January. It does contain those amendments which have the potential to most directly impact the day-to-day activities of coaching staff members.

May not serve as a consultant for any athletics event which primarily involves prospects. May not endorse or promote the event.

May not endorse or promote a nonscholastic team, its facility, or its coach.

Recruiting – Baton Rule (Summer)

When replacing coaches on the road recruiting during June/July/Aug, the coach being replaced does not have to return to campus/airport before re-engaging in recruiting activities later.

The only consideration now during June/July/Aug is to ensure that your sport’s maximum staff number permitted to engage in off-campus recruiting activities is not exceeded on any single day.

Recruiting – Phone Call Start Date

Sets an additional trigger for the permissible start of phone calls to a prospect.

Old legislation required coaches to wait – in all cases – until July 1 following the junior year.

Now, if a prospect’s senior year begins prior to July 1 following the junior year, phone calls may begin on the first day of senior class.

On-Campus Competition Involving Prospect(s)

Updates legislation related to on-campus competition involving high school, prep school, or junior college teams/individuals.

Eliminates requirement that competition be on team’s schedule and approved by state or national authority.

Adds a requirement that no financial compensation may be provided.

Financial Aid – Summer

Permits a student-athlete who has not received athletics aid during the previous academic year to receive summer athletics aid.

Percentage awarded for summer may not exceed percentage to be received in following academic year.

Recruiting – Media Guides

Effective with 2011-12 media guides, provision of such publications to prospects (and parents, coaches, etc.) is limited to hyperlink or e-mail attachment only.

Note: Another proposal currently in the comment phase would permit provision of media guides on digital storage device. Final vote will occur in May.

Recruiting – Unofficial Visits

Permits two additional comp admits during an Unofficial Visit for non-traditional families.

Recruiting – Delayed Enrollment Affects the rule requiring that prospects must enroll no later

than the first opportunity following a year after expected/actual (whichever is earlier) HS graduation.

Permits the prospect to continue to compete FOR UP TO ONE ADDITIONAL YEAR in: 1) major international competition; 2) national team competition; 3) competition from which participants may directly qualify for final national team tryouts; and/or 4) final tryout competition from which participants are selected for national teams.

Eligibility – Temporary Certification

Increases the temporary certification period for recruited freshmen from 14 to 21 days.

Exempts federal need-based financial aid administered by the university from counting against team limits.

Exempts state need-based financial aid administered by the university from counting against team limits.

Financial Aid – Outside Awards Role of the incoming student-athlete’s athletics participation

in his/her selection for an outside award (off-campus scholarship) is no longer an issue.

Such aid is not countable, provided it is awarded through an established and continuing program, the recipient’s choice of schools is not restricted, and there is no direct connection between the donor and Virginia Tech.

Such aid can no longer trigger “counter” status.

Student-Athlete Benefits

Permits parents/guardians to receive complimentary admission to one Virginia Tech awards banquet during the student-athlete’s final academic year.

Student-Athlete Benefits

Increases the maximum total value for participation awards from $325 to $425 (seniors) and from $175 to $225 (underclassmen).

Also increases maximum award value for postseason competition (e.g. conference tourney, bowl, or NCAA championship) by $50.

Eligibility/Recruiting

Eligibility for prospects in an educational system that concludes with a Leaving Exam will be based on the date the prospect completes his/her Leaving Exam, regardless of delay.
