モンゴルにおけるレジリエンスに関する学際共同研究 ─地震被害・活断層調査 稲村哲也 1) ・スヘー・バトトルガ 2) ・石井祥子 3) ・石黒聡士 4) ・鈴木康弘 5) An interdisciplinary study on resilience in Mongolia: Earthquake damage and active fault Tetsuya INAMURA, Sukhee BATTULGA, Shoko ISHII, Hisashi ISHIGURO, Yasuhiro SUZUKI 要 旨 サステイナビリティとは安定した社会の長期の継続性であり、災害レジリエンスは、災害を避け、また突然の変動 に抵抗し、回復する柔軟な能力、と言うことができる。モンゴル遊牧社会においては、サステイナビリティとレジリ エンスの要素は次のようなことである。すなわち、タワン・ホシュー・マル(5種類の家畜)を飼うこと、ゲル(移 動住居)と季節移動、そしてホト・アイル(数家族の集団)の柔軟な構成である。これらの要素は、遊牧民にとっ て、過放牧を避け、ゾド(冷害、雪害)の災害リスクを軽減する。一方、モンゴルの都市は大きく変化している。特 に、人口集中や高層ビルの建設により、首都の脆弱性が急速に増大している。そこで、サステイナビリティとレジリ エンスを考慮してモンゴルの都市を発展させるための研究と実践が必要である。 モンゴルと日本の国際協力を促進するため、モンゴル国立大学内に、名古屋大学との共同のレジリエンス共同研究 センターが設立された。その目的は、人文科学と自然科学の統合し、サステイナビリティとレジリエンスを重視する 視点による、モンゴルの環境、災害、社会を研究することである。 本稿では、モンゴルで筆者らが実践した研究のひとつを報告する。ボルガン県モゴド郡において1967年にM7.1の 地震を経験した人びとへのインタビューと、無人飛行装置を使った活断層の調査である。 ABSTRACT Sustainability guarantees the long-term continuity of a stable society, and disaster resilience is a flexible ability that allows people to prevent disasters, ensure resistance against sudden change, and recover. In nomadic Mongolian societies, the following elements are factors of sustainability and resilience:tawan mal (five kinds of domestic animals) ;ger (a tent) and seasonal movement;and the adaptable composition of hoto ail (groups of a few families. These features allow nomadic peoples to avoid over-grazing and reduce the risk of zodo (cold weather or heavy snow) . Mongolian cities ‒ especially the capital ‒ are undergoing great changes. Vulnerability is quickly rising due to concentrated populations and the constructing of high buildings. Hence, we need to study and act to improve Mongolian cities, considering both their sustainability and resilience. To promote international cooperation between Mongolia and Japan, the Cooperative Center for Resilience Research was established jointly with Nagoya University and opened at the National University of Mongolia. Its mission is to study the Mongolian environment, disasters, and society from the viewpoint of attaching great importance to sustainability and resilience, along with the integration of the humanities and the natural sciences. This article presents one of the studies we carried out in Mongolia. We interviewed the people who experienced the M7.1 earthquake, which happened at Mogod Sum in Burgan Prefecture in 1967. 1-2 レジリエンス共同研究センターの設立 レジリエンスは社会が備えるべき「しなやかな対応力」であり、サステイナビリティ(持続性)を支える重要な要素であり、その向上策を探ることは全世界的課題である。 近年、体制変革(社会主義から民主主義・市場経済へ)を契機に、急激な経済成長に伴って激動するモンゴルは、自然災害や、首都ウランバートルへの一極集中と都市環境問題などに直面している。こうした問題の解決には、民族固有の文化や伝統を生かして取り組むこと必要があり、レジリエンスとサステイナビリティの観点からの研究と教育が重要である。そこで、モンゴル国立大学(国際関係行政学部)と名古屋大学は共同研究センター(減災連携研究センターおよび環境学研究科)が中心となって、モンゴル国立大学内にレジリエンス共同研究センターを設置して、トランスディシプリナリーな検討の場を確保し、共同研究と人材育成を目指すこととした。 当センターは、「レジリエンスとサステイナビリティを重視する視点からモンゴルおよび世界の環境・災害・社会問題を考える」ことを最重要テーマとし、これまでも積み重ねてきた共同研究の成果を社会還元しつつ問題解決策を考えることを目的とする。そのために、自然と調和したモンゴル伝統の柔軟な暮らし方を現代社会の中に活かすことによって、モンゴル独自のレジリエントでサステイナブルな社会を構想する。そして、具体的・短期的な対策にとどまらず、自然科学と人文社会科学の総合的な視点から考え、総合的・俯瞰的視野をもつ若手研究者を育成する。 同センターは、2016年2月に正式発足した。センター設立に至るまでの活動は以下のとおりである。①2014年9月15日モンゴル国立大学内で第1回プレオープンシンポジウム「東日本大震災から学ぶレジリエンスの重要性」を実施。学生の他、学内外から100名が参加して共同研究センターの方向性を議論した。②2014年10月13日モンゴル国立大学内に、レジリエンス共同研究センター準備室を設置。モンゴルが直面する自然災害や社会問題に関する説明パネルを多数展示し、学生が集える場として開放した。③2015年5月15日モンゴル国立大学内で、第2回プレオープンシンポジウム「Urbanization Control and Smart Growth Strategy towards Urban Resilience, Sustainability and Happiness(都市のレジリエンス、サステイナビリティと幸福のための都市化制御とスマートグロース戦略)」を開催。学生の他、学内外から100名が参加してウランバートルの交通計画について議論した。④2015年11月20日に第3回プレオープンシンポジウム「日本・モンゴル国際共同研究の展望─レジリエンスに関して何を解明し何を学びあうべきか─」を開催。
成・公表して、ゾドに備える対策を遊牧民に促している。しかし現状ではその地図の活用法が十分に住民に伝えられていない。 また、近年は、局所的な降雨による都市や定住村の洪水の被害も少なくない。2016年7月にも、ウルギー市で洪水が発生し、300世帯以上、約1,400人が被災し、約70戸が人の住めない状態となった。ちょうど筆者のひとりスヘー・バトトルガが現地で調査に従事していた。情報不足、災害に対する住民の意識の低さ、地域住民間の連携の希薄さ等が被害を大きくしたと考えられる。 最近数十年間、モンゴルにおいて多数の死傷者を出した地震は発生していないため、モンゴルは地震が少ない国であると思われがちかもしれない。しかし20世紀以降、モンゴルではM8級の巨大直下型地震が複数発生している。1905年、同国北部において約半月の間隔をあけて発生した二つの地震、ツェツェルレグ地震(Mw8.1)・ブルネイ地震(Mw8.3)では、それぞれ120kmと370kmに及ぶ地表地震断層が出現した。ブルネイ地震で現れた地表地震断層は、最大で11mもの左横ずれ変位が生じた。また、1957年のゴビアルタイ地震(Mw8.1)で出現した地表地震断層は、260kmにも及び、左横ずれの変位量は最大で8m、縦ずれは9mに達した(Solonenko et al . , 1960; Florensov and Solonenko, 1963)。 これまでの遊牧生活においては、ゲルの生活が地震にとってレジリエントであったため、地震による大きな被害がなかったことから、モンゴルでの地震に対する防災意識は低く、特にウランバートルで耐震性の低い高層ビルが乱立する状況にある。また、2005年以降、無感地震が増加傾向にあり、2009年から急増していることがモンゴル国科学アカデミー地球物理学研究所地震研究部により発表されている。そのような中で2015年10月にウランバートルで数回の有感地震が起こり、非常事態庁を中心に、地震防災を急いで進める必要性が訴えられている。
形状をマッピングすることと、DSMを用いた断面測量により変位量を計測することである。なお、この調査はモンゴルにおける地表地震断層を対象としてUAVを導入した最初の事例である。 1967年1月5日、ウランバートルの西約300kmに位置するモゴド・ソム(北緯48度16分、東経103度0分)付近を震源とするMw7.1の地震が発生した。さらにその15日後、同じ地域でMw6.4の地震が発生した。これらの地震に伴って、北緯48度11分付近から北緯48度0分付近の20kmの区間(北部)でほぼ南北走向、その南端から北西─南東方向に走向を変えて、約10kmの区間(南部)で明瞭な地表地震断層が出現した。 既存研究によれば、変位様式は、北部の区間では右横ずれが卓越し、変位量の平均は1.5m、最大3.2mであった。南部は北東側隆起の逆断層で、変位量はおおむね1.5~2m、最大3.5mに達すると報告されている(Baljinnyam et al., 1993; Bayansgalan and Jackson,
1999; Rogozhin et al., 2008)。 これらの地表地震断層の地形は、この地域が半乾燥地域にあり、さらに人工改変もされないことから、50年が経過する現在まで明瞭に保存されている。また、地表地震断層の一部は、2016年8月現在、Google Earthの画像上においても確認できる。ただし、変位地形が衛星画像の解像度が低い場所にも分布しているため、変位地形全体の詳細な分布や形状を確認することはできない。
(2) 調査結果 今回の調査は、上記の地震断層全体の調査に向けた予備的調査として、地表地震断層沿いの主に3カ所で空撮を実施した。使用した機材はDJI社のPhantom 3 advancedと附属の専用カメラである。また、写真からDSMを作成するために、Agisoft社のPhoto Scan professional editionを用いた。オートパイロットによるフライトを6回実施し、およそ1,600枚の写真を撮影した。撮影された写真の例を写真1に示す。撮影した写真から作成されたDSMの範囲は、のべ8.8km2、解像度は約10cmであり、オルソ画像の解像度は約5cmであった。 作成されたDSMとオルソ画像8)から、モゴド地震の地表地震断層の分岐の形状等の詳細を明瞭に判読できた(図3)。また、DSMを用いた地形計測も可能であることが確認された。画像は1967年モゴド地震で現れた変位地形を鮮明に捉えている。地表地震断層が複雑に分岐し、局所的な高まりや雁行断層9)を形成している様子がわかる。 地震時の地割れ等の地形は、現地において「蛇の道」して言い伝えられていることが、変動地形学的調査と並行して行われた、現地での聞き取り調査により明らかとなっている(次章参照)。この言い伝えは、
