COE TTHP YEAR 1 ANNUAL REPORT – VOLUME 3 This report is produced by the FAA Center of Excellence for Technical Training and Human Performance in fulfillment of FAA Centers of Excellence program requirements. The full report is defined by an executive summary and three additional volumes:
• The Executive Summary gives an overview of the FAA AJI, the FAA COE program and the COE TTHP. A brief description of the member universities precedes a series of “quad charts,” one for each task conducted by the COE TTHP during the first year of operation. The document ends with a listing of the Year 1 students, supporting organizations and technical publications.
• Volume 1 gives a description of the FAA COE TTHP, its research, structure, member universities and research tasks.
• Volume 2 is a comprehensive set of presentation charts of each research task as presented at the first Annual Technical Meetings in March and June 2017.
• Volume 3 is a comprehensive set of notes from all FAA COE TTHP teleconferences and face-to-face meetings.

INTRODUCTION
This report includes all the available notes from different Center of Excellence for Technical Training and Human Performance (COE TTHP) between inception and July 2017.
Each telecon may have some combination of notes (read-ahead material sent out prior to a teleconference), minutes (taken during the teleconference and sent out after the meeting), and/or attachments.

• Discussion on handling disputes
o EC will act as arbitrator if any disputes arise between universities, project teams,
etc.
o General consensus from the members, and a process may need to be
determined.
• Future meetings
o The EC will participate in planning future agendas for the annual and biannual
meetings as well as determine the location of said meetings.
o The first meeting to consider is Year 1 Meeting 4 in June 2017, which will take
place in Washington, DC.
o The next meeting to consider is Year 2 Meeting 1 in fall of 2017.
• Discussion on proposals, white papers, etc.
o The EC with vet all White Papers submitted to COE SOAR. The committee will
come to a consensus to move the paper forward to the FAA through a general
voting process.
o The question of guiding criteria was discussed to help both the committee and
researchers.
o April will begin to draft criteria with feedback from Caleb, to bring to the EC.
• Projects and how to approach the FAA were discussed.
o The EC agreed that moving together as a team to brainstorm new projects and
bring them to the FAA and sponsors was appropriate, but the FAA must not be
inundated.
o Relationships between industry members, university members, and FAA should
be leveraged to ensure project ideas get to the correct people to move forward.

o One idea is to brainstorm topics based on focus areas before approaching the
FAA.
o If a White Paper is in hand, the EC can make direct contact with the appropriate
people.
o The Industry Advisory Board should be consulted about issues concerning the
industry directly for new projects- this should be discussed at Meeting 3.
• White Papers will be submitted through the Scholarly Commons platform.
o Currently Stephanie Fussell is notified of submissions. She will create a
SharePoint folder for White Paper upload. The EC will have access to this folder
and can ‘check out,’ read, and comment on submissions.
• It was decided that these meetings will be held monthly for the time being. They will be
held shortly before the COE TTHP Monthly Meetings, which will occur on the 4th
Thursday of each month.

Topics:
1. Reporting
– WMU and WSU still outstanding on technical reports - Auburn has a “red” response to technical report - Actions: Caleb will work with Dr. Tomblin on WSU report. WMU received email from
Stephanie on report deadline Monday, January 30. Dr. Friend will follow-up if no report in system by Wednesday, February 8. Use ERAU report to help with WMU report.
2. Data Management Plan –Each institution will need a data management plan.
– Action: Caleb/Fred to share next steps with COE via email.
3. No Cost Extensions
– Action: Caleb available for questions of core institutions during no cost extension package preparation and submission (e.g. OU and OSU due this week).
4. Meetings 3 and 4 – discussion on agendas, catering/per diem, presentations, outreach,
industry involvement, university involvement, expectations for PIs.
– Actions: Angelia will send examples of presentation board and will clarify guidelines for purchase of promotional materials. April will work with industry partners to secure donations if needed for promotional materials. Karen will send map of space to group to plan for expo set up.
5. Communication and Marketing Plan – Discussion on communication plan, website,
brochures, video.
– Actions: Set up planning meeting to finalize video – Stephanie and April use institution networks to attract talent for new direction.
6. Project 22 – Project team completed draft of survey and sent to Karen for review.

– Actions: Karen identify a time to have a teleconference with team to discuss survey, edits and dissemination/data collection plan.
7. New Projects – Use EC to vet all new projects prior to submission to FAA.
– Actions: Stephanie to add PM folder and project folder SharePoint.
8. SharePoint – Need Program Management, Executive Committee, and Industrial Advisory
Board folders. Subfolders a needed (e.g. new project proposals, etc.).
– Actions: Stephanie to create.
9. Brand Confusion/SOAR – Follow ASSURE wording on website to provide contractual name
vs. brand name. SOAR and logo can be larger. Use COE TTHP on all award and contractual
documents.
– Actions: Karen available to Stephanie and team to continue working on this issue and clarifying when to use which term.
10. Conflict of Interest – IAB involvement not at 100%. Some companies still feel there is a COI.
This has impacted willingness to document matching contributions.
– Action: Karen/Pat to attend IAB meeting at Meeting 3 to continue to discuss and address concerns.
11. IDIQ Contract Phase – Many industry questions about timing and process. Scalability
needed for institutions to be ready. COE structure is different than typical contract structure.
Core institutions as primes and industry as subcontractors.
– Action: Karen/Pat to attend IAB meeting at Meeting 3 to continue to discuss and address concerns. Share process with group.
12. Union and FAA Approvals – union needs to review all surveys and FAA needs to be made
aware of all site visits.
– Action: Karen to review Site Visit form and will share labor relation/union contacts for surveys. Stephanie and April continue to collect information and coordinate with FAA.

month but says July 31, 2017); could double check the spelling errors- then send
to FAA.
o “Improving FAA Training Content and Delivery of ATCOS” Glassman- ATCOTS is
training contact vehicle of 2006, now it is the controller training contract.

o The FAA site is technically there but not accurate; recommend rewording
content to be more general, get rid of ATCOTS (it’s in the closeout phase),
correct to CTC. Refer PIs to Jeff and Ned, Walt, Sid. Update template.
o “Benchmark Premier Technical Training Providers” Bazargan- Update dates,
o differentiate from project International or talk with Delaine about a phase 2
project for follow up.
o “UAS Training for ATCS” Jorgenson- What exactly are they trying to do? How
does it map to strategy plan? Who is the FAA buy in/industry partner? Scope
concern.
o “Examine the feasibility of FOQA for Air Traffic Control facilities within the FAA”
Wild- Concern about how this project differs from current initiative with ASAP &
FOQA Implementation Plan; ASIAS.
• General: Budgets should be rough order of magnitude
• Process: Stef to Send to feedback PI, get it revision back, EC has 3-5 days to review, if no
feedback then send to FAA

• NCE: discussion on process, requirements; discussion on closeouts on grants.gov.
Contact Fred Bowen to ensure OMIS is up to date.
• Fred: Review invoice number format for proper formatting so it is automatic. In OMIS
there is now an SF425 management option, which will email it to the FAA for you.
• Fred: When schools aren’t invoicing, the FAA assumes something is wrong and the fiscal
analyses are incorrect. Matching is also affect and must be entered. We will be pulling
and analyzing for each school, not each project at this time. Each school has the full
phase 1, but we want to ensure everyone is moving in positive direction.
• Fred: Cost share is applied in aggregate for the school in question. If a project generates
extra match for one project at a school, it is applied to another project at a school.
• Caleb: No questions on current project submissions to grants.gov. No questions on
DMPs; DMPs are not required for project management grants. Participant forms are
required for homeland security; if OMIS is kept up to date, then this should be
satisfactory and the project participant form can be updated at the project close out, to
include everyone associated with the project.
Caleb: NCEs must submitted 90 days in advance to project end. TMs should be working with PIs
on this. NCEs are on per project (possibly due to where the money is coming from), valid up to a
year.

• Y2M1 – Hotel is intact, campus is fine and no damages. San Juan area is fine and storm
went north. Dr. Pappas has concern over the island’s welfare and wonders if we should
come back at another time after hurricane season.
o WSU backup: New building has been booked as a backup that easily seats 50-60.
Hotels in the area that they have relationships with. Hosting options available.
Same dates (11/7-9).
o Tentative call with ERAU, OU, WSU Fri at 10 am
• Cooperative award document language (email) – need to contact PIs for a lot of these;
should we have an agenda item in November?
o Robert Nast is an ‘outstanding item’
• ATCA - Can Karen participate at ATCA? Have a booth, a COE panel, and David Delaine
participating in the 2:30 YAP panel
• Proposals – make a documented list, have the basecamp and Excel document, look for
