DEFINITIONS
1 Feature Film A feature film is a film (also called a movie, motion picture or just film) with a running time long enough to be considered the principal or sole film to fill a program. The notion of how long this should be has varied acco.rding to time and place.
2 Terrestrial A type of television broadcasting in which the television signal is transmitted by radio waves from the terrestrial transmitter of a television station to TV receivers using antenna.
3 Satellite Satellite broadcasting is the distribution of multimedia content or broadcasting signals over or through a Satellite Network.
4 National Covering the whole length and width of the country. 5 Regional Covering a particular geographical region, area or a
language base. 6 Right Holder A right holder refers to a legal entity or person with
exclusive rights to a protected copyright, trademark or patent, and the related rights of producers, performers, producers and broadcasters. A right holder may license a portion or all of a protected work through international legal and licensing provisions. Here, a rights-holder can also be called an "Offerer".
7 Film Slot An alloted time-frame ranging from a half an hour to three hours' duration for showing a feature film on Doordarshan.
8 Vintage I Production Year A calendar year in which a film is released or censor certificate issued.

EXPRESSION OF INTEREST (to provide Feature Films for Doordarshan Network)
1. Introduction
1.1 Doordarshan (DD), India's Public Service Broadcaster and a division of Prasar Bharati, is one of the largest TV broadcasters in the world. DD with its bouquet of Channels caters to all classes and sections of population. Various Channels of DD carry variety of programs, News & Current Affairs, programmes of public awa~eness, entertainment, films, film based programmes, cultural programmes etc in more than 17 languages.
1.2 Presently, Doordarshan has 07 Channels that are uplinked from New Delhi namely DD National, DD News, DD Bharati, DD India, DD Urdu, DD Sports and DD Kisan. Besides these 07 Channels, Doordarshan also operates 14 (24X7) regional language Channels. For a list of regional language Channels (24x7), kindly refer to Annexure-I. Regional language Channels are area/region specific and due to diversity of language and culture, each Channels is unique in terms of content and viewership.
1.3 DD proffers a healthy mix .of information, education and entertainment which is the mandate of a Public Service Broadcaster. All genres of feature films are shown on Doordarshan keeping this very mandate in the forefront.
1.4 Films are an integral part of Doordarshan's programme scheduling and these are being shown ever since Doordarshan came into being. The existing Guidelines for the procurement of films were framed in the year 2004 and amended in the years 2007 and 2011. Please refer to DD website at www.ddindia.gov.in.
2. Expression of Interest (EoI)
2.1 This EoI aims to invite right-holders of feature films to explore various ways of film procurement and to provide film/s, catalogue of films, bouquet of films etc. for telecast on Doordarshan's network of Channels. ·

2.2 After the EoI, the next step would be issue of RFP to organizations I firms etc., after devising a procurem~nt method.
2.3 A presentation will be asked from the short-listed right-holders.
3. The Proposal
3.1 Films are being telecast on the entire network of Doordarshan e.g. on Channels uplinked from New Delhi viz. DD National, DD Bharati, DD India, DD Urdu, and DD Kisan Channels. English and Hindi feature film slots have also been created in the soon to be launched DD Arun Prabha Channel. Additionally, regional language feature films are also telecast on all its regional language Channels. Films are, therefore, required in various regional languages as per Annexure-1.
3.2 Doordarshan plans to procure Hindi, English and regional language feature films including dubbed films from right-holders. This EoI seeks to know the willingness of right-holders to provide feature films in the required languages for telecast on DD network.
3.3 The availability of the types of rights i.e. terrestrial and/or satellite of films proposed to be offered is to be specified. Please refer to Annexure-11.
3.4 The business model for the procurement of films needs to be elaborated in the application Form. Please refer to Annexure-111.
3.5 Details of feature films under the possession of the applicant. Please refer to Annexure- IV.
4. Objectives of Eol
4.1 To look at various viable models of procurement of feature films for Doordarshan for telecast on its network.
4.2 To evolve a common understanding on nature and scope of acquisition of films etc., terms and conditions, payments etc.

5. Eligibility Criteria
5.1 The applicant should be a company I partnership firm I sole proprietorship firm etc.
5.2 The right-holders should have a minimum of 03 (three) years of experience in providing feature films to a television broadcaster. A self certificate confirming 03 years' experience needs to be attached along with the application.
5.3 The applicant should not be a defaulter of Doordarshan at the time of submission of the Eol. No legal proceeding for recovery of outstanding dues against the applicant is initiated by Doordarshan (Annexure-V).
5.4 A black-listing order passed by the Central government I State governments I any PSU should not be in operation against the applicant at the time of submission of the Eol (Annexure-V).
5.5 The right holder should not be debarred from bidding as per GFR, Rule 151 .
5.6 The right-holder should have .Rights of minimum 25 films under his/her entity's possession.
6. Scope of Work
6.1 The Right-holders are required to provide feature films to Doordarshan for a period of two years.
6.2 This period is extendable for one more year.
6.3 Tentative requirement of feature films would be as per the following tables (It may change marginally depending upon the requirement).

*Apart from above, DD would also require films in English language. Films made in foreign languages but dubbed in Hindi, English and all other regional languages are also required.
6.4 Doordarshan retains the right to procure films directly from any individual I entity I banner outside this proposal considering programme exigencies. These programme exigencies could be, but not limited to, films on special occasions etc. e.g. Independence day, Republic day, birth I death anniversary

of a dignitary etc. Doordarshan reserves every right to approach a banner I film production house I an individual I legitimate rights-holder to acquire a film ( s) outside this proposal.
7. Procedure for selection I short-listing of proposals
7.1 Selection of eligible applicants would be done by a Committee constituted by the DG:DD and selected right-holders will be called for a presentation & discussion. The decision of the Committee will be final and binding.
7.2 The RFP will be issued only to those applicants who qualify the eligibility criteria as detailed in para-5.
8. Last Date of Submission and submission procedure
8.1 The last date to submit applications for the Expression of Interest along with details of films being offered in the Application Form and Annexures is June 30, 2017 (Friday) by 02:00 pm.
8.2 The Expression of Interest document may be sent to:

8.5 Any dispute in this matter will be dealt with in the jurisdiction of Courts of New Delhi. ·

9.4 Self Certificate for 03 (three) Years of Experience.
9.5 A self-attested copy of Certificate of Incorporation I Registration of the company i.e. Registration documents in respect of the company or partnership firm or sole proprietorship firm.
9.6 Statement of tum-over of the company I partnership firm I sole proprietorship firm for the years: 2013-14, 2014-15 and 2015-16 (Income
Tax returns of these three years).
9.7 Submit a write-up or enclose an Annual Report of the organization containing the details of activities undertaken during the last three years in not more than 500 words.
9.8 Soft copy of complete details of films under offer as per Annexure-11 and Annexure-IV in non re-writable CD/DVD (In addition to hard copies).
9.9 Affidavit of not a defaulter ofDoordarshan -Annexure-V (Point no.3).
9.10 Affidavit of black-listing order not in operation -Annexure-V (Point no.5).
9.11 Affidavit for personal responsibility-Annexure-V (Point no.7).
9.12 A copy of the PAN card.
9.13 ITR Returns of last three financial years.

10.General
10.1 DG:DD reserves the right to make modifications I alterations at any point of time before the last date of submission of applications under · this Eol. However adequate time & publicity will be given to the applicants.
10.2 DG:DD may terminate the entire Eol process at any time without giving any reason. DG:DD makes no commitments, expressed or implied that this process will result in business transaction with anyone.

4. That in case, any amount is found due from me or from any banner/concern having any linkage with me, I shall be liable to pay the said amount to Doordarshan forthwith.
5. No order of blacklisting passed by the Central Government/ any State Government/ any PSU is in operation against me/ us as on date.
6. UWe accept all the terms and conditions set out in this Eol dated 0710612017 issued by Doordarshan. I further state that if any information furnished by me in this affidavit or otherwise is found to be incorrect, Doordarshan shall have the right not to short-list or call me for further presentation I discussion.
