1.0 SITE AND PROJECT DESCRIPTIONS
1.1 Location
The project is located within the City of Watertown at 834 Arsenal Street. The sitecurrently has a two story wood frame building, a small greenhouse, a foundation fora similarly sized greenhouse, asphalt parking area, asphalt bulk landscape productloading area, and a crushed stone potted plant display area. The property islocated on Tax Map Parcel No. 8-02-107.000. This parcel is zoned C –Commercial.
1.2 Project Description
The Granger Nursery and Gifts 2016 Site Improvements project outlines the sitework conducted in the summer of 2016 which included:
· Removal of four (4) storage buildings (by previous owner) and 8’ x 15’covered structure totaling approximately 700 SF.
· Removal of approximately 750 SF of crushed stone area.· Expansion of 5,300 SF of asphalt bulk landscape product storage and
loading area.· Creation of a 3,600 SF crushed stone potted plant display area.· Creation of an approximately 1,800 SF tree and shrub nursery area.· Installation of two (2) – 11.5’ x 24.5’ (564 SF) greenhouses.· Total net increase in impervious surface of approximately 8,000 SF.
1.3 Site Topography
The existing site is comprised of a nursery and gift shop store, asphalt parkingarea, gravel parking/storage area, greenhouses and lawn area.
The existing developed portion of the site drainage along Arsenal Street generallyflows south via overland sheet flow prior to entering one of multiple catch basinslocated adjacent to the site along Arsenal Street. The rear (northern) portion of thelot drains northeast via overland flow to the sandy grass lawn areas of this propertyand adjacent properties. The site contains all sandy soils therefore the majority ofsite runoff infiltrates into the sandy soils prior to discharging offsite.
The developed area of the project is not located within a 100 year flood plain.
1.4 Soil Classification
The project site is located in the City of Watertown, which is an urban environmentand consists primarily of previously developed area. According to the USDA Web

Soil Survey for Jefferson County, New York, the project area is classified as a siltloam and is a Hydrologic Group A.

2.0 WATER FACILITIES
2.1 Existing Water Facilities
There is an 8” municipal water main along Arsenal Street. There are two (2) firehydrants located on the opposite side of Arsenal Street on the corner of ArsenalStreet and Smith Street as well as Arsenal Street and Willow Street providing fireprotection for the site. The existing store has a water service connected to theArsenal Street main.
2.2 Proposed Water Facilities
No water utilities are proposed for this project.
3.0 SANITARY SEWER FACILITIES
3.1 Existing Sanitary Sewer Facilities
There is a 10” municipal gravity sanitary sewer main located along Arsenal Street.
The existing building is served by a gravity sewer lateral from Arsenal Street whichenters the existing building along the south side of the building.
3.2 Proposed Sanitary Sewer Facilities
No sanitary sewer utilities are proposed for this project.
4.0 STORMWATER FACILITIES
4.1 Existing Drainage
The existing site is comprised of a nursery and gift shop store, asphalt parkingarea, gravel parking/storage area, and lawn area. Existing site drainage generallyflows south via overland sheet flow prior to entering one of multiple catch basinslocated adjacent to the site along Arsenal Street or northeast via overland flow

toward neighboring properties. The site and surrounding area is comprised ofsandy soils where the majority of site runoff infiltrates.
The existing site drainage and runoff conditions were analyzed utilizing theRational Method. HydroCAD calculations can be found in Appendix #2. Runoffcalculations were completed for the 10, 25, 50 and 100 year, 24 hour storm events.Peak discharge from the 25 year, 24 hour, storm event has been utilized for designand discussion purposes. The existing condition 25 year site discharge is 0.05CFS.
4.2 Proposed Drainage
Site improvements include additional asphalt storage area, additional crushedstone area, a greenhouse and a foundation intended for a greenhouse. Sitedrainage patterns do not change from existing conditions to proposed conditions.Drainage continues to flow either south via overland sheet flow prior to enteringone of multiple catch basins located adjacent to the site along Arsenal Street ornortheast via overland flow where infiltration occurs into the surrounding sandysoils.
The proposed conditions 25 year, 24 hour storm, peak discharge is 0.07 CFS. Thisvery minor increase in peak runoff from the existing condition of the project site isdue primarily to the 0.17 acre increase in impervious area resulting from the officebuilding and parking lot construction.
5.0 ROADS / DRIVEWAYS
5.1 Existing Roads / Driveways
The project site is accessed from the existing ±32’ wide Arsenal Street entrancedrive.
5.2 Proposed Roads / Driveways
No new driveways to City streets are proposed for this project.
5.3 Parking and Traffic
The parking calculations are based upon the floor area of all the building locatedon the property. The floor area of the retail building on the project site is 2,200 SF. Per the City of Watertown Zoning Laws (Section 310-47), one (5) parking spacesare required for every 1,000 SF of floor area for retail uses, therefore 11 parkingspaces are required for the project site. Further reduction is permissible forstorage and mechanical spaces not utilized for retail use. The existing project sitecontains the required eleven (11) parking spaces as well as an additional 2,500 SFof unstriped asphalt parking area. See Appendix C for calculations.

There are no proposed buildings associated with this project therefore there will beno impact to traffic levels.
6.0 PRIVATE UTILITIES
6.1 Gas, Electric, Telephone and Cable
The existing building is served by gas, electric and communication utilities locatedadjacent to the site along Arsenal Street. No new utility connections will be madeas part of this project.
7.0 LIGHTING
7.1 Existing Site Lighting
The existing site lighting is provided by multiple building mounted lights along theeast side of the building.
7.2 Proposed Site Lighting
No additional site lighting will be provided as part of this project.
8.0 LANDSCAPING
8.1 Existing Landscaping
The property contains a landscape planter along the building frontage and someexisting wooded/brush area along the northern property line.
