CHAPTER – I
EXECUTIVE SUMMARY
1.1. INTRODUCTION OF THE PROJECT / BACKGROUND INFORMATION:
M/s. J.R. Granites (P) Limited, Managing Director, Sri. M. Ramamurthy was
accorded permission for Transfer of Quarry Lease for Black Granite over an extent of
1.620 Ha in Sy.Nos.89/1, 95/1(P), 95/2(P) & 95/3(P) held by M/S. Tirumala Minerals,
Managing Partner, Sri. K. Venkatesh by the Director of Mines and Geology, Hyderabad for
the un-expired portion of lease period i.e., up to 11.03.2032, subject to the condition that the
transferee shall submit Environmental Clearance vide proceedings No. 3970/R4-1/2015,
dated 10.06.2015 of DM&G, Hyderabad under Rule 12 (5) (h) (viii) of Andhra Pradesh Minor
Mineral Rules (APMMC), 1966 (Annexure – 1).
The mining plan has been prepared as per guidelines laid down in the Granite
Conservation and Development Rules (GCDR), 1999 & APMMC, 1966 etc., and got
approval from Department of Mines & Geology vide their letter no. 3826/MP-PLMR/2015
dated: 31.10.2015 over an extent of 1.620 Ha. in Sy.No. 89/1, 95/1(P), 95/2(P) & 95/3(P) of
Kotamakanapalli Village, Gudupalli Mandal, Chittoor District (Annexure – 2).
It is proposed to produce peak capacity of 6216 m3 (ROM) through Semi-mechanized
open cast method from this lease of which 1243 m3 (20%) per annum of Black Granite will
be saleable. Now this feasibility report is prepared towards obtaining Environmental
clearance.
As per MOEF O.M.No.L-11011/47/2011-IA.II (M) dated 18th May, 2012, leases of
minor minerals also requires environmental clearance. For getting environmental
clearance, depending on the nature, magnitude and capacity, the projects are categorized
as “A” Category & “B” Category. ‘A” category projects have to be cleared by MOEF while “B”
category by the State Environmental Impact Assessment Agency (SEIAA). This project
falls under category ‘A’ because of inter-state boundary (Andhra Pradesh – Tamil
Nadu is located at a distance of 0.61 km) which is located within 5 km radius as per

production capacity of 6216 m3 of ROM per annum of Black granite towards getting
environmental clearance from MOEF&CC.
In addition to this proposed lease area of 1.620 Ha, M/s. J.R Granites (P) Limited
are also having 3 leases over an extent of 0.850 Ha, 4.846 Ha & 1.818 Ha within the 500m
radius of the lease area. Besides, there are other quarry lease falling within the 500m radius
such as Quarry of Rathna minerals (1.900 Ha.), Quarry of Sunil Kumar (0.608 Ha.), Quarry
of V.M.S. Granites (1.000 Ha.) & Quarry of J. Venkatesh Babu (1.000 Ha.). Thus total extent
of existing operating mines & proposed mines falling within the 500m radius of the lease
area including the present proposed lease is <25 Ha only (13.642 Ha). In this regard,
certificate is obtained from Assistant Director of Mines and Geology, Palamaner, Chittoor
District enclosed as Annexure – 3.
1.2 DETAILS OF THE AREA:
The area applied for quarry lease is located at Sy.No. 89/1, 95/1(P), 95/2(P) &
95/3(P) over an extent of 1.620 Ha of Kotamakanapalli Village, Gudupalli Mandal, Chittoor
District, Andhra Pradesh. The entire area is a Government barren land.

1.3.2 PROJECT DESCRIPTION:
Salient details of the project are as follows:
1. Production Capacity Proposed to produce peak capacity of 6216 m3 (ROM) per annum of
which 1243 m3 (20%) per annum of Black Granite will be saleable.
2.Geological reserves The total Geological reserves including existing pit area in the applied
area are estimated to be 150123 m3 (ROM).
3. Total waste There is no overburden up on the deposit on northern side, but in southern
side there is some soil capping, weathered and bouldered granite. Rock
wastage is expected to be 80% of the ROM. Total Mineral waste available
in the area is 116220 m3. Mining operations are carried out on the slopes
of the rocky terrain. Hence there will not be any water discharge from mine
workings. About 0.8 KLD of domestic sewage will be generated.
4. Method of mining Open cast method of mining is carried out in this mine by semi
mechanization by using compressor operated jack hammer drills,
excavators, and dumper etc., Close spaced drilling of 0.2m was adopted
along a straight line and charged with low explosives to avoid feather
cracks. Transportation will be made by trucks to dispatching point.
5. Waste disposal SOLID WASTE: Total waste generated - 116220 m3 of which about 9595 m3 of waste will be generated in plan period. This material will be dumped on the south western side selected for dump yard. Once sufficient void is created in the eastern side, the entire waste generated subsequently will be simultaneously backfilled into this mined out void. LIQUID WASTE: About 0.8 KLD of domestic sewage to be generated will be discharged
into septic tanks with proper soak pits.

10. Man power Total manpower required will be 34 on direct basis. Indirectly more than
100 persons can derive benefits in allied services like logistics, polishing,
loading / unloading, repair works, trading etc.
11. Water requirement
& source
Total water requirement of the mining operations is about 5.5 KLD.
Source: The source of water will be met from the bore well opened in the
adjacent quarry site & nearby areas.
12. Infrastructure The proposed project site is having good access facilities from roads etc., All
site services like Mines office and other statutory constructions like rest
shelter, first aid, work shed and drinking water etc., are and will be
provided near the quarry lease area.

13. Use of granite The blocks from the quarry is dispatched directly to the important trade
centers and also local factories used in manufacturing of Rough Blocks,
Slabs, Panels, Tiles, Monuments etc.
14. Environmental
status
Being a small mine, impact of mining on environment will be negligible.
The mining operation will provide more employment to the rural people
and environment friendly operations.
1.4 LAND USE PATTERN:
The Pre-mining Land use of the lease area is barren rain fed government land leased
to the proponent. Except some small bushes there are no other major trees in the lease
area. Granite boulders of various sizes are strewn in many places.
The details of land use during mining at the end of plan period and mine closure
stage are given below:

Ultimately, Out of 0.874 Ha of mined out void about 0.428 Ha will be backfilled and
reclaimed with vegetation while the remaining 0.446 Ha will be left as water body. The rain
water falling in the quarry will be harvested up to +700 m AMSL. This pit will act as a settling
pond to prevent solids escaping along with discharge, before outlet etc. Besides, it is also
suggested to construct a settlement pond on the western side so that the water can be
diverted into this pond. Clear supernatant water after settling can be let out of this pond after
passing through settling traps.
1.5 SITE ANALYSIS:
1.5.1 CONNECTIVITY:
The project site is approachable from Kuppam to Vepanapalli road - 17 km milestone
which is located 1.5 km (N) of the lease area. The nearest town is Kuppam located at a
distance of 18 km – NE (by road). The nearest Highway NH-7 (Bangalore to Kanyakumari)

located 15 km - SW & NH-219 (Krishnagiri-Palamaner) at 11 km - E. The nearest railway
station Kuppam is about 18 km - NE (by road). Nearest Airport is Bangalore located 75 km -
NW away (by road).
1.5.2 PROJECT LAYOUT IN RELATION TO PRIME NATURAL FEATURES:
There are no declared bio spheres, wild life sanctuaries or tiger sanctuary or
migrating corridor or Coastal zone in the core zone and in 10 km buffer zone. There are no
monuments or area of public interest is found in the vicinity.
As already mentioned, the entire mine lease area is a Government barren land and is
in lessee’s possession. There is no habitation or other structures like HT electric lines in the
lease area. However Inter State Boundary is within 5 km radius. The lease area is at 7.0 km
South of Andhra Pradesh – Karnataka state border and 0.61 km North from Andhra Pradesh
– Tamil Nadu Interstate boundary.
1.6 PLANNING CONCEPT:
Granite mined from this quarry will meet the domestic and export demands. The
production and method of mining is planned considering the geological factors, availability of
proven technology, demand for the material etc. Safety barriers as per State Government
order is left in the planning stage itself.
The project will bestow employment opportunities to about 34 persons directly.
Indirectly, about 100 persons will find employment prospects in allied service sectors such
as granite processing, logistics, trading, etc. Good site services will be set up in project area
by establishing mine office, rest shelter, first aid room, toilets etc.
1.7 GREEN BELT:
Green belt will be developed along the safety zone and in all possible places. Local
species will be used for plantation. Local trees like Teak, Acacia, etc., will be planted along
the Lease boundary and avenues etc.
1.8 REHABILITATION AND RESETTLEMENT (R&R) PLAN:
The entire quarry lease area of 1.620 Ha is a barren Government land. There are no
human habitations in this area. As such no rehabilitation and resettlement plan is involved.
1.9 PROJECT SCHEDULE AND COST ESTIMATES:
As soon as environmental clearance and other statutory clearances are obtained, the
mining operations will commence. The Project cost would be around Rs. 90.0 lakhs for
deployment of machinery and creation of infrastructural facilities like approach road, Mine
Office / Workers Shed, First Aid Room etc., including electrifications and water supply.

1.10 ANALYSIS OF PROPOSAL (FINAL RECOMMENDATION)
The proposed granite quarry of Sri. M. Ramamurthy will bring prosperity and
improvements in physical and social infrastructures in the area like:
Direct employment to about 34 persons
Indirect employment to more than 100 persons
Financial gains for the state and central governments, through collection of
various taxes like royalty, cess, etc
Increase in General Awareness of the People.
Improvement of the General Living Standard of the People in the vicinity
Overall Improvement in HDI (Human Development Index)
Growth of Allied Industries in the Area.
Reduction in migration of local people and at the same time increase in Inflow
from outside.
Improvement in Per Capita Income.
Providing certain facilties for the local schools and panchyats
In short, the mining project will bring benefit to this region in the fields of potential
employment opportunities, improved per capita income for local people, improved social
welfare facilities like infrastructural build-up, etc.
A meticulously well planned Environmental Management Plan, with various programme
schedules and timely execution objectives will ensure that the future environmental quality
in the area will be maintained within statutory limits.
With proper environmental management strategy, it is possible that industrial growth, if
properly planned with all environmental concerns and appropriate remedial measures can
go a long way to improve life pattern and living conditions of the local community around
the project.
In view of above factors, the proposed project is worthy of approval for improving the
social, physical and financial status of the region, the state and the country as a whole.

4.5 PROPOSED INFRASTRUCTURE:
The proposed project site is having good access facilities from roads etc., all site

4.6 CLIMATIC SCENARIO:
The maximum and minimum temperature ranges from 41.6oC to 17.60oC. The
average annual rainfall of the Chittoor district is 976 mm.
4.7 SOCIAL INFRASTRUCTURE:
The project area and its immediate surroundings do not contain any human
habitations within 300 m radius. The following villages are within 5 km radius in the applied
area.
