When To Take A Note
Any element in a condition state of 2, 3, 4 or 5
Any NBI in a 5 or less Date or note should be updated every year
inspection is performed
Examples
Acceptable: The entire quantity is in condition state 1, so no defects means no notes are necessary

Unacceptable: Quantity is in CS2, and is missing description and date.

Acceptable: Should consider keeping original dates to track change over time

Unacceptable: Quantity is in CS4 and properly dated. However notes do not justify the condition state.
