Even if performed-design of structural element is satisfied, surrounding soil of structure occurs excessive displacement by soil liquefaction due to earthquake. Therefore, structure don't resist to external force, it will be collapsed. By Kobe(Japan) earthquake in 1995, our country established seismic design code. Based on this code, Korea Society of Civil Engineers, Korea Geotechnical Society and Ministry of Marine Affairs and Fisheries made their seismic design code to fit their structures. However it has tendency to over-estimate the liquefaction evaluation in practical work area due to the following reasons. 1) using the regional earthquake factor, 2) evaluation of liquefaction by simple method calculating cyclic stress ratio(CSR) by seismic response analysis, 3) application of small calibration constant(β ) about seismic magnitude and under estimation of calibration constant(C) of vibro-triaxial load test. In seismic design of soil and foundation, estimation of soil liquefaction is very important item. Even
