No.S.03/H.A. 1211999/S.24/2007 - In exercise of the powers conferred bysub-section (1) read with sub-section (2) of section 24 of the Haryana SchoolEducation Act, 1995 (Act 12 of 1999), the Govemor of Haryana hereby makes thefollowing rules, further to amend the Haryana School Education Rules, 2003,namely:—
(1) These rules may be called the Haryana School Education(Amendment) Rules, 2007.
(2) They shall come into force with effect from 1st April, 2007.
In the Haryana School Education Rules, 2003 (hereinafter called the saidrules), in rule 2, after clause (e), the following clause shall be inserted, namely:—
lee) 'appropriate authority' means the authority declared by thecentral/state Government under any law for the time being inforce to register or issue a certificate for particular purpose;".
In the said rules, for the words "Director Primary Education" and "DistrictPrimary Education Officer", wherever occurring, the words and signs, "DirectorElementary Education" and "Additional District Education Officer", as the casemay be, shall respectively be substituted.
In the said rules, for rule 3, the following rule shall be substituted,namely—
"3 Regulation of education in schools. sections 3 and 24(2) (a)—(1)No school in the State can function, establish or start classeswithout the prior approval or permission of the Director. Every schoolestablished by any individual or association of individuals or firm orsociety or trust or company, shall follow the norms specified underthese rules. Any act or disobedience on the part of the school managingcommittee contrary to the provisions of these rules shall make it liable,—
to discontinue the functioning of such schools;
to be prosecuted under the relevant law if such disobedienceor act causes or tends to cause danger to the life, health, andsafety of the students;
(iii) for the imposition of penalty not exceeding Ils.15000 inthe case ofprimary schools, Rs.20,000 in the case of middleschools and Rs.25,000 in the case of secondary and seniorsecondary school for each such violation.
(2) Before taking any such action under sub-rule (1), a fifteen days noticeshall be given to the managing committee to explain their position regarding the
aforesaid notice. On receipt of reply and after giving a personal hearing, ifrequired,Director shall be competent to take any of the action against the managing committeeunder these rules.".
In the said rules, in rule 4, in clause (a), after sub-clause (v), the followingsub-clauses shall be added, namely:—
Boys school, that is to say, a school in which admission is opento boys;
(vii) Girls school, that is to say, a school in which only girls areadmitted;
Co-educational school, that is to say, a school in which boys andgirls can be admitted without any distinction and follow the samecourses of study".
In the said rules, for rule 5, the following rule shall be substituted,namely:—
"5 Medium of instructions. sections 3 sad 24 (2)(a)— Hindi shall bethe preferred medium of instructions in all schools. However theinstitution shall be at liberty to adopt other medium of instruction underintimation to the appropriate authority:.
7. In the said rules, in rule 29,—
(i) for sub-rule (1), the following sub-rule shall be substituted,
inanely—
Every individual or association of individuals or firm orsociety registered under Societies RegistrationAct, 1860 (21of 1860), or trust created under the Indian Trusts Act, 1882 (2of 1882), or company registered under the Companies Act1956 (1 of 1956), shall apply to the appropriate authority inForm-I alottgwidi demand draft of Rs.1,000/- forschool, Rs.2,500/- for middle school, Rs.5,000/- for schooland 12.5.10,00W- for senior secondary school as processingfee in favour of Director expressing their intention to establishsuch school.";
(I) in sub-rule (2), for clause (g), the following clause shall besubstituted, namely:—
"(g) the proposed salary of the staff to be notified. The salary sonotified shall not be less than minimum wage policy of thestate, if notifiedby Labour Department for the classes coveredunder mininannWagesAct, and for teaching staff any minimumsalary standards specified by Education Department/ DeputyCommissioner;"; •
(in) after sub-rule (3), the following sub-rule shall be added, namely:—
"(4) The permission granted to establish a new school shall beeffective from the date decided upon by the appropriateauthority and ordinarily it shall be granted from the date of
commencement of next academic session, The permissionshall be valid for two academic sessions only.".
8. In the said rules, in rule 30,-
I. in sub rule (1)--
(A) in clause (a)-
(i) for sub-clause (i), the following sub-clause shall besubstituted, namely:-
"(i) the school is run by an individual or association ofindividuals or firm or society registered under theSocieties Registration Act, 1860 (21 of 1860), ortrust created under the Indian Trusts Act, 1882 (2of 1882), or company registered under theCompanies Act, 1956 (1 of 1956), and is managedin accordance with a scheme of management madeunder these rules alongwith a certificate ofappropriate authority regarding area of operationin the State of Haryana;
for sub-clause ix), the following sub-clause shall besubstituted, namely:—
"(x) that the managing committee has submitted theowner's deed of the land - school building as wellas play ground in the name of individual orassociation of individuals or society or firm or trustor company from the Revenue Department. In casethe land is more than one patch, the sizera of landduly countersigned by the Tehsildar or SubDivisional Magistrate concerned that the patchesof land are adjacent to each other, if not at oneplace the distance between the buildings/patchesbe specified;
for sub-clause (xix), the following sub-clause shall besubstituted, namely:-
(xix) that the sanitary arrangements at the school areadequate and are kept in good order. A hygieniccertificate shall be obtained from Chief MedicalOfficer/Local MedicalAuthority)
in clause (xxvii), for sign".. " existing at the end, the sign" shall be substituted;
(v) after sub-clause (xxvii), the following sub-clause shallbe added, namely:—
"(xxviii) that the school shall not be in operation fromresidential buildings or building not ear-marked forschool in the State of Haryana;
(aock) that a fire certificate shall be obtained from localfire authority;
(aoa) that schools shall provide atleast one computerwith modem and intemet connectivity.";
(Et) for clause (b), the following clause shall be substituted,namely:—
"(b) Minimum norms for land and buildings,-

In addition to above, these schools shall provide or make arrangement foradequate play ground within the radius of 500 meter according to the number ofstudents.
The covered area and open area shall be in the ratio of 35/65%:
Provided further that the schools mentioned in the first proviso shallcontinue upto the stage according to these norms, but if they desire to add or starthigher classes or up-grade the school or change of building or change of name,they shall have to fulfill and to provide land and building as per norms required forthe establishment of new school.
Note: - A private sc.',--.):31 can be run in a rented building/land on lease he'd basiswith a minimum period of twenty years irrevocable lease deed providedsuch school fulfills the norms of land and building as specified under theserules;
classroom: Minimum size - 24' x 18' orequivalent area. Height of classroom shall heatleast 10 feet:
Provided that the school running asrecognized/unrecognized before thecommencement of the Haryana SchoolEducation Rules, 2003, the minimum size ofclassroom shall be fixed keeping in view theper square feet gross area/requirement perstudent;
number of classrooms shall be equal to thenumber of sections in the school. Theclassroom shall have two doors, requisitenumber of windows and proper ventilation;
(c) number of students in a section shall not bemore than fifty. It is further subject to thecondition that number of students in thecht:-;1-zuon: studentscalculated on the basis of 10 square feet perstudent for secondary and senior secondaryschools and y square feet per student forelementary stage/nuncry stage;
(d) veranda
There shall be veranda with every class room:
8 feet in width for single loaded;
In feet width fn
Provided that the school running asrecognized/ unrecognized beforecommencement of the Haryana SchoolEducation Rules, 2003, the norms for verandashall be as under:-
6 feet in width for single loaded;
8 feet in width for double loaded;
(e) the school shall provide the followingfacilities:-
Toilet and urinals (staff, boys and separatefor girls at a far off distance). Additional toiletto be added after every 200 students
(f) in case of middle, high and senior secondaryschool, the following rooms in addition toclass-rooms shall be provided:-
- Room for head of the school
Office room
Staff room
Library room
Laboratory for practical subject (according tothe stream/each subject)
One room for Computer Laboratory. Theschool shall have atleast one computer withmodem and intemet connectivity for officialand school management purpose;
(g) every school shall provide ramp at plinth level.
(10 .the school building having more than onestorey shall provide one ramp and onestaircase of atleast 6' width:
Provided that the school running beforecommencement of the Haryana SchoolEducation Rules, 2003, the norms for stairsand ramp shall be as under:—
Stair : 4.6 feet in width additional stairs after distance of 40 feetRamp : 6 feet in width If the school do not provide ramp than they
shall arrange the classes of handicappedstudents at the ground floor.
The appropriate authority shall becompetent to relax the size of land and buildingupto ten percent and also allow minorvariations which would otherwise not affecthealth and safety of students and staff;";
IL for-sub-rule (2), the following sub-rule shall be substituted,namely:—
"(2) Pledge money atleast equal td six months basic pay of thestaff but in no case less than the amount as mentioned below,shall be deposited in the name of Directot School Education(by designation), in the shape of fixed deposit or bankguarantee not less than a period of three years:—
The pledge money shall be utilized in case of non-payment of salaryto the staff or to redeem any unforeseen liabilities of the school.";
IIL after sub-rule (3), the following sub-rule shall be added, namely:—
"(4) The accounts of the school applied for recognition, shall beaudited by the department. The department shall take inconsideration the audit observation for the recognition ofthe school.".
9. In the said rules, in rule 31,
(i) for sub-rule (I), following shall be substituted, namely:—
"(1) Every private school seeking recognition shall make anapplication, in Form II, to the appropriate authorityalongwith Rs. 1000/- for primary school, Rs. 2500/- for middleschool, Rs. 5000/- for high school and Rs. 10000/- for seniorsecondary school as processing fee in the form of demanddraft in favour of Director. The application shall be supportedwith certificates issued by appropriate authority given below.Such application shall either be delivered to the appropriateauthority through any individual or sent to that authority bya registered post acknowledgment due six months beforestarting of academic session i.e. before 30 September ofpreceding year. The appropriate authority grantingrecognition shall inform the managing committee by 30thDecember of preceding year.

sub-rule (2), shall be omitted;for sub-rule (3), the following shall be substituted, namely:—
If recognition is refused, managing committee may file anappeal against it to appellate authority within thirty days fromdate of communication to it of such refusal alongwith fee ofappeal as laid down in rule 192. The appellate authority shalldecide the case and inform the managing committee withintwo months. The decision of the appellate authority shall beSaar.
10. In the said rules, in rule 32,-(i) in sub-rule (1), after clause (b), the following clause shall be added,
namely:—"(a) In case a school authority runs more than one institutions,
the said authority shall constitute a separate managingcommittee for each school under these rules.";
(h) in sub-rule (2), after clause (b)„ She following proviso shall be added,namely:—
"Provided that where the number of members is lessthan fifty the society or firm may send the notice of electionatleast fifteen days before the date of election through UnderPostal Certificate letters.".
in sub-rule (3), after the words "existing schools", the words andfigures "including schools where Administrator has been appointedunder section 10" shall be inserted. •after sub-rule (4), the following sub-rule shall be added at the end,namely:—
Where the Administrator has been appointed under section10, it is the duty of the Administrator, to constitute themanaging committee before the expiry of the period specifiedin section 10. The Administrator shall issue notice to themembers of the society regarding holding of elections asper provisions laid down in these rules.
(i) In case, the Administrator fails to constitute a managingcommittee, he shall send a status report to the Director wellbefore the expiry of the tenure ofAdministrator. The Directorshall take appropriate decision to constitute the managingcommittee or to continue the Administrator for next oneyear.In no case Administrator shall continue after three years.".
(i) after sub-nile (3), the following sub-rule shall be added at the end,namely—
"(4) No Objection Certificate (NOC) granted to a school foraffiliation with any Board shall be effective from the datedecided upon by the appropriate authority and ordinarily NOCshall be granted from the commencement of next academicsession. The NOC shall lapse if not utilized within twoacademic sessions. A fresh NOC is to be obtained by theschool from the appropriate authority. NOC shall be applicableonly for the stage for which it was granted and in no case beaccepted by Affiliating Board for any other stage.".
12. In the said rules, in rule 34,—
in sub-rule (1), against clause IN and i-VIII, under heading"Appropriate authority", for the words "District Education Officer"existing twice, the words "Director Elementary Education", shall besubstituted;
for sub-rule (2), the following sub-rule shall be substituted, namely:-
"(2) There shall be a committee as constituted by the DirectorSchool Education for physical verification of private schoolsfor recognition.";
(iii) in sub-rule (4), after note 3, the following sub-rule shall be added,namely—
"(5) The school which has already been recognized for 10+2stage and intends to commence a new stream of commerceand science, shall apply to the Director in Form-ft. There shallbe a committee for processing and recommending the casefor the commencement of new stream consisting of followingmembers, namely:—
Joint Director : Chairmen
District Education Officer : Member
(in) Member of recognized schools : Member
The committee shall submit its report within a period of one month aftervisiting personally in the concerned school.".
13. In the said rules, for rule 38, the following rule shall be substituted,namely—
"38 Existing recognized schools to apply to the appropriateauthority. section 3 and 24(2) (a),(b) and (d).— (1) All existingrecognized schools shall be required to submit application inForm II prescribed for recognition alongwith demand draft ofRs. 1,000/- for primary/middle schools and Rs. 2,000/- for high/senior secondary in favour of Director within a period of three
months from the commencement of these amended rules. Eachschool shall submit its plan for improving its infrastructure where itdoes not conform to the provisions of these rules alongwithapplication spread over a period of one year where specific milestoneshall be fixed for every six months.
Every existing recognized school or schools which are alreadyaffiliated with Boards or Council of Indian School CertificateExamination other than Board of School Education after obtaining'No Objection Certificate (NOC)' from the Government shall bedeemed to have been recognized under section 4 and shall be subjectto the provisions of the Act and these rules:
Provided that the norms for size of classrooms-and numberof classrooms and others requirements of such schools shall bethe same as prescribed for unrecognized schools running in theSate before the commencement of the Haryana School EducationRules, 2003.
The Department shall constitute a committee for each Districtconsisting of two members to be selected by the Director from localreputed recognized school of respective District and one nomineeof the Department to process such applications.".
14. In the said rules, for rule 42, the following rule shall be substituted,namely:—
"42. Lapse of recognition in other cases. jealous 3 and 24 (2)(a) (b) and (d)— (1) The appropriate authority may withdrawrecognition/NOC of a school after giving a written notice, drawingthe attention of acts of omission and commission contrary to theActs/rules or directions issued theirunder to the managingcommittee either directly or through Principal/ Head of theinstitution.
(2) The recognition/NOC of the school shall lapse if the school,–
ceased to exist; or
where the recognition/NOC has not been used within twoacademic sessions; or
(c) without the approval of appropriate authority-
transferred to a different building or locality;
transferred to a managing committee or trust orindividual or association of individuals or company;
(iii) changes its name;
(d) where two or more schools running in the same building/premises affiliated with two different boards/council.
(e) has not complied with one or more of the conditions ofrecognition, specified in these rules.
(3) Branches opened by the managing committee of a schoolalready recognized shall be treated as new schools for thepurpose of recognition i.e. no managing committee is allowedto run two schools affiliated with different Boards/Council inthe same building/premises.
If the school authority fails to satisfy the appropriate authority ofthe lapse within thirty days from the date of service of such noticethe recognition/NOC shall stand lapsed.
The schools referred to in sub-rule (2Xc) above shall apply to theappropriate authority in an application aiongwith documents suchas resolution of managing committee, ownership of land, approvedplan and an undertaking regarding any consequent liability/dispute.
There shall be a committee for processing and recommending the(6)(a)case consisting of following members, namely: -
(i) Joint Director school Chairman•
(it) District Fillication Officer Member
(fill Member of Recognized schools Member
(b) The committee shall submit its report within a period of onemonth and may visit the concerned school and inspect/ call forany record relevant for making recommendations.".
In the said rules, in rule 43,—
I. in sub-rule (i), after the word "iecognition", wherever occurring,the sign ana letters "TiNTOC-, shall be added;
IL in sub-rule (i), m clause (b), is the fourth tine, after the words"appropriate authority", the words and sign "or moral turpitudeetc.," shall be in•-rteA;
111. in sub-rules (2) and (3), after the word recognition, the sign andletters "/NOC" shall be added;
IV in sub-rule (4)—
(i) after the word "recognition", the sign and letters "/NOC"shall be added;
the words, signs and figures "The appeal fee shall be attachedin the fonn of bank draft in favour of Director, as laid down inrule 192," shall be added at the end.
In rule 44, after the word recognition, the sign and letters "/NOC" shallbe added.
17. in the said rules, in rule 45,-
(t) in sub-rule (1), after the word "recognition", the sign and letters"/NOC" shall be added;
for sub-rule (2), the following sub-rule shall be substituted,namely:—(2) Every such appeal shall be made in writing and shall be
accompanied by a copy of the reasons for the refusal toestablish a new school or to accord recognition/NOC orwithdrawal of recognition/NOC, within a period of thirty daysfrom the date of receipt of such communication. The appealfee shall be attached in form ofbank draft in favour of Directoras laid down in rule 192.".
in sub-rule (3), after the word "recognition", the sign and letters "/NOC" shall be added.
In the said rules, in rule 55, for sub-rule (4), the following sub-rule shallbe substituted, namely:—
"(4) The grant shall be sanctioned and issued preferably in fourinstallments on actual basis. The first installment shall be issuedprovisionally on the basis of the actual grant released in theprevious year. The grant shall be paid by the concerned branchdealing with the matters of aided schools by cheque quarterly infavour of 'School Staff Account' jointly operated by authorizedofficer of the Director and the representative of the approvedmanaging committee of the concerned school after verifying theclaims of payment to the beneficiary school.
(5) The existing system to claim Death-cum-Retirement Gratuity(DCRG) through salary grant shall be discontinued. The managingcommittee shall pay the DCRG to the beneficiary within a periodof one month from the date of receipt of sanction from the Director.The managing committee shall submit its claim (75% GovernmentShare) in the same year. The "hectorr. -L-" rearibmse the claim tothe managing committee in the next quarter of the year from thereceipt of claim.".
In the said-rules, for rule 59, the following rule shall be substituted,namely:—
"59. Rationalization of posts shall be done after every five years.The Director shall be competent to transfer the surplus post toanother school as per requirement in the same district or outsidedistrict in the State."
20. In the said rules, in rule 62, for sub-rule (3), the following sub-rule shallbe substituted, namely:—
"(3) After observing the conditions as laid down in sub-rule (2)the managing committee shall move an application with the
proposal of settingup of claims of the employees working inthe school for de-aiding its school to the Director. TheDirector shall pass order of de-aiding the school afterverifying the application as per rule. If the decision is notconveyed by the Director to the managing committee withina period of six months, it shall be deemed to have been de-aided. The grant-in-aid of the school shall be ceased fromthe date of application or any date specified by the managingcommittee.
In the said rules, in rule 64, for sub-rule (3), the following sub-rule shallbe substituted, namely:—
"(3) The 'school staff's account' shall be operated jointly byauthorized officer of the Director and the manager or headof the school or in his absence by a member of the staffauthorized by managing committee to act as head of theschool. The managing committee of the school shall not becompetent to cease the 'staff salary account.
In the said rules, after rule 74, the following rule shall be inserted,namely:—
"74A. Ex-post-facto approval. sections 24 (2) and 8.- The Directorshall be competent to grant ex-post-facto approval orrelaxation in the procedure of recruitment.".
In the said rules, for rule 75, the following shall be substituted,namely—
^75. Intimation to appropriate authority. section 24 (2)and a.— As and when a vacancy of the head of school or ateacher arises due to dismissal or any other reason thereofand managing committee advertises to fill that vacancy,inhiniatiou to this effect shall also be given to the appropriateauthority. The managing committee maygive first preferencein the selection to the employees working in the school onunsanctioned post where the procedure of selection hasalready been adopted under the rules.".

"82. Minimum qualifications. sections 24 (2) and a.— (1) Theminimum qualification for appointment of head of schooland other categories of teachers and also non teachingstaff in an aided school shall be as per Appendix A.These appointments shall be made by advertising at least intwo leading newspapers (Hindi and English).
(2) The managing committee may appoint a person havinghigher qualification than prescribed for the post. Thedepartment shall only pay the salary grant for the scale ofthe post as specified in column 4 of Appendix A to these

31. In the said rules, in rule 111,—.in the marginal heading, the word "proposed" shall be omitted;after clause (0, the following clauses shall be added at the end,namely:—
"(g) The appellate authority may entertain the appeal after theexpiry of the said period of thirty days, if ibisisatisfied thaappellant was prevented by sufficient catak from filingt thetheappeal in time. Where an appeal is preferred under clause (a)
and (d), the first/second appellate authority aas the case mybe, may stay the enforcement of the relevant order for suchperiod and on such conditions, as it deems fit.(h) The Director

now, may give fresh option to deposit then to d alongwith interest at the prevailing rate ascommenceworked out by Director within 90 days from the date ofment of these rules.".
33. In the said rules, for rule 126, the following rule shall be substituted,namely:—
"126. Power to take over the managing committee of aided school. sections24(2) and to._ Where the managing committee of the aided school is taken over inaccordance with the provisions of section 10, the grant-in-aid in respect of salarygratuity, pension etc. (
tc. Government share only) shall be made through theAdministrator. The Administrator shall operate 'staff salary
account' a s referred toin rule 64. TheAdministrator shall submit his demand to the Director for the
The remaining 25% (managementshare) shall be paid by the managing committee on its reconstitution:
Provided that the Administrator shall take the charge of school buildingand its premises from the managing committee and all the income from such buildingor its premises shall be taken as income of the said school.".
In the said rules, in rule 128, for sub-rule (1), the following sub-rule shallbe substituted, namely:—
"(1) The managing committee of a minority school desired to open aminority school under this category shall apply to Directoralongwith certificate of minority community issued by appropriateauthority of the State. The Director shall decide whether it fallswithin that minority category and shall pass orders as he deemsfit".
In the said rules, in rule 131,-
(1) in sub rule (2), for sign " . " existing at the end, the sign " ; " shallbe substituted;
00 the following proviso shall be added, namely:-
"Provided that the Director shall be competent for relaxationin the maximum age of admission."
In the said rules, after rule 134, the following rule shall be added,namely—
"134A. Reservation for poor meritorious students. sections24(2) aid 15.— The recognized private schools shall reserve 25%seats for meritorious poor students. The school shall charge feefrom these students at the rate as charged in Gth rernment schools.The deficit of difference of fee shall be charged from the otherstudents of the school."
In the said rules, in rule 136,-
(7) in sub rule (5), for sign " " existing at the end, the sign" ; " shallbe substituted;
(ii) the following proviso shall be added, namely:—
"Provided that the students studying in an unrecognizedschool running before the commencement of these rules may beadmitted to the recognized schools on the basis of test during theacademic session 2007-08.".
38. In the said rules, in rule 138,
in sub rule (2), for sign " . " existing at the end, the sign " ;" shallbe substituted;
the following proviso shall be substituted, namely:-
"Provided that the Director shall be competent for relaxationof admission in exceptional circumstances.' .
39. In the said rules, in rule 158, after sub-rule (3), the following sub-rulesshall be added at the end, namely:—
"(4) No school shall be allowed to charge admission fee, tuition fee,pupil's fund in advance before the commencement of the academicsession. However a token registration fee can be charged.
No admission fee, tuition fee except school leaving certificate(SLC) fee be charged from the pupil who apply for SLC within 15days of start of new academic session.
Admission fee shall only be charged from a student at the time ofadmission in class 1st, 6th, 9th and 11th or fresh entry in theschool.
(7) The fees shall preferably be taken from the students through
40. In the said rules, in rule 159, after sub-rule (3), the following sub-ruleshall be added, namely:—
"4. In case of any complaint regarding overcharging ormisappropriation of funds by the managing committee, theDirector shall competent to check the accounts of that schooland take appropriate action in this regard.".
In the said rules, for rule 160, the following shall be substituted,namely:—
"160. Pupils fund share. sections 24 (2) and 17— Therecognized school shall not charge any fund from students exceptRed Cross Fund, Child Welfare Fund and Sports Fund as perinstruction issued by the department from time to time. Thesefinds shall be collected and specified share shall he depositedwith the concerned District Education Officer/Additional DistrictEducation Officer before 30th September every year.".
In the said rules, for rule 162 to 185 the following rule shall besubstituted, namely:-
"162. Service conditions.— (I) Every managing committee of recognizedschool i.e. running under self finance scheme shall frame the rules and regulationsof their employees in relation to:—
Service conditions of the employees;
Recruitment procedure;
Salary to the teachers (not less than minimum wage policy of thestate);
Service Benefits i.e. Contributory Provident Fund, Medical, Leave,Increments etc.;
(v) Qualifications of teaching and non teaching (not less thanprescribed under Appendix-A to these rule);
(viii) The school authority shall pay the salary to the staff throughCheque/Bank •
(2) The copies of rules and regulations referred to in sub-rule (I) shallbe supplied to the Department at the time of application for recognition.".
In the said rules, after rule 191, the following rule, shall be inserted,
"193 A. Interpretation.- If any question or doubt arises asto the interpretation of these rules, Government shall decide thesame.".
45. In the said rules, in Appendix-A against serial number 6 under column 3in the existing entries, the following entries shall be substituted, namely:-
Column 3
"(i) B.A/B.Sc. with English as one of the optional/elective subjects;
Oft Passed two "years Junior Basic Training Course or Diploma-in-. Education from Haryana Education Department or its equivalent
recognized by the Haryana Government with special training in childpsychology and behavior of child upto the age of twelve years.
(iii) Knowledge of Hindi upto Matrio standard.
Note: (i) Preference shall be given to candidates who possess knowledgeof Urdu upto Middle Standard for posts of Junior Basic TrainedTeachers for Mewat area. Such candidate, if selected, shall serveonly in Mewat area. -
(ii) Professional Training Diploma or Certificate awarded byany State, Board or University other than Haryana EducationDepartment shall be recognized only if this degree or diplomaor certificate his been recognized by the Haryana Government"
