FCC Allenwoodis a federal correctional facility located at Route 15, 2 Miles N. of Allenwood, Allenwood,Pennsylvania, 17810.The project consists of furnishing all equipment, materials and labor for thecomplete construction of the work. See the Statement of Work/Specifications attachment includedwith the solicitation posting (to be issued at a later date as described herein) for the completerequirements of the work. Pursuant to Federal Acquisition Regulation (FAR) 36.204, the estimatedmagnitude of the project lies between $500,000 and $1,000,000.00. On May 30, 2017, a site visit was conducted by Nick Guzenski, Contracting Specialist, at USP Allenwood, Pennsylvania. The visit was conducted in an informal forum which consisted of a short meeting between institution staff and the contractors, followed by a guided tour of several areas of USP Allenwood.
Nick Guzenski opened the meeting by introducing himself as the Administrative Contracting Officer for this project. The following individuals were present:
The site visit meeting began at approximately 9:00 AM in the FCC Allenwood Facilities Trailer. Mr. Guzenski introduced himself and welcomed everyone to the Pre-Bid Site Meeting.
Mr. Guzenski stated the purpose of the meeting/pre-bid conference is being held to familiarize all bidders with the Federal Bureau of Prisons policies and procedures, which shall be followed during the performance of the work. This conference will establish the preliminary schedules, explain the lines of communication and the operational procedures, develop a mutual understanding concerning administration of the contract, introduce personnel associated with this project and explain their authority, functions and responsibilities. Anything discovered or discussed at this site visit/pre-bid conference shall not change or alter the solicitation, which includes the specifications and drawings. All changes will be issued as a written formal amendment to the solicitation.
All questions must be submitted by the contractor in writing to Jennifer Brouillard, FAO Contracting Officer, no later than Thursday, June 1, 2017 at 10:00 a.m. EST. Questions shall be e-mailed to ibrouillard @bop.gov. Maximum 14 m.b. attachment size.
The bid closing will occur June 21, 2017 at 11:00 a.m. Eastern Standard Time, unless an amendment extends the bid opening date and time.
All bids must be submitted as shown in the Solicitation Cover Letter.

Submitted by SAF, Incorporated 1. The RFP requires the contractor to fill the fuel tanks with fuel purchase from the governments supplier. Please name your supplier and contact information. CLARIFICATION: This is an Information for Bid (IFB), not an RFP. The fuel will be purchased and supplied by the Government under our contract. The charge for fuel will be paid for by the Government. Submitted by TTI Environmental, Incorporated 1. Has any geotechnical testing been conducted in the areas of the new tank foundations and if so can the reports be provided to the contractor? CLARIFICATION: No geotechnical testing has been conducted. 2. Will any consideration be made to relocate the location of the proposed aboveground heating oil tank piping to avoid conflict with the existing underground communication lines? CLARIFICATION: The Government will allow the contractor to slightly adjust the routing of over-head exterior heating oil tank piping and support posts to avoid potential conflict with existing underground signal and electrical lines and manholes. Such adjusted locations must be approved by the FBOP. 3. The design plans call for the installation of new 4-inch protective pipe bollards around the new storage tanks. Labor and Industry Combustible and Flammable Liquids regulations require the installation of 6-inch bollards. Should the contractor assume that 6-inch bollards will be installed pursuant to the regulations? CLARIFICATION: 4-inch bollards are to be installed as called for in the design plan. This conforms to NFPA regulations. 4. The specifications call for manual gauging ports to be installed on the tanks however there is only stairway and platform access for the heating oil tank that provide access to the tank manway. Please clarify. CLARIFICATION: Manual gauging ports to be installed on the tanks. The FBOP will install stairway and platform access as needed at a later date. Submitted by GW Construction 1. In the specification document for this project under Section 01 10 Part 1 in the General Requirements, under 1.02 item E, it states that the contractor shall have licenses for all aspects of the work to be performed. It goes on to say that “bidders shall not subcontract work that requires certification.” We have licensing for the items stated in this part, however we need to know if we can
subcontract other parts of the work as long as our license holder is on-site supervising work at all times.
CLARIFICATION - The contractor (company) which is performing the aboveground tank installation at FCC Allenwood shall hold a Company Certification Certificate issued by the Commonwealth of Pennsylvania, Department of Environmental Protection (DEP), which authorizes the company to employ certified tank installers and/or inspectors. Prior to any work being performed under this contract, the company shall be listed on the DEP list of "Certified Storage Tank Companies".
