Greetings Members and Advisers,
Welcome to your State Leadership Conference!
It has been a year since we were last together here in Hershey,
and what a year it has been! Due to your commitment and initiative,
PA FBLA has seen tremendous success this year in fundraising and
recruitment. Additionally, thousands of members around the state
have stepped up to the challenge of FBLAs competitive events
program. This conference stands as the culmination of all of your
hard work this year ; be proud that you have left your mark on
FBLA, and get excited for the days ahead!
Although competitive events take the main stage here at SLC,
there are so many opportunities to take advantage of outside of the
competitive realm. Be sure to spend your time meeting new people,
and exploring your interests. There are so many incredible business
leaders here who will be hosting seminars and workshops and are
excited to give you their tips for success. Make sure to seek out
speakers that interest you, and you will certainly take a lot away
from this conference!
On behalf of the entire state officer team, thank you all for
giving us the opportunity to serve you this year ; it is your
support and enthusiasm that continually inspired us to leave our
mark on FBLA just as you have.
I wish you luck if you are graduating this year, and I invite
and encourage the rest of you to continue along on your journey
with FBLA -- it only gets better each year!

Delegate Code of ConductOne of the goals of FBLA is to
facilitate the transition from school to work. Individual conduct
and appearance are a part of that training. It is a special
privilege to attend an FBLA conference, and it is the
responsibility of all delegates to conduct themselves in a proper,
businesslike manner at all times.
FBLA members have an excellent reputation. Delegate conduct at
every FBLA function should make a positive contribution to the
reputation that has been established. Listed below are conduct
rules for every FBLA function. The term delegate shall be any
person attending any FBLA function.
1. All delegates shall behave in a courteous and respectful
manner, refraining from language and actions that might bring
dis-credit upon themselves, their school, or upon FBLA.
2. Conduct not conducive to an educational function will not be
allowed. Such conduct includes, but is not limited to, actions
disrupting a businesslike atmosphere, association with
non-conference individuals, or activities that en-danger self or
others. Any damages to any property or furnishing in the hotel or
convention center will be paid for by the individual or chapter
responsible.
3. Student delegates shall keep their advisers informed of their
activities and whereabouts at all times. Accidents, injuries, or
illnesses must be reported to the local chapter adviser or the
Executive Director immediately.
4. Traditional business attire is required for all general
sessions, competitive events, caucusing, workshops, meal functions,
and receptions. Attire for social functions shall be listed in the
conference program. Delegates shall abide by the dress code
established by the PA FBLA Board of Directors for all state
functions. Delegates not adhering to the dress code shall not be
admitted to the functions listed above.
5. The specific dress code for all delegates shall be:
Permitted for Gentlemen Business suit with collar dress shirt,
and necktie or Sport coat, dress slacks, collared shirt, and
necktie or Dress slacks, collared shirt, and necktie. Banded collar
shirt may be worn only if sport coat or business suit is worn.
Dress shoes and socks.
Permitted for Ladies Business suit with blouse or Business
pantsuit with blouse or Skirt or dress slacks with blouse or
sweater or Business dress or Dress capris (below the knee) and
dress gauchos (below the knee) with a coordinating jacket. Dress
shoes. The length of ladies dresses, skirts, etc., shall be no
shorter than 1 inch above the top of the
ladies knees.
Not Permitted for Ladies and Gentlemen Jewelry in visible body
piercing, other than ears. Denim or chambray fabric clothing of any
kind, overalls, shorts, skorts, stretch or stirrup pants, exercise
or bike shorts. Off the shoulder, backless, see-through,
tight-fitting, spaghetti straps, strapless, or extremely short or
low-cut blous-
es/tops/dresses/skirts. T-shirts, Lycra, spandex, midriff tops,
tank tops; bathing suits. Sandals, athletic shoes, industrial work
shoes, hiking boots, bare feet, or over-the-knee boots. Athletic
wear, including sneakers. Hats or flannel fabric clothing. Bolo
ties. Visible foundation garments. Cargo pants
Casual attire is acceptable for specific functions as listed in
the program or during times when not attending specific confer-ence
functions.

Delegate Code of Conduct New fashion trends may be in style, but
not necessarily appropriate. The best way to operate is to avoid
walking the line. If
there is doubt, select something else to wear. Be a
professional.
6. It is the responsibility of all student delegates to adhere
to the curfews which are listed in the conference program. Curfew
is described as being in your assigned room during the designated
hours. It is the responsibility of advisers to enforce curfews with
the assistance of security personnel.
7. No alcoholic beverages or narcotics of any form shall be
possessed at any time, under any circumstances. Use or possession
of such substances may subject the student delegate to criminal
prosecution.
8. Advisers are responsible for the supervision of conduct.
Student delegates who disregard the code of conduct will be subject
to disciplinary action, and they and/or their chapter delegation
can be sent home at their own expense and will be disqualified from
competitive awards or withdrawn from office, if applicable. Parents
and/or school district officials will be notified.
9. Student delegates are not permitted to leave conference
facilities without the approval and supervision of their
adviser.
10. There will be NO SMOKING / NO TOBACCO PRODUCTS in any
meeting rooms or at any meal functions by any confer-ence
participants. Student delegates shall not possess or use tobacco
products at any time, in any location of the conference or
workshop.
11. Delegates are responsible for reviewing their
conference/workshop program upon arrival at any function. Student
delegates are responsible for any specific duties as assigned by
their chapter adviser (may include, but not be limited to,
attendance at workshops, general sessions, competitions which
permit audiences, etc.).
12. Voting delegates are required to attend all voting delegate
meetings.
13. No male students are permitted in female students rooms or
vice versa unless the door to the hall is completely open.
14. Advisers are responsible for taking all reasonable
precautions to ensure the safety of their student delegates at all
FBLA functions and must be readily available in case of an
emergency.
15. Delegates shall wear their conference name tags at all times
while on site.
16. Delegates shall respect and abide by the authority vested in
the PA FBLA Board of Directors.
17. No adviser should accept responsibility for a student
delegate from another school without a written agreement between
the administrations of the two schools. That agreement should be
attached to the State Leadership Workshop and/or State Leadership
Conference registration forms. No student delegates will be
accepted without an adviser listed or a written agreement
attached.
18. Adult student delegates shall abide by the rules and
regulations for a minor student delegate.
19. Delegates must be accompanied by an adviser if leaving the
Opening Session and/or Awards Program.
20. Delegates must be in attendance for the duration of the
Opening Session and Awards Program.
21. All hotel rooms at PA FBLA functions are property of the
hotel and PA FBLA not the individual(s) and/or school district(s)
and may be searched at any time for any suspected violation of the
Delegate Code of Conduct at the request of a PA FBLA staff member
or students/students adviser.

General InformationEnforcement of fblA RegulationsPA FBLAs goal
is to make this conference a very professional, rewarding, and
memorable experience. Part of that experience is proper
professional behavior and attire. Remember, you are preparing to be
future business and community leaders of America. FBLA advisers
have volunteered to enforce various FBLA regulations such as the
dress code. If one of these advisers suggests that a conference
participant is in violation of the conference regulations, please
respect the request for compliance.
Dress code Advisers, you are responsible for making sure your
students are in compliance with the dress code. The dress code WILL
BE enforced. Please review the dress code BEFORE arriving to the
conference. Improperly dressed conference participants will be
refused admittance until they are in compliance with the dress
code. The purpose of the dress code is to uphold the professional
image of the Association and its members and to prepare students
for the business world. The dress code as set forth by the PA FBLA
Board of Directors requires appropriate attire for all attendees
advisers, chaperones, members, and guests. Proper attire for all
events is outlined in the Schedule of Events. Current fashion
trends may be in style but not necessarily appropriate. The length
of ladies dresses, skirts, etc. shall be no shorter than 1 inch
above the top of the ladies knees this includes any formal wear for
Tuesdays Awards Program. All delegates are permitted to wear casual
attire to the To-Go Breakfast and to lunch on Monday.
Measuring stations will be set up at Hershey Lodge in the Cocoa
Lobby, the entrances to the Great American Hall, online testing
area, and the entrance to the Choco-late Ballroom. At Hotel
Hershey, a measuring station will be outside Garden Terrace
East.
Hotel check-In/check-outCheck-in and check-out must be completed
by the chapter adviser; no students will be permitted to register
the delegation. Check in is after 4 p.m. /Check out is before 11
a.m. at all hotel properties.
luggage StorageHershey Lodge and overflow hotels will have
luggage storage available for those who arrive before check-in,
which is after 4 p.m. Luggage storage areas at Hershey Lodge will
be printed on hotel confirmations. A bellman will check your
luggage and make sure it is secure until pick up. On Sunday, it is
highly recommended that schools plan their arrival time AFTER 2
p.m. unless tickets were purchased for Hersheypark or the
Harrisburg Senators baseball game. Hershey Lodge will provide
luggage storage for those arriving early on April 12, regardless of
your assigned hotel.
Name badgesConference badges must be worn to all conference
activities. Any request for a replacement badge must be made by an
adviser at Conference Headquarters in Cocoa Terrace. Replacement
badges cost $5 each. Students must keep their emergency information
sheet in their name badge holder. Advisers must pick up
registra-tion packets at the Convention Center Registration Desk
before attending any conference activities. This includes Sunday
evening activities at Hershey Lodge, To-Go Breakfast, and lunch on
Monday.
fblA Hotel Shuttle bus ServiceContinuous shuttle bus service
will operate between all overflow hotel properties and Hershey
Lodge on Sunday from 2:00p until 10:30p, Monday from 6:00a until
11:30p and on Tuesday from 5:45a until 11:30p. On Wednesday, there
will be NO shuttle service.
On Sunday, all hotel shuttles will pick up and depart from the
Convention Center entrance of Hershey Lodge. On Monday and Tuesday,
the hotel shuttles will pick up and drop off as follows: Hershey
Lodge hotel lobby entrance: Comfort Inn, Days Inn, Fairfield Inn,
Hampton Inn & Suites on Chocolate Avenue Hershey Lodge
Convention Center entrance: Hilton Garden Inn, Hampton Inn &
Suites Hummelstown, Holiday Inn, Hotel Hershey, and SpringHill
Suites
There will be no hotel shuttle service during the Opening
General Session and the Awards Program. Please allow plenty of time
to get from one property to the next. For specific details, refer
to the PA FBLA Shuttle/Attraction Bus Schedules printed in the
program.
Special Note: After the Awards Program on Tuesday evening, the
hotel shuttles will drop off students at their respective hotels.
Students will not be able to return back to Hershey Lodge. Any
business that needs attended to at Hershey Lodge must to be taken
care of before boarding the hotel shuttles. All NLC qualifiers and
advisers must attend the mandatory NLC Orientation BEFORE returning
to their hotels.
fblA Shuttle buses to the off-Site competitive Events at Hotel
Hershey and Harvest building Shuttle bus service will be provided
for all competitors who are registered in an event held either at
Hotel Hershey or Harvest Building. Competitor shuttle buses will
depart from Hershey Lodge at the hotel lobby entrance at the times
listed in the program. Spectators will ride Hotel Hershey hotel
shuttle buses. Hotel Hershey hotel shuttles depart from and arrive
back to Hershey Lodge on the Convention Center side of the
building. Hotel shuttles depart approximately every 15 minutes from
Hershey Lodge outbound and from Hotel Hershey and Harvest Building
inbound.
meeting Room locationsRefer to the map of Hershey Lodge, Hotel
Hershey and the Harvest Building (Blue Mountain Meeting Space on
the 2nd floor) for room locations. The Pennsylvania Room 5806 is
located on the 5th floor of the tower guest rooms in Hershey Lodge.
Take the main lobby elevators (opposite the fireplace) to the 5th
floor.
mealsAdvisers and students must present their meal cards for
entrance into the dining rooms. Without the proper meal card,
appropriate attire, and name tag, you will be denied access to the
dining room. All meals for advisers and members will be served at
Hershey Lodge in the Chocolate Ballroom with the following
exceptions: Breakfast will be served on Tuesday and Wednesday
morning at Hilton Garden Inn for overnight guests. Breakfast will
be served on Tuesday morning in the Castilian Room at Hotel Hershey
for overnight guests. (Meal tickets for breakfast at Hotel Hershey
and Hilton Garden Inn will be provided at registration.) On
Tuesday, breakfast will be served for all other advisers and
members in the Chocolate Ballroom in Hershey Lodge. On Monday, the
To-Go Breakfast (pre-ordered) can be picked up in the Hershey
Lodge, Chocolate Ballroom. Refer to the Schedule of Events for
specific Details.

Seating AssignmentsSeating in the Opening Session is on a
first-come, first-serve basis. No seats are reserved other than
those for special guests, special video project school finalists,
and schools that have a member on the Executive Committee or Board
of Directors. Please fill every seat. Assigned seating will be made
for voting delegates at Tuesdays Business Session. Assigned seating
for all schools by region will be made for the Awards Program.
Priority seating will be given to regions that met the 2015
Member-ship Incentive. A diagram for Awards Program seating will be
posted by 5 p.m. in the Cocoa Lobby and Great Lobby areas.
cell Phone and gadgets (Electronic Devices)As a courtesy to all
conference participants, proper cell phone and gadget etiquette is
required. During competitive events, cell phones and gadgets must
be powered down. All other times (during all general sessions,
workshops, meals, and other scheduled events), the ringers must be
turned off. Be considerate and respectful of those around you.
mandatory AttendanceAll members and advisers are required to
attend the Opening General Session and the Awards Program. Members
will not be permitted to leave the sessions early unless
accompanied by an adviser.
Student Accountability JournalThe SLC is an educational
experience an extension of the learning environment in your
classrooms at school. Advisers are asked to assist their members in
creating a schedule of activities that will effectively utilize
time to enhance learning while at the conference. Student
attendance at workshops will be taken using a QR Code system. The
Student Accountability Journal is stitched into the official SLC
program.
Workshop SessionsEducational workshops for members are offered
throughout the day on Monday and Tuesday; adviser professional
development sessions will be offered all day on Tuesday. Advisers
are welcome to attend any student workshop session. Refer to the
Workshop Descriptions in the program for a brief synopsis of each
session. Arrive early as some sessions are only offered once.
Awards Program The Awards Program is an exciting and suspenseful
event. However, lets respect all members and advisers right to
enjoy the session free of needless interruption. Stu-dents will not
be permitted to return to their rooms or hotel until the end of the
awards program. If a circumstance develops, the student must be
accompanied by an ad-viser. Please support all of Pennsylvanias
award winners, and give them the respect they deserve. Please help
us enforce proper behavior during the Awards Ceremony.
Award WinnersAward winners may stop by the Exhibit Hall Office
immediately following the Awards Program or the Cocoa Lobby on
Wednesday morning from 8:30-10:00a to pick up a plastic protective
sleeve for their award.
National leadership conference Qualifiers New this year: the top
four students/teams in every objective test and the top three in
all other events qualify to attend and participate in the National
Leadership Conference. The top three or four winners and their
adviser must plan to attend the NLC Orientation immediately
following the Awards Program.
local chapter Voting DelegatesEvery local chapter was entitled
to have two local chapter voting delegates, and these delegates
were identified by the adviser on the chapters registration form.
Voting delegates will wear a special delegate ribbon on their
badges. Voting delegates are reminded that they are required to
attend the Campaign Booths on Monday evening and the Voting Session
and Business Session on Tuesday.
ExhibitorsBe sure to stop by and visit the exhibitors in the
Great Lobby. At the exhibits, you can talk to representatives from
post-secondary institutions about future educational plans, learn
about new fundraising programs, and hear how you can participate in
exciting leadership programs. The exhibitors will be here on Monday
and Tuesday.
William Selden Scholarship PinsAll conference participants can
purchase their official FBLA pin at the Information Table in the
Cocoa Lobby or from any state officer. The pins are $4 each, and
all proceeds benefit the William Selden Scholarship Fund. Credit

Announcement of finalists in Performance EventsBanking and
Financial Systems, Global Business, and Management Information
Systems will have results from the online testing posted by 10:45
a.m. Monday. Global Business Finalists on Package Plan A should eat
lunch in the Chocolate Ballroom at Hershey Lodge before boarding
the shuttle bus to Hotel Hershey. Finalists must be at Hotel
Hershey by 12:15 p.m. for instructions. The online test results for
these events will be published using the following methods: Posted

Spectator EventsAll preliminary and final performances on Monday

Events) will be taken online at the conference either in Empire or
Crystal A. Both meeting rooms are located on the Confection Level
of the Hershey Lodge Conference Center. Refer to the SLC Program
for the times and locations of each event. A map of Hershey Lodge
can be found in the SLC Program. Prior to entering the computer
labs, a brief orientation will be provided covering general
procedures for taking an online test. Calculators will be provided
in all events where permitted. Competitors must bring their own
sharpened pencils with erasers. Allow plenty of time to arrive to
the testing area. Dress code compliance will be checked upon entry
into the testing area.

will be available online in the Secured Adviser Area on the web
site at www.pafbla.org in about a week after the conference. Due to
privacy, student scores will no longer be posted at the conference.
Rating Sheets for State Only Projects, Performance Events, and
School Site Production Score Sheets can be picked up by an adviser
at the Information Table across from the Bears Den at the
conclusion of the Awards Program on Tuesday night. Remaining
packets will be available for pick up at Headquarters on Wednesday
morning.
Advisers HospitalityOn Tuesday morning, there will be an
Advisers Coffee Break in the Cocoa Board Room and Cocoa Suite 1 and
on Tuesday evening there will be an Advisers Recep-tion in Cocoa
Suite 1 & Cocoa Suite 6 immediately following the Awards
Program. Please stop by for some refreshments, treats, and
fellowship with your colleagues.
Hotel SafetyAdviser and student safety is extremely importance
while at this conference. Upon arrival to the conference, advisers
are requested to review proper hotel safety procedures with your
students. Making fraudulent emergency calls to 911 is a felony and
individuals will be prosecuted. Any expenses incurred as a result
of this action will be billed to your individual school
district.
Hotel PropertyStudents and advisers are reminded that all
contents in guest rooms are the property of the individual hotel.
Any item(s), including the pillows and pillow cases, missing from a
guest room upon check out will be charged back to the schools
assigned to that room. Students are reminded not to disconnect the
video cables from the back of the television in guest rooms. A
reconnection fee will be assessed to the room and a minimum charge
of $85 will be added to your bill. In addition, as posted in the
Delegate Code of Conduct, students are reminded that all hotel
rooms at PA FBLA functions are property of the hotel and PA FBLA
not the individual(s) and/or school district(s) and may be searched
at any time for any suspected violation of the Delegate Code of
Conduct at the request of a PA FBLA staff member or
students/students adviser.

Open Competitive Events Program
Pennsylvania FBLA is proud to offer Open Competitive Events to
all members attending the State Conference. The guidelines are:
1. There will be 12 open competitive events offered at the 2015
State Leadership Conference. They are:
COMPUTER OPERATING SYSTEMS In this event, students will be
tested on their knowledge of computer operating systems and related
concepts.
CURRENT EVENTS In this event, students will be tested on current
news events making the news.
DIGITAL TOOLS In this event, students will be tested on their
knowledge of digital and electronic devices used in business and
communications.
FASHION MARKETING In this event, students will be tested on
their knowledge of marketing and management principles as it
relates to the fashion
industry.
FBLA CREED/CODE OF ETHICS In this event, students will be tested
on their knowledge of the FBLA Creed and Code of Ethics as found in
the PA FBLA
Policy/Leadership Handbook.
GOOGLE APPS/SOCIAL MEDIA/OPEN SOURCE In this event, students
will be tested on their knowledge of Google Apps, Social Media,
Open Source and related concepts.
HUMAN RESOURCE MANAGEMENT In this event, students will be tested
on their knowledge of human resource management and related
concepts.
INVESTMENTS/STOCK MARKET In this event, students will be tested
on their knowledge of business and personal investments and related
concepts.
LEADERSHIP In this event, students will be tested on their
knowledge of leadership and management skills and related
concepts.
PENNSYLVANIA FBLA POLICIES AND PROCEDURES In this event,
students will be tested on their knowledge of Pennsylvania FBLA
based on content found in the PA FBLA
Policy/Leadership Handbook and on the PA FBLA website.
RETAIL MANAGEMENT In this event, students will be tested on
their knowledge of managing the day-to-day operations of a retail
store.
THE INTERNET In this event, students will be tested on their
knowledge of basic Internet related concepts.
2. Any student already qualified to attend the 2015 State
Leadership Conference may take these testseven if he or she has
already participated in these events. Chapters may not bring
additional members to compete in these events.
3. There is no pre-registration for these events. They are
offered on a first-come, first-serve basis.
4. These events will be offered between the hours of 9:15 a.m.
and 11:45 a.m. on Tuesday, April 14. All events will be
administered in the same room.
5. Students may take as many of these tests in this 2 hour
period as they wish. All tests are machine graded multiple choice
or true/false type tests. Students must bring their own #2 pencil.
Most tests contain 50 questions. Students may have as much or as
little time as necessary to complete any one test.
6. Certificates will be awarded to the Top 10 students in each
event and their names will be flashed across the screen during the
Awards Program. The first place winner in each event will be
recognized on stage. Certificates will be mailed after the
conference. These events do not qualify a student to attend the
National Leadership Conference.

Open Competitive Events Program
7. In the event of a tie, the first tiebreaker will be the same
tiebreaker procedure as is used in other written objective tests
and found in the PA FBLA Policy/Leadership Handbook. In the event
the tie cannot be broken with the first tiebreaker, the tie will be
broken by lottery as the second tiebreaker. Time is not a factor
and will not be considered in breaking a tie.
8. There are no formal written guidelines for these events. The
content of each event is listed above.
9. The contestants are required to comply with all dress code
and name tag requirements.
10. The testing procedure shall be:
a. At 9:15 a.m., the test administrators will open the door to
the testing room (The White Room of the Great American Hall), which
is capable of seating approximately 500 students. A line will form
outside the Great American Hall.
b. The test administrator will permit the first 500 students to
enter the room and be seated. Once all seats are filled, the doors
will be closed. Tests will be distributed to those seated (students
may request any one of the 12 different tests).
c. The initial group of students will begin taking the test at
the test administrators direction.
d. As a student finishes a test, he or she will turn in the test
to the test administrators and will then be required to leave the
room.
e. Once one student leaves the room, the test administrators
will permit another student to enter the room and request a
particular test.
f. The process will continue for the 2 hour period of time.
g. If a student wishes to take another test, he or she must
leave the room and go to the back of the line to await entry.
Students may take as many different tests in the 2 hour period as
they can schedule, but they must leave the room each time and go to
the back of the line.
h. All testing will be stopped and papers collected promptly at
11:45 a.m., regardless of how much or how little time a student has
had to work on the test he/she has in his/her possession.

consumers. Supply Chain Manage-ment (SCM) focuses on optimizing
these flows. It is the dominant business paradigm. SCM employment
is forecast to grow 17-28% over the next decade. Key roles are
procurement analysts, fore-casters, SC planners, managers, and
executives, and logisticians. The median wage for these jobs in
Pennsylvania ranges from $59,400 to $87,300 based on 2013 data. At

Briefly, each workshop has been assigned a unique QR Code that
can be used only one time per person per workshop. Five minutes
after the end of the workshop, the QR code becomes invalid. The
snapshot of the QR Code must be taken at the end of the workshop as
the student exits the room. Students cannot go back after the fact
to capture QR codes.
After the conference, the adviser will receive by email an
attendance report.
