PurposeofourInnovationPlan:
FalconHighSchoolhasbeenaleaderinDistrict49withregardtostudentachievementandacademicsuccess.RecentstateandnationaltestingdatashowsthatFalconHighSchool’sperformancehasremainedrelativelyflatoverthepastseveralyears.ThepurposeofthisplanmovingforwardistofunctionasaguideforpreservingthestrongpositivequalitiesofFalconHighSchool,andplanadjustmentstoincreasestudentachievement,movingFalconHightoapositionofannualgrowthinallareasofstudentperformance.Wewillcontinuetodevelopsystemsthatadapttotheneedsofourstudentsandcommunity,whileretainingtheintegrityofoureducationalgoalsforstudents.Increasingcommunityengagementandtruecollaborationbetweenadministration,staff,students,parents,andtheFalconHighcommunitywillbeafundamentalfocusofthisplan.
Indicatorsofstudentsuccesswillbeadjustedtoreflectwhatskillsourstudentshavemasteredandtoimprovemethodsusedtocommunicatemasterytostudents,parentsandthecommunity.FalconHighSchoolwillmoveforwardwithanemphasisonD49pathwaysandindividuallearningpathsforallstudents.Studentacademicachievementandtheattainmentoftheirindividualgoalsareparamount.

Teacher,studentandparentgroupswillworktogethertomonitorthesuccessoftheplanandprovidetimelyandconstructivefeedbacktoadministration.Teachertrainingandsupportiscrucialtothesuccessofthisplan.
ChangesinBoardPolicyhavenegatedtheneedforDistrictBoardPolicywaiversrequestedinthe2012FalconHighSchoolInnovationPlan,butastatewaiverisbeingconsideredtoallowfor“e-days”aspartoftheinnovationplanatFalconHigh.ExplorationanddiscussionaroundthecreationofanewInnovationPlan,oradjustmentstothecurrentplanwillbeaddressedasthefeasibilityofthiswaiverisconsidered.ThefourmajorfocusesofthisplanareAcademicStandards(ExpectationsandAccountability),AssessmentandFeedback,DocumentationandReporting,andCommunication.Timelineswillbeprovidedforeachofthekeycomponentsdescribedwithinthisdocument.
SECTIONII:KeyComponentsofthePlan
1. AcademicStandards(ExpectationsandAccountability)Description:Inanefforttoprovideavarietyoflearningopportunitiestoourstudentsandtoensureallstudentsarebeingtaughtatthehighestlevel,wewillensurethatourcurriculum,assessmentsandmethodofreportingarealignedtothecurrentColoradoAcademicStandards.ForareaswithoutColoradoAcademicStandards,approvedindustryand/ornationalstandardswillbeused.Expectationsandaccountabilitywillbeclearlydefinedforadministration,teachers,studentsandparents.TheschoolleadershipteamensuresthatataminimumthefollowingarepartoftheexpectationsandaccountabilityatFalconHighSchool:
a) ColoradoAcademicStandardsand/orIndustryStandardsareaccessible,consistent,clearlydefinedandunderstandabletoteachers,parentsandstudentsforeachclass/subject

WeatFalconHighSchoolwillmaintainasystemofinstructionthatholdsallstudentsaccountabletothehighestacademicstandards.Wewillbecommittedtoprovidingtheappropriateacademicandsocialsupportstoensureallstudentsmasteracknowledgedstandards.Thisinstructionalsystemwillbesupportedbyanassessmentsystem,whichwillpromoteacademicsuccessforallstudents.Teachers,students,andparentswillhaveaclearunderstandingofeachstudent’sstrengthsandweaknessessothatthisinformationcanbeusedtopromotegrowthandprovideremediationwhereneededtoensurestudentsuccess.
2. AssessmentandFeedback
Description:WeatFalconHighSchoolwillimplementagradingsystemdesignedtoassessstudents’levelsofunderstandingofthestateandindustrystandards.Thegoalofthegradingsystemistoclearlydefinegradingpoliciesandprocedures,assessmentofskillsandstudentproficiency,andthereportingofskillsmasterytoparentsandstudents.Ourgradingsystemaccuratelycommunicatestotheparentsandstudentswhatskillshavebeentaughtineacharea;aswellasthestudents’levelofunderstandingofthoseskills.WeworkedwiththeFalconCommunitytodevelopa“hybrid”ofthebestelementsofvariousresearchsupportedcompetency-basedgradingsystems.Thesystemdevelopedincludesthefollowingwithregardtoassessmentandfeedback:
a) Abodyofevidence,toincludeformativeassessments/classworkusedtorevealthestatusofcurrentlearning,masteryofskillsandidentifyneedsforfuturelearning
b) Feedbackistimelyandtargetedtogivestudentsdirectionaboutwhattheyneedtoimprove
c) Assessmentsandfeedbackareconsistentacrossteachers/departmentsthroughtheuseofcommonrubricsandexplicitlearninggoalsforcomprehensionandperformance
d) Assessments(bothformativeandsummative)andfeedbacktellparentsandstudentshowthestudentisprogressingtowardmasteryofcontentandskills

3. DocumentationandReporting
Description:WeatFalconHighSchoolarecommittedtodocumentingandreportingstudentprogresstoward,attainment,andmasteryofknowledgeandskillsrequiredwithintheColoradoAcademicStandards.Gradesaretypicallyusedtoreportstudentmasteryofskillsandknowledgeandarereportedasanumber,letter,orsymbolindicatingastudent'slevelofaccomplishment.Documentationandreportingmustbecleartoteachers,parents,students,andoutsideentitiessuchascollegesanduniversities.ThesystemdevelopedfordocumentationandreportingatFalconHighSchoolincludes:
a) Gradesreportedinawaythatinformsstudentsandtheirparentsaboutthestudent’sstrengthandweaknesses
b) Reportcardsthatusefamiliargradinglanguageandincludesomereflectionofeffortaswellascomprehensionandskills.

4. Communication
Description:Asastaff,westrivetofindtheclearest,mosteffectivewaytocommunicatewithallofourconstituents.Communicationisaprocessbywhichinformationisexchangedbetweenindividualsthroughacommonsystemofsymbols,signs,orbehaviors.WeneedtodefinethatcommonsystemfortheFalconCommunity.Effectivecommunicationbetweencentraloffice,schooladministration,staff,students,parentsandthecommunityiscrucialtothesuccessofFalconHighSchooltodayandmovingforward.Methodsofcommunicationarevaried,andweatFalconHighSchoolstrivetousevariousmethodsofcommunicationtoensureinformationreachesallconstituents,sotheyarealsoabletoeffectivelycommunicatewithus.ThecommunicationsystematFalconHighSchoolwillinclude,butnotbelimitedto:

5. InstructionalProfessionalLearningCommunities:
Description:Aprofessionallearningcommunity,orPLC,isagroupofeducatorsthatmeetsregularly,sharesexpertise,andworkscollaborativelytoimproveteachingskillsandtheacademicperformanceofstudents.Thetermisalsoappliedtoschoolsorteachingfacultiesthatusesmall-
groupcollaborationasaformofprofessionaldevelopment. The90minutelatestartdays,provideteachersanopportunitytocollaborate,analyzestudentdata,createcommonassessmentsandadjustinstructiontomeettheneedsofourstudents.Italsoprovidesstudentsanopportunitytoworktogether,socialize,andtakeadvantageoftutoringoptions.TheoutcomesofFalconHighSchoolPLCswillinclude,butnotbelimitedto:
a) AgendasandPLCnotesprovidedtoadministrationweeklytoensurethatPLCtimeisbeingusedeffectivelyandisfocusedonstudentachievement

6. E-learningDays:(Innovationwaiverneeded)
Inanattempttocreateastrongerlearningenvironmentforourstudents,wearerequestingawaiverfromColo.Rev.Stat.22-32-109(1)(n)(II)(A)forFalconHighSchool,“Theactualhoursofteacher-pupilinstructionandteacher-pupilcontact…maybereducedtonofewerthanonethousandfifty-sixhoursforsecondaryschoolpupils…”.Weareproposingamoreeffectiveoptionforourstudentsthatwouldmaximizeinstructionaltimeduringinclementweatherdaysandsometestingdays.Ouralternativetodelaysorclosureswouldbetoofferelectronicassignmentsforstudentstobecompletedfromthesafetyoftheirownhomes.Becauseofourlargeattendancearea(132.8sq.miles),wehaveavarietyofweatherconditionsatvariouspointsthroughoutthedistrict.Rapidweatherchangesmakeitdifficulttoconfidentiallypredictroadconditionsinatimelyfashion.Thismakesisdifficulttoensurethesafetyofourstudents.Themodelbeloweliminateshavingtodecidebetweenofferinghighqualityinstructionandensuring

studentsafety.FalconHighSchoolhascomeupwithanalternativethatoffersamoreeffectivewayofeducatingstudentsduringthesetimes.Closuresanddelaysaredisruptivetooureducationalprocess.Timelossincludesbothlostinstructionaltimeduetothedelayorclosureandtimelostduetomakinguptheinstructionuponstudentsreturntoschool.Wehavelowerattendanceondelayedstartdaysbecauseeventhoughschoolisinsession,someparentschoosetokeeptheirchildrenhome.Shortenedclassesmakeitdifficulttofitinacompletelesson,thereisoftenre-teaching/reviewthefollowingday.Thisthenaffectsbell-to-bellinstructionfortwodaysinarow.Description:A“virtualoption”forinclementweatherandtestingdayswillallowFHSstudentstheopportunitytocontinuelearningevenwhenseattimeisunavailableduetosnowand/ortestingdays.Thesee-learningdayswillrequireastatewaivertomeetthestate’srequirementforseattime.FHSproposesthatuptofivee-learningdayswillbeavailableforusethroughouttheschoolyeartoaccommodateforsnowdaysand/ortestingdays.Lessonplansfore-learningdayswillbeavailableonSchoologyandwillcoverthesamematerialthatwouldbecoveredifthestudentswereinthebrickandmortarclassroom.Studentswillhaveoneweektocompletetheassignmentsuploadedbytheirteachers.FalconHighSchoolwillmeetthefollowingcriteriafore-learningdays:
a) Allstudentsandteachershavetheabilitytoaccesstheinternetorinstructionalmaterialswhentheyareawayfromtheschoolbuilding.Thismayincludedownloadingofmaterialsthedaybeforeinclementweatherisexpected.
b) Allstudentsandteachershaveexperienceusingdigitallearningplatforms.c) FHSfacultycanletstudentsknowabouttheirlearningtargetsby9a.m.Therequirementat
FHSisthatallteachershavetheirweeklylessonplansuploadedtoSchoologyby7:30a.m.onMondayofeachweek.
d) Parentsandstudentswillhavetheabilitytoreachteachersviaemailforhelpandquestionsthroughoutthe"virtual"learningdayorifstudentsareunabletoaccessemail,teacherswillbeavailablebyemailtheweekfollowingthee-learningday.Studentswillhaveoneweektocompletethee-learningdayworkiftheyareunabletoaccesstheassignmentand/orteacheronthe“virtual”learningday.
e) Allcontentgiventostudentsduring"virtual”classesiscontentthatwouldhavebeenpresentedhadanormaldaybeeninsession.
f) AppropriateaccommodationswillbegivenorprovidedtostudentswithIndividualizedEducationPlans.
g) Studentswhohavedisabilitieshinderingtheiruseofdigitallearningwillreceiveappropriatesupplementalmaterial.AllIDEArequirementswillcontinuetobemetwiththeplannedinnovation(e-learningdays)inplace.
h) StudentswhoareEnglishlanguagelearnersandhaveIndividualizedLearningPlanswillreceiveappropriatesupplementalmaterials.
i) FHScanshowstudentsareshowingappropriategrowthevenwhenusingthevirtuallearningprogram.
7. ContinuationofExistingAcademiesandDevelopmentofNewLearningPathways:

Description:FalconHighSchoolwillcontinuewiththeexistingAcademyofHealthSciences,ITAcademyandBusinessandFinanceAcademy.Theseacademieswillcontinuetogrowandexpandwiththewantsandneedsofourstudents.FHSwillcontinuetoexpandourCareerandTechnicalEducation(CTE)classesandtoaddadditionalpathwaysbasedonstudentinterestandneed.AgriculturalandBiomedicalProjectLeadtheWaypathwaysarecurrentlyunderdevelopmentatFHS.ConcurrentenrollmentwillcontinuetobeafocusatFHSandwewillworktogroomcollegefacultyfromamongourownstaff.FHScurrentlyofferson-siteEnglishcollegeclassesandismovingtoofferMathclasseson-siteinthenearfuture.FHSstaffisworkingwithCTEtoarticulatemoreandmoreofourclassesforcollegecredit.

SchoolImprovementPlan
SeetheFalconHighSchoolUnifiedImprovementPlanforspecificdetailsregardingstudentachievementandgrowthgoalsforreading,writing,andmathematics.Thecurrentplan,implementedduringthe2014-2015schoolyear,designatesmajorimprovementstrategiesaroundmathcurriculum,feedback,writing,andindividuallearningplans.Theactionstepsillustratespecificprogramsandinstructionalmethodsusedtoenhancestudentachievement.Witharesearch-basedmathcurriculum,whichmeetsColoradoStateStandardsandtheeducationalneedsofourstudents,stridescanbemadetomeetthenewColoradoGraduationGuidelines.Acompetency-basedgradingsystemcanbeusedtoassesswhatstudentsknowanddonotknowineachcontentarea;aswellas,provideanaccuratepictureoftheknowledgeandskillsthatwillbefocusedoninthenewschoolimprovementplan.
OverallAcademicGoal
StudentAchievementhasbeenrelativelyflatatFalconHighSchoolforthepast5years.TransitionalColoradoAssessmentProgramresultshaveshownourstudentscommonlygrowanddeclinebyacoupleofpercentagepointseachyearintheareasofreading,writing,math,andscience.DatahasshownthatthecurrentinstructionalprogramatFalconHighSchoolhastoadapttotheneedsofourstudentsandcorrelatetotheColoradoAcademicStandards.Webelieve,throughlookingathistoricalCSAP/TCAPData,alongwiththepastlongitudinalanalysisofourstudents,FalconHighSchoolwillbeabletoseea5%gainacrossallcontentareasandallgradelevels.SincenewCMAS/PARCCwillnotprovidegrowthdataforthenext1-2years,weareexpectinga5%gainintheschool’spercentilerankinginreading,writing,andmath.
Otherareasthatwillenableustoachievea5%gaininclude;theuseofthecompetency-basedgradingpracticestogiveanaccuratepictureofwhatknowledgeandskillsourstudentsdoanddonotknow,thedevelopmentofIndividualCollegeandCareerPlansforstudents,furtherdevelopmentofAcademiestomeettheneedsofourstudents,implementationofaconcurrentenrollmentprogramtoprovideopportunitiesforcollegecreditwhilestillinhighschool,ACTpreparationclassesandinternshipprograms.Thecontinuationof

AdministrationandStaffwillbeabletomonitortheprogressofourachievementandrankinggainsthroughtheuseofcommonsemesterassessments,semestergradepointaverages,annualACTandstateassessmentscores,aswellascollegeacceptance,collegeremediationrates,andscholarshipsasreportedannually.AnannualreportwillbepublishedeachJunewithinformationregardingeachofthesemeasures.
E-Learningontesting,late-start,and/orsnowdayswillenableFalconHighSchooltoavoidlosinginstructionaltimeduringinclementweatherand/orwhenspecificgradelevelsaretesting.OnatypicaldayattendanceatFalconHighSchoolattendanceisbetween95%and98%.Onlatestartdays(dependingontheseverityoftheweather)attendancedropsto73%to81%.IfwehavePARCC,CMAS,PSATorACT/SATtestinginthebuilding,studentingradelevelsnottestingalsohaveahigher,by10%to15%,absenteerate.Onsnowdaysallinstructionaltimeislost.Byofferinge-learningdaysincasesoftestingand/orinclementweather,wewillincreaseinstructionaltimeandlearningforstudents.Wewillcompareunittestdatainvariousdepartmentsfromunitsfromthe2015-2016schoolyearwherelatestart/testing/snowdaysoccurred,withtestdatafromthosesameunitsforthe2016-2017schoolyearwheree-learningdaysareimplemented.

May 05, 2016 D49 School Board, The purpose of this letter is to inform the school board that the members of the School Advisory Committee (SAC) at Falcon High School support the school’s application for continued Innovation Status. We feel that this plan will provide an innovative and rigorous instructional program that targets state standards and implements best practices based on research, while allowing time for the development of a more progressive Innovation Plan in the future. We also feel that this plan supports the mission and vision of the school to provide students with a variety of opportunities and prepare them for success in college and careers.
