1. UT Administration of Daman & Diu and Dadra & Nagar Haveli through Department of
Tourism invites Expression of Interest from Eligible Individual Firms / Consortia to
Design, Finance, Build, Operate, Manage & Maintain Tourist Complex at Luhari. The EOI
document for the project will be available for downloading from www.dnh.nic.in
2. The last date for receiving queries is 11-03-2016. The Pre-Bid meeting shall be held on
18-03-2016 at 11:00 Hrs in Conference Hall, Secretariat, DNH. Expression of Interest
should be submitted not later than 05-04-2016 up to 1500 Hrs.
3. DoT reserves the right to amend / modify EOI documents and/or to reject any or all
proposals without assigning any reasons thereof.

1. INTRODUCTION:
Silvassa is the capital of union territory of Dadra & Nagar Haveli spread over 491 square
kilometres, at an elevation of 32 meters on the western side of the foothills of the Western
Ghats, close to Gujarat and Maharashtra. The town is wedged in between Maharashtra and
Gujarat, and is a beautiful landscape of lush green terrain. Silvassa is on the northern bank of
Daman Ganga River which flows through the union territory. Silvassa is a quiet town
comprising of small villages surrounded by nature, winding small rivers, beautiful waterfalls
and patches of tall green trees makes it a tourist’s paradise.
Silvassa has a well-maintained road network. Silvassa is well connected to all the major cities.
The nearest railway stations are in Vapi located at a distance of 18 kilometres and Bhilad
located at distance of 12 kilometres. Daman is 30 kms, Mumbai is 180 kms and Surat is 145
kms away.
2. OBJECTIVE:
The Expression of Interest (EOI) are invited for reputed developers, operators, companies and
consortia to redevelop Tourist Complex at Luhari.
3. PROJECT DETAILS:
To ensure an effective mode of developing the tourism industry by introducing Private Public
Partnership, the Tourism Department, UT Administration of Daman & Diu and Dadra & Nagar
Haveli, intends to encourage the tourist in flow to this tiny territory and develop it into an
international tourist destination and bring it on the global map.
Towards this objective, the Tourism Department, UT Administration invites “Expression of
Interest”(EOI) from interested parties who intends to develop, operate and maintain Tourist
Complex at Luhari under Private Public Partnership(PPP)Model.

4. BIDDING PROCEDURE
4.1. Prospective Bidders
4.1.1. The Prospective Bidder may be a single entity or consortium of members not
exceeding three (3) (referred to as “Bidding Consortium”) coming together to
develop the Project on PPP basis. Thus the term used “Bidder” hereafter would
therefore apply to both a single entity and a consortium.
4.1.2. Thebiddersshouldmeetthefollowingqualificationcriteriaandshallsubmitsupporting
documents.Biddershould:
(i) Havedeveloped, operated, managed and maintained at least 1 (one) similar
facility either individually or as a Consortium / Joint Venture.
(ii) Thenetworthascertifiedbytheauditor/charteredaccountantoftheentityshallnotbel
essthanRs.5Crore.
4.1.3. Documentary evidence / proof of the experience is to be furnished supported
by“certificates issued by the Authority concerned”.
4.1.4. In the proposal, bidder may clearly state their expectations from the UT
Administration for initiating the services mentioned above including development
of Infrastructure.
Note:
It is specially clarified here that the aforesaid criteria is the minimum eligibility criteria and
additional qualification filters may be introduced at RFP stage.
Department of Tourism reserves the right to accept or reject any application and to annul
the selection process at any time, without incurring any liability and without assigning any
reason thereof.
4.2. The EOI document submitted by a Consortium should comply with the following
additional requirements:
(i) Number of members in a consortium should be limited to 3 (three);
(ii) The EOI should contain the information required for each member of the
consortium;
(iii) The EOI should include a description of the roles and responsibilities of
individual members of the consortium.

4.2.1. Any business entity which has been barred by International Councils,
Government of India, or any other State Governments or any of their agencies
from participating in similar projects, and if the bar subsists as on the EOI due
date, would not be eligible to submit an EoI, either individually or as member of a
Consortium.
4.3. Number of EOI
An individual member applying as a sole Bidder cannot at the same time be member of
any consortium applying for this project. Further, a member of a particular consortium
cannot be a member of any other Consortium applying for this project. Any member
who submits or participates in more than one bid for this project will be disqualified and
will also lead to disqualification of the Consortium of which it is a member.
4.4. Pre-Submission Meeting
Pre-Submission Meeting will be held on 18-03-2016 with the Interested Bidder for
discussion on development envisaged by the Department of Tourism. Bidders are invited
to give their suggestions and recommendation on the scope identified by Department of
Tourismto be developed.
Considering the suggestion and recommendation made by the prospective bidders,RFP
document shall be modified accordingly.
Amendment and modification in the RFP document shall be solely at the discretion of
the Authority
4.5. EOI Preparation Cost
The Bidder shall be responsible for all of the costs associated with the preparation of its
EOI and its participation in the bidding process. Department of Tourism shall not be
responsible or in any way liable for such costs, regardless of the conduct or outcome of
the bidding process.

4.6. Clarifications/Communication sought by Bidder
A prospective Bidder requiring any clarification/communication on the EOI document
may seek clarifications in writing to:

4.7. Language
The EOI and all related correspondence and documents should be written in the English
language. Supporting documents and printed literature furnished by the Bidder with the
EOI may be in any other language provided that they are accompanied by appropriate
translations of the pertinent passages in the English language. Supporting materials,
which are not translated into English, may not be considered. For the purpose of
interpretation and evaluation of the EOI, the English language translation shall prevail. It
should be noted if any foreign document is not accompanied by an English version duly
authenticated will be liable for rejection.
4.8. Currency
The currency for the purpose of the EOI shall be the Indian Rupee (INR)
4.9. Format & Signing of EOI
4.9.1. Bidders would provide all the information as per this EOI Document and in the
specified formats. Department of Tourism reserves the right to reject any EOI that
is not in the specified formats.
4.9.2. The EOI should contain all the required and relevant information in the formats
prescribed and as shown in the Check List.

4.9.3. The EOI shall be typed or printed and the Bidder shall initial each page. All the
alterations, omissions, additions, or any other amendments made to the EOI shall
be initialed by the person(s) signing the EOI.
4.10. Sealing and Marking of EOI
4.10.1. The envelope shall indicate the name, address and contact number of the
Bidder(or the Lead Member in case of Consortium)
4.10.2. The envelope shall clearly bear the following identification:
“EOI FOR DEVELOPMENT OF TOURIST COMPLEX AT LUHARI ON PPP BASIS”
4.10.3. The envelope shall be addressed to

4.11. EOI Due Date
4.11.1. EOI should be submitted on or before the EOI due date as set out in this EOI
Document at the address provided in Clause 4.10.3 in the manner and form as
detailed in this EOI Document. EOI submitted by either facsimile transmission or
telex or e-mail will not be acceptable.
4.12. Late EOI
4.12.1. Any EOI received after the due time and date will be returned unopened to
the Bidder.
4.13. Evaluation of EOI
4.13.1. Department of Tourism would open the EOI on the due date for EOI document
submissions as detailed in this EOI.
4.13.2. Department of Tourism would subsequently examine and evaluate EOI in

accordance with the criteria set out in clause 4.1.
4.13.3. Department of Tourism reserves the right to reject any Proposal, if
(a) At any time, a material misrepresentation is made or uncovered; or
(b) A material concealment is detected; or
(c) The Bidder does not respond promptly and thoroughly for request of supplement
information required for evaluation of the Proposal.
4.14. Confidentiality
Information relating to the examination, clarification, evaluation and recommendation
for the short-listed Bidders shall not be disclosed to any person not officially concerned
with the process. Department of Tourism will treat all information submitted as part of
EOI in confidence and would require all those who have access to such material to treat
the same in confidence. Department of Tourism will not divulge any such information
unless it is directed to do so by any authority that has the power under law to require its
disclosure.
4.15. Clarification Sought by Department of Tourism
To assist in the process of evaluation of EOI, Department of Tourism may, at its sole
discretion, ask any Bidder for clarification on its Proposal. The request for clarification
and the response shall be in writing or by facsimile. No change in the substance of the
EOI would be permitted by way of such clarifications.
4.16. Amendment(s) to EOI
Department of Tourism may, for any reason, modify the Expression of Interest (EOI) by
amendment (s) at any time before the deadline for submission of applications.
All prospective bidders should check the website www.dnh.nic.in regularly to keep
themselves informed. All such amendments shall be binding on them and this Expression
of Interest along with the amendment(s) shall constitute the complete Expression of
Interest.

5. SELECTION PROCESS:
Selection of developer will be on the basis of competitive bidding process in response to
Request for Proposal (RFP) to be invited by Department of Tourism subsequently. The EOI
shall not be used to either shortlist or disqualify tenderers and any entity which has not
submitted an EOI, shall also be allowed to participate in the RFP stage.

PROJECT
Silvassa, the pristine capital of Dadra and Nagar Haveli is known for its spectacular
beauty. Once a stronghold of the Portuguese, it has green forests covered with tall
trees, meandering rivers, cascading waterfalls, tiny tribal huts and some rare flora and
fauna.
Administration of Daman & Diu and Dadra & Nagar Haveli proposes to undertake
comprehensive program of redevelopment of Tourist Complex in Luhari, Silvassa(Dadra
& Nagar Haveli).
Administration of Daman & Diu and Dadra & Nagar Haveli through Omnibus Industrial
Development Corporation (OIDC) had appointed Darashaw & Co. Pvt. Ltd. as
Transaction Advisor for proper packaging, structuring and implementation of the
projects on PPP basis.
SITE LOCATION
The Administration plans to redevelop the Tourist Complex in Luhari. Luhari Tourist
Complex is spread at an area of 30 acres. The proposed site is located at a distance of
14 kms from Silvassa towards Naroli. The Luhari Tourist Complex has Machan style
cottages situated amidst thick foliage and flowers offering scenic atmosphere for the
tourists.
