That’s why the Burlington Free Press has prepared this Education Fact Book for people looking to relocate within the greater Burlington area. This book covers Chittenden and Grand Isle Counties and parts of Franklin County which are within commuting distance to Vermont’s largest city.

This Fact Book gives you everything you need to know about schools in the greater Burlington area: test scores, teacher/student ratios, enrollment figures, and much, much more. The school districts and supervisory unions covered by this book are distinct from other another. Some have multi-age classrooms; some have team teaching; but all will provide a first-class education for your children.

how do i register my child?

Typically schools advertise kindergarten registration in the newspaper and send notices home with current students during the month of March. Schools also keep track of families that move into the area as well as births in the community, and maintain contact with local pre-schools. They create a list with this information and contact families directly to let them know when they can register their children. The process varies slightly from school to school, but the basics are the same.

what are neCaP scores?

NECAP stands for New England Common Assessment Program. Students in grades three through eight are tested on an annual basis in reading and math. The scores are aggregated by the state to create an average. Science exams are given to students in the 4th, 8th, and 11th grades. High school students are also tested in reading, math and writing in 11th grade.

NECAP scores are divided into four levels: Level 4 is proficient with distinction, 3 is proficient, 2 is partially proficient and 1 is substantially below proficient. The State combines Levels 3 and 4 to give a school it’s score.

what is the difference between a school district and a supervisory union?

School districts cover a single municipality, usually a somewhat more urban one, while supervisory unions cover several smaller towns. In supervisory unions, there is generally one elementary school per town and those students all attend the same high school.

how do the school boards work?

School board members are elected on Town Meeting Day. School districts, no matter the size, generally have a single governing school board. Supervisory unions have multiple school boards representing the individual towns within the supervisory union.

who determines the school budget?

The school board works with members of the district administration to prepare a budget which is subject to popular vote, usually on Town Meeting Day. Boards generally send out a mailing with budget information and make a formal presentation to the voters prior to the vote. School board meetings are open to the public so parents can provide input into the budgeting process.

More frequently asked...how can i get involved in my child’s education?

Each school has an organization for parents, sometimes called a PTO (Parent Teacher Organization), PTA (Parent Teacher Association), or PIE (Partners in Education).

Can my child take advanced courses?

All high schools allow students to take Advanced Placement courses. Students’ GPAs are adjusted accordingly.

what if my child has special needs?

Vermont schools will provide Individualized Education Plans (IEPs) to help your student achieve.

what if english isn’t my child’s fi rst language?

Vermont schools offer classes for English Language Learners (ELL) for students from many nations.

what if the district i move to doesn’t have a high school?

Your town will cover the cost for your child to be sent to a nearby high school of your choosing.

what if i want to send my child to a high school outside my district?

All public high schools must have an agreement with at least one other school to allow students from one district to attend another school. Schools may limit the number of transfer students allowed.

how will my child get to and from school? With the exception of one school in the Village of Essex Jct which is within walking distance of all attending students, schools provide bus service.

are there any magnet schools in this area?

There are two magnet schools in the Burlington School District and one within the Essex Town School District. They have separate application forms and attendance is not guaranteed to those who apply.

are there any technical schools in this area?

There are three technical schools located in Burlington, Essex and St. Albans and serving students in grades eleven and twelve. Students from the area may choose to attend these schools to learn a variety of trades.

WhAT MAkeS FlyNN SpeCIAlFlynn is a strong, community based school where adults, parents and staff consistently focus on meeting the various needs of all students. It is a professional community that partners with a wide range of community organizations to support and enrich student learning. Some examples of community partnerships include: Echo Center, VT National Guard Starbase Program, Very Merry Theater, Audubon Center, and Flynn Theater.

pRINCIpAlGraham Clarke is starting his first year at the Flynn School after serving as assistant principal at Camel’s Hump Middle School and interim principal at Jericho Elementary School. He held a two-year National Academy for Science and Mathematics Education Leadership fellowship with the National Science Foundation. Graham earned his Bachelor’s and Master’s degrees at St. Michael’s College where he has also served as an adjunct professor. His extensive experience includes teaching at the International School in Beijing, China as well as the Akwesasne Freedom School on the Mohawk Indian Reservation.

WhAT MAkeS INTeGRATed ARTS ACAdeMy SpeCIAlThrough a partnership with St. Michael’s College and the Flynn Center for the Performing Arts, IAA is the first magnet school for integrated arts in the state of Vermont. As members of the John F. Kennedy Center for the Performing Arts, IAA at H.O. Wheeler teaches the core curriculum with an approach to teaching in which students construct and demonstrate understanding through an art form. Our goal is to inspire young minds by nurturing the imagination and engaging the whole child to achieve academic excellence through the arts.

pRINCIpAl (INTERIM)Brian Williams received his undergraduate degree from Middlebury College and a Master’s in educational leadership from the University of Vermont. His teaching career spanned the globe from a private high school in Japan to a Peace Corps teaching position in Kenya. Williams taught ELL and English at Burlington High School for over sixteen years before being promoted to assistant principal. He has also served as the student council, outing club and yearbook advisor.

pRINCIpAlThomas Bochanski grew up in Philadelphia and graduated from La Salle College in 1981 with a Bachelor of Arts in special education. After teaching students with learning and emotional disabilities for six years in Texas, Virginia, and Wyoming he returned to college and earned a Bachelor of Science in science education, Cum Laude, from the University of Wyoming. Thomas moved to Vermont in 1988 and began teaching middle school science in the St. Albans Town school district. In 1992, after earning a Master of Education degree in educational administration from the University of Vermont he began his administrative career, spending two years at Mount Abraham Union High School and five years at Essex High School. Thomas is beginning his twelfth year at Hiawatha Elementary School where he says he continues to find inspiration, hope, and joy in his work with children, parents, families, community members, staff, and colleagues.

ABOuT AdlADL, home of the Chargers, is a special place first and foremost because of the school community in which it is housed. ADL has a history steeped in meeting the needs of the middle school child. Starting with Albert D. Lawton’s vision back in the late 1950s that middle school students were not just mini replicas of high school students, but needed a special home of their own, the Essex Jct community has long supported ADL students and staff in myriad ways. Everyone from our school board, faculty/staff, parents, to our students recognize that ADL is a place invested in meeting middle school students where they are when they enter as sixth graders to develop and grow academically, socially and emotionally as they leave us at the end of eighth grade. Laurie began her administrative career as an assistant principal at Essex High School and then spent five years in Washington County as principal of Calais Elementary School and Main Street Middle School in Montpelier. ABOuT The CeNTeR FOR TeChNOlOGy, eSSexCTE is an award winning secondary institution preparing students for college and successful careers in current and emerging technical fields. CTE is Vermont’s largest technical center for high school and adult students. Most students attend CTE for a full day for one school year; some students attend for two years. CTE offers full day, one and two year technical education programs and supporting college prep NCAA approved academic courses. Many CTE students are also enrolled in a range of college classes as part of the Vermont Dual Enrollment initiative with the University of Vermont, NECI, Champlain College, Vermont Technical College and Community College of Vermont. These courses provide eligible students with both college and high school credit. In addition to college credits, students have the opportunity to earn industry credentials and certification.

CTE serves students throughout Chittenden County and those attending BFA-Fairfax.

Programs include automotive technology, building technology, childhood education/human services, computer animation and web page design, computer systems technology, cosmetology, dental assisting, engineering and architectural design, graphic design/digital publishing, health informatics, natural resources and agriscience technology, ophthalmic medical assisting, pre-tech, professional foods and adult programs.

dIReCTORKathy Finck has been the Principal/Director at the Center for Technology, Essex since July, 1999. Prior to that she served five years as the director of the Barre Technical Center and has almost two decades of teaching experience. Her degrees include: B.S. SUNY at Albany; M.S. in vocational education, Keene State College; Certificate of Advanced Study, UVM; and numerous courses and seminars.

Sandy taught high school art at Fryeburg Academy and subsequently completed a Certificate of Advanced Studies in Educational Leadership at the University of Southern Maine. Sandy’s first principalship was in Maine, followed by a stint at Waits River Valley School and one year as the interim

principal at Charlotte Central School. This is her first year at Milton Elementary School.

ASSISTANT pRINCIpAlKathleen Kilbourne has 15 years experience as an elementary school and special education teacher at Bristol Elementary School. She spent two years as the director of the Parent Information Resource Center and was responsible for a 3.3 million dollar federal grant to help increase student achievement by increasing parent and community involvement in over 100 schools across the state of Vermont.

ASSISTANT pRINCIpAlNative Vermonter, Mary Jane Stinson received her undergraduate degree from SUNY Plattsburgh, and her Master’s Degree from Johnson State College. Evergreen of Vermont specializes in applied learning: transferring cutting-edge science into effective learning in any school setting. The full range of schooling issues are covered: learning how to think and how to learn; basic reading and processing textbooks; arithmetic to college math; study skills; writing; any and all subjects from history to chemistry; classroom testing skills to SATs and GREs; social and school issues to departmental politics.

Evergreen Programs also include the arts; for fun as well as for preparation to art school. The basic principles of artistic perception are applied to each medium.

For private and boarding school admissions, Evergreen increases the probability of acceptance by maximizing SSAT scores and by using a unique application method. As a result, the student stands out from the other applicants.

ABOuT ORChARdOrchard is a neighborhood school, and while most students are bused to the site, this is for safety reasons rather than distance. The school is the focal point of this section of the city and can boast of tremendous community involvement. It is a school where parents, teachers and students are proud of the school environment they have developed together.Orchard School is a one story brick building which was built in three phases. The original part was erected in 1956. In 1970, the library media center wing was added. New construction and remodeling in 1996 added ten classroom spaces and included a project room at the end of each wing.

pRINCIpAlMark Trifilio is starting his first year at Orchard School. He has a B.S. in elementary and secondary education from Northern Illinois University and a M.Ed. in administration from St. Michael’s College. Mark began his teaching career at a junior high school in Illinois, moving to Vermont in 1982 to take a job as a special educator at Danville High School, Woodstock Elementary School and then Berkshire Elementary School where he also worked as a classroom teacher. Mark taught for six years at Hinesburg Elementary School before becoming co-principal at BFA Fairfax and then principal at Brewster Pierce Memorial School in Huntington.

A classical guitarist, Mark is a 2010 graduate of the Snelling School of Government’s Vermont Leadership Project.

Angela worked as a Spanish teacher and field hockey and softball coach from 1992-2000 at Missisquoi Valley Union High School, also serving as a department chair and curriculum leader. Her first administrative job was assistant principal at Hinesburg Community School where she served for six years, prior to becoming principal of SATEC in 2006.

After fifteen years at the helm, he became superintendent/business manager for the Washington Northeast Supervisory Union and then the Winooski School District. This will be his sixth and last year at the helm of BFA St. Albans.

Areas Served: Northwest Technical Center serves high school students from Bellows Free Academy, Missisquoi Valley Union High School, and interested students from the surrounding areas. Students choose from eleven college and career prep programs including automotive technologies, building trades, cosmetology, culinary arts, digital arts, engineering technologies, emergency and fire services, human services, marketing, medical professions, and video production.

One of the things that makes Northwest Technical Center special is that the eleven programs are organized into four Career Academies allowing co-teaching, collaboration and greater growth for students. Also noteworthy is the opportunity for students to earn college credits in high school. As part of the School-to-Work initiative, the Northwest Technical Center also offers Cooperative

Education and Youth Apprenticeship programs for those students who are working during or after school hours. These Co-op and Youth Apprenticeship programs can grant students academic credit for their work experience while they are earning an income and learning valuable on the job skills

dIReCTORSally Tarr received her Bachelor of Science in home economics/extension education from UVM, followed by a Master’s in education. Sally has been the director of the Northwest Technical Center since 2003. She started her career teaching home economics in southern Vermont. Subsequently, she taught travel/tourism and hotel and restaurant management at the Tech Center for over two decades before being named guidance counselor and then director.

MIddle SChOOl pRINCIpAlThomas Walsh is entering his 11th year working for the Franklin West Supervisory Union. Previously he spent 13 years as a behavior specialist with the Milton Town School District, supporting middle school students with social-emotional challenges. In 2000, he joined BFA where he first served as assistant principal before obtaining his current position six years ago. Tom received his Bachelor of Arts from East Carolina University and his M.Ed. and Certificate of Advanced Study in educational leadership from UVM.

hIGh SChOOl pRINCIpAlMichael Clark is currently in his second year as principal at Bellows Free Academy. His first full time teaching position was at Newport High School in Newport, N.H. teaching mathematics, science, and health. He served five years as director of the Green Mountain Conservation Camp on Buck Lake. From 1999 to 2009, Michael worked for Colchester High School as a science teacher and assistant principal. Michael graduated from Johnson State College in 1994 with a B.S. in environmental chemistry, a minor in mathematics and a certification to teach science at the secondary level. In 2008, he earned a Masters of Education in school administration, from Saint Michael’s College.

SChOOl hISTORyThe Isle La Motte School is nestled on a small island, five miles long and two miles wide in the northern part of Lake Champlain. The first record of Isle La Motte schools appears in 1793 on page 6, Book I, of the Town Proceedings: “voted to build school 16 feet square.” This later became the South District schoolhouse, later known as the South End School, and now the Historical Society building.

Today Isle La Motte has a new, modern school building which houses an average enrollment of 35 students in grades K - 6. We have three multi-age classrooms, a large multi-purpose room (gym/cafeteria), a library, work-study office, kitchen, nurses’ office, and a large outside playground. Students complete their junior and high school years off the island at local surrounding schools.
