    Learning rom experience

    Other countries have demonstrated the value o setting out a long-term network strategy early on.In Japan, a masterplan or the Shinkansen networkwas drawn up in the 197 s ollowing the openingo the Tokaido Shinkansen, the frst Japanese high-speed railway line. This ambitious masterplan wasdesigned with the intention that everyone wouldbe able to access Shinkansen within one to twohours. It was also integrated with airport planning.This masterplan still orms the basis o current

    authorisation o new lines or extensions to existinglines. In the case o Japan and also France, it isnotable that a network strategy was developed a ter the frst line had proved its success, which is wherethe UK now fnds itsel ollowing completion o theChannel Tunnel Rail Link.

    In this country, there is a parallel with thecreation o Britains national motorway network.The motorway concept and plans or a networkwere initially put orward in the 193 s and 4 s byassociations o highway engineers, as a solution toan inadequate road network and in the light o whathad been achieved in Germany. Implementing thenew technology in the 195 s required Governmentto develop consistent standards and regulations,although the real push came rom local authorities, in

    particular rom the County Surveyor in Lancashire.An objective assessment o inter-urban tra fc needswas not carried out by Government until the 196 s, inrecognition that e ective networks rather than []individual roads were needed.
