1Ha. Procedure of waste disposal is not proper. One new site for dumping ground is selected by Municipal Council at Morekuran in survey no. 131 which is out of municipal limit. Development of

newly selected dumping ground site is under process. It is government land & 2 Ha land is allotted by Government for this purpose.

CHAPTER-IX

CONCLUSION AND OBSERVATIONS

9.1 OBSERVATIONS

While preparing the development plan different surveys like existing land use survey, structural condition survey, demographic survey etc. have been carried out & the observations are under:

a. As per the 2001 census, the literacy percentage is 83%. b. There are 839 females per 1000 males. c. The slum housing nearly about 3% of the total hosing. Infrastructure

facilities are lacking in this area. d. The percentage of workers engaged in primary sector is 8.5%, in

secondary sector 4.5%, in tertiary sector is 37%. e. The population of this area is rapidly increased in between 1991-

2001. The growth rate during 1961-1991 was ranging from 23% to 30%.

f. Nearly 24.61% area is developed area. The infrastructure is not properly developed the share of land under residential use in developed area is 45.07%.

g. Primary and secondary educational facilities are adequate in these area higher education facilities like degree colleges are absent.

h. There are 12 private hospitals, one Gramin Rugnalaya and 21 private dispensaries are there. However, specialists are inadequate. The people mostly rely on medical facilities available in the near by city i.e. Mumbai.

i. Recreational facilities like gardens and play grounds are totally absent in this area.

j. Parking facilities are absent.

9.2 PROBLEMS

1. Absence of proper commercial centre causes overburden in the

congested area of the town. 2. There is deficiency in organized marketing facilities like vegetable

market and shopping centre which give rise to traffic congestion to inner area.

3. The temporary stalls, vegetable sale and fish market on either side of roads in some area creates traffic problems.

4. Two state highways i.e. Palghar-Mahim and Palghar-Boisar passes through the town giving rise to accidents and development of temporary stalls, repairing work shops garages and godowns on either sides of the road.

5. Road junctions are not properly designed. 6. Drainage system is totally absent within this area. 7. Proper refuge collection & disposal system is not present. 8. Street lighting is necessary. 9. Present road network is inadequate. In some villages of the

development plan the road existing are only developing roads. 10. As Palghar-Mahim new Valan Rasta came in existence the old

Palghar-Mahim road (state highway) and Tembhode road upto new bypass road (major district road) are not still handed over to Municipal Council by PWD.

11. Street furniture elements are totally absent on heavy traffic roads. There is no traffic sense to residents of the town

12. Due to commercial and Industrial characteristics and being a suburb of Mumbai City, declaration of Chuchgate-Dahanu local, future district centre, good connectivity, good environment all these causes this town attracts surrounding people for residence results new developments are getting into place within Municipal Limit as well as periphery of the Municipal Limit.

9.3 AIMS AND OBJECTIVES

Palghar is one of the important station and town after Virar. It is

combination of residential and industrial users. However, now a day it appears that residential user is increasing in larger scale and industrial user is decreasing. Therefore, this city can be developed as purely or fully residential city. So that citizens can go to industrial areas in nearby town like Boisar and come back to their homes at Palghar. It will be therefore necessary to provide all best residential facilities in the city. Even on the surroundings of municipal area mega projects are coming up and on the other hand towards Mahim-Kelwa which is growing up as tourist place whereas industrial area at Boisar. Palghar therefore can be a central residential business/commercial place for all.

Therefore, the objectives of the plan are set as follows.

1. To achieve planned Urban Development 2. To accommodate the requirement of business commercial

potential & industry. 3. To protect and an enhance existing settlement (Gaothan) 4. To promote recreational development activities. 5. The developed plan is aimed for orderly development of this area

and improvement of traffic circulation pattern.

6. Adequate public amenities and facilities as per the norms of planning standards are to be provided.

7. Adequate parking places in respect of proposed decentralization of commercial activities at appropriate locations are to be provided.

8. Considering the low implementation of Development plan and in order to involve public participation in implementation of Development Plan, concepts like Transfer of Development Rights to owners, accommodating the reservations in case of land reserved for Public purpose in the Development Plan are to be introduced in existing Building byelaws and D.C.rules.

CHAPTER-X

PLANNING PROPOSAL

10.1 GENERAL

Palghar town is located on approximately 60km away from Mumbai Sub-Urban. National Highway No. 8 is running approximately 25 km away from Palghar Municipal Limit on eastern side. Boisar is major industrial setup at 12 kms from Palghar and on western side Kelwa-Mahim is the tourist place adjoining to the town. Palghar. Therefore, can be developed as centrally and residential user dominating city, to facilitate all necessary facilities required for residential purpose.

Internal transportation facility is provided by State Transportation. Also, three seater and six seater rickshaws carries passengers to nearby villages.

10.2 DEMOGRAPHIC PROJECTION

Population projection is done by following methods. 1. Arithmetical increase method 2. Geometrical increase method 3. Incremental increase method 4. Graphical increase method

On the basis of 2001 census population forecast is done using different

methods. The plan period of the draft Development Plan is considered from 2011

to 2031. Accordingly projected populations by various methods are worked out as below.

The population projection is done for further 15 and 25 year i.e. for the

2025 and 2035. However, approval has been granted for the population for the year 2025 for reservation and 2035 for zoning. As per approval population for the year 2025 is considered for the reservations and the population for the year 2035 is considered for zoning.

Sub Division of Thane District is under consideration and therefore Palghar is seen as “Future District Centre”. In addition to this Western Railway is planning to extend local railway service from Virar to Dahanu. It will get importance to the Palghar City and that will cause abrupt change in growth of population. This point taking into consideration the population for the year 2025 is considered 195000 and for the year 2035 is considered 336000.

10.3 PLANNING SECTORS

The total area of the town is naturally subdivided by western railway in

two parts. However, western part is major developed area with residential and very small industrial areas on the other hand of eastern side; industrial development is on higher side than residential. Therefore, considering these two blocks (Eastern and Western) and subdivide them as per prominent road into two parts, total four sectors are considered for the purpose of both, distribution of population and planning of areas.

Sector I - Tembhode (P), Gothanpur (P), Alyali (P), Palghar (P)

Area comprising in between on East side railway line, on South side Palghar-Mahim Valan Rasta and Tembhode goathan rasta, on South West side Palghar Municipal Boundary

Sector II - Gholvira, Gothanpur (P), Palghar (P) and Vevoor (P) Area comprising in between on West side railway line, South side, Vevoor Goathan proposed DP road, South and East side Palghar Municipal Boundary.

Sector III - Vevoor (P), Navli (P), Palghar (P) Area comprising in between on West side railway line, on North proposed Vevoor Goathan DP road, South and East Palghar Municipal Boundary

Sector IV - Lokmanyanagar, Alyali(P), Palghar (P) Tembhode(P) Area comprising in between on East side railway line, on North side valan rasta and Tembhode gaothan rasta, on South East Palghar Municipal Boundary.

10.4 FUTURE LAND USE

10.4.1 RESIDENTIAL ZONE

As per the existing land use analysis the total developed area of town is

543.98 ha and area under residential use is 245.18 ha. This gives gross residential density of 52 persons/Ha and net residential density of 116

person/Ha. However, considering the development in the area and surrounding i.e. same FSI and same B & C class rules for developments, major developments is coming up within city and surrounding which increases land value and residential potential. The area under the residential zone has been increased on large scale. The proposed area under residential zone is 1016.50 Ha. This residential zone can accommodate 336000 populations with net density 330 person/Ha.

Taking into consideration delay of development plan previous commitments, the residential zoning is proposed is continued. This will achieve ample residential area will be available and horizontal development will take place.

10.4.2 COMMERCIAL ZONE

The existing land use plan indicates that the major commercial &

business activities are concentrated on roads near railway stations such as Palghar-Mahim road, Devisha Road, Link Road etc. The commercial activities are generally on ground floor and upper floors are residential. Some few sites of the commercial activities as an infrastructure of the town area are proposed in the form of market or shopping centres etc.

The proposed area under commercial use is 31.21 Ha. As per development control rules in residential zone all types of commercial activities are allowed (considering road width) therefore, additional commercial zone is not provided. Only sites of shopping centre which are to be developed by municipal council/owner by means of accommodation of reservations.

10.4.3 INDUSTRIAL ZONE

The proposed area under industrial use is 218.70 Ha which is 12.27%

of total developed area 9.89% of the total area of Municipal Council area. However, as the some of the industrial area out of existing is getting converted into residential zone, and no new layouts and industrial permission are obtained within municipal limit, therefore except some adjacent area to existing industry has been shown as industrial zone and no new industrial zone has been proposed.

10.4.4 RECREATION FACILITIES (GARDEN & PLAY GROUND)

The norms for the recreation facility are considered as 0.6 Ha for 1000

population.

Accordingly for 117.00 Ha of area is required for recreation i.e. garden and play ground in addition to existing open spaces of sanctioned layouts. Presently, play ground of Aryan High school is used for recreation.

The proposed area under recreation use 125.38 Ha which is 7.03 of total developed area 5.67% of the total area of Municipal Council area.

However, 49 sites for gardens and 38 sites for play ground are proposed admeasuring of 99.27 Ha. This includes one Stadium of an area of 7.81 Ha in Tembhode village and Amusement Park of an area 2.5 Ha.

These, sites are exclusively, for citizen’s recreation. While calculating area for Primary Schools and High Schools sites are considered with play ground. Therefore, those grounds will be available in addition to above.

10.4.5 PUBLIC – SEMI PUBLIC ZONE

This particular zone includes educational, medical, Government and

Semi–Government activities and such present users existing in the town are continued in the Development plan.

The proposed area under public-semi public use 128.50 Ha which is 7.21 of total developed area 5.81% of the total area of Municipal Council area.

A) EDUCATIONAL FACILITIES

Existing primary and secondary school facilities are adequate, Higher Educational Colleges are absent. Sites have been earmarked by considering planning standards 0.4Ha/500 pupils for primary schools and 0.8Ha/1000 pupils for secondary schools for projected population. a. Primary Schools with Play Ground

B) HEALTH SERVICES

C) MARKETS AND SHOPPING CENTRE

As per planning norms vegetable market of 0.2 ha. for every 25,000 population is required. At present there is one vegetable market and two fish markets are within Municipal Council Limit, and many retail fish and vegetable markets are in bazzar/market area.

Considering the deficiency in organized marketing facilities which ultimately give rise to traffic congestion in the city, sites for municipal markets, vegetable markets & shopping centre have been provided in each sector. Wherever municipal market, vegetable market, shopping centre sites are proposed, any type of market decided by Municipal Council will be allowed according to surrounding requirement & locational potential.

D) CULTURAL AND ENTERTAINMENT FACILITIES

As per planning norms library at the rate of 0.1 Ha per 30000 populations is required to be provided. The town has old library situated in Palghar Municipal Councils building near railway station.

Required sites for Cultural centre, Town Hall, Multipurpose Hall and Libraries have been provided.

No of sites proposed 16. Area in 9.53 Ha.

E) PARKING

Total new 13 sites admeasuring area 5.125 Ha have been provided.

10.4.6 OTHER LAND USE ZONE

A) HOUSING FOR DIS-HOUSED

Two sites admeasuring 2.2 Ha for “Housing for Dis-housed” have been provided.

B) POLICE STATION AND POLICE CHOWKY

Requirement of Police department was called & sites are different locations have been provided for Police Head Quarter/Police Parade Ground/Police Chowky/Police Station 9 sites admeasuring 10.25 Ha. by keeping in mind Palghar as a future District Centre.

C) GOVERNMENT OFFICES

Total 22 new sites admeasuring area in 27.646Ha are provided for Government Offices for different purposes by keeping in mind Palghar as a future District Centre.

D) REGIONAL TRANSPORT OFFICE (RTO)

One site admeasuring 2 Ha has provided for RTO as per their requirement.

E) FIRE STATIONS

Three sites admeasuring 0.74 Ha have been provided in sector no. 1, 2 & 4.

F) MSEB

Two new sites admeasuring 2.2 Ha have been provided.

G) BURIAL GROUND

There are total seven sites of burial ground/cremation ground are in existence. These are adequate so, only extensions to existing six sites have been provided.

H) STP AND PUMPING STATION In palghar municipal there is a no proper drainage system, so

that to drain out the drainage water and storm water properly. Total new six sites are proposed as per survey made by Municipal Council through private agency.

10.4.7 TRANSPORT AND COMMUNICATION

Palghar is connected by western railway with Virar-Mumbai on southern side and Boisar-Dahanu and Surat on Northern side. It is connected by western express highway on eastern side and linked by state highway no. 34. This state highway further goes to village Mahim-Kelwa through Palghar. There is another state highway no. 4 goes to Boisar-Dahanu.

The nearest and important railway station to Palghar are Umroli, Boisar and Kelwa Road. The national highway is further goes to Boisar, Surat and to Delhi.

The administrative building, repairing yard, Bus Depot are developed on three sites for “State Transport Corporation” within municipal limit. First one at eastern side of railway station, second one at old Navli Phatak on West side and third at Boisar Raod opposite Dhawle hospital.

The total area under traffic and transportation is worked out 249.18 Ha. It includes roads, Bus Depot., and parking.

Sector wise, infrastructural requirements as per planning standards and provisions made in the development plan have been mentioned in Appendix-A.

10.4.8 PROPOSED LAND USE ANALYSIS

Various land use zone along with public site for social infrastructure are

proposed in the Proposed Development Plan, so as to have the balanced and well thought future development of the town. The zones are shown in respective colors on the development plan.

CHAPTER-XI

IMPLEMENTATION

11.1 GENERAL

Under the provisions of the Maharashtra Regional and Town Planning Act 1966, it is obligatory to the Planning Authority to acquire the land reserved, allotted or designated for any public purposes specified in the plan by an agreement or by way of acquisition within a period of ten years from the date of which the final Development Plan comes into force.

To ease financial restrains for acquisition and development of public sites, Govt. in past had introduced the concept of “Accommodation of Reservation” and “Transfer of Development Rights” Both there concept are proposed in draft Development control Regulation of the said proposed Development Plan.

Under the provisions of Accommodation of Reservation (Rule No.9,Table 3) the owner of land under certain reservations are permitted to develop the reservation land with the condition of handing over certain percentage of reservation area to the council free of cost. Under the regulation of Transfer of Development Right the owner transfer the reserved land to council in lieu of Development Rights. Under these regulations the council will get the area under reservation/built-up space free of cost.

It is assumed that about 50% of total reservation will be available/developed under above regulation, 25% of total reservations are on government lands so, Municipal Council has to bear acquisition cost and development cost only for 25% of total reservations.

Total costing for development of reservations incurred by Municipal Council & Municipal Council/Owner is @ Rs.366.91 Cr. Out of that only 25% actually required to spend by Municipal Council. i.e. Rs. 91.73 Cr.

The statement showing the approximate estimated cost involved in acquisition of sites by Authority, Other public/ Private Institutions, for various public purposes in Appendix-B.

This shows that though Palghar Municipal council is improving its

financial position year by year but not upto the mark. It is also show that there is less expenditure on public amenities.

11.3 RESOURCE MOBILIZING

The approximate cost of acquisition and development of reserved public

sites is estimated to Rs. 91.73 cr, and considering plan period 20 years an amount of about Rs. 4.59 cr. is required to be spend every year. In addition cost of works pretaing to public sites and for construction of roads is required. Therefore financial assets have to be strengthened and mobilized; some of ways of resource mobilization are described below.

i) EXISTING RESOURCES

The existing income sources to the municipal council are property tax,

income tax, income from remunerative projects, rents from immovable

property, government grants, entertainment tax, advertisement tax,

drainage tax, tax on vehicle & animal, dog tax, water supply charges,

shop tax, education cess, betterment and development charge, materials

fee, building permission fee, fees from vegetable markets etc. and

financial assistance from Integrated Development of Small and Medium

Town Scheme.

ii) STRENGTHENING EXISTING RESOURCES AND NEW CONCEPTS

IN THE FINANCIAL FIELD

The implementation of Development Plan requires vast requires vast financial resources. The financial burden of implementation of Development plan is so heavy that it has become almost impossible for Municipal Authority to effectively implement such plans. Following are

some of the important steps to strengthen local body in financial matter and way and means to implement the development Plan.

iii) TOWN PLANNING SCHEME

It is the effective tool for implementation of the development Plan. In many towns in Maharashtra like Mumbai, Pune, Nashik, Kolhapur, Solapur many town Planning Schemes have been prepared in the past and implemented successfully resulting in orderly development and availability of lands for various public amenities. It is the land pooling and redistribution system. Municipal council should undertake various T.P. Schemes in the Development Plan.

iv) ACCOMMODATION RESERVATION

The accommodation reservation concept was introduced in 1994 by the Govt. of Maharashtra for public participation in the implementation of development plan. Now this is also included in DC Rules of said proposed development plan. The reservation for public amenities like Primary Schools, High Schools, Shopping Centres, Vegetable markets, Dispensaries, Parking Sites etc can be developed by the public educational institutions and land owners and hence financial burden on Municipal Council will be reduced. The Municipal council should encourage the public institutions working in the field of education and health to acquire the lands from reservation and develop them.

v) TRANSFERABLE DEVELOPMENT RIGHTS (T.D.R.)

The provisions of T.D.R. are included in the development control rules of the Development Plan. It is expected that the lands under reservations of the Development Plan will be transferred to the Municipal Corporation & DRCs will be available to the land owners and F.S.I. in lieu of that will be available in the various zones. Big response of this concept is expected in cities like Pune and Other.

DEVELOPMENT CHARGES

The council has to submit the proposal under section 124 of M.R.T.P. Act to the Govt. for revision and increase in development charges. The Municipal Council should spend 100% of this income on implementation of Development Plan.

The municipal council is collecting charges for internal development of the layout while sanctioning or the internal development of the layout can be done by the owner at their cost. The works included in this internal development are construction of W.B.M. roads and gutters only. The council should impose the provision to construct the asphalted roads and development of open spaces, laying of water supply lines. Also the owner

should construct Development Plan roads passing through layout and hand over to the Municipal council. The council will give the F.S.I. in lieu of the area under Development Plan roads. In the gaonthan areas of old municipal limit, road widening is implemented through this channel. This will reduce the burden of Municipal Council.

DEVELOPING SHOPPING COMPLEXES AND REMUNERATIVE PROJECT The council should construct and develop various shopping centres

reserved in the Development Plan as well as municipal lands. This will create another source of income. These shopping centres may be developed on B.O.T. basis.

GRANTS FROM FINANCE COMMISSION As per 74th amendment to the Constitution of India, grants are made

available from the Central Govt. directly to the Municipal Authority for various purposes.

By making availability of such grants should have to be used for road works, drainage lines, drinking water pipe line works, etc.

GRANTS

Maharashtra Government in Urban Development Department wide

Government Resolution dated 20/02/2010 has sanctioned the scheme of Maharashtra Suvarna Jayanti Nagarothan Mahabhiyam for planned development of urban areas in the state. The main objectives of the scheme is to provide educational, medical facilities, housing development for financially weaker section of society, development of social facilities and open users like garden play ground etc. The municipal council has to prepare city Development plan for 25 years. Municipal Council get the benefit of this scheme widely.

RESERVATIONS ON GOVERNMENT LANDS Ample government lands are available in Palghar Municipal Limit so

maximum reservation sites are proposed on these lands. So, reservations on government lands have to be developed firstly.

CHAPTER-XII

LEGAL FORMALITIES

12.1 Palghar Municipal Council established on dated 17th September, 1998 under

Maharashtra Municipalities Act 1965. Revenue villages covered under the municipal area are 1.Palghar, 2.Alayali, 3.Tembhode, 4.Vevoor, 5.Navli, 6.Gothanpur, 7.Gholvira & 8.Lokmanyanagar.

A) SECTION—23

DECLARATION OF INTENTION

1. The intention to prepare a development plan declared by the Municipal Council by passing the General Body Resolution No. 34, dated 30th September, 1999.

2. The notice inviting objections and suggestions from the public under section 23(1) in English as well as in Marathi was published in Maharashtra Government Gazette, Konkan Division, Part II dated 23rd February, 2000.

B) SECTION—24

APPOINTMENT OF TOWN PLANNING OFFICER

Palghar Municipal Council passed resolution no. 80, dated 2nd March,

2000 for appointing the “Assistant Director of Town Planning, Thane” as the “Town Planning Officer” for carrying out survey of the said Area, preparing and Existing Land Use Plan thereof and formulating proposal of Development Plan of the said area for the submission to the Planning Authority i.e. Palghar Municipal Council as provided under section 24 of the said Act.

The Deputy Director of Town Planning, Konkan Division, Navi Mumbai has approved this Municipal proposals vide order No.DDTP-KDN/Palghar/u/s-24/3198, dated 20/12/2000. As per this order Municipal Council has appointed the “Assistant Director of Town Planning, Thane” as the Town Planning Officer.”

The Deputy Director of Town Planning, Konkan Division, Navi Mumbai has appointed “Town Planner, Branch Office, Palghar as a Town Planning Officer” u/s. 24 of Maharashtra Regional and Town Planning Act, 1966 vide order No.DDTP-KDN/PALGHAR/US-24/3462, dated 09/09/2009.

A Town Planner, development Plan, special unit has been established on municipal establishment from 21st May, 2005.

EXISTING LAND USE MAP

The Town Planning Officer has carried out various surveys of the town connecting requisite information and prepared the existing land-use map as required under section 25 of the Act and handed over to the Municipal Council on 15.09.2008.

The Deputy Director, Konkan Division, Navi Mumbai has sanctioned population forecasting under letter no. DP/Palghar/Population Forecasting/ DDTPKDN/1844, dated 10/06/2010.

CHAPTER-XIII

DEVELOPMENT CONTROL REGULATIONS

13.1 GENERAL

Government under the provisions of section 323 of Maharashtra

Municipalities Act, 1965 and vide notification no. TPS 3678/814-B-UD-5(1) dated 2nd November, 1979 published the standardised building byelaws and development control rules for A, B and C class Municipal Councils.

Government in Urban Development and Public Health department vide resolution no. TPS 3678/814-B-UD-5(1) dated 16th July, 1980 had given directives under the provisions of the section 154 of Maharashtra Regional and Town Planning Act, 1966.

Existing development control regulations of the said planning authorities need overall changes because of rapid urbanization and the concepts like FSI, TDR, specific land use and regulations which support developments like generation of parking areas, creation of more built up area for hospitals, Education Institutions, Star Category Hotels, Institutional Buildings, development of more housing stock through MMRDA, provision of proper infrastructure, eco-friendly building criteria, height of building commensurate with fire fighting facility etc need to be included in the existing development control regulations of smaller towns.

Government in Urban Development department vide its resolution no. TPS 1810/612/CR-2200/UD-13, dated 24th March, 2010 appointed an expert drafting committee under the chairmanship of Director of Town Planning to revise the development control regulations for A, B, and C class municipalities in the state which were in force since 2nd November, 1979.

The committee held several discussion and meeting at divisional places like Amravati, Nagpur, Aurangabad, Nashik, Navi Mumbai and Pune to bring about stakeholders participation along with the presidents and chief officers of the municipal councils, practicing architect, engineers and builders in those regions. Engineers working in the local bodies, officers of the town planning department and considered their views about their expectations from development control regulations

The Drafting committee has prepared the uniform set of development regulations for all classed of Municipal Council as draft development control and promotion regulations for Municipal Councils and Nagarpanchyats in Maharashtra and submitted to the Government vide letter no. 6546, dated 27/10/2010 and it is published for suggestion and objections.

towns are under process. Same proposed draft development control and promotion regulations are adopted here.

On this basis separate set of Development Control Regulations for Palghar Municipal Council is prepared.

Final changes made by government for proposed development control rules of A, B & C class Municipal Council will be remained applicable to this development control rules also.

13.2 CONCLUSION

The Development Plan is not the end but the right beginning. This plan

would provide the guidelines both for the public and for the Municipal council and other authorities responsible in town development for programming their future action which is expect to lead the evaluation of a healthy and beautiful place to live in and to work on.
