The fishermen beneficiaries together with their wives and children gathered by the shore as Bishop John Du and Father Hector Villamil blessed the boats. “I know that this boat will bring us luck because the boat united us all fishermen. We worked hard to make the boat and that is what made it different from all the gifts we received after typhoon Yolanda,” Rene Labucay, a beneficiary, said. He said the beneficiaries are very grateful to the UPA and Holy Spirit Sisters for choosing the barangay for the boat distribution. He added that the Holy Spirit Sisters brought UPA and the local organizers to help organize the community. Meanwhile, Sister Marie Claire Manding, SSPS, said that the livelihood project in Tacloban is a collaboration of the South and North Holy Spirit Sisters provincials. “We are planning to increase the number of beneficiaries by providing another 125 boats or more,” Sister Marie Claire said. She added that the number of boats will signify the 125th foundation anniversary of the SSPS Congregation in the whole world. She gave thanks to the donors who believed in the project. GSIS extends deadline on its housing loan restructuring program to June 30

For the benefit of the Government Service Insurance System (GSIS)

members who were not able to meet the December 31, 2013 application deadline for its housing loan restructuring program, the deadline is extended until June 30. According to GSIS, the program is open to borrowers whose accounts are current or up-to-date; for those whose deeds of conditional sale have been cancelled and are not yet sold; and those whose accounts are under foreclosure. It was learned that buyers of rights and heirs of deceased borrowers who meet the eligibility criteria are likewise qualified under

the said program. Under the restructuring program, it was bared that GSIS will condone all unpaid surcharge and penalties, and grant extended payment terms to all qualified applicants. By restructuring, GSIS informed that the auction of properties under the foreclosable Real Estate Loan accounts may be postponed and the cancellation of the Deed of Conditional Sale accounts that have not yet been sold may be withdrawn. For those borrowers who will pay their arrears in full, GSIS shared that an incentive will be granted.

For those whose arrearages are not more than six months, they will enjoy a 100% discount on their unpaid interest, surcharges, and penalties. While for those who have arrearages of more than six months they will be granted discounts based on their payment history. On the other hand, it was also bared that members with current accounts may enjoy lesser monthly amortizations with longer payment periods. To all interested parties, GSIS would like to inform that the application form for the housing restructuring program is free of charge. (PIA-8)

NYC opens application for 10th National Youth Parliament

T he Nat ional Youth Commiss ion is set to embark on the

conduc t of the 10th Par l iament of Youth Leaders, a lso k nown as the Nat ional Youth Par l iament (NYP) . NYP 10 is s lated to be held in Metro Mani la this May, 2014. The Nat ional Youth Par l iament s imulates the law-mak ing process. Delegates are given the oppor tunit y to ac t ively engage in plenar y debates and discuss ions a imed at coming up with pol ic y recommendat ions that are later on endorsed and lobbied to concerned government branches or agencies. Dur ing the 9th NYP held in Naga Cit y, Camar ines Sur in 2012, 25 resolut ions were adopted and approved by the delegates. Some of these resolut ions eventual ly became the foundat ion of some NYC advocacies l ike the Students’ R ights and Welfare Bi l l and the SK Reform Bi l l . To make the event t ruly wor thy to be cal led a mi lestone, NYC is br inging back the NYP to Mani la . Dist inguished personal i t ies f rom the publ ic and pr ivate sec tors are expec ted to give lec tures on issues that di rec t ly af fec t the youth. “ We wi l l make sure that

the 10th NYP wi l l be bigger and more meaningful for the delegates, the youth at- large and our pol ic y-makers,” sa id NYC Commiss ioner-at-Large Jose R afael Cruz , chairman of the NYP Nat ional Organiz ing Committee. engaging the farming communit y surrounding i ts f ive campuses to venture into lucrat ive f reshwater prawn culture and rubber t ree plantat ion, at the same t ime holding ac t iv i t ies to attrac t investors. Glor ia Mark ines Reyes, Pres ident of the Southern Leyte Sate Universt iy (SLSU) , recal led a f ie ld t r ip they had in M indanao in 2008, in which State Univers i t ies and Col leges (SUCs) they v is i ted there had long been into income - generat ing projec ts for their schools. What caught her group’s attent ion was the propagat ion of rubber t ree seedl ings ra ised by the SUCs and sold to entrepreneur- farmers, others were cult ivated by the schools themselves, Reyes sa id dur ing the Ac t ion Center K apihan sa P IA cable T V program Wednesday held at the provincia l capitol . With market demand for rubber produc ts a lways high, SLSU lost no t ime. R ight there and then they bought qual i t y seedl ings, set up own nurser y, sent facult ies for t ra ining to

Five years later, SLSU - - and Southern Leyte province for that matter - - i s now k nown as the rubber capita l of Eastern Visayas, where other provinces l ike B i l i ran and Norhtern Samar, among others, came here for ocular, learning v is i ts , and buy rubber t ree seedl ing at the H inunangan campus, Reyes sa id, as she reminisced the humble beginnings of i t a l l in a f ie ld t r ip sponsored by then Congressman, now Gov. As to the f reshwater prawn culture, th is has been going on in Bontoc SLSU campus and was enhanced for the countr y and the rest of the wor ld to not ice through the f i rst internat ional f reshwater prawn congress in Januar y last year. The fishermen organized themselves into a people’s organization which they named “Yolanda Survivor Fishermen Association.” The women are also in the process of forming an organization that will focus on the needs of women and children. Earlier, the UPA and the Holy Spirit Sisters distributed 14 pedicabs where the drivers are now earning P100 per day. It also helped them transport all their belongings every time there is a call for evacuation. The Holy Spirit Sisters and UPA also conducts Saturday feeding programs that aim to provide 165 children in Payapay with nutritious meals. (PIA 8)

for responsibilities related to the management of the Early Recovery and Livelihood Cluster local information management system, and supported by the ERL Senior Information Management Assistant in Manila. The ERL Cluster hub IMA will contribute to the collection, collation, cleaning and analysis of operational information from the ERL Cluster partners in a proactive manner. The hub IMA will also coordinate, monitor and report on the ERL Cluster ’s humanitarian response, and share information within the sector membership to make informed (evidence based) strategic decisions on the needs of affected populations; prioritization of these areas according to Early Recovery and Livelihood indicators where there is a need for Early Recovery and Livelihood actors and to what degree are there key gaps; and addressing gaps in the coverage of key humanitarian needs in affected areas. The main duties and responsibilities of the IMA is to collect information from records and reports, compile socioeconomic or other relevant data, and prepare reports on programme and project activities; to organize data and information, and prepare and maintain records, documents and control systems for the monitoring and evaluation of project and programme implementation; to contribute to the preparation of reports, project documents and submission to governments by providing information, preparing tables and drafting selected sections. Participate in project activities and needs identification and prioritization, and assist with technical cooperation project design and work plan development; to prepare background information for use in programme and budget preparations and discussions; to participate in the briefing of project

and other related documents and take appropriate follow-up action; to review plans of operations and other project related documents and take appropriate follow-up action; carry out specific administrative operational/control tasks for project and program activities; to provide guidance and/or supervision to lower level program clerks; to perform other related duties as required. Meanwhile, the specific duties are to routinely collect as exhaustively as possible, the information on completed, ongoing, and planned ERL activities using the ERL 4W format and create a report for distribution to partners; to ensure that the information is as accurate and detailed as possible. Ensure necessary follow-ups with the relevant contacts to complete the missing information and analyse to ensure accuracy of reports received from partners by confirming the details; to supervise contact directory of ERL humanitarian partners and ensure that they are updated; to manage and organize the common ERL dropbox folder; to analyze data using different tools (excel pivot tables); to create maps to reflect this analysis and partner coverage of affected areas through ArcGIS tools; to work with the ERL hub Cluster Coordinator to develop bullet points on the updated situation; to provide, as required, ERL Cluster reporting introductory training to new ERL Cluster members to ensure that new ERL Cluster members adhere to the reporting requirements when joining; to participate in the Information Management Meetings; to assist the cluster coordinator on the facilitation of ERL Cluster meetings including sending out meeting reminders, taking attendance and recording meeting minutes; to undertake mission travels to field offices as required by the Cluster; and to perform other duties as required by the ERL Cluster Coordinators.

Qualifications requirements on Education, includes completion of secondary school education, supplemented by technical or university level courses in sociology, economics, agriculture, geography, nutrition, rural development, statistics, and or similar relevant discipline. Other specific training should include use of ArcGIS or other software/mapping application to create geographic maps; Data analysis and database management, including strong experience in the use of Microsoft Excel for data collection and analysis; Strong qualitative data analysis and English writing skills. The experience should include six years of progressively responsible clerical or administrative work, of which at least 3 years of experience in disaster response, specifically early recovery and/or livelihood, vulnerability analysis, data analysis or a closely related area, such as early warning, monitoring and evaluation, statistics, or information management would be an asset. This should include use of Microsoft Excel or other database management software. At least 1 year of experience in mapping and general use of ArcGIS tools.Applicant must have excellent command of English and Filipino (written and spoken). Citizen journalist training thrills barangay officials in Eastern VisayasSome 85 Punong Barangays and

Information officers all over Eastern Visayas received a training on citizen journalism on February 12 at the Leyte Sports Academy, Tacloban City. The barangay officials were thrilled that they would be submitting reports to PIA and to ABS CBN’s Bayan Mo Ipatrol Mo (BMPM). Weng Paraan of ABSCBN talked about how to report to the BMPM and how the report can elicit proper action from concerned authorities. She also gave the barangay folks a crash course on news writing lead. The trainees eagerly showed what they learned in the workshop. Barangay Captain Antonio Dizon of Barangay Salvacion, Basey, Samar said he did not regret leaving the many rehabilitation work going on in his barangay. “Maupay nala gin-pa-attend ako, dako an akon hinbaruan (I am glad that I was requested me to attend, I learned a lot),” said Dizon. Dizon’s island barangay was

severely damaged by typhoon Yolanda, that, presently, he is very busy attending to the many donors who are helping his constituents especially the fisherfolks. “I am sure that with my connection to media, concerned agencies and the generous donors will learn of the situation in my barangay.” Meriam Naupan of Barangay Astorga, Alang-alang, Leyte is so excited about the prospect of reporting. “These days, I have so many good news about the many organizations giving us assistance,” she enthused. As new registered patrollers and Barangay Development Information Officers, the rural folks may report on problems in the barangay, good news about their own kind topping international contests, news about disaster or calamities, issues in government and its officials and bayanihan efforts in their communities. The trainees also learned the basic photography as lectured by Fernando Sepe, Jr, a famous photojournalist. The barangay officials learned

terms like shutter speed, DSLR, apperture, ISO and other terms in photography. Participants gamely competed with each other in answering questions posed by the lecturers. For their correct answers, they were awarded frebbies like my phones and t shirts. As their final activity, they recited “Panata ng Patroller” led by veteran journalist Jing Castaneda. They promised to verify the accuracy of their facts before reporting. The Philippine Information Agency also presented the participants their certificates designating them as Barangay CDIOs, and call cards to that they will know what number to text their reports, and the email address so that they can email their photo releases and video clips. There are words of caution though that the journalist-lecturers gave, safety should always be a journalist’s prime consideration in getting reports. (PIA 8-Samar)
