First Command Educational Foundation (FCEF) Leadership Comments

A s I reflect on FCEF’s accomplishments for 2013, I want to share a favorite analogy of mine. I want you to picture a watch or clock with the hands pointing to the time. When you look at those hands, there is so much more to think of than just what time it is. The hands are simply the visible components that everyone sees, out front telling the story.

But without all the gears and key components in the back working in perfect sync with the others, there would be no story to tell. So instead of my normal “state of the Foundation” comments, I want to simply thank the many people who are behind the scenes making FCEF’s story!

As you review our 2013 Annual Report, you will read about many of the programs and services we provide. While this work is extremely important, it simply cannot be accomplished without the people who make it happen. I am personally very grateful to each person who has helped the Foundation with its outreach to others. You are the ones who made our story happen. Thank you for caring about others!

Communities We ServeOur primary focus was on programs and resources for America’s military members and civilian federal employees and their families, but we also extended our services to schools and community organizations that share our core values and aspirations.

Education ProgramsFCEF’s Education Programs directly supported our mission by providing financial literacy programs and tools to educate those who serve.

Schools and Community OrganizationsThis year, our commitment to serve a diverse civilian community was made evident by our presentations to audiences at the Salvation Army, Union Gospel Mission, North Crowley High School, New River Community and Technical College, and others.

Civilian government employeesFCEF conducted presentations for the Fort Worth (Texas) Housing Authority, the U.S. Forest Service in West Virginia, a Federally Employed Women chapter in Ohio, the USDA-Farm Services Agency in West Virginia, and the U.S. Department of Labor Mine Safety and Health Administration in West Virginia, among others.

In 2013, the Foundation collaborated with Army, Air Force, Navy, Marine, Coast Guard, Army National Guard, and Army Reserve organizations to provide financial education for servicemembers and their families. FCEF also conducted presentations for veterans and their families, and for high school JROTC and college ROTC students.

We offer financial literacy education in several ways. FCEF’s speakers can provide the instruction or presentations, we can train members of the unit as speakers, and we train military financial counselors in money management issues and counseling techniques, in addition to providing access to our online resources.

Among other accomplishments in 2013:• We provided presentations to Naval

Academy midshipmen to help prepare them in their personal life and as counselors in financial affairs for their subordinates.

• FCEF began providing financial literacy programs at Project Sanctuary in Colorado, which conducts retreats to help veterans returning from deployment to

reconnect with their families and communities.

• We provided 12 presentations at 9 separate national Hiring Our Heroes job fairs to remind soon-to-be civilians of the valuable service benefits they’ll lose and will have to acquire on their own.

• We created the opening presentation for Military Saves Week at NAS Jacksonville, as well as most of the materials for various classes held during the week.

• We provided materials for 27 presentations to 840 members of the Utah and the Texas National Guard.

• We provided presentations at the joint national meeting of the American Freedom Foundation and Association of the United States Army in Washington DC.

• We added 3 new military-specific modules to Military Money Matters: Military Life Insurance, Military Pay, and Survivor Benefit Plan.

In all, the Foundation made roughly 86% of its financial literacy presentations to military servicemembers and their families in 2013.

Focus on the Military

PresentationsFCEF offers financial literacy educational programs anywhere in the world to military units,

government employee organizations,

community organizations, church groups,

schools, corporate audiences, and other

interested parties. Our presentations

stress principles, not products, and there

is no product solicitation or commercial

endorsement.

We have a variety of curricula, financial presentations, and seminars on numerous financial literacy

topics such as budgeting, credit and debt

management, retirement planning, and

investing, as well as military-specific subjects

such as Thrift Savings Plan, Planning for

Deployment, Military Retirement Plans,

and Survivor Benefits. Our current library

contains over 50 PowerPoint presentations, and we can customize

them to meet specific needs of the target

audience.

ResourcesFCEF has many tools for providing financial literacy instruction.

Volunteer SpeakersMembers of the FCEF staff or volunteer

speakers deliver our presentations programs.

These certified volunteer speakers are

usually retired military servicemembers

(48% of our speakers) and members of the

business community who are capable of

delivering presentations and seminars on a

variety of financial subjects.

FCEF could not have accomplished

this year’s increased presentation load

and outreach without our more than 89

volunteer speakers, trained and certified

to teach our financial education programs.

This year they registered more than 134

hours of volunteer time to present financial

literacy programs to support FCEF and

its mission. We are very appreciative and

proud of our volunteer speakers.

former FCFS advisor, who traveled 1,038 MILES ROUND

FCEF has developed a number of free web-based programs in financial literacy, and we are continually working to improve their delivery and content.

Military Money Matters, adapted from our Money Matters Online program, was developed to address the need for financial literacy education for military servicemembers and their families.

• This year we added 3 new military-specific modules: Military Life Insurance, Military Pay, and Survivor Benefit Plan, for a total of 5 military-specific modules.

• We also added self-registration capability to allow users to enroll themselves in the program without need for an instructor.

Money Matters Online provides instruction in 12 financial topics for young adults.

Basic Finances 4 ALL provides a brief introduction to 5 fundamental areas of personal finance: spending plans, basic banking and accounts, credit, debt and loans, and investing.

WebsiteUnder “Financial Tools and Calculators” on the FCEF website (www.fcef.com) are a variety of calculators for home-buying, personal loans, investments, retirement planning, and leasing. There are also a debt reduction calculator and a budgeting spreadsheet.

Scholarship ProgramsIn January 2014, Forbes Magazine published an article entitled “Top Issues Facing Higher Education In 2014,” where the following excerpt was noted: “Cost continues to top the list of concerns for the President, Congress and, most importantly, the public. Much of the cost increase over the past five years can be attributed to reduced state tax support for public institutions which has forced an offset through increases in tuition and fees. The highest increases have been at public colleges and universities where 75% of students are enrolled.”

Each day, numerous phone and email inquiries from parents and college applicants seeking financial assistance remind us just how much “cost” is a factor in the pursuit of higher education.

FCEF seeks every opportunity to use data to guide its decision making. The Donaldson D. Frizzell application process provides the best opportunity to collect information from a large pool of scholarship applicants that can be used to guide the development of FCEF’s financial educational programs. For example, the graphic above reflect how applicants responded when asked, “What Financial Topics are you Most Interested in Learning About?”

Due to the continued high demand for scholarship funds from military families and to

align FCEF scholarship funding with our educational program’s target market, last year FCEF restructured the Donaldson D. Frizzell Scholarship to be its only open, direct-to-FCEF competitive scholarship award to assist our men and women in uniform and their families.

In 2013, FCEF resumed the Donaldson D. Frizzell Scholarship and awarded a total of $20,000 to U.S. uniformed services members, and their spouses and dependents; First Command Financial Services’ clients and their families; and dependent family members of First Command Advisors and field office staff members. Scholarship awards ranged from $1,000 to $3,000. We are delighted to introduce you to our Donaldson D. Frizzell Scholarship recipients in their award categories.

In 2013, FCEF added to its list of scholarship endowments the North Texas Association of Government Guaranteed Lenders (NTAGGL). NTAGGL is an association of Government Guaranteed lending professionals and support organizations who utilize the guarantee programs of the Small Business Administration to provide training and networking through their associated membership.

NTAGGL’s decision to establish an endowment came after just 2 years of a scholarship partnership with FCEF where in 2012 NTAGGL awarded 6 -$1,000 scholarships to low to moderate income students majoring in Economics, History, Justice Systems, Political Science, Philosophy, Psychology, Religion or Society and Environment.

The NTAGGL Board of Directors, through its membership base, raised over $40,000 to create an endowment with FCEF. This endowment should be completed in early 2014 and will allow NTAGGL to continue their ongoing commitment to scholarships for higher education of our youth. “We are very proud of our membership base and all who have donated and have worked so hard to make this scholarship program a success,” says Ms. Helma Gentry, President of NTAGGL. NTAGGL’s Scholarship Award Program is largely dependent on contributions and donations from NTAGGL Members and Associate Members.

6th Annual “Chip-in for Education” Golf Classic (Next “Chip-In for Education” Golf Classic — September 25, 2014)The 2013 Golf Classic was by far our most successful tournament. Held on October 3rd, at The Golf Club at Fossil Creek, everything went smoothly with no rain for a change. With a full field of golfers, FCEF netted almost $38,000 ($158,500 since 2008) for our local scholarship programs. Financial HighlightsOne of the best years ever for FCEF! FCEF received a 16% increase in revenue over year-end projections with a 7% actual increase over 2012 revenue dollars. To make the results even better, total expenses decreased once again in 2013, ultimately having a positive change for both revenue and expenses. Each donor and each gift, large or small, is very important to the total revenue raised in a year. FCEF is very pleased to enjoy strong, steadfast support from numerous corporations and individuals alike. Our accomplishments belong to our donors.
