This document will be utilized as a management and education tool to protect the health and safety of all workers against exposure to COVID-19 during the pandemic crisis. IMPORTANT NOTE: This Exposure Control Plan is active and will adapted to changing risk levels/criteria.

1.1 PURPOSE & SCOPE

The purpose of this document is to outline the components of the Gorman Group Exposure Control Plan (ECP) for COVID-19 (coronavirus) for all

operations in the United States and Canada. This document will be utilized as a management and education tool to protect the health and safety of

all workers against exposure to COVID-19 during the pandemic crisis. The information within this document includes recommendations from

leading health authorities, including the World Health Organization (WHO), BC Centre for Disease Control (BCCDC), and the US Center for Disease

Control (CDC).

1.2 RESPONSIBILITIES

Managers • Implement COVID-19 ECP

• Ensure that all governmental, health and safety authority directives are understood and implemented

• Assess the risk and ensure measures are in place to effectively control employee exposure to COVID-19

• Communicate emerging issues to ensure they are addressed promptly

• Decide on case-by-case health scenarios that arise

• Ensure that contact information for Employee (and Family) Assistance Program is posted on site

• Manage safe RTW protocol for employees who are on sick leave, in isolation and/or have tested positive for COVID-19

• Offer flexible work options if they are available

• Approve essential contractors and visitors

Supervisors • Educate employees, contractors and visitors on COVID-19 ECP

• Monitor employees under their supervision for compliance with the requirements of this ECP

• Keep records and maintain privacy for employees who have been exposed or have tested positive for COVID-19

• Identify critical skills shortages due to absenteeism

• Maintain records for all training and education provided to workers on COVID-19 prevention and mitigation

Employees • Follow all the requirements of COVID-19 ECP

• Contact supervisors for any questions or concerns regarding COVID-19 or this ECP

• Conduct self-monitoring and a daily assessment of health

• Report any individual or peer observed sick symptoms to supervisor immediately

• Report any recent travel or travel plans to supervisor

• Stay at home if any sick symptoms are present. Notify supervisor when you’ve been symptom free for 24 hours.

1.3 RISK IDENTIFICATION, ASSESSMENT AND CONTROL

According to the BC CDC, those most at risk of COVID-19 are:

• 65 years and older

• Have underlying medical conditions, which include: o chronic lung disease or moderate to severe asthma o serious heart conditions o immunocompromised including cancer treatment o severe obesity (body mass index [BMI] >40) or certain underlying medical conditions, particularly if not well controlled, such as

those with diabetes, renal failure, or liver disease might also be at risk

• Those who are pregnant

Example of work activities where there is potential for exposure: • Crew / management meetings

Hazard and Control

The table below or an approved equivalent is to be used to identify potential hazards, assess risk and identify control measures to ensure worker

health and safety regarding COVID-19. *Note – Additional hazards and controls may be required for each specific site depending on risk level. The

below hazard assessment is intended to apply a minimum standard applicable for all Gorman Group operation sites.

1.4 EDUCATION AND TRAINING

Education and training will be provided to workers through reviews of this ECP. It and its supporting documents will be posted through each

worksite. Supervisors will enforce requirements of COVID-19 prevention with all employees on site. Group training sessions will not occur to

comply with gatherings-restrictions.

Managers • Regularly communicate advisories and bulletins and ensure posted they are appropriately posted

• Review and ensure executed Gorman Group COVID-19 guides, flowchart and other applicable material

• Follow all written procedures and safe work practices

Supervisors • Coach, train and direct employees regarding this ECP and its Appendices, hand washing, personal hygiene and safe work procedures/practices for COVID-19 prevention

• Post, share and communicate all safety alerts related to COVID-19

1.5 WRITTEN PROCEDURES

General COVID-19 prevention measures:

General safe work practices:

Specific safe work procedures (also see Appendix J: COVID-19 Guidelines- First Aid Attendants, Facilities and Practices):

General cleaning/disinfecting of workstations, mobile equipment, and other touched surfaces

Personal Hygiene – Hand washing and sanitizing

• Refer to instructions on hand washing (Appendix E: How to Handwash) and hand sanitizing (Appendix F: How to Handrub).

Social Distancing

• Social distancing means remaining out of group settings, avoiding mass gatherings, and maintaining distance (approximately 6 feet or 2 meters) from others.

• Complete risk assessment and control measures for areas where people gather. These may include: lunchrooms, meeting rooms, smoking areas, booths, or other areas where meetings or crew talks may be held.

o Limit room capacities (eg. Lunchrooms set up to allow for 6 feet distancing) o Recommended to limit one person in a washroom at a time o Limit the number of people allowed in smoking areas to allow for physical distancing between smokers

• Avoid face-to-face communication if possible and make use of alternate means to communicate important messages.

• Develop new procedures for tasks that normally require 2 or more employees (eg. maintenance tasks)

1.6 HYGIENE FACILITIES AND DECONTAMINATION PROCEDURES (also see Appendix H: Hygiene Guidelines)

General hygiene facilities are provided throughout the site including:

• Manufacturing facilities and main office washrooms for hand washing

• Hand sanitizer stations throughout the site (lunchrooms, restrooms, offices, main entrances/exits, high-traffic areas)

• Hand sanitizer bottles throughout the site (offices, common areas)

• First aid room with plumbed sink for hand washing and first aid treatment (BC Operations)

The section below outlines the cleaning procedures and protocols taken by Gorman Group to help with prevention of exposure to COVID-19.

1.7 HEALTH MONITORING

Employee health monitoring will include management monitoring, supervisor monitoring and self-monitoring.

Management Monitoring

• Return to work facilitation for employees with a confirmed case of COVID-19, employees exhibiting COVID-19 symptoms, and employees that have travelled out of country

• Monitor and perform regular check-ins with employees that have a confirmed case of COVID-19

• Track employees that are off due to illness, self-isolation or recent travel

• Review, follow and share Appendix C: Coping with Stress with employees

Supervisor Monitoring

• Take each employee who may have to be away from work, or who may be ready to return to work, through the ECP’s Appendix A: Employee Coronavirus Decision Flowchart

• Monitor employee travel plans and immediately report any travel plans to management.

• Review, follow and share Appendix C: Coping with Stress with employees

Self-Monitoring • Use Gorman Group ECP Appendix D: How to Self-Monitor, Self-Isolate, & Isolate (Quarantine) to understand how to self-monitor, isolate or quarantine, and report to supervisor as required.

• Self-monitoring will be employee led and will include an assessment of daily health. Employees will be expected to monitor any sick symptoms and personnel who they have been in contact with (whether they have travelled out of country or have knowingly been exposed to someone with COVID-19). Employees are expected to immediately report any sick symptoms to supervision and to stay home if any sick symptoms are present. Employees are also required to report any travel plans to supervision.

• Review and follow Appendix C: Coping with Stress

1.8 EXPOSURE RESPONSE

If an employee is confirmed to have been diagnosed with COVID-19 and has been in contact with other employees at the worksite the following

procedures will take place.

• Each case will be directed to the Manager and HR to determine risk and level of exposure to employees and the worksite.

• Manager and HR to begin Contact Tracing; the process of tracing a person’s physical location and past movements in order to build a comprehensive chronicle of a person’s whereabouts and determine with whom the person may have had contact. Employees with possible contact or exposure will be notified to monitor health and be potentially required to self-isolate.

• Work areas with possible exposure will confirmed to be sanitized.

• Employees / contractors with confirmed COVID-19 are not permitted on Gorman Group worksites until any required medical clearance is issued, and by attaining an allowable RTW outcome after going through the Gorman Group ECP Appendix A: Employee Coronavirus Decision Flowchart.

Records will be maintained for all training and education provided to workers. Any medical records will be maintained as confidential.

Appendix B: ‘What If’ Protocol: Potential Worksite COVID-19 Infection Flowchart

Appendix B, continued: ‘What If’ Protocol: Potential Worksite COVID-19 Infection Details

Employee states that they may be infected with Coronavirus

Step 1A→ Ask them to complete the self-assessment tool and the Gorman Group Appendix A: Employee Coronavirus Decision Flowchart: Reported signs and symptoms include fever, coughing, and/or difficulty breathing. If symptoms of COVID-19 are present, the self-assessment tool must be completed and 8-1-1 called. People without any COVID-19 symptoms, or those with non-COVID-19 symptoms which can be managed at home, will likely not be tested.

• Testing will occur by appointment for people who have been referred by their primary care provider or an 8-1-1 nurse https://news.interiorhealth.ca/news/testing-information/

• Employees can call 811 for advice from health professionals. To support testing of people who meet specific criteria, new testing guidelines from the BCCDC limit testing to people with symptoms who are hospitalized or are likely to be hospitalized, health-care workers, residents of long-term care facilities, or part of an investigation of a cluster or outbreak

Step 2→ If employee is NOT symptomatic of any illness and the self-assessment tool/medical practitioner does not direct isolation, quarantine or hospitalization, instruct employee to self-monitor and advise HR. Self-monitoring means looking for new symptoms or signs of coronavirus infection such as fever, cough, runny nose, sore throat, etc. If symptoms develop, contact 8-1-1 or a health care provider. If symptoms are severe, such as shortness of breath or chest pain, call 9-1-1 or go to the nearest Emergency Department.

• Watch for the appearance of symptoms, particularly fever and respiratory symptoms such as coughing, sore throat, or shortness of breath.

• Take and record temperature daily and avoid the use of fever reducing medications (e.g., acetaminophen, ibuprofen) as much possible. These medications could mask an early symptom of COVID-19; if these medications must be taken, client should advise their healthcare provider.

Step B→ If the employee IS symptomatic or the self-assessment tool/medical practitioner directs isolation, quarantine or hospitalization, employee must isolate for the number of days advised. Notify payroll and HR. • Stay at home. Do not go to work, school, or public areas, and don’t use public transport/ taxis.

• Wash your hands or use alcohol-based hand sanitizer often. Friends or relatives can be asked to get groceries, do other shopping or pick up medication. Alternatively, groceries and medication can be ordered by phone or online

• Limit the number of home visitors to only those who must be seen and keep the visits short

• Avoid face to face contact; keep a distance of 2 metres (6 feet) from another person.

→ Determine who and where they were in contact with at the workplace: • What shift are they on?

• Close contact with which Coworkers? • What machine centers?

• Did they use the Washroom?

• Did they use the Lunchroom? • Did they go in any Office areas?

Step C→ Advise all coworkers who were in close contact with individual who is isolated/quarantined, and refer each through the Gorman Group Employee Coronavirus Decision Chart.

Step D→ Sanitize all potentially infected areas. Shut down areas or facilities as necessary. Refer to Appendix H: Hygiene Guidelines

Appendix G, continued: Social (Physical) Distancing Guidelines

The implementation of social distancing has caused us all to reassess the way we interact and perform work. Jobs that require

multiple employees must now be done in a way which takes the 6’ foot rule into consideration. The information below provides a

guideline for employees who may have unique challenges in their efforts to align with the social distancing standard.

General Guidelines for Social (Physical) Distancing

• Workplace activities must adhere to the 6’ social distancing guideline

Exceptions for Essential Tasks/Jobs

• There will be times when it is impossible or not safe to perform an essential task/job while being 6’ away.

• Tasks like lifting heavy objects or maneuvering awkward items may require employees to work closer

than what is currently acceptable.

• Like with Lockout Verifications, these situations need to be recorded in CorePoint (or acceptable

alternative documentation) before work can proceed. In these cases, use the CorePoint “Hygiene” tag.

Control Measures

If social distancing guidelines cannot be met, we must ensure the following control measures are in place:

• Self-Assessment: confirm that both parties are free of any illness symptoms, including but not limited to:

o Fever

o Coughing

o Difficulty breathing

• PPE: All employees working within 6’ must wear

o N95 respiratory masks

o Gloves

• Talking: avoid speaking face-to-face

o Consider alternative communication methods (radio, safely-used phone)

o When speaking, do so 6’ apart, loudly and towards the other’s ear

o When listening turn your head so an ear is facing towards the speaker

• Time: Employees must complete their <6’ work activities over 10 minutes intervals, and then pause to disinfect touch

surfaces.

Strategies for Maintaining Social (Physical) Distancing

• Discuss the specific physical distancing steps before the job begins.

• Perform a physical distancing risk assessment before the job begins.

o What tools are needed to aid in our success?

o How many people are going to do the job/task (can we do it with less?)

• Use radio contact rather than attempting to speak in a noisy environment. If a radio is not available, move to a quiet space to

talk.

• Use tools to lift heavy objects whenever possible. Rather than having two or more people physically lift a heavy object,

examine lifting device options and use them.

• Understand the job might take longer and that taking the extra time is perfectly acceptable.

Surfaces

• Wear disposable gloves when cleaning and disinfecting surfaces. Gloves should be discarded after each cleaning. If reusable gloves are used, those gloves should be dedicated for cleaning and disinfection of surfaces for COVID-19 and should not be used for other purposes. Consult the manufacturer’s instructions for cleaning and disinfection products used. Clean hands immediately after gloves are removed

• If surfaces are dirty, they should be cleaned using a detergent or soap and water prior to disinfection. • For disinfection, diluted household bleach solutions, alcohol solutions with at least 70% alcohol, and most

common EPA-registered household disinfectants should be effective. o Diluted household bleach solutions can be used if appropriate for the surface. Follow manufacturer’s

instructions for application and proper ventilation. Check to ensure the product is not past its expiration date. Never mix household bleach with ammonia or any other cleanser. Unexpired household bleach will be effective against coronaviruses when properly diluted. Prepare a bleach solution by mixing: ▪ 5 tablespoons (1/3rd cup) bleach per gallon of water or ▪ 4 teaspoons bleach per quart of water

o Products with EPA-approved emerging viral pathogens claims are expected to be effective against COVID-19 based on data for harder to kill viruses. Follow the manufacturer’s instructions for all cleaning and disinfection products (e.g., concentration, application method and contact time, etc.).

• For soft (porous) surfaces such as carpeted floor, rugs, and drapes, remove visible contamination if present and clean with appropriate cleaners indicated for use on these surfaces. After cleaning: o Launder items as appropriate in accordance with the manufacturer’s instructions. If possible, launder

items using the warmest appropriate water setting for the items and dry items completely, or Use products with the EPA-approved emerging viral pathogens claims (examples at this link) that are suitable for porous surfaces.

Clothing, towels, linens and other items that go in the laundry • Wear disposable gloves when handling dirty laundry from an ill person and then discard after each use. If

using reusable gloves, those gloves should be dedicated for cleaning and disinfection of surfaces for COVID-19 and should not be used for other household purposes. Clean hands immediately after gloves are removed. o If no gloves are used when handling dirty laundry, be sure to wash hands afterwards. o If possible, do not shake dirty laundry. This will minimize the possibility of dispersing virus through the

air. o Launder items as appropriate in accordance with the manufacturer’s instructions. If possible, launder

items using the warmest appropriate water setting for the items and dry items completely. Dirty laundry from an ill person can be washed with other people’s items.

o Clean and disinfect clothes hampers according to guidance above for surfaces. If possible, consider placing a bag liner that is either disposable (can be thrown away) or can be laundered.

Company Position on Face Masks/Respirators • The Centers for Disease Control and Prevention (CDC) does not recommend that the

general public wear N95 respirators to protect themselves from respiratory diseases,

including COVID-19. The CDC has identified that the best way to prevent illness is to avoid

being exposed to this virus, such as social distancing 6 ft/2 m.

• Face masks (not N-95 respiratory masks) are not designed to filter out small aerosols,

including COVID-19.

• Based on guidance from health authorities, Gorman Group does not require or encourage

the general use of face masks to protect against COVID-19, and N95 respirators will only

be considered included as PPE in essential workplace tasks where personnel must be <6’.

Appendix J: COVID-19 Guidelines- First Aid Attendants, Facilities and Practices

PURPOSE

Gorman Group is committed to protecting the health and safety of all

employees and contractors doing work on Gorman Group worksites.

First Aid Attendants may be expose to a higher risk due to the need to

assess and treat patients within 6 feet or 2 meters distance for greater

than a few minutes.

SCOPE AND AUDIENCE

These guidelines apply to First Aid Attendants working on Gorman Group

worksites.

GUIDELINES

Personal Protective Equipment:

• Disposable Gloves

• Safety Glasses (Goggles or a face shield)

• N95 filtering face mask (or better) for you and your patient

regardless of symptoms because of close contact.

• Blood Borne Pathogen Kit, or the supplies that typically make a kit: absorbents, antiseptics, wipes, biohazard

bags, towels, eye shields, gowns, gloves and scoopers.

1. Scene Assessment:

a. Ensure no further danger to you or your patient.

b. Carry out all protection control measures for the first aid attendants from possible COVID-19 exposure and hygiene practices to prevent potential contamination of the first aid room.

c. Assess patient for any signs of sickness that are evident or disclosed.

d. If signs of sickness are present and the nature of the first aid is

i. a non-emergency, a supervisor must be contacted to assess the employee according to Appendix A:

Employee Coronavirus Decision Flowchart

ii. an emergency, then both First Aid Attendant and Patient must wear an N95 filtering face mask or

better (National Institute for Occupational Safety and Health (NIOSH).

2. Primary Survey: a. If life threatening an ambulance must be called, and all available information given to the ambulance

attendants.

b. If a full Primary Survey is required, then all necessary PPE must be worn including an N95 filtering face mask,

disposable gloves and safety glasses.

c. If a Modified Primary Survey is required, besides wearing PPE, attempt to use the patient’s own verbal responses

to your questions along with minimal hands on assessments.

3. Transport Decision for Patients Exhibiting Symptoms of COVID-19: a. If life threatening an ambulance must be called, and all available information given to the ambulance

attendants.

b. First Aid Attendants are to continue their practice of performing a thorough assessment and treatment to avoid

unnecessary medical intervention.

c. Patients exhibiting or disclosing any signs of sickness will not be admitted into the hospital for non-life-

threatening injuries.

d. First Aid Attendants who transport patients to the hospital may have to talk to the hospital staff, and the staff

may treat patient in the parking lot at your vehicle or assess them at your vehicle before admitting your patient.

4. Secondary Survey: a. If life threatening an ambulance must be called, and all available information given to the ambulance

attendants.

b. First Aid Attendants must use protocols as set out in your jurisdiction’s health and safety regulator’s

requirements.

c. Follow the protocols in your first aid training and get assistance from another First Aid Attendant if needed.

d. The patient will not be admitted right away at a medical facility if the patient is exhibiting symptoms of illness and

the injury is not life-threatening or is minor in nature. The patient may be assessed in the parking lot at your

vehicle.

5. Treatment:

a. If life threatening an ambulance must be called, and all available information given to the ambulance

attendants.

b. First Aid Attendants must use protocols as set out in your jurisdiction’s health and safety regulator’s

requirements.

c. Follow the protocols in your first aid training and get assistance from another First Aid Attendant if needed.

d. The patient will not be admitted right away at a medical facility if the patient is exhibiting symptoms of illness and
