IRF 2015 Key OutcomesCoord., impl., M&E frameworks to be strengthened at all levels SDGs cut across mandates of all donor agencies, & require efforts from national, LGs, citizens & business houses• Accountability:

– responsibility (actors with clearly defined duties, objectives & performance standards);

– answerability (inform and justify decisions and actions to those affected; &

– enforceability (capacity to reward or reprimand performances).

IRF 2015 Key Outcomes• Building Blocks:

– Review of MDGs, a set of criteria for a follow up and review – Strengthen the High Level Political Forum (HLPF);– Initiate regular state-led reviews– Promote global engagement; &– Enable ownership and partnership of major groups

• An optimum institutional framework suited for all countries, organizations and stakeholders

• 3 failures MDG review were:– weak review institutions;– Inadequate flexibility to respond to new and emerging issues &– inadequate review of progress (MoI – such as finance, technology and capacity

building.

5th IGN on the Post-2015 Agenda

• Focused on follow-up & review of the post-2015 development agenda

• General principles:– Anchored in strong national ownership

– Reflect universality while considering levels of development, capacities, national priorities & policies

– SDGs (ensure follow up) & ensure MoI commitments

– Inclusive, transparent & participation of a range of stakeholders + accountability between state & citizens

– Informed by data & evidence (reliable, timely & disaggregated so no one is left behind)

Way Forward from the IGN on the Post-2015 Agenda - Undertake a mapping exercise to get a sense of Bhutan’s situation on the SDGs - identify our needs and gaps and accordingly work out strategies to achieve the SDGs.

- Outline vision and strategy at national level to successfully implement and realize the SDGs.

- Preparations for 12th FYP and mid-term review of the 11th FYP scheduled to start at the end of year provides a good opportunity to undertake the above initiatives.

• Rio+20 in 2012 – negotiate a new set of global Sustainable Development Goals post-2015

• Goals: action-oriented, concise & easy to communicate, limited in no., aspirational, global & universally applicable

• Not only focus on developing country issues but also includes challenges of the developed

• 17 Goals and 169 targets (indicators being worked out) expected to be adopted in September 2015 (IG process, OWG)

Identifying LDCs

• The CDP recommends to ECOSOC countries to include and to graduate from LDC category (since 1991, based on triennial reviews)

• ECOSOC endorses and GA confirms the recommendations

• The triennial review is based on specific criteria and application procedures endorsed by ECOSOC & GA
