OPUS-Projects provides web-based access to process multiple marks and multiple occupations, including data uploading through OPUS, data processing using the PAGES software, visualization and management aids, and least squares adjustment. By attending this workshop, you should gain enough information to successfully use OPUS-Projects for your own projects. Once the training is completed, you’ll be given an opportunity to register your email address thereby authorizing you to create and process new OPUS-Projects. During the course, a project containing a training data set will be assigned to you. You’ll have an opportunity to work along with the presentations. In addition, time is allotted for you to explore your project individually.

*Due to the nature of this course, class may end early on Wednesday. However, you will receive at least 9 hours of class time.

Scott Lokken is a geodesist with the National Geodetic Survey (NGS). He has worked with the NGS State Geodetic Advisor Program as the NC Advisor for the past 10 years. Before that, he served with NGS Field operations for 17 years.

This seminar will focus on the basics of Elevation Certificates. We will begin with an overview of the flood insurance legislation (BW-12 and HFIAA) and implementation of the provisions. We will then discuss updates on the coastal mapping schedule and give a demonstration of the Flood Risk Information System (FRIS). We will finish the day by discussing proper completion of Elevation Certificates.

John Gerber, Pe, cFM is the State NFIP Coordinator for North Carolina and a senior engineer in the North Carolina Flood Mapping Program. He has a degree in Civil Engineering from NC State University and is a licensed Professional Engineer and Certified Floodplain Manager. He has over 22 years of engineering experience and 17 years of NFIP experience.

FS Review - Friday, September 11Friday will serve as a refresher for those who are preparing to sit for the “Fundamentals of Surveying” exam. Topics will include Error Theory – redundancy, statistics and error theory; using and entering statistical data in the HP35s calculator; GPS overview and history; GPS field procedures, receivers and methods; positional accuracies; OPUS and OPUS reports; NC State Plane Coordinate system (NCPSCS); coordinates and conversions; boundary surveying; compass rule adjustment, traverse adjustments; Astronomy-Solar observations; leveling; Tacheometry; angles, azimuths & bearings; magnetic declination; topography & contours; and horizontal and vertical curves and calculations.

Topics will include GIS review, volume, vertical and horizontal curve calculations, basic geodesy and astronomic observations, boundary and legal principles, business and professional practices, types of surveys, GPS/GNSS reduction and analysis.

Jared r. ownbey, PLS has been surveying since 2004. He earned his Associate in Applied Science Degree in Surveying Technology at Asheville-Buncombe Technical Community College in May 2004, graduated with top honors and has held his NC Professional Land Surveyor license since December 2008. His past experience includes working as a crew chief at Vaughn & Melton Consulting Engineers, and working as Surveying Department Chair at WNC Professional Engineers & Surveyors. He has been

a Surveying Instructor at Asheville-Buncombe Technical Community College since January 2011 and also owns a small surveying firm. He is very passionate about boundary survey law, and he has extensive training in GPS.

dr. Jerry nave is an assistant professor of Geomatics at NC A&T State University where he teaches courses in boundary location and legal principles, land systems, geodetic surveying, satellite positioning, ethics and professionalism and subdivision design. He earned his BS and MS in Surveying and Mapping and his doctorate in Educational Leadership and Policy Analysis at East Tennessee State University. He received his PLS in 1993 and has over 21 years of experience in the private and public sectors.

The morning will focus on what it takes to build a surveying business that will bring long-term success. We will explore leadership, marketing, lean business models, incorporating, changing employee workforce, cost management, employee engagement, avoiding malpractice, and managing daily workload.

In the afternoon, we will discuss the day-to-day administration of projects. We will cover topics from marketing the client, through the proposal process, and finally project delivery. The five general phases of a project will be discussed in detail from business development, proposal preparation, project planning, control/execution and final close-out. Each of the phases will be taught using a case-study approach after first outlining specific theories.

JeFFrey t. o’briant, eSq, Pe, PLS received 2 degrees from Wake Tech and a degree in Civil Engineering from UNC Charlotte. Upon graduation, he became a highway design engineer and route surveyor as he gained experience for his PE and PLS. Soon after, he proceeded to law school at Campbell University and moved into a private legal practice focused primarily on real estate and eminent domain. This legal knowledge led him to Progress/Duke Energy where,

for 10 years, he led teams in transmission acquisition, real estate, project management, construction, facility management and others. He is back in private practice with 30 years of diverse experience in law, surveying, engineering and construction, handling eminent domain cases statewide and working on other litigation/real estate/construction matters for NC clients.

Frank Mundy ii, PLS is the Vice President and Director of Geomatics at Stewart in Raleigh, NC, where he is responsible for managing Stewart’s Geomatics services to include survey and subsurface utility engineering (SUE). He graduated from Old Dominion University with a degree in engineering and is a licensed surveyor in NC, SC, VA, and WV. He is also a Past President of NCSS

(2010). In 2008, Mundy was named one of the top young business leaders in the Triangle in the Triangle Business Journal’s annual “Top 40 Under 40.”

This seminar will be divided into two parts: Professional Ethics and Boundary Retracement. The professional ethics section is designed to introduce and discuss professional ethics in the surveying profession and how ethics should be used to make decisions in both projects and business. The ethics portion will engage the attendees through discussions on case studies and board rules. The boundary retracement section will investigate topics related to boundary retracements. Topics will include courthouse and field research, evidence gathering and analysis of the information necessary to retrace a boundary.

This course is a three-day certification program for NC licensed surveyors wishing to become Certified Floodplain Surveyors (CFS). Participants must pass a comprehensive exam on Saturday to receive certification. The program will cover the following...

National Flood Insurance Program/FIRM Maps: Provides training in the CFS certification program. Topics include a regulatory overview, definitions, flood zone designations, flood study profiles, FIRM flood maps, flood map revision overview, LOMA and LOMR, lowest adjacent grade and lowest floor.

NFIP Regulations and Elevation Certificates: Examines Federal LOMA, LOMR and LOMR-F regulations, other NFIP regulations and citations. Further elaboration of NFIP topics will be provided. Elevation certificates will also be discussed.

Letter of Map Correction Overview: Introduces the concepts needed to write Letters of Map Amendment and Letters of Map Revision.

Letters of Map Correction Processing: We will discuss components of LOMAs and LOMRs, including fill considerations and the MT-1 form, survey data requirements, and the CFS’s obligations in obtaining the Letter of Map Correction. We will include hands-on exercises and an exam review game.

State Line Boundary & History of ChainsNovember 13

The morning portion of this seminar will cover a history of the NC/SC State Line, a description of the various phases of the retracement survey and a presentation of the re-established state line. The project was led by the NC Geodetic Survey and SC Geodetic Survey who, along with private contractors, completed the technical portion of the survey in 2013. The results of the survey were accepted by the NC and SC State Line Boundary Commission and legislation is in progress to officially adopt the results.

During the afternoon, we will discuss a history of chains. The surveyor’s link chain was the revolutionary technology of its time. Used for over four centuries, it left its mark upon England, impacted colonial America, and continues as the ghost of our land systems today. This seminar will reveal the theory behind how chains were developed and give the modern retracement surveyor the knowledge needed to follow in the footsteps of the colonial surveyor.

JaMeS e. daviS, PLS received his Bachelor of Science Degree in Surveying in 1989 from Ohio State University. After graduating, he served 4 years in the US Army as an officer in the Medical Service Corps. After completing his term of service, he worked for Concord Engineering & Surveying, Inc. (CESI) and was the project manager for the NC/SC State line survey. He currently serves as the President of the

NCSS Education Foundation and the Chairman of the NCSS Education Committee. He also received a Master of Business Administration degree from UNC Charlotte.

tiMothy S. GuiSewhite, PLS is part-owner of HensonFoley in Huntersville, NC. He previously worked as a Project Manager for Taylor Wiseman and Taylor’s Charlotte office from 2004-2014. His passion lies in colonial boundary retracement and 18th and 19th century survey methods and equipment, and he has performed surveys in 9 of the original 13 colonial states. Guisewhite is licensed in NC, SC,

VA, and PA. He is a member of the Surveyors Historical Society and fabricates surveyor’s link chains as a hobby.

The Surveyor in Court & Recent Developments in the Law

In this seminar, we will discuss the role of the surveyor in the judicial process. Topics will include: (1) An overview of the judicial system: Superior Court, District Court, Proceedings before the Clerk. (2) The distinction between the surveyor as a fact witness and the surveyor as an expert witness. (3) The Rules of Evidence and specifically how the rules govern the admission of evidence at trial. (4) The relationship between the attorney and the surveyor in trial preparation. (5) Pre-trial procedure: subpoenas, depositions, expert witness reports. (6) Presentation of evidence at trial: oral testimony, use of exhibits, direct and cross examination, expert opinions. We will review an actual case and discuss the surveyor’s contribution that enabled the client prevail. Bring your questions and any specific examples of your experiences in court.

We will finish the day by reviewing recent North Carolina appellate court cases that affect surveying. Cases may involve boundary and easement issues, negligence actions against surveyors or engineers, contract disputes and/or disciplinary proceedings. We will also discuss recent changes to the mechanics’ lien law.

John LoGSdon, eSq, PLS earned his Bachelor of Science Degree in Civil Engineering from Duke University in 1974. He started working in the surveying field in 1983 and received his licensure in January 1987. He owned and operated a small surveying firm in Wilkes County, NC until 1991, when he entered law school. By day, Logsdon worked as a real estate paralegal in Durham while attending the evening program at North Carolina Central School of Law. He graduated Magna Cum Laude with a Juris Doctor degree in 1995. After obtaining his

law license, Logsdon returned to Wilkes County and joined the McElwee Firm, PLLC. His practice emphasizes residential and commercial real estate transactions and the resolution of real property disputes. He has substantial litigation experience at both the trial level and in our appellate courts. He represents individuals, developers and corporate clients in matters of land acquisition, development and financing, as well as commercial and business matters.

Whatever Floats Your BoatWaterways represent some of the oldest transportation corridors in our country. This class focuses on the evolution of the many definitions of “Navigable Waterways” with relevant State-specific case law and statutes. Significant U.S. Supreme Court rulings from early formative decisions to the present day will be considered. Ownership of the fee, Rights of Navigation and interpretation of riparian descriptions will be discussed. This class also includes discussion of accretion and erosion, and considers the significance of various regulatory definitions, including U.S.A.C.E. definitions.

Adverse Possession Like You’ve Never Seen ItState specific discussion of Adverse Possession and Prescriptive Easements, with relevant local case law. Specific topics include: Tacking; Claims against the state; Claims made under mistaken belief; Effects of ordinances on adverse claims; Effects of a survey on a prescriptive claim; Doctrine of the Presumed Grant; Neighborly Accommodation.

kriStoPher M. kLine, PLS, President of 2Point, Inc., graduated from Bridgewater College in 1984 and has been involved in surveying ever since. He became licensed in NC in1991 and graduated from the Otis A. Jones Educational Institute in 1999. Kline served for 3 years as Chairman of the NCSS Education Committee. He has appeared as an expert witness in court on numerous occasions, and has spent the last

several years focusing on boundary dispute. He has been presenting continuing education courses in NC since 2001 on various legal aspects of land surveying, as well as teaching in other states. Kline writes a bi-monthly column for the publication Point of Beginning. He often spends his spare time researching material for upcoming articles and classes. In August 2013, Kline published his first book Rooted in Stone: the Development of Adverse Possession in 20 Eastern States and the District of Columbia. In June 2015, his second book, Riparian Boundaries and Rights of Navigation, was completed.

This workshop will be divided into 4 modules, focusing on the following:

“Elevation Certificates” by John Gerber The session will include an overview National Flood Insurance Program, recent flood insurance legislation (BW-12 and HFIAA) and implementation schedule. How to properly complete elevation certificates will be covered in detail to include many common mistakes and lessons learned.

“FRIS Basics” by Steve GarrettAs part of the Digital Display Environment and Map Maintenance Initiatives, the North Carolina Floodplain Mapping Program (NCFMP) created a website to disseminate information to mapping partners and the public. The Flood Risk Information System (FRIS) contains digitally accessible flood hazard and risk data that are database driven, allowing for print-on-demand products such as flood maps and Flood Insurance Studies (FIS). The site also provides geospatial base map data, imagery, LiDAR data (topographic data), along with hydraulic and hydrologic models that will be available for download and use. This module will instruct participants on the features of FRIS and how to navigate the site.

“LiDAR” by Hope MorganAfter Hurricane Sandy, funds were made available to collect new statewide LiDAR elevation data with improved sensors and a higher point density than what had originally been available for the 2001-2005 North Carolina legacy LiDAR elevation data. This presentation gives an overview of the improvements in data quality, the progress of the statewide collection, and an explanation of the Risk Management Spatial Data Download portal as a way to access the new LiDAR elevation data.

“OPUS Projects” by Scott LokkenOPUS-Projects provides web-based access to process multiple marks and multiple occupations, including data uploading through OPUS, data processing using the PAGES software, visualization and management aids, and least squares adjustment. This module will cover basics of OPUS and how you can apply it.
