PREAMBLE

We, Heads of State and Govemment of the Intelnational Conference on the GreatLakee Region (ICGLR), meeting on Tl-le occasion of ow 5É Ordinary Summit in Luand4Angola on 14ttt January, 2013 at the invitation of H.E. Mr. Yoweri Kaguta Museveni,President of the Repubhc of Uganda and outgoing Chaimân of the ICGLR Summit toreview the implementation of the ICGLR Pact on Security, Stability and Developmentin the Great Lakes Region,

Recalling the decisions of our last Ordinary Sumnit held in Kampala onlsu'December 2011, the Exhaordinary Summits held in Nairobi on 31 July 2013, inKampala on 5ù September 2013, arld the joint ICGLR-SADC Extraordinary Summit onthe Security situation in Eastern Democratic Republic of Congo held in Pretoria, SouthAfrica on 4'h November 201?;

Taking note of the progress made in tlle implementaton of the Pact over tl-Ie last 2 yearssince our last Sumrnit,

Deeply concerned with the recent outbreak of violence and worsening security andhumanitadan situation in the Republic of South Sudar-r and in the Central AflicanRepublic that has resulted in the death, displacernent and disruption of livelihoods ofthousands of populations;

Having received repolts from the meetings of the Regional Inter Ministedal Committee(RIMC) and the Meeting of the Comrnittee of Ministers of Defence on the progress inthe implementation of the Pact and the prevailing security situation in the regionrespectively;

Welcoming and shongly supporting the ongoing mediation of the South Sudarconllict spearheaded by tlle Intergovernmental Authodty on Development ( IGAD) inAddis Ababa, Ethiopi4 ard the ongoing African Union led efforts to stabilize theCenhal Aftican Republici

Welcoming the Joint Communiqué signed by the Chairpersons of the ICGLR andSADC, and the Declarations signed by representatives of t}le Govemment of the DRCand the defeated former M23 rebels in Nairobi Kenya on 12 December 2013 concludingthe Kampala Dialogûe between the DRC and M23 and urging the Govemment of DRq.,f l1 J/ho ensure its implementation; V2"-

Congratulating H.E. President Eduardo dos Saltos for his ascendancy to theChâtumanship of ICGLR SummiU

Reaffirming our desire to continue implementing our commitnents urder the UNFramework for Peace, Secudty and Cooperation for tl1e DRC and the Region signed inAddis Ababa on 24 February 2013 and reaffirming our support to the Special Envoy oftlle UN Secretary General to the Great Lakes Region, as well as tle entire team ofspecial and envoys and leplesentatives;

HEREBY DECIDE AS FOLLOWS:

l. On (he Se(.(ritv Situation in the Great Lakes resion:

I. 1. Security situation in the Democratic Republic of the Congo (DRCI

1. Express appreciation for tlre suppolt provided to the FARDC by MONUSCO indefeating the M23, and in view of the increasing tfueats posed by other negativeforces after the defeat of M23, urge MONUSCO to urgendy intensify its operationsto eradicate FDLR, ADF and al1 the other negative forces operating in Easteln DRCconsidering that thetu âctivities not only tlreaten the security of the DRC but alsothat of the Great Lakes Region;

Commended His Excellency Yowed Museveni, outgoing ICGLR President in hiscapacity âs Mediator, for his peace efforts and the oukome of the KampalaDialogue, including the signing in Nairobi on 12 December 2013 of the Declarationsby the DRC Government and the ex-M23 regarding their respective commitments,as well as the final Joint Communiqué by the ICGLR Chairman â]1d Her ExcellencyPresident Joyce Banda, in her capacity as SADC Chaûpersoû

Appreciate the financial support extended by the European Union to the EJVMtfuough the African Union and recomrnend the speeding up of procedures fordisbu$ing such suppolo

Instruct the Executive Secretadat to expedite the finalization of the Memorandum ., \IAUnderstanding between ICGLR and MONUSCO regarding its collaboration with theExpanded Joint Verification Mechanism (EJVM) and its pdticipation in thismechanism;

In conformity with previow decisions, urge Member States to strengthen EIVM andthe Joint Intelligence Fusion Centre (JIFC) capacity and operational effectivenessthrough the provision of the necessary resources to enable them to caJty out theirrespective mandatesi

6. Welcome the holding of joint SADCICGLR Summit in Pretoda, South Africa, onNovember 7, 2013, and, instruct the Executive Secretaiy to tale â11 necessarymeasnres to implement the Joint Final Communiqué;

7. Direct the Joint Intelligence Fusion Centue (JIFC) to provide information on the linkbetween the negatve force ADF and the Al Shabaab Terorist group during theirnext report and to ânalyse the tfueats related to terrorism in the Great Lakes regionin consultation with other Member States and propose means and ways toeffectively address them;

L 2. Security situation in the Central African Repqbllg3ûLu$eqlL9qd44

8. Urge the African Union alld it5 partners to sûengthen the International Mission forthe Stabilisation of Central African Republic $AISCA) by availing lesources andlogistical support to enable it to fulfi1 its mandate, and conglatulate the MemberStates tlat hâve contributed troops for the MISCA.

9. Express suppolt to the ongoing initiatives by the African Union and its partners toaddress the worsening humanitarian situation in South Sudar and CA&

10. Commit to continue of{ering political ard other forms of support to the ongoingmediation efforts on the Republic of South Sudan led by the Inter-GovemmentalAuthority on Development (IGAD);

11. Denounce the perpetratols of atrocities, war crimes, crimes against humanity, sexualviolence and recruitment of child soldiers in South Sudan for which they should beheld accountable.

12, Congratulate the Republic of Bu:rundi for its contribution to the ICGLRHumanitadar Tlust Fûnd ând invite other Membel States to fuUil theircommitrnents.

III. On the Implementation of the Peace. Securitv. arrd Cooperation Framework folthe Demoqatic Republic of the Conso and the Region

13. Commend H.E. Mrs. Mary Robinsory the Special Envoy of the UN Secretary Generalto the Great Lakes Region as well as the entire team of special and envoys andreplesentativesi for the plogress made in tie implementation of tJte Peace, Securityand Cooperation Framework for the DRC arrd the Region, and welcome her joint

initiative with the ICGLR to organize a Pdvate Sector Investment Forum on theGreat Lâles Region;

14. Welcome the Plan of Action for tlle implementation of Regional Commitrnents,including its pdority activities, prepared by the Technical Support Committee of theRegional Oversight Mechanism and call upon countuies in the region fot itsimplementaton;

15. Commit to continue the implementaton of the Peace, Security and CooperationFramework for the DRC and the Region;

16. Urge Member States to respect the spirit and the lettet of the Protocol on Non-Aggression and Mutual Defence that forbids Member States from supportingnegative forces operating in neighboudng States.

IV. On the Implelqe4lqlie4lllbqlqsaka Declaration on the Fight asainst IllegalExpj.ei!4iq4 qf !{4@el&cqqqrees

17. Encourage the acceleration of t}le implementation of the six tools to fight against theillegal exploitation of natural resources and the rapid operationalization of theNatual Resoulces Techrical Unit

18. Welcome the launch of the Regional Certificaton in the DRC and Rwarda andrecoûùnend the extension of the certification process to othet Member States,compdsing the necessary conditions which would give credibility to this plocess,and strengthen the. capacity of the Audit Committee of the ICGL&

19. Encoulage those Member States that have not yet done so to accede to the EITI \4process;

20. Thank the AfDB for the $ant of 1.4 million VC (US $ 2.4 nrillion) to t}le ICGLR,

21. Welcome the European Union comrnitnent to provide financial support amountingto € 3 million through GIZ as well as the inclease in ihe contribution of the GermanCooperation and USAID.

V. On the implementation of the December 2011 Kamp,ê!4D9q14tq!ie4 !L!hc lfightagainst sexual gender based violence (SGBVI

22. Welcome the launch of the "Zero Tolerance Campaign " in Member States;

23. Recommended the acceleration of the implementaton of the Declaration and thedornestication of the Protocol on the Plevention arld Suppression of SGBV, includingthe adoption of specific National Laws ; the putting in place of implementation ofthe Kampala Declaration National Committees mult-sectorial coordination andprovision i1r National Budgets to support the implementaton of the KampalaDeclamtion ;

24. Direct the Secretariat to monitor the implementation of tlle Kampalâ Declarâtion ineach Member State and report to tle next RIMC;

25. Welcome the forthcorning operationalization of the Kampala Training Facilitiy forthe fight against SGBV;

26. Recommend the promoton and shengthening of regional judicial cooperation in allareas.

VI. On the Lusaka Lelry Mwanawasâ Centre

27. Encourage Member States to honour their commihnetts to tlle Secretariât by pâyingtheir assessed contributions regularly and in time to ensure the smooth operation ofthe Lusaka Cenbe amongst others.

VII. On th€ ICGLR Regional Fora

28. Endorse tlle statements of the ICGLR Women, Youth, Parliament, Civil Society Foraand Genocide Prevention Committee and approve the recommendations therein-

29. Take note of the holding of the third and foûth ordinary session of the Forum ., \ry

Parliaments of ICGLR Member Stâtes in Kinshasa, DRC from 22 to 24lanuary 2073and 11 to 13 November 2013 in Buiumbua, Bururdi, lespectively, ard itsresolutions;

30. Urge to Membe$ States to meet their financial commitments to enable the properfunctioning of the Regional Folum of Parliaments.

31. Take note the holding of the General Meeting of the Regional Women's Forum inKhartoum, Sudan 2 to 6 luly 2013, and the development of its Triennial ShategicPlan; 'P ?,0,,,V

32. Recommend to Member States to involve mole women in the peace processes in theRegiorr particularly in dialogue aIId mediation efJorts;

33. Request Mrs. Mary Robinsoq Special Envoy of the Secretary-General of the UnitedNations for the Great Lakes Region, to work closely with the Regional Women'sForum ICGLR legarding the involvement of women in the implementation of thePSC Framework.

VII.3. Reeional Youth Forum

34. Take note that due to some constraints the Sum1r1it was not able to hold their fifthOrdinary Session on the theme: "Youth and Employment in the ICGLR MembelStates: Promoton of Employment young people in the development ofinfrdstTucfu re and investment';

35. Agree in principle to hold an Exûaordinary Session devoted to this theme within 6months and express âppleciation to the Govemment of Republic of Kenya foroffedng to host the Extraordinary Summit in Mombasa, Kenya.

VII.4. Private Sector Forum

36. Dtuect RIMC to establish a Private Sector lorum of the Great Lakes Region in theshortest possible timei and t}te organization of a ConJerence of hvestors for theGreat Lales Region to promote cornmon integraton proiects and

VIII. Implementation of the Protocol on Prevention and Punishment of Genocide, / --

War Crimes, Crimes against Humani@

37. Direct the Cornmittee on the Preventon ard Punishment of Genocide, War Crimes,Cdmes against Hûmanity and other Folms of Discdmination to ûnderta*e audits inSouth Sudan and CAR and to report as soon as possible.

Ix. On the ICGRL Strateeic Plan for 2014-2018

38. Approve the ICGLR Strategic Plârl lor 2014-2018 and encourage the Secretariat tomobilise resources fof its implementation from Partners.

X. On the 2014 Budset fol the ICGLR Secretadat

39. Approve the Conference Secretariatincluding the US$ 912652 âdditionalimplication of the new organogram,

XI. Date and Venue of the Sixth Oldinaw Srmmit

!12. Take note of the offel of the Republic of Kenya to host the Sixth Ordinary Summit on15th December 2015.

The Summit appreciated the presence of H.E. Jacob Zuma, President of the Republic ofSouth Aftica as guest of honour.

The Sumnit thanked the Govemment and people of Angola for the warm hospitalityand excellent facilities put at its disposal to ensûre the successful conclusion of tlleSumlIrit.
