Bharat Petroleum Corporation Ltd. intends to invite the Expression of Interest from
prospective vendors for carrying out the job of “Design, development, implementation,
integration, deployment and maintenance of IT platform for Rural Market Place initiative of
BPCL.”
We are enclosing herewith Application Form for the same along with documents/details
required for enlistment, which is required to be filled in by you, complete in all respects and
submitted to us.
Parties application form duly filled in and containing all information & supporting documents
should be submitted, in a sealed envelope clearly super scribing ‘’Design, development,

rejected outright. BPCL is not responsible for any delay. Incomplete offers shall be

Cost/expenditure incurred by the applicant in submitting the application by way of travel,
boarding and lodging or any other manner shall be entirely on the applicant’s account.
In case the applicant intends to give additional information for which specified space is not
sufficient, the party may do so by adding extra sheets by indicating duly at the appropriate
column.
Clarifications could be sought from the Office of the Team Leader (NBI) Bharat

all working days – Monday to Friday from 10 AM to 5:30 PM).
The applicant should strictly furnish all the information only in the formats given. The
applications not complying with this requirement shall be rejected outright.
Any corrigendum on this notification will be published only on the website.
All the supporting documents should be duly attested/notarized.
All the corrections and over writings should be duly countersigned by the applicant.

1. Vendors who are already enlisted/registered and doing similar jobs with BPCL also need to apply afresh. Vendors who are on the holiday list with BPCL need not apply. 2. There is no EMD or Security Deposit for submission of EOI documents. BPCL is looking for more participation & competition from the prospective Indian vendors for better product in the field of Aviation Industry Items. 3. Every page and document of EOI submitted must have signature and seal of a designated competent representative of the prospective vendor. 4. All the documents should be submitted in a proper manner with Index for easy identification and evaluation. 5. Vendors to submit documents/information to satisfy BPCL requirements and should also be in a position to produce further information as and when required by BPCL. 6. Any vendor can participate in the EOI process. However, only vendors ,qualifying the PreQualification Critiera mention in this bid will be registered. BPCL’s decision on any matter regarding registration of vendors shall be final and binding. 7. Indian agent/stockist/dealer/Channel partner of foreign vendor(s) can also submit the EOI documents in their name with proper/valid authorization from the Principal foreign vendor.
8. BPCL will evaluate the proposal based on data / documents provided by vendor and data/ information available with BPCL. Vendors may be enlisted based on the technical documents, competency for supply of equipments, credential of the vendor presented in the EOI documents. 9. Vendors may be required to make a detailed presentation/demonstration at our office in Mumbai after scrutiny of the documents submitted by them. 10. BPCL at its discretion reserves the right to verify/re-verify the information submitted and inspect the vendor facilities to confirm the data submitted/ capabilities. 11. BPCL reserves the right to reject any /all applications without assigning any reason thereof including but not limited to on account of incomplete information, past performance with the other companies etc. 12. Response from any party to this advertisement doesn’t entitle them for receipt of tender enquiry for procurement at a later date. Limited tenders will be floated to the registered vendors for the equipments, who are technically competent for BPCL requirement. 13. Subsequent to this registration, BPCL shall invite all the bids online from the registered vendors thru e-tender route, as and when required. Those tenders shall have to be digitally signed with a class IIB or above digital signature by the authorized signatory. Therefore, as a pre-requisite for participation in the tenders, vendors shall be required to obtain a valid Digital Certificate of Class IIB and above as per Indian IT Act from the licensed Certifying Authorities operating under the Root Certifying Authority of India (RCIA), Controller of Certifying Authorities (CCA). The cost of obtaining the digital certificate shall be borne by the vendor. All standard procurement terms and conditions will be given in the main tenders. 14. DESCRIPTION OF SCOPE OF WORK
1. A brief about BPCL
Bharat Petroleum Corporation Limited (BPCL) is one of India’s leading public sector oil
companies engaged in exploration, production, refining and marketing of petroleum
products. BPCL is ranked among the top Indian Companies on the prestigious Fortune 500
list and among the PLATTS top 250 energy companies in the world.
Bharat Petroleum Corporation Limited (BPCL) a ‘Navratna’ Public Sector Enterprise, with a
turnover exceeding Rs. 2500 billion produces and markets a diverse range of products,
from Solvents to Aircraft Fuel and Specialty Lubricants. BPCL is India’s second largest Oil
Company in terms of market share with a distribution network encompassing over 13,000+
Petrol Stations, 1000 Kerosene dealers and over 4,300+ LPG distributors.
2. Brief of Project: Rural Marketplace (RMP)
BPCL is looking to transform its rural touch points into bustling market places, so as to meet
the commercial as well as community needs of rural population with the use of technology,
while utilizing a localized assistance.
We invite Expression of Interest for prospective vendors for conducting end to end custom
implementation for Rural Marketplace which will have integration with other applications and
tools and will be implemented in two phases:
Phase 1: Developing an Integrated Rural Marketplace portal having integrations with
Third Party APIs
Phase 2: Wallet/System of Records creation/integration
BPCL will need one integrated portal (website as well as mobile app) and additional
administrative modules including an admin portal to track all the transactions and generate
the requisite MIS.
3. Objectives
This Expression of Interest (EOI) document contains the following high level activities
that need to be performed by the prospective vendors.
Purpose: End to end implementation which will contain the following works but not limited
to:
Requirement gathering: To study the end to end business processes and draw
the Business Process Flow Diagram so that the same can be realized by the
developer –
o This should contain documentation and process diagram showing data
flow across multiple systems.
o Proper Use Cases should be developed to understand the various actions
performed by the stakeholders of the application.
o Should contain various reporting MIS and Dashboard specifications
o List of interface along with data flow map to be a sub-set of the above
document, with Source/ Target/ Contents & Frequency of data
interchange etc. (The detailed solutions/technical specs can be worked
out during implementation)
To-be Solution documentation: To liaise with individual business stakeholders
and understand the requirements of the process which needs to be configured in
the system and convert the same to technical deliverables in the form of To-be
process maps and solution documentation.
Realization:
o The requirements gathered as part of the business process flow maps
need to be configured as the out of box solution and for the one which
will not be possible in standard will have to be customized so as to meet
the requirement and to be implemented in the system.
o Designing the UI/UX of the system. Interactive wire-framing & creative
designing needed.
o This will also require use of Technology Stack which is given in this
document which would be used during the realization of this Project.
Testing: Various types of testing needs to be completed in the process (not
limited to) -
o Unit testing to be done while doing development (making Proper Unit
Test Cases)
o Integration testing to be done while developing interfaces for
integrating with Third Party APIs/systems.
o UAT – User acceptance testing by the business users so as to fulfil all
business process scenarios
o Stress Testing -- so as to ensure the application and system meets the
necessary Scalability requirements.
o VA/PT – So as to ensure that the codes written passes the vulnerability
assessment and penetration testing
o Data migration/Data Entry Script preparation and its subsequent
testing.
Final rollout: Final preparation for the rollout which will involve data
migration/Data Entry and process signoff from all stakeholders involved along
with go-live of the project
Support: Three months of hyper-care after go-live support to be provided which
will involve change request implementation and business as usual support.
4. Technology Stack
The Technology proposed to implement the requirements of the Project is given below:

Please note that the Mobile App would be created using Hybrid Approach by creating the
base code in any of the above mentioned Cross Platform syntax and then use the native
wrappers for platform specific SDK.
Apart from all this we should be using/proposing the use of the following as well for
development during the implementation of the Project (please note that, this is a limited
list and the complete solutioning/designing would be done at later stages during solution
designing):
CSS3 – For Frontend in case HTML is not being leveraged
JQuery/JavaScript and other independent JavaScript Frameworks for JDBC connections
XML for file format transfer
JMS for messaging services
Business Intelligence
Multi Factor Authentication –using HOTP/TOTP
HTTP Modules/Handlers
Besides this the External Integration might need to be done with:
1. Existing BPCL's Applications.
2. Existing BPCL's ERP (SAP)/CRM/POS Systems through middleware staging database)
3. Various Third Party APIs
Please note that as stated before the exact solutioning would be done at later stages and
the above represents the preferable and exhaustive list for implementing the solution.

1.0) PRE-QUALIFICATION CRITERIA
A) The Bidder shall be an established registered company under the Companies Act, 1956
updated as on date and should have their registered office in India from the date of
publication of this advertisement. The company must be registered with appropriate
authorities for all applicable statutory duties / taxes. (Bidder to provide the company
Incorporation Certificate).
B) Work Experience: The bidder should have the experience of having successfully
completed similar works during last 5 years as on 28.02.2016, and the value of such
work should be not less than Rs. 52 lacs.
Or
two jobs of value not less than Rs. 32.50 lacs
Or
three jobs of value not less than Rs. 26 lacs
(Bidder to submit the Completion Certificate/Invoices and Purchase Order issued by
the Client as a proof)
(It may be noted that if the work has been awarded in incremental manner through
different POs however, towards the same job. Then such job shall be considered as one
work and value of all such POs shall be added for evaluation).
Similar work- Similar work shall be the work of design, development, implementation of
smart phone application, i/c its integration with the server in following three domains
(work in each domain is compulsory):
o Wallet creation and integration which is operational now
o Financial services integration
o E-commerce domain
(Completion certificate / PO should clearly specify the nature of job to ascertain the
similar work).
C) Turnover: The bidder should have the Average Annual Financial turnover of at least
Rs. 20 lacs in the last three consecutive financial years, i.e. 2012-13, 2013-14 and 2014-
15. (Bidder to submit the audited P&L account statement as a proof).
D) Net worth of the Bidder should be positive as at the end of the last 3 financial years
(i.e. 2012-13 / 2013-14 / 2014-15). Net worth is defined as Total Assets minus Total
Liabilities. (Bidder to submit CA certificate).
E) Bidder should not be blacklisted in any Govt. agency / PSU as on the date of tender
submission. (Bidder to submit the undertaking for this)
The bidders meeting the above PreQualification Criteria will be invited for a Limited
Tender Process. The exact functional and technical requirements would be shared during
that process and the Technical Evaluation would be done based on the responses in the
Limited Tender.
