Prospective bidders should have experience in developing municipal or area-based spatial planning design concepts that:
- are strategic and forward looking in nature, - are based on a shared spatial vision of the development direction of an area, - will ensure optimal integration of land uses, - incorporate or re-direct current initiatives, - guide the promotion and support of sustainable economic development, - inform and guide spatial planning at a precinct level, - steer human settlement development in terms of location and prioritisation, and - coordinate future investments spatially.
The different members of the multi-disciplinary team should be able to work in an integrated manner to ensure integration between the various aspects of spatial planning. For example, the prospective bidder should illustrate their ability to develop a Local Economic Development (LED) framework, but also how the LED framework supports the spatial vision and align with human settlement planning.
Prospective bidders should submit a schedule of key projects that team members have been involved with during the past 10 years or more, that will provide evidence of the following:
- Experience in working with local municipalities (LMs).
- Successful project planning and management.
- The ability to interpret and apply relevant legislation, guidelines, principles, policies, and regulations.
- Excellent analytical, communication (especially visual), facilitation, and writing skills.
- The ability to offer innovative solutions to address challenges and shortfalls in the current approaches of
a local municipality.
- The ability to incorporate (and translate) provincial, regional and district plans, strategies, and
frameworks into municipal-wide or area-based proposals.
- The ability to incorporate (and translate) local plans e.g., Local Spatial Development Frameworks, Area
Development Plans and Precinct Plans into municipal-wide proposals and vice versa.
The key projects should also provide specific evidence of the following:
• Experience with the development of municipal and/or area-based spatial development frameworks,
spatial visions and/or similar assignments. This would imply:
- The ability to interpret the ‘spatial logic’ that is unique to a municipality.

- The ability to understand current and identify possible future spatial development options (e.g.,
alternative infrastructure delivery options or new transportation linkages) based on sound evidence.
• Experience with the development of both municipal and area-based Local Economic Development (LED)
frameworks, strategies or plans to guide the promotion and support of sustainable economic
development in a municipality or a local area. This would include:
- The ability to evaluate a local economy per sector to identify potential economic opportunities.
- The ability to interpret and apply evidence, specifically related to the regional space economy and
regional migration trends, to inform LED.
- The ability to identify ways to attract and promote inward investment.
- The ability to identify needs and gaps in enterprise support and business infrastructure.
- The ability to identify approaches to support SMME development and regulation of informal trading.
- An understanding of the roles and responsibilities of the provincial government, including a
comprehensive understanding of their operating environment, mandates, and objectives.
- The ability to design and provide implementation support of viable LED interventions such as incentive
schemes and/or support schemes earmarked for small business development and community
empowerment.
- LED project implementation with economic stakeholders including communities, municipalities and other.
• Experience in the human settlements sector through the development of human settlements plans,
human settlement chapters of IDPs, HDA Spatial Transformation Plans and/or similar assignments.
This would imply:
- The ability to identify strategically located land for the future development and implementation of
sustainable human settlements projects.
- A clear understanding of bulk infrastructure availability, carrying capacity and lifespan.
- A clear understanding of the roles and responsibilities of relevant stakeholders critical to achieving
integration of housing planning with integrated development planning in the municipality.

- The ability to interpret current housing backlog and demand (numeric extent and number of potential

- The ability to provide guidance in prioritisation of housing projects.
- The ability to provide guidance on different aspects of a sustainable human settlement including informal
settlement upgrading, densification and integration, growth management, location of new projects and
social and economic infrastructure provision.
• Experience in the development of local spatial plans and development strategies e.g., Local Spatial
Development Frameworks, Area Development Plans and Precinct Plans and/or similar assignments.
This would imply:
- The ability to interpret the ‘spatial logic’ that is unique to a village or a precinct and to apply this spatial
logic to develop localised spatial, social, and economic developmental strategies that will guide land use
and public space, support movement routes and consider historical and heritage sites in a precinct or
village.
- The ability to interpret and apply evidence, specifically related to growth and migration trends, to inform
local spatial planning and design proposals related to e.g., densities, growth management, mixed land
uses and proposed built form (housing typologies).
- The identification and undertaking of relevant land regulation requirements to enable project
implementation.
- The ability to incorporate or re-direct current initiatives and coordinate future investments spatially.
- The ability to develop public environment design codes, which may encompass three-dimensional
visualisation and precedent examples.
- The ability to determine and understand the existing capacities and condition of infrastructural
components, including water, sewerage, electricity, roads, and stormwater.
The following will be regarded as an added advantage:
- Experience with working in rural regions and with mining municipalities. - Experience with capacity development and/or innovative practices to strengthen capabilities of relevant
role players and/or transfer of knowledge regarding project deliverables (e.g., methods used to develop deliverable, future use of the deliverable) and implementation.
- A track record of strategies and project development that optimises local resources and local capacities to build local potential.
- Experience with creating economic development opportunities and livelihoods, through incorporating innovation related to e.g., green technologies, sustainable service delivery, enterprise opportunities for young people.
- The illustrated ability to explore and use best practices from regional, national, and international spheres.

processes and sessions that form part of development planning endeavours. These processes and
engagements may include municipal level integrated development planning, inter-sectoral alignment to
support improved development outcomes, spatial visioning and scenario development processes, land and/or
infrastructure and/or housing development planning and decision-making processes.
Experience in working in the South African built-environment context is required, which implies a clear
understanding of the South African development planning governance, policy and legislative environment.
Extensive experience in the design and facilitation of engagements aimed at improving collaboration and
impact in relation to:
• Built-environment processes, well-being and economic transformation, social justice, spatial
transformation, institutional dynamics;
• Knowledge and understanding of settlement and built environment development processes;
• Municipal and local government and intergovernmental processes in South Africa;
• Community engagements with a diversity of role players at grass root level, including community and
social entrepreneurs;
• Decision-making and capability development and empowerment of built environment practitioners, as well
as municipal leaders, and especially councillors and politicians;
• Facilitation and mediation of transformative engagements and/investment and policy decisions explicitly
designed to strengthen development impact and/partnerships or networks;
• Developmental engagements that include high profile political and industry leaders and officials; and
• Work that centres around visions for a new future, involving local and global sustainability agendas and
inclusivity.
Illustrate evidence of facilitation approaches and capabilities that:

municipal services (with a specific emphasis on the interactions between land, housing and infrastructure),
considering implications for municipal financial viability, sustainability of service delivery and the South
African regulatory context (municipal, as well as other relevant spheres and sectors).
Proven ability to facilitate strategic processes, as well as support decision-making and capability
development in relation to the above.
A proven track record in research, policy development, financial analysis and fiscal impact assessments
considering the sustainability of township developments and a range of municipal services, as well as the
technical capability to generate relevant evidence and conduct modelling (including appropriate and
innovative tools and technologies) to support such processes.
Project experience needs to include the application of the above capabilities in relation to long-term
settlement and infrastructure planning and modelling, service demand modelling and planning, formal and
informal settlement servicing strategies, sector specific strategy and policy development (eg. development

3E) DESIGN OF LAND USE MANAGEMENT SYSTEMS AND TOOLS
Tertiary qualification or a trade in the electrical Engineering field. Tertiary qualification and specialisation in the building electrical works,
• Demonstrated ability to conduct condition assessments of
mechanical infrastructure including but not limited to: pumps
and valves, compressors, HVAC systems, dust control
systems.
• Demonstrated ability to develop maintenance plans.
• Demonstrated the ability to provide related services across

WORK PACKAGE 5: FACILITIES MANAGEMENT AND CONDITION ASSESSMENTS/ IMMOVABLE ASSET MANAGEMENT
WORK PACKAGE 5C: ELECTRICAL ENGINEER or TECHNICIAN
• Candidates have to be knowledgeable and well experienced
in terms of Civil Engineering, Project Management, and Local
Government operations, relevant legislation and procedures
and practices that apply to each of these subject areas.
• Provide on-site support to the PMU management and officials
in support of ensuring optimal project management practises
within the local government context;
• Demonstrate the ability to support, guide and work with a
diverse group of people with various levels of knowledge and
experience in setting appropriate standards of work and
behaviour;
• Demonstrate the ability to contribute towards and work within
various levels of reporting structures in a project environment;
• Provide technical capacity development and coaching to PMU
officials on operational matters such as technical and project
management processes, procedures and best practices;
• Demonstrate the ability to support and enable the
implementation of applicable project management functions
including, but not limited to planning, scope development and
control, cost and budget management, scheduling and time
management, reporting and record-keeping, monitoring and
evaluation, procurement and contract management, quality

5 FUNCTIONAL EVALUATION CRITERIA
Service providers are required to complete the evaluation sheet as indicated in annexure A and
with envisaged scores and provide references to the submission for ease of evaluation. This will
then be verified during the evaluation process.
The evaluation of the functional/technical detail of the expression of interest will be based on
Annexure A Scoring Sheet:
5.1 Expression of interest with functionality / technical points of less than the pre-
determined minimum overall percentage of 70 % and less than 50 % on any of the
individual criteria will not be considered.
5.2 The service provider shall prepare for a possible presentation should CSIR require
such and the service provider shall be notified timeously.
5.3 The service provider is to carry out a self evaluation and clearly reference (indicating
pg. nos.) where supporting information will be found. That will be checked and
confirmed by the evaluation committee who will have final approval.
5.4 Service providers are urged to submit one response per work package.
5.5 Original or certified copy of B-BBEE certificate – (RSA suppliers only );
6 ELIMINATION CRITERIA
Expression of interest will be eliminated under the following conditions:
• Submission after the deadline;
• Responses submitted at incorrect location;
• Submissions from restricted suppliers in line with Treasury Regulations;
• Submission of incomplete documentation;
• Contract management of less than 7 years’ experience in the work package domain.

7 NATIONAL TREASURY CENTRAL SUPPLIER DATABASE REGISTRATION
Before any negotiations will start with the winning bidder it will be required from the winning
bidder to:
• Be registered on National Treasury’s Central Supplier Database (CSD). Registrations can
be completed online at: www.csd.gov.za; and
• Provide the CSIR with their CSD registration number.
