The Honourable Jim Flaherty,Minister of Finance, and the HonourableChristian Paradis, Minister of NaturalResources, today announced on January17th, prudent adjustments to the rules forgovernment-backed insured mortgages tosupport the long-term stability ofCanada’s housing market and supporthard-working Canadian families savingthrough home ownership.

“Canada’s well-regulated housingsector has been an important strength thatallowed us to avoid the mistakes of othercountries and helped protect us from theworst of the recent global recession,” saidMinister Flaherty. “The prudent measuresannounced today build on that advantageby encouraging hard-working Canadianfamilies to save by investing in theirhomes and future.”

“The economy continues to be ourGovernment’s top priority,” continuedMinister Paradis. “Our Government willcontinue to take the necessary actions toensure stability and economic certainty inCanada’s housing market.”

The new measures:• Reduce the maximum amortization

period to 30 years from 35 years fornew government-backed insuredmortgages with loan-to-value ratios ofmore than 80 per cent. This will sig-nificantly reduce the total interest pay-ments Canadian families make ontheir mortgages, allow Canadian fam-ilies to build up equity in their homesmore quickly, and help Canadians payoff their mortgages before they retire.

• Lower the maximum amount

Canadians can borrow in refinancing

their mortgages to 85 per cent from 90

per cent of the value of their homes.

This will promote saving through

home ownership and limit the repack-

aging of consumer debt into mort-

gages guaranteed by taxpayers.

• Withdraw government insurance

backing on lines of credit secured by

homes, such as home equity lines of

credit, or HELOCs. This will ensure

that risks associated with consumer

debt products used to borrow funds

unrelated to house purchases are man-

aged by the financial institutions and

not borne by taxpayers.

Our Government’s ongoing monitor-

ing and sound underlying supervisory

regime, along with the traditionally cau-

tious approach taken by Canadian finan-

cial institutions to mortgage lending,

have allowed Canada to maintain strong

and secure housing and mortgage mar-

kets.

The adjustments to the mortgage

insurance guarantee framework will

come into force on March 18, 2011. The

withdrawal of government insurance

backing on lines of credit secured by

homes will come into force on April 18,

2011.

No matter howwell you pre-pare, there willalways be somethings missedso knowingwhat mighthappen andwhat to expecthelps ease thestress.

Here arethe top five things people are most likelyto forget to do that have lead to some lastminute scrambling on moving day:

1. Don't forget to save room for themoving truck. Whether you're hiringmovers or moving yourself, you'regoing to need to ensure that there's aparking space for the moving truck.It's always a good idea to notify yourneighbors of the move and that you'llbe using the front parking spaces orthe back alley or whatever space isbest for your move. Remember, thatif you're hiring a moving company,you'll need to make sure that thetruck is parked close to both the oldhouse, where you're moving from,and the new home, where you'removing to. If you don't block offenough parking space and themovers have to park down the street,you may be charged extra for whatmovers call a long carry.

2. Notify the neighbors. While thispoint has already been mentioned,it's worth mentioning again. Notonly should neighbors be aware ofthe parking space you'll need, butalso of any inconvenience they mayencounter because of your move. Ifyou're moving on a weekend, whenneighbors are more likely to behome, it's good to let them know thatyou'll be using the sidewalk or thespace out front or that more cars willbe parked out front.

3. Have cash on hand. Tipping themovers and having cash on hand forpizza or snacks or any last minutethings that you might need will saveyou the trouble of having to dig for acredit card or running to the bank atthe last minute. Most movers appre-ciate a cash tip so have it readybefore they arrive and keep it some-where that's easy to access after yourmove in is complete.

4. Remember to leave the keys behind.Before moving day, make sure youknow what you're supposed to dowith the house keys. There is a common misconcep-tion that the best time for anyone tosell their home is in the spring.We’ve put together the followinginformation: to show you how youcan maximize your return by actingsooner, rather than later.

Reason #1: Less competition.The winter months are traditionallyslower times for new listings. Ontario's Ministry of theEnvironment recommendsthat home buyers have a sep-

tic system inspected prior to finalizing asale on a property. This condition mayalso be requested by your financial insti-tution. A time of sale inspection may helpprotect you against future unexpected

costs. The inspection process might

involve pumping the tank and examining

the leaching bed for any signs of prob-

lems. A septic system inspection may be

conducted by a licensed septic system

installer, a licensed sewage hauler or a

professional engineer.

The Cancer Assistance Program (CAP) was built on individualneeds: the needs of cancer patients and their families, here inHamilton and surrounding communities. CAP has been in servicesince 1993 and was a vision of Don Muir, a great Hamiltonian. CAPreceives no government funding but relies on community support toensure caring service for its cancer patients. The following are available uponrequest: transportation to clinic and medical appointments, supple-mentary diet, wigs and breast prostheses, available free of charge foras long as needed, on request.
