Faces of Poverty in Oriental Mindoro
POPULATIONOriental Mindoro has a total population of 676,715 in 154,083 households in 2008The province of Oriental Mindoro consists of 1 city, 14 municipalities and 426 barangays. Among the municipalities,the city of Calapan was the most populated with 24,138 individuals, accounting for 15.7% of the total populationin the province. This is followed by the municipality of Naujan with 19,815 individuals (12.9%) and Pinamalayanwith 16,769 individuals (10.9%). Of the total population, 44.2% belongs to the age range of 16 years old andbelow.
HEALTH AND NUTRITIONFor ever y 1,000 children 0–4 years old, six diedOf children 0–4 years old, 0.6% died during the reference period. This means that six children died for every 1,000children 0–4 years old in the province. This represents a total of 533 child deaths among children within that agerange. The largest proportion was recorded in the municipality of Baco where 1.2% or 49 children aged 0–4 yearsold died during the period while Puerto Galera had the lowest proportion at only 0.1%, equivalent to 4 children.However, there are barangays where the proportions of child deaths were higher. The highest number of childdeaths was recorded in Barangay Baras (Mangyan Minority) in Baco where 20 children died while Barangay SanGelacio in Victoria had the largest proportion at 7.3% of the children aged 0–4 years old died.
For ever y 1,000 pregnant women, two died due to pregnancy-related causesThe province recorded a relatively low incidence of death due to pregnancy-related causes. In fact, only 0.2% of allpregnant women died during the reference period, representing 34 cases of deaths. The municipality of Baco had0.5%, which is highest among all the municipalities. Meanwhile, the municipalities of Puerto Galera and SanTeodoro and the City of Calapan had no reported cases of women deaths due to pregnancy-related causes.
For every 100 children 0–5 years old, 7 were malnourishedAmong children 0–5 years old, 6.9% were considered malnourished. This means that seven children weremalnourished for every 100 children 0–5 years old. Looking at the municipal level data, however, some municipalitiesrecorded higher rates of malnourishment. For instance, double-digit rates were reported in Bulalacao (15.0%),Victoria (11.6%), and Baco (10.5%). Puerto Galera exhibited a better situation as shown by the small proportion ofchild malnourishment (1.3%). A more disaggregated data revealed a bigger problem at the barangay level. In fact,several barangays had very high rates of malnourishment. Barangay Lantuyang-Mangyan Minority (82.2%) in Baco,Barangay Paitan (80.8%), and Barangay Magtibay (79.8%) in Naujan had eight malnourished children for every 10children aged 0–5 years old.
HOUSINGSome 4.1% of households were living in makeshift housing; 2.5% were informal settlersAmong all households in the province, CBMS data showed that 4.1% were living in makeshift housing. However,this problem is more prevalent among households in the municipality of Pinamalayan where 9.9% or 1,654households were living in makeshift housing, followed by Baco with 7.3% or 523 households. Among all barangaysin the province, Barangay Water in Baco had the largest proportion at 47.7% or 134 households.
Meanwhile, 2.5% of households in the province were considered informal settlers. Informal settling is, however,more prevalent in Bulalacao (6.0%), followed by the City of Calapan (3.7%), and Bansud (3.6%). The proportion ofhouseholds that are considered informal settlers is smallest in Bongabong (1.0%). At the barangay level, morethan half of the households in Barangay San Vicente North (52.8%) in the City of Calapan were informal settlers.

WATER AND SANITATIONSome 25.5% of households had no access to safe water supply; 22.7% had no access to sanitarytoilet facilitiesThe problem on water and sanitation was also reflected in the relatively large magnitude and proportion of householdsin the province with no access to safe water supply and sanitary toilet facilities. A total of 6,297 households hadno access to safe water while 3,796 households had no access to sanitary toilet facilities. The municipality ofPinamalayan recorded the highest proportion of households without access to safe water supply with 10,935households having no safe water supply, representing 65.5% of the total households in the municipality. Thesehouseholds also accounted for 28.0% of all households without access to safe water in the province. Results alsoshow that there are 78 “waterless barangays” 1 in the province. Meanwhile, the municipality of Bulalacao (56.9%)had the highest proportion of households with no access to sanitary toilet facilities, followed by Mansalay (40.8%).The City of Calapan had the lowest proportion at 10.4% although the magnitude (i.e., 2,499 households) is stillquite significant.
BASIC EDUCATIONOf children 6–16 years old, 14.9% were not in schoolAmong children 6–12 years old, 23.5% were not in elementary school while 39.1% of children 13–16 years oldwere not attending high school. However, only 14.9% of children 6–16 years old were not enrolled in school. Thismeans that 15 for every 100 children 6–16 years old were out of school. The municipality of San Teodoro (26.2%)had the highest proportion, followed by Bulalacao (21.0%), and Puerto Galera (20.8%). Some barangays in theprovince have higher rates of school non-attendance among children 6–16 years old. For instance, there were 10barangays where at least half of children 6–16 years old were not attending school. Among all barangays in theprovince, the highest proportion was recorded in Barangay Caagutayan in San Teodoro where 85.4% (505 children)were not enrolled in school during the reference period.
INCOME AND LIVELIHOODAt least 6 in every 10 households were living below the poverty thresholdPoverty rate in the province is very high at 62.5%, representing a total of 96,328 households. This means that inevery 10 households, six were living below the poverty line. Higher poverty rates for some of the municipalitieswere reported. Bulalacao had the highest poverty rate at 86.6%, followed by Mansalay (79.6%), and San Teodoro(73.9%). These highlight the huge problem in terms of income poverty. Worse condition was reported for some ofthe barangays in the province. There are 330 barangays (out of 426) where at least half of their households wereconsidered as income poor while there are six barangays where all households were considered income poor.These are Barangays Baras and Lantuyang, which are both Mangyan Minority in Baco; Barangays Balite, Magtibayand Caburo in Naujan; and Barangay Baclayan in Puerto Galera.
Among households, 47.2% had no suf ficient income to satisfy their nutritional requirementsThe province also faces problems in terms of food poverty. Five in every 10 households were living below thesubsistence threshold. Among all municipalities, Bulalacao had the highest rate of subsistence poverty at 78.9%,followed by Mansalay (69.0%), and San Teodoro (60.0%). These also reflect a huge problem in terms of foodpoverty. At the barangay level, data showed that there are also five barangays in the province where all householdswere considered food poor. These include Barangay Baras (Mangyan Minority) in Baco; Barangays Balite, Magtibayand Caburo in Naujan; and Barangay Baclayan in Puerto Galera. Survey results also showed that there were 193barangays where at least half of their households were living below food threshold.
Food shortage was experienced by 8.7% of the householdsSurvey results also showed that 8.7% of households in the province experienced food shortage during the 3-monthperiod prior to the survey. However, at a more disaggregated level, higher proportions were recorded for somemunicipalities. For instance, 20.5% of households in Bulalacao experienced hunger during the reference period.This figure is highest among all the municipalities. It is followed by Mansalay with 19.3% and Bongabong with

14.7%. Incidence of hunger is also worse in some barangays. In Barangays Balite and Caburo in Naujan, 99.0% ofhouseholds experienced food shortage during the period.The province recorded a relatively low unemployment rate at 1.9%Of the total population in the province, 30.2% were members of the labor force based on the results of the 2008CBMS survey. Among them, 3,879 individuals or 1.9% were unemployed. The municipality of Victoria has thehighest unemployment rate at 3.0%, followed by San Teodoro (2.8%), and Bongabong (2.4%). Two barangays in theprovince had double-digit unemployment rates. These are Barangay San Vicente Central in the City of Calapan andBarangay Mabini in Victoria with 15.2% and 10.1%, respectively.
PEACE AND ORDEROf the total population, 0.6% had been victims of crimeOn peace and order, the province recorded a total of 4,160 individuals who had been victims of any type of crimeduring the reference period. This represents 0.6% of the total population. The municipality of Roxas recorded thehighest crime rate at 1.6%, followed by Bansud (1.5%), and Bulalacao (1.3%). Higher rates were also reported forsome barangays. For instance, 8.9% of the population in Barangay Rosacara in Bansud were victims of crime.Furthermore, crime rates in Victoria in Roxas and Milagrosa (Guiob) were 5.6% and 4.6%, respectively.
CBMS COMPOSITE INDICATORHouseholds were not able to meet 1.9 of the 13 basic needs2, on the averageThe municipality of Bulalacao recorded the highest composite index at 3.1. This means that 3.1 of the 13 basicneeds were not satisfied by the households, on the average. Bulalacao had the worst condition in terms of thecomposite index while Puerto Galera had the best condition among all the municipalities. The disaggregated datashow worst condition for some of the barangays. Barangay Magtibay and Barangay Paitan in Naujan and BarangayBaras (Mangyan Minority) in Baco had composite indices of 5.9, 5.7, and 5.1, respectively, implying that about fivebasic needs were not satisfied by the households in the barangay, on the average.
