RCW 42.17A.335 (1)(c) reads, in part: "It is a violation of this chapter for a person to sponsor with actual malice a statement constituting libel or defamation per se under the following circumstances: ... ... political advertising or an electioneering communication that makes either directly or indirectly, a false claim stating or implying the support or endorsement of any person or organization when in fact the candidate does not have such support or endorsement." Jim Cooper chose to list the endorsement of Allen Miller, on his endorsement webpage, when he did not have that endorsement. (See Attachment #1) In fact, Allen Miller actually endorsed John Hutchings. (See Attachment #2) Jim Cooper's listing of Allen Miller as an endorser of his campaign constitutes a violation of RCW 42.17A, and should be punished by the Public Disclosure Commission. It was not only wrong for Cooper to do this, it was also illegal. Best, Glen Morgan (360) 7916556 cell 2 Attachments attachment1c... ( 3.44 MB ) Attachment2M... ( 438 KB ) PDF PDF

To Whom it May Concern
It has come to my attention that Jim Cooper has violated RCW 42.17A.335 (1)(c) in his failed bid for Thurston CountyCommission.
RCW 42.17A.335 (1)(c) reads, in part: "It is a violation of this chapter for a person to sponsor with actual malice a statement constituting libel or defamation per seunder the following circumstances:... ... political advertising or an electioneering communication that makes either directly orindirectly, a false claim stating or implying the support or endorsement of any person or organization when in fact thecandidate does not have such support or endorsement." Jim Cooper chose to list the endorsement of Allen Miller, on his endorsement webpage, when he did not have thatendorsement. (See Attachment #1)
In fact, Allen Miller actually endorsed John Hutchings. (See Attachment #2)
Jim Cooper's listing of Allen Miller as an endorser of his campaign constitutes a violation of RCW 42.17A, and should bepunished by the Public Disclosure Commission. It was not only wrong for Cooper to do this, it was also illegal.
Thank you, former Thurston County commissioner Les Eldridge and former secretary of state Ralph Munro, my campaign co-chairs, and thethousands of people who supported me. We ran a positive campaign, but were 45 votes short.
I will continue to lead the effort to perfect the historic Wilder and White and Olmsted Brothers’ City Beautiful Movement plan for the state CapitolCampus by dredging and reopening Capitol Lake to swimming, improving the campus view corridor by removal of the blighted Capitol CenterBuilding, and recreating the wild salmon run in Percival Creek.
The view from the campus across Capitol Lake was voted the No. 1 Wonder of Thurston County in 2011.
I will continue my leadership to diversify the economy and bring jobs to both the urban and rural areas of the county. I will also work with the judgesand commissioners on building a new courthouse in downtown Olympia. I door-belled 10,000 households and these were the primary issues thatconcerned people.
I have endorsed John Hutchings in the general election since his views are more in sync with voters. This was a difficult decision, since I am friendswith Jim Cooper and worked with him on the successful Olympia Metropolitan Parks District measure last year. But Jim’s advocacy for anunconstitutional city income tax and to return Capitol Lake to mud flats is troubling.
After talking with thousands over the last four months, I am convinced that our state capital community is great and can be made even better. VoteHutch!
