1 Structures Inventory

This chapter describes the forms and reports used when creating and maintaining structures within the structures by exor database. They are the following forms:

Prerequisites

Before starting to create structures you should check that the reference data has been successfully loaded. If you are to use Structures with a full associated road network, your road network should be set up.

Structure Locking

Structure locking stops users from updating a structures inventory or inspection details and will occur for the two following reasons:

1. A structure or its attributes are currently being modified by another user. This structure will remain locked until the user that is modifying the structure commits it to the database. It you attempt to modify this structure you will receive the following error message:

ERROR: Structure currently locked by another user.

2. A structure has been downloaded onto a Data Capture Device

(DCD) for inspection purposes. If you attempt to modify this structure you will receive the following error message:

ERROR: Inspection in progress; cannot modify record.

General Information

This form is used to maintain the structure definitions, entering associated attribute values and maintaining road intersection and obstruction details. Associated attribute values can be added for each item within the structure and new items can be added to the structure. Structures can be created using this form if you do not wish to create the structure using templates. To copy an existing structure, highlight the structure to be copied and select [Copy Structure] this will copy the structure hierarchy, attributes, intersections and obstructions. A dummy name and local reference will be displayed, these should be updated with the appropriate values. When structures are retrieved in this window, by default all current structures will be displayed. Select the [Historical] button to view structures that have been closed using Delete Structures – STR3030. The [Current] button will display all current structures.

Sorting Results

Results within the form may be sorted by any of the fields in the Current Structures block by pressing the field name (column heading) which are also ‘Sort’ buttons. The first time a heading is pressed the records are sorted in ascending order. If pressed again the records within the column will be sorted in descending order. A ‘carat’ (^) symbol or lower case ‘v’ is displayed adjacent to the column name to indicate that the data has been sorted in ascending or descending order respectively as shown below.

If a query has been carried out to retrieve a set of data, when the ordering is carried out only that data retrieved as a result of the query will be ordered. Another query will have to be executed if additional data is required to be viewed.

Figure 4 Structures

Structures

This window allows the creation of new structures or the modification of details on an existing structure. When you enter this window, the cursor sits in the Structure Type field waiting for you to enter new data. To retrieve existing structures, select [Execute Query] enter your selection criteria followed by [Execute Query]. To view more details of the highlighted structure, press [Expand] Structure Type (Required) List

Enter an existing code for a structure type. A description will be displayed in the adjacent field. Structure types are set up and maintained using Structure Item Types – STR2030. Local Ref. (Optional)

Enter the local reference for the structure. The local reference is updated here and not in the expansion block. Structure Name (Required)

Enter the name of the structure. The structure name is updated here and not in the expansion block. Start Date (Required)

Enter the start date of the structure. End Date (Display Only)

The end date will be entered by the system when the bridge is closed. The end date of a structure will only be visible when the [Historical] button has been selected.

Figure 5 Hierarchy

Hierarchy

The structure hierarchy for the highlighted structure is displayed here and allows the insertion and modification of structure items. When changes are made to the structures hierarchy, Structures checks that the Item Type is correct for the level it is to be inserted. You cannot delete an element here if it has dependents or associated records. This must be done using Resequence Structure Hierarchies – STR3060. When inserting elements into the hierarchy select the element that is to have a new element added as a child item then select the right mouse button, the

button will be displayed, when selected a list of available element types will be displayed for selection. To view and change the element and its associated attributes, select the element and update the details in the attributes block below. When building a structure hierarchy it is important that the hierarchy has the correct parent/child relationship To rename the element description to make it more meaningful for the selected structure, for example updating the text ‘Parapet’ to ‘Parapet – upstream’ the user must select the description in the attributes field prior to entering the attribute details for the associated element. Select the [Historical] button to view items within the hierarchy for the selected structure that have been closed using Resequence Structure Hierarchies – STR3060. The [Current] button will display all current items within the hierarchy, this is the default.

Figure 6 Attributes

Attributes

This block displays the attributes associated with the highlighted element within the structure hierarchy. If an attribute such as ‘Parapet Code’ has changed following some work on a structure it is not sufficient to simply change the value here, the parapet item should be closed using Resequence Structure Hierarchies – STR3060 and re-entered with the appropriate values. This is important so you retain the structures construction history. Note: You cannot insert or delete records here, since the set of attributes is determined by the item type in Structure Item Types – STR2030. Type (Display Only)

The currently selected element type code will be displayed. If the item is not a top level item and has no attribute data entered against it it will have a picklist and can be updated if required. Item Name (Update)

The element name will be displayed, the default value supplied by the system may be updated in this field to give it a more sensible meaning, for example updating the text ‘ Parapet’ to ‘Upstream Parapet’. Attribute (Display Only)

The attributes associated to the selected item type will be displayed here. These can be added to and re-ordered using Structure Item Types – STR2030 Value (Optional)

You may enter a value associated with the attribute. Depending on the attribute type a List of Values may be available. The value entered is controlled by validation associated with the attribute format as set up using Attribute Types – STR2020. Meaning (Display Only)

An explanation of the value entered will be displayed, providing the attribute has an associated List of Values.

Structures Expansion Details

These details are viewed by selecting the [Expand] key on the selected structure. This window can also be used to query back structures, this is an advantage if you have used one of the fields that are not available in the main structures window. Admin Unit (Optional) List

Enter the admin unit the structure is in. It is important to enter the admin unit because of the admin unit based security. Description (Optional)

Enter a description for the structure. This can be different text to the structure name if required. Route Ref (Optional)

Enter a route reference. This is a text field and is not linked to the gazetteer. Inspect Ref (Optional)

Enter an inspection reference. This is a text field and is not linked to inspections. St. Grid East (Optional)

Enter the Easting Start grid point for the structure St. Grid North (Optional)

Enter the Northing Start grid point for the structure End Grid East (Optional)

Enter the Easting End grid point for the structure End Grid North (Optional)

Figure 8 Intersections

Intersections

This window details the intersections of the structure with the road network. One (and only one) of the records must be nominated as the ‘Primary Route’ by checking the Primary Flag. The main use of this is in reporting, where it is often desirable to indicate the primary route associated with a structure. When you enter this window, the cursor sits in the Seq No field and the system does an automatic query to retrieve existing data. The scroll bar along the botton allows you to see the following fields:

This field allows for multiple intersection of the structure with the network. A sequence number of ‘1’ is normally used for the primary route. Road (Required) Gaz

Enter the road element that contains the structure. Location (Optional) Edit

Enter the details of the location of the structure in relation to any local landmarks along a particular road, e.g. 3 miles from Chipping Norton. XSP (Optional) List

Enter the cross-sectional Position of the structure. JXP (Optional) List

This is a code representing the relationship between the structure and the road. Valid values are ‘A’, Structure Above Road, ‘B’, Structure Below Road, ‘L’, Structure to Left of Road, and ‘R’, Structure to Right of Road. Primary (Checkbox)

Check this box to indicate whether this is the primary road or not. One of the routes must be nominated as the primary route. Start Point (Required)

Enter the start point of the structure in the survey direction. End Point (Required)

Enter the end point of the structure in the survey direction.

Start Date (Required)

Enter the start date that this road was associated with the structure. End Date (Optional)

Enter the end date if this location is no longer required. The [Relocate] button will allow the user to associate the structure to another road or location, this will end-date the current location.

Figure 11 Obstructions

Obstructions

This window contains details of the obstructions related to the highlighted road intersection record. When you enter this window, the cursor sits in the Type field waiting for you to press [List] to enter new data. Select [Execute Query] to obtain existing information. The obstruction information entered here is used in the List of Obstructions on a Route – STR5030. Type (Required) List

Enter the type of the obstruction. Additional obstruction types can be set up using Obstruction Types – STR2050. Name (Display Only)

The name of the obstruction will be displayed. Limit (Required)

The maximum permitted limit of the obstruction must be entered. Units (Display Only)

This field will automatically be populated depending upon which Obstruction Type was selected. Legal Enforce (Required)

Enter ‘Y’ if the obstruction is legally enforced, otherwise enter ‘N’. Reference (Optional)

The Traffic Regulation Order reference can be entered. Date From/To (Optional)

Enter the dates from which the TRO becomes effective and ceases to be effective. Description (Optional) Edit

The bottom field allows you to enter a description of the nature of the obstruction.

Viewing a Structure within Locator

The currently selected Structure can be displayed within Locator (Web Mapping) by pressing the [Show Map] button on the menu toolbar. When the [Show Map] button is pressed a List of all GIS Themes to which the User has Role based access and that have the Structure Hierarchy and Attributes – STR3020 module defined as Theme Functions will be displayed. To zoom to a Structure a Structure Theme MUST be selected from list.

When the appropriate Theme is selected, Locator will be called, the map will zoom to and centre on the selected structure.

If the selected structure does not have x,y coordinates a message will be displayed saying that ‘No themes available for current module’.

In these cases the structure cannot be displayed on a map.

Query a Structure using a Locator Search

Structures can be found using Locator – NM0572 by either using the ‘Search For’ facility to query on Structure Attributes or by selecting the required Structure directly from the Map window using one of the ‘Feature Selection Tools’ available.

Querying Structures using the ‘Search For’ tool

The ‘Search For’ facility within Locator – NM0572 allows Structures to be queried using their attribute values. The results are displayed within a Results Grid and may be subsequently exported in a Client PC in either CSV or XML format.

Note: Structures may only be queried within Locator if they have been defined as an ‘Exor External Asset’. This is automatically created when a Spatial Layer is created for Structures within the GIS Layer Tool – GIS0020.

To search for Structures within Locator, select ‘Structures’ from the list of searchable Item Types and enter the required query criteria in the appropriate attributes. To execute the search press the [Search] button at the bottom of the form.

General Information

This form is used to update the attribute values of structures. Restrictions are placed on which attributes may be updated by which user with the use of attribute groups.

Attribute Groups

When you enter this window, the cursor sits in the Attribute Group Name field waiting for you to enter selection criteria. Press [Execute Query] to obtain an existing group. These groups will have been previously set up using Attribute Groups – STR2024. Attr Group Name (Display Only) List

Enter the name of the Attribute Group. Attr Group Usage (Display Only)

Enter details of the use of this attribute group. Structure Type (Display Only) List

Enter the structure type to which this attribute group will be associated. A description will be displayed in the adjacent field.

Selection Criteria

When you enter this window, the cursor sits in the Admin Unit field waiting for you to enter your selection criteria. This data entered here is used to limit the number of structures retrieved in the next window. Admin Unit (Optional) List

When you enter this window, the cursor sits in the Value field. All the attributes in the selected Attribute Group will be displayed. Use the [Order By] field to order the attributes by ‘Default’, ‘Attributes’, ‘Item Name’, or ‘Item Sequence’. Item (Display Only)

The structure item will be displayed. Attribute (Display Only)

The structure item attribute will be displayed. Value (Optional)

Enter the new value for the attribute. Meaning (Display Only)

The meaning for the new value will be displayed.

General Information

This form allows very specific updates to a structure. It is intended that this form will be used by an experienced operator and will handle infrequent tasks that have been separated from Structure Hierarchies and Attributes to avoid over-complication. The following functionality is available in this form and nowhere else:

Amend the start and end dates of a structure item (or all items in a sub-tree) to show how a structure has changed over a period of time.

Amend the sequence number of a structure item to re-sequence items that have a common parent.

Close all items in a sub-tree. All the functionality available on page one of Structure Hierarchies and Attributes – STR3020 is also available in this form.

Historical Data

When updating structure components it is important the component is end dated here instead of simply changing the attribute values in Structure Hierarchy and Attributes. For example if a parapet material has changed from steel to aluminium the steel parapet should be end dated and a new aluminium parapet added. This is important because it will keep the historical details of the structure.

Deleting all or part of a structure

Generally structures and their hierarchies are end dated and can be viewed by selecting the Historical button in Structure Hierarchies and Attributes – STR3020. If you wish to completely remove all or part of a structure from the system you must set the product option STRDELSTRS to 'Y'. When this option is set to 'Y', [Delete Record] becomes active when a record in the structure hierarchy is selected. To delete the complete structure select the top record in the hierarchy followed by [Delete Record].

Hierarchy

The structure hierarchy will be displayed here, allowing the insertion, update and deletion of structure items. The chevrons (>) preceding each item indicate the level of that item in the structure hierarchy and are for display purposes only. Items of the structure that have been closed will be displayed here. Operators using Structures on a day to day basis will normally only be interested in the current status of the structure. The historical information is not displayed by default in Structure Hierarchies and Attributes – STR3020, the historical information can be viewed by selecting the [Historical] button. When adding start or end dates, entering a date against a parent item will automatically populate the child items of the parent when you save. The start date of a child item must not be earlier than that of its parent item, likewise the end date of a child item must not be later than that of its parent item. Components of a structure should be closed if they are changed. For example, it is not sufficient to simply change the material of a parapet using Structure Hierarchies and Attributes – STR3020 if you do this you will not retain historical details. The parapet should be closed here and re entered with the new details. Type (Required) List

Enter a valid item type. Item (Display Only)

The item name will be displayed along with chevrons indicating the item’s position in the structure’s hierarchy. Seq (Required)

Enter a sequence number to determine the position of the structure item within the common parent. Start Date (Optional)

Enter the start date for this structure item. The date should be entered in the format of DD-MON-YYYY. End Date (Optional)

Enter the end date for this structure item. The data should be entered in the format of DD-MON-YYYY. If an end date is entered on a parent item, all children of that parent will have their end date set and will no longer appear in Structure Hierarchies and Attributes – STR3020. Items or complete structures can be made current again by removing the end date and saving the changes.

General Information

This form is used to create a new structure by copying a predefined template. To complete the full details of the structure, you will need to use Structure Hierarchies and Attributes – STR3020. It is worth noting that you can create a structure from a template, but you cannot create a template from a structure. Using templates will only create a structure with the relevant hierarchy, it does not add attribute values. To create a structure that is a copy of another existing structure use copy structure in Structure Hierarchies and Attributes – STR3020

Prerequisites

When using templates, you must have pre-defined your structure template using Templates – STR2040.

Template/Structure

This window is used to retrieve details of an existing template that you intend to use in building your structure. When you enter this window, the cursor sits in the Template Name field waiting for you to use [List] to obtain existing templates. Template Name (Required) List

Using List of Values, retrieve the required template. Description (Display Only)

A description of the selected template will be displayed. No of Spans (Display Only)

The number of spans contained in the template will be displayed. Structure Name (Required)

A unique structure name must be supplied for all new structures. No of Spans (Optional, Default)

If the number of spans in the selected template is ‘1’ you can create any number of spans on the new structure. This facility allows you to create a multiple span structure from a single span template. Each of the spans will contain the sub items as set up when creating the template. If the template contains more than one span, the structure may only contain that number of spans. The default value is the number of spans in the template. Once the structure has been created select the [Structure Details] button, this will take you directly to Structure Hierarchies and Attributes – STR3020 where the attribute details can now be entered.

General Information

This form is used to close a structure and its related attributes. Once closed the structure can only be viewed by selecting the [Historical] button within Structure Hierarchies and Attributes – STR3020. A structure can be unclosed by deleting the end date using Resequence Structures Hierarchies – STR3060 Structures cannot be closed if outstanding inspections exist. If outstanding inspections do exist on a structure that is to be closed go to Scheduled Inspections for a Structure – STR3072 and delete the outstanding inspections for the selected structure. If you wish to completely remove the structure from the system you must set the product option STRDELSTRS to 'Y'. When this option is set to 'Y', pressing the [Close Structure] button will delete the structure.

General Information

This form is used to initialise the attribute values over the database based on a series of search criteria. For example, if a new attribute has been set up for an item and applies to 2000 structures you can use this facility to assign values to the complete database, or narrow the search down using the selection criteria. Otherwise you would have to go into each structure individually to assign details. The attribute will be assigned a value where there is currently no value.

For example, if the type of paint used on bridges has changed, you can search for the required attribute, select the [Attribute Values >>>] button and make changes required to the attribute value on each of the bridges. The number of attributes retrieved will depend upon the selection criteria entered. If the structure selected has been downloaded for inspection purposes, you will not be permitted to change any of its attributes.

If more than one item is entered, the system will ‘and’ their conditions together, e.g. if a report was required for the structure type of BRID with item criteria of SPAN and BRNG, the system will look for all bridges which satisfy the span attribute conditions AND the bearing attribute conditions. If you needed to create a report where all the structure types at BRID had the span attitude conditions or the bearing attribute conditions, you would have to produce two individual reports, one for each condition. Enter the condition for the selected attribute, e.g. ‘<‘, less than, ‘>‘, greater than, between, etc. These values are maintained using Domains - HIG9120 in the STR_PBI_CONDITION option. Value1 (Required) Edit, List

Enter the value that is to be used to evaluate the condition. If the ‘IN’ condition is used, you may enter a series of values separated by commas (,). Value2 (Required) Edit, List

Enter the value that is to be used to evaluate the condition. You will only have access to this field if an appropriate condition was selected, e.g. BETWEEN. Running Reports

The majority of reports within highways by exor are accessed using a standard window called the Generic Reporting Interface (GRI). Whilst the selection criteria for each report will change from report to report, the way the reports are run, viewed and printed remains constant.

Below is an example of the Generic Reporting Interface.

The title of the report is displayed at the top of the window. There are three buttons down the left hand side, they are as follows:

Run report When the selection criteria have been entered, this will run the report and place the output in the report previewer.

Save Parameters The Parameters for reports that have to be constantly re-run or have complex selection criteria can be saved to a file and re-used. You will be prompted to enter a file name. Each user can have their own set of saved parameters.

Load Parameters Previously saved parameters for the selected report can be loaded directly into the GRI. You will be prompted to enter a file name, if you have a number of saved parameters, double clicking the field will result in a list of saved parameters being displayed.

This form allows you to enter a route along with various vehicle dimensions, e.g. Height, Width, etc., and will display details of any structures that will cause an obstruction to that vehicle. Details of the vehicle that is to pass along the route can be entered. You may enter up to four sets of information. Type (Required) List

A valid obstruction type must be entered, e.g. Height, Width etc. The units of this obstruction will be displayed in the Units field. Values (Required)

A maximum value for the obstruction type must be entered. Units (Display Only)

The units of measurement for the obstruction type will be displayed.

Obstruction Details

The obstruction details based on the route and vehicle dimensions entered previously will be displayed. Structures will be selected provided there is an obstruction on the nominated route, irrespective whether this is a primary or secondary route. Structure (Display Only)

The name of the structure that satisfies the previously entered selection criteria will be displayed. Type (Display Only)

The code for the obstruction type will be displayed here. Road Id (Display Only)

The road ID will be displayed. This will be the Primary route for the particular structure. Obstructions (Display Only)

These four fields will display details of each obstruction that is relevant to the vehicle details entered in the previous block, e.g. two of the structures fail because their height is less than the minimum specified in the Vehicle Dimensions field, and one structure fails because the width is less than the minimum specified in the Vehicle Dimensions field. To print the report select the [Print Report] button.

Prerequisites

Before starting to inspect structures you should check that the Reference Data has been successfully loaded and that the inspectable components and attributes of the structure have been set up. In addition the following will have been set up: Inspection Sets – STR2068 Inspection Types – STR2060 Inspection Cycles – STR2062 Inspection Equipment – STR2064

Structure Locking

Structure locking stops users from changing a structure or its attributes and will occur for the two following reasons:

1. A structure or its attributes are currently being modified by another user. This structure will remain locked until the user that is modifying the structure commits it to the database. If you attempt to modify this structure you will receive the following error message:

ERROR: Structure currently locked by another user.

2. A structure has been downloaded onto a Data Capture Device

(DCD) for inspection purposes. If you attempt to modify this structure you will receive the following error message:

ERROR: Inspection in progress; cannot modify record.

When creating inspection batches, it is advisable to keep the duration of an inspection low, typically a week. This is due to structure locking while an inspection is taking place. If a 3-month batch was created, all the structures contained within that batch will be locked on the system until the inspection is uploaded back onto the system. This could cause problems in maintaining the structures. If you are intending to do inspections manually, it is still recommended that the inspection be downloaded into an inspection file. This will have the effect of locking the structures while the manual inspection is taking place. Another advantage of using the download function is that it will automatically print the required paperwork for the manual inspection. If the inspection is to be carried out manually, the data should be loaded onto the system via Inspection Records for a Structure – STR3086.

Inspecting with a Data Capture Device

General Information

If you are carrying out inspections using a Data Capture Device (DCD), you will need to create and load the following two files onto the DCD prior to carrying out any inspections:

1. Control Data file 2. Inspection file

The above files will be created on your workstation. These files will require re-naming and transferring onto a DCD via a PC. Inspection Files

The files created when using a DCD will reside in either your home directory or your reports directory. There is no automatic routine for the removal of these files. It is the responsibility of the System Administrator to backup these files if required, and remove them from the database.

Manual Inspections

General Information

If you wish to take advantage of structure locking when carrying out manual inspections, the following procedures must be carried out:

1. Download the inspection batch using Download Inspection Parameters – STR1002. This locks the structures.

2. Print the inspection batch using Profile of an Inspection – STR5015. 3. Carry out the inspections, filling in the details on the printout. 4. When the inspection is complete, upload the selected inspection batch

using Upload Inspection Details – STR1003. This unlocks the structures.

5. Enter the details of the inspection from the printout onto the system

using Inspection Records for a Structure – STR3086. Be sure to enter the date inspected, the inspector’s initials and comments.

These inspection details cannot be deleted or inserted here since they are defined in Inspection Types – STR2060. However, it is possible to enter an Override Interval or change the Default Components flag. Set (Display Only)

The override interval must be less than the mandated interval.

The override and preferred intervals for each inspection in an inspection set must be multiples of each other in order to allow sensible schedules to be created.

The interval specified here will be used when scheduling the inspections for the selected structure using Auto-Schedule Inspections – STR3070. Use Default Components (Optional, Checkbox)

Check this box to use the default set if inspectable components as set up using Inspection Types – STR2060. If the value is not set, the full hierarchy of actual components for this structure will be inspected. Access Method (Optional)

Enter details of any special access requirements that apply to each inspection type. All Inspection Types (Optional, Checkbox)

If the access method applies to all inspection types for the structure the checkbox should be ticked. The access method will then be displayed for each inspection type. If different access methods apply to inspection types then the checkbox should be left unchecked.

Auto-Schedule Inspections - STR3070

General Information

This form allows you to automatically schedule the inspections of selected structures, over a period of time, e.g. inspection schedules could be set up for all bridges over the next 6 years. Once the criteria have been entered, the Auto Schedule button pressed, the inspection schedules will be created and can be viewed and modified using Scheduled Inspections for a Structure – STR3072. When calculating the schedule intervals, the auto-scheduler uses an implied inspection hierarchy. The inspection type with the longest interval implies all other inspection types (in a particular set) will be carried out at that time, e.g. a principal inspection automatically implies a general inspection and a general inspection automatically implies a superficial inspection has taken place. The auto-scheduler will take the inspection cycle date as the date that the last principal inspection was carried out, this ensures the inspections follow on correctly from a previous system or manual inspection.

The auto-scheduler can be re-run on any structure as often as required. However, a structure will be ignored, i.e. no inspections will be rescheduled, under the following circumstances:

If there is an existing inspection which has been manually created or amended and has a scheduled date within the selected period.

If there is an existing inspection that has been allocated to a batch and has a scheduled date within the selected period.

If inspections have been set up using Auto-Schedule Inspections – STR3070, you would use this form to view and modify the results. You cannot make changes that will violate the mandated intervals that have been set for the selected structure type using Inspection Types – STR2060. The form is split into ‘Outstanding Inspections’ and ‘Completed Inspections’. The [Inspection Records] button will call the Inspection Records – STR3086 form for the selected inspection. Inspections can then be viewed, for completed inspections, or have the details entered for new inspections that have been carried out.

Inspection Batches - STR3080

General Information

This form allows you to add and remove inspections in an inspection batch. This is carried out in the following way:

1. Either create a new batch or query back an existing batch. 2. Select the [Selection Criteria] button. 3. Enter your selection criteria to restrict the number of outstanding

inspections that will be retrieved. 4. Move to the Outstanding Inspections window and select the

required inspections by checking the (Y/N) field. 5. Return to the Inspections window to view your selections.

The above procedure is an interactive one, i.e. you can carry out the procedure as often as necessary, adding and removing inspections to the batch until the contents of the batch is complete. If you need to remove an

inspection from this batch, highlight the inspection to be removed and select [Delete Record]. If an inspection is removed from a batch, it returns to the system to be included in another batch at a later date. Once the creation of a batch of inspections is complete, the information set up within this form may be downloaded onto the DCD file using Download Inspection Parameters – STR1003. Once a batch has been downloaded you cannot update the contents of that batch.

Sorting Results

Results within the form may be sorted by any of the fields in the Inspections block with a raised heading or by any field in the Outstanding Inspections block by pressing the field name (column heading) which are also ‘Sort’ buttons. General Information

This form can be used in three ways:

1. Review inspection records that have been loaded from a DCD using Upload Inspection Records from DCD File – STR1003.

2. Manually enter the inspection records directly into this form. These inspection details should be associated with a previously scheduled inspection if there is one, or a new inspection record may be created here.

3. At the initial data entry stage, load historical inspections onto the system, inspections should be loaded chronologically when loading several inspections for a structure. The advantage of loading these inspections onto the system is that the auto-scheduling facility will take account of previous inspections when it comes to schedule the next set of inspections. Reporting on late inspections will also look at the previous inspections, therefore giving you better reports on inspections.

This checkbox indicates which items are to be used from this inspection for the condition indicator calculations. Use Result? (Optional, Checkbox)

If a previous inspection has been selected in the ‘Use Prev. Insp. Results’ field this checkbox indicates which items are to be used from the previous inspection. Default is null. If the inspector is happy with the existing values in the corresponding results fields in the selected row the checkbox should be ticked to accept the data. If the inspector makes a change of one or more values in the row for an inspectable item the checkbox will be ticked automatically.

Note: If the inspectable items from a previous inspection do not match the current inspection because: 1. it is a different inspection type. For example; a principal inspection

may inspect more items than a general inspection. In this case only those items that match will have values. Remaining items will be null.

2. the inspectable items have changed. Those items that match the previous inspection will have values. Those that do not have a match from the selected inspection will be null.

Each value for the inspectable item must be accepted by checking the box or amended. If any items remain unchecked when the record is saved a warning message will appear.

General Information

The bridge condition indicators for an individual bridge (BCI) or bridge stock (BSCI) are evaluated using the extent and severity values collected from inspection data. The types of inspections that qualify for inclusion in the calculations are selected using Inspection Types – STR2060. The main purpose of the condition indicators is to monitor the change in condition of individual bridges or a stock of bridges with time and determine if the maintenance funding provided has been adequate. The BCI can be calculated using different inspection dates and the data analysed to produce an overall trend for the bridge stock or an individual trend for a specific bridge. The overview of change in condition of a bridge stock can then be used as a high level strategic tool. Bridge managers can use the detailed breakdown of the condition of individual bridges for operational purposes.

Selection Criteria

The first step towards calculating the Bridge Condition Indicators is to define the ruleset, effective date used and which structures are to be included in the calculations. Ruleset (Required) List

Enter the Ruleset that is to be used in the BCI calculations. These rulesets are set up using Bridge Condition Reference Data – STR3002. Effective Date (Required)

The latest inspection results current at the effective date will be used in the calculation. Any elements that have not been inspected during the latest inspection will use results from the previous inspection as appropriate. Double-clicking in this field will enter today’s date. Structure Type (Optional) List

Enter the structure type or types are to be used for the BCI calculations. Using this option will return all structures of the type selected so the results may take some time to be displayed. The [Select] button will display the following window:

The results from a previously created DART Query – STR7045 can be used as the selection criteria for selected structures. This is useful because a complex query can be written to either include or exclude structures of a certain type with selected elements or attributes. Structure Name (Optional) List

Enter an individual structure that is to be used for the BCI calculations. Once the Dart Query or structure name have been entered select the [Calculate Condition Indices] button to carry out the BCI calculations.

Once the calculations have been carried out a summary of the structures used in the calculations will be displayed This window is view only and will display the actual condition index for each structure retrieved based on the selection criteria entered. The BCI calculations can be run as often as required with different selection criteria, Rulesets and effective date as required. Once the Condition Indices have been produced the user has the option to click the [Download to Excel] button to export the results to an Excel spreadsheet.

Sorting Results

Results within the form may be sorted by any of the fields with a raised heading in the Calculated Items window by pressing the field name (column heading) which are also ‘Sort’ buttons. The first time a heading is pressed the records are sorted in ascending order. If pressed again the records within the column will be sorted in descending order. A ‘carat’ (^) symbol or lower case ‘v’ is displayed adjacent to the column name to indicate that the data has been sorted in ascending or descending order respectively as shown below.

This button will open a new window displaying the inspection lines for the selected structure. [Download to Excel] Select this button to export the condition indices to an Excel spreadsheet. If running client/server, the spreadsheet created can be saved to a file specified by the user. If the application is running over the web however, the output generated by the ‘Download to Excel’ facility is automatically saved to a file called ‘STR_BCI(n).xls’. Where ‘n’ is an integer based on a sequence, e.g. str_bci1.xls, str_bci2.xls etc. The directory, to which this file is saved, is defined against product option REPOUTPATH. The Element Condition Index field will show the weighted element condition taking into account the ECS and EIF. This is represented on a scale of 1 (best condition) to 5 (worst condition). A value of –1.00 indicates that the element does not have a defined Element Importance Factor, if required this should be amended using Bridge Condition Reference Data – STR3002. Running Reports

The majority of reports within highways by exor are accessed using a standard window called the Generic Reporting Interface (GRI). Whilst the selection criteria for each report will change from report to report, the way the reports are run, viewed and printed remains constant.

Below is an example of the Generic Reporting Interface.

The title of the report is displayed at the top of the window. There are three buttons down the left hand side, they are as follows:

Run report When the selection criteria have been entered, this will run the report and place the output in the report previewer.

Save Parameters The Parameters for reports that have to be constantly re-run or have complex selection criteria can be saved to a file and re-used. You will be prompted to enter a file name. Each user can have their own set of saved parameters.

Load Parameters Previously saved parameters for the selected report can be loaded directly into the GRI. You will be prompted to enter a file name, if you have a number of saved parameters, double clicking the field will result in a list of saved parameters being displayed.

General Information

This form allows you to select a number of inspections based on a set of selection criteria. Full details of the selected inspections can then be printed. This report can be used in two ways:

1. Prior to and inspection. The printed output from this option is formatted so as to enable an inspection to take place without the use of a DCD. Blank fields allow the inspector to enter details of the inspection. Details of the inspection can then be entered onto the system using Inspection Records for a Structure – STR3086.

2. After an inspection. Once the data has been loaded onto the system, the report can be generated to give details of an inspection that has taken place.

General Information

This report will list exceptions to the mandated intervals that have been defined using Inspection Control Data – STR2060. The form takes account of the inspection hierarchy that is implied for any inspections set. For example, even though a principal inspection took place on time, the implied superficial inspection may have been late. Note: The report also picks up exceptions where an inspection has not yet taken place. It does this by assuming that every structure is being inspected today.

General Information

This form is used to show where an inspection rating has jumped since the last inspection. The system will compare the severity/extent ratings of the last pair of inspections on the structure. A positive value in either the Severity or Extent Variance fields will retrieve structures whose condition has worsened. A negative value will retrieve structures that have been repaired.
