MINUTES January 21, 2020

A regular meeting of the Fairbanks North Star Borough Animal Control was held in the Mona Lisa Drexler Assembly Chambers, Juanita Helms Administrative Center, 907 Terminal Street, Fairbanks, Alaska. The meeting was called to order at 6:00 p.m. by Alex Thornton, Chair. A. CALL TO ORDER & ROLL CALL

1. Animal Control Commission cold weather policy

The Commission reviewed and discussed the current cold weather policy. MOTION: To abrogate the current Animal Control Commission cold weather policy by Commissioner Rosenberg seconded by Commissioner Swan. ROLL CALL Seven (7) in Favor: Gardner, Chesney, Marschner, Fortune, Rosenberg, Swan, Thornton Zero (0) Opposed MOTION CARRIED

2. May 18th, 2020 meeting date bumped from Chambers – Choose new date?

The Commission discussed the options for rescheduling the regular meeting in May. MOTION: To schedule the May meeting of the Animal Control Commission for Monday, May 11th at 8:00 p.m. by Commissioner Swan seconded by Commissioner Chesney. ROLL CALL One (1) in Favor: Thornton Six (6) Opposed: Gardner, Chesney, Marschner, Fortune, Rosenberg, Swan MOTION FAILS

Redemptions Every animal that leaves the shelter must have a current rabies vaccine and be microchipped. Proof of Ownership An owner must provide proof of ownership for his/her stray animal. An admissions clerk may independently accept the following examples of tangible proof of ownership:

1. A registered microchip 2. Ownership established in the field by an ACO 3. A registered tattoo 4. A collar with tags with valid contact info 5. A bill of sale 6. A rabies certificate 7. Other veterinary records 8. A minimum of 4 quality photos of the animal over time

a. Over time could mean the entire length of the animal’s life (however long that has been), or the entire length of time the owner claims to have had the animal (however long that has been) or over the past 6 months

b. Time can be proven through evidence in the photos such as season changes or time stamps

c. Ideally the photos will also show evidence of the owner being present in those photos

d. A person may be able to prove that he/she had possession of the animal for the past few weeks or months, but that might not necessarily convince you that he/she is the legitimate owner if he/she cannot give a clear story as to how he/she acquired the animal

9. The owner on record confirms the change of ownership 10. If you have any questions, ask a manager for assistance

A manager may consider the following examples of intangible proof of ownership:

1. The animal’s reaction to the person 2. Testimony from friends/family 3. The animal’s found location in comparison to the person’s reported lost location 4. The person’s ability to describe items the animal was wearing (that were not on

view to the public) 5. The person’s ability to describe physical features of the animal (that would be

difficult for the public to view) Returning the Animal to the Correct Person According to Borough Code, the most previous owner on record may redeem his/her pet at any time, even if it has become Borough property.

• The most previous owner on record may not adopt his/her pet. • People other than the most previous owner on record may adopt the animal IF it

becomes available. If there is a drawing, the people must enter the drawing. • The person who was responsible for the animal when it came in must redeem it. • AFTER the redemption is complete, a transfer of ownership to another person

may occur. • Transfer of ownership may not occur WHILE the animal was impounded. • The most previous owner on record may state the animal transferred ownership

BEFORE the animal was impounded. This new person must accept responsible and may then redeem the animal.

Disputed Ownership When 2 or more people come forward claiming that an animal is theirs, if necessary, you may consult with a manager to help determine who is the correct owner. The manager will evaluate all the evidence to determine if any one party has indisputable proof of ownership. If the manager feels that no party has indisputable proof of ownership, the animal will remain on stray. If no party provides indisputable proof of ownership before the stray time expires, the animal will become borough property. As soon as one party come forward with what appears to be indisputable proof of ownership, the manager will recognize the proof of ownership to that party and allow the animal to be returned to that party. Release of the Animal to Someone Other Than the Owner If someone other than the owner is going to pick up the animal, we must obtain permission from the owner. Proof of Current Rabies It is the responsibility of the owner to provide proof of current rabies vaccination if we do not already have it in our database. If you have time, you may choose to make a courtesy call to the animal’s veterinary clinic to obtain a copy of current rabies certificate. Confirmation over the phone will help you initially determine impound fees; however, a copy of the rabies certificate must be received and entered into Chameleon. If the owner is unable to provide acceptable proof of current rabies at the time of pick up, he/she may return at a later date with the proof. If the vaccine was current at the time of the impound, the owner will receive a $50 refund ($15 vaccine and $35 penalty) and will receive a new certificate good for 36 months. If the vaccine was expired at the time of the impound, the owner will only receive a certificate good for 36 months. Redemption of Strays This is the most common type of redemption you will encounter. Stray animals must leave the shelter with a current rabies vaccine and a microchip.

3. Retrieve the animal’s kennel card and rabies tag from either the Stray or Stray/Owner basket. Place the microchip in the tender basket. Assign a microchip.

4. Grab a Cold Spot redemption coupon for dogs and cats and fill in the information (these may not be photocopied in-house)

5. Open the impound of the animal in the Kennel window Tag Window

6. From the Kennel window, open the Tag window 7. Clear all fields within the Tag window except for your Animal ID 8. Query the Tag window using only your Animal ID. This will show you all Tags /

Links associated with the pet. 9. If a microchip and rabies tag are needed and have not yet been assigned, assign

them 10. Look through all Tags attached to the pet. If necessary, update the Person ID of

the Microchip, Rab Tag, Rab Voucher, and/or Link to the owner. a. Only dogs, cats and ferrets receive rabies vaccines b. Dogs, cats and ferrets receive microchips

11. If a P number does not exist, create one. If a P number does exist, update all of the information including scanning a current photo ID. A photo ID is required for redemptions!

12. If the pet’s most current rabies vaccine was given by the shelter, you will need to print out a rabies certificate. Or if the animal is under age, print a rabies voucher. While in the appropriate Rab Tag window, print one copy of the updated rabies certificate by going to Reports, Run a Report, Rabies Cert. Make sure that the microchip is already entered so that it prints on the rabies certificate.

13. Return to the Kennel window by hitting enter in any of the appropriate tags. This will pull the information from the Tag window to the Kennel window.

Outcome Information

14. Back in the Kennel window you will need to complete the Outcome Information 15. The Person To should automatically populate if the tag information was pulled

correctly. If not, enter the owner P number. a. If someone other than the owner picks up the animal, outcome the animal

to the owner and in the animal’s memo make a note of who picked up the animal

16. Type: RTO 17. Subtype: Walkin 18. Cond: Normal. Occasionally you may choose something different from the drop

down menu but this is very rare, since our shelter policy is only to adopt out safe, healthy, altered animals.

19. Date and Time are the current date and time 20. By: your initials 21. If there is a hold on the pet, remove it. Note the type of hold.

a. Meds or See Tender hold – Page a tender to the front to go over medication and/or care for the pet.

b. Collar hold – Go to the collar drawer, located above the safe, and remove the appropriate item. If the item looks helpful to the new owner you can pass it on but more often the item is not in good condition (a smelly dirty collar) or has personal information from the previous owner.

c. See Officer or Citation hold – Page an officer 22. Update the record. Your Kennel window should now be complete. 23. Animals may be paid for and picked up before closing. Notate the agreed upon

time of pick up. If the animal is abandoned consult the manager.

24. Print the remaining documents for the redemption. a. Medical History – This report may be able to be printed directly from

the Kennel window or you may need to open the Treatment window in order to print this report.

b. Owner Reclaim Form – This report can only be printed from the Kennel window and only once the Person ID is entered in the outcome field. (Verify on the form that the microchip number and rabies tag have been changed to the new owner.

i. Ask the owner to verify that his/her information is correct in the upper left hand corner of the form, read through, and sign at the bottom.

ii. Make a copy of the signed 25. Repeat everything above for all animals being redeemed. 26. Complete the receipt

a. Calculate the fees. If there is a quoted fee in the notes, double check to make sure that it is correct.

b. The only person who has the ability to waive any fees is the mayor under circumstances in which an animal was stolen or released from restraint to save the animal’s life. Refer these people to the Mayor’s Office at 459-1300.

27. The owner will receive: a. Receipt +/- credit slip b. Copy of the owner reclaim form c. Medical history d. Redemption coupon e. +/- Rabies certificate +/- rabies tag attached f. +/- Microchip registration information

28. Call over the intercom: The [animal type] [name] in [kennel number] has been returned to owner and needs microchip (if applicable). Add [owner will pick up later] if applicable.

29. When the animal tenders are ready for the owner, they will ring the doorbell. Buzz the owner through to Booking.

30. Staple the kennel card, owner reclaim form and +/- intake form +/- any other paperwork. File in filing cabinet for the correct month and species.

31. File receipt. The owner has one opportunity to receive $60 of his/her impound fees refunded to him/her should he/she choose to have his/her intact animal spayed or neutered within 30 days of the redemption. The owner must bring in proof to the shelter and a refund request will be filed. In the animal’s window, update the sex, enter the Spay/Neuter Completed date, Y for yes in Proof and enter the correct G number for the veterinary clinic. Redemption of Quarantine Animals

1. Redeem the animal the same was a stray. The owner will not receive redemption coupons. There is no redemption fee. List and explain applicable fees, ie boarding, vet expenses, etc.

2. Notify an officer that the owner is here. The officer may wish to speak with the owner. Find out what items the animal needs before it can be released (ie. rabies and/or microchip). Verify the owner name that should be assigned to any items. If an officer is not available, look in the Dispatch basket for the bite folder and review the checklist. Double check for possible holds.

3. If necessary, assign the rabies tag and/or microchip

4. Call over the intercom: The [anima type] in [kennel number] has been returned to owner and needs rabies and/or microchip (if applicable)

Redemption of Borough-Owned Animals Borough-owned animals may be animals that were surrendered or whose stray time expired. In addition to current rabies and microchip, these dogs and cats must also be spayed or neutered. The owner must pay the cost of the surgery. If the animal has not yet been altered, the owner must wait to redeem until the surgery has been done. Once the surgery is performed, the animal will be kept on evaluation the following business day to allow the owner time to redeem. After that point, the animal will be made available. If the animal is available and the owner and a potential adopter come forward at exactly the same time, the owner will have first priority. However, once a potential adopter requests a visit, at that point the owner must wait in line. Redeem the animal the same was a stray. The owner will not receive redemption coupons. The redemption fee is the first time redemption fee and will not count towards stray impounds. List and explain applicable fees such as boarding, vet expenses, etc. Redemption of Protective Custody Animals Do not rely solely on the protective custody form as proof of ownership; police officers are not always correct. Redeem the animal the same was a stray. The owner will not receive redemption coupons. There is no redemption fee, but the person must still pay rabies, microchip and boarding fees as applicable.
