FAO CountrySTAT tiene 2 objetivos principales :

Esto permite a un País, como a una Institución, o a una Región (FAO Latino-América, ICCA, CEPAL, …),

La implementación de un sistema estándar y modular de información (datos y metadatos ) estadística.

Un sistema harmonizado, con información estadística proveniente de diferente entidades, a nivel local, nacional, regional e internacional.

Objetivos de CountrySTAT

- La construcción de un Sistema Integrado de Información y de Estadística, a nivel Nacional, y

- La disponibilidad de un sistema efectivo, eficiente y oportuno, para la captura, almacenamiento, diseminación e intercambio de Información Estadística.

El sistema ha probado ser de mucha utilidad y apoyo para los …- responsables políticos, en la definición de políticas nacionales, - dirigentes, en la toma de decisiones estratégicas, - analistas (estadísticos), en el estudio, interpretación y evaluación de la

información (datos y metadatos).

Unos de los resultados esperados es el que CountrySTAT facilite el acceso de un Funcionario - con poder de decisión - a la información estadística. Pudiendo procesar información de diferentes fuentes.

Información (datos y meta datos) que están, muy corrientemente, diseminados en varias Instituciones diferentes.

El CountrySTAT esta acompañado por una estrategia que aumenta el nivel de capacidad de un País, y hacer el sistema sostenible a largo plazo.

Con la Base de Datos CountrySTAT, los políticos, los dirigentes, los analistas, … pueden fácilmente agrupar datos a través Areas Temáticas - producción, comercio y consumo - a fin de estudiar todo tipo de relaciones, procesos, interferencias, …

Al final de 2007, un Proyecto en 17 Países Africanos, totalmente financiado por la Fundación Bill & Melinda Gates.

Todos estos países africanos operaran y mantendrán sus propios sistemas de información y sus propias estadísticas en alimentación y agricultura nacionales; completamente integradas y transparentes.

Pero darán fácil acceso a ellas, apoyando analistas, dirigentes, responsables políticos, … etc. en la toma de decisiones.

La filosofía esencial de CountryStat esta basada en la normas, principios, datos y metadatos de FAOSTAT y el GIEWS.

Durante el año 2005, fue probado con mucho éxito en las oficinas estadísticas de la República de Kirguiztan, Kenia y Ghana.

Actualmente, esta implementado en varios países.

CountrySTAT esta totalmente basado en las Tecnologías Web.

CountrySTAT se ha estado desarrollando desde Mayo de 2004, utilizando sistemas estándares, como

el PC-Axis (un paquete escandinavo de programas para la diseminación de información estadística),

y siendo parte de “initiatives” relacionadas, como

SDMX (Statistical Data and Metadata eXchange), para el intercambio de datos y metadatos estadísticos, promovida por el BM, FMI, UNSD, FAO, OCDE, EuroSTAT, BCE, BPI, … y

GAUL (Spatial Global Administrative Unit Layers), el estándar internacional de codificación de información geográfica (espacial).

• PC-Axis PX-Map is a tool for presenting statistics in Thematic Maps• PX-Map is developed for an integrated use in PC-AXIS (PX-Make, PX-Edit, PX-Web, ...).

• Por definición básica, las 2 Entidades (FAOSTAT y CountrySTAT), se desarrollan juntas, en completa sincronización e integración, teniendo principios comunes, para la clasificación y organización de la información (colección de datos y metadatos).

• La clasificación y organización de la colección de datos y metadatos, en el Sistema CountrySTAT, corresponde a un Cuadro Analítico del tipo “Principal” y “Modules”.

• Esto, constituye una total “relacion semantica” entre la información de FAOSTAT y CountrySTAT.

The process of CountrySTAT for the Latin-American and Caribbean Region Countries and Institutions

– The establishment of CountrySTAT for the Latin-American and Caribbean Region Countries and Institutions will be accepted by the mutual agreement.

• The agreement for CountrySTAT for an Latin-American and Caribbean (LAC) Region Country (and/or Institutions) will be based on The Memorandum of Understanding (MOU) or equivalent agreement which will be mutually determined and signed by the LAC Region Country and FAO.

– The capacity building initiatives of CountrySTAT for the Latin-American and Caribbean Region Countries and Institutions

• Capacity building initiatives will begin with two synchronized streams.

(1) Officers of National Statistical Offices or Agencies will be invited to attain basic and advanced trainings for the initial capacity building initiative;

(2) Commencement of National CountrySTAT Framework, at FAO HQs, in Rome, Italy.

Initial Basic and Advanced Training Sessions will be at FAO HQs.

– The beginning of CountrySTAT for the Latin-American and Caribbean Region Countries and Institutions Framework

• The required highly skilled human resources will be determined and employed, both by the Country and FAO HQs, for a successfully implementation of CountrySTAT.

• The physical (i.e. servers, laptops, licenses of software, etc.) and statistical (i.e. FAOSTAT, RegionSTAT, etc.) capacities will be delivered and prepared for CountrySTAT Framework Team.

• National Panorama Reports will be prepared and presented.• Advanced and End-Users Trainees will be selected, as presented in the National Panorama

Report.

Necesidades y Riesgos de CountrySTAT

The CountrySTAT is intended to be a nationally owned, populated, updated and disseminated framework and tool.

As in the nature of any project management, to successfully establish and have effective, efficient and timely sustainability, CountrySTAT in the Latin-American and Caribbean Region Countries and Institutions, will be confronted to several requirements and/or risks during the project, which may be;

Requirements

• Need for capacity building and training sessions at FAO HQs in Rome, Italy, for the officers of national governmental agencies who will be involved to the project.

• Need for revolving secondments of experts to Statistics Division of FAO HQs, Rome, Italy, for key officers of national governmental agencies, who will be fully involved with the project for on-the-job training.

• Need for both temporary and permanent staff within the country and FAO HQs, to implement and provide sustainability to the project.

• Need for monetary resources to fulfil the needs of the ongoing activities of the CountrySTAT in each Country.

Risks

• The insufficient commitment of National Partners and National Statistical Agencies to disseminate the statistical information along the CountrySTAT Framework during the project.

• The loss of country ownership or declining interest and lock after the project ends.

• The fluctuation (or mobility) of trained staff.
