Summary Report This summary report outlines the progress achieved by the 21 European Partnerships (EPs) for the third quarter of 2009 (i.e. July-October 2009), the major issues encountered and the measures undertaken to resolve them. It also gives a brief overview of the future actions planned for the next quarter of 2009 (i.e. November-January 2009). Main activities The activities carried out under the management and coordination of the EPs during the period mentioned above were characterised by the consolidation of existing contacts in the partnerships (intra and extra consortium) and with multipliers at regional and local level. The permanent contact by email, phone calls and regular coordination meetings helped to establish a cooperative way of work to achieve the partnerships’ goals. The programme process is now better understood and activities and responsibilities are clearly defined in the EPs which allows the programme to run more smoothly and effectively. However, the third quarter showed an activity decrease from some IOs, mainly it would seem due to the lack of human and financial resources. The second network meeting held in Brussels on 21-22 September 2009 was extremely useful for IOs in the sense that it helped to cement the relationships between the proactive IOs and also to provide the EC with feedback regarding the application process and the management tool. The IOs contributed actively to the meeting and took the opportunity to discuss difficulties and success factors face to face. This was especially the case for IOs which are not able to meet due to their location. The majority of IOs followed the communication and promotional activities coordinated by the SO since February 09 targeted at NEs/HEs using the conventional communication channels, namely media (press releases, press articles, TV and radio interviews) websites (newsletters, internet) mailing, letters, phone calls and events (workshops, face-to-face meetings, programme presentations at conferences). A greater focus was placed on attracting HEs to the programme. The summer promotional campaign obtained good results especially in Spain and Italy where there are more IOs. The success stories and testimonies contained in the October press pack helped attract the attention of journalists. A complete list of promotional actions carried out during the third period is available in the Annex. EPs became familiar with the overall building process in the management tool, and screening applications became routine even if it is still perceived as arduous work. The most active IOs regularly checked incoming applications and assessed them in due time further to their internal procedure. The type of applications under “on hold” status remain the same as mentioned in the previous summary report, mostly NEs for whom the business plan is incomplete, inappropriate or provided in a different language than English, and NEs who are waiting for a suitable HE since the demand is larger than the supply. The completed relationships have provided good feedback from both categories of entrepreneur and the HE is usually willing to participate a second time in the programme. On-site support consisted of individual training and welcome packs focusing mainly on information about the host country, assistance with practicalities including health, insurance, housing, transport and compliance with national regulations. The IOs oversee the ongoing exchanges with NEs

through regular contacts by email, phone calls and quality control when possible. HEs also provide support for NEs, taking care of their well-being during the stay. Main achievements The main outcome for this period is programme recognition. The summer and October press campaign helped to increase awareness of the programme, the most tangible result being an increased number of applications from entrepreneurs. For some EPs; this period has also been very intensive and productive in terms of following up applications and building relationships. The success stories/testimonies contained in the October press campaign had a good impact on journalists and HEs in the sense that it gives concrete and direct feedback from entrepreneurs who completed a relationship, but the more appropriate tool remains direct contact by email and phone calls. Main obstacles and measures undertaken Many difficulties encountered during the third period remain more or less the same as during the first and second quarter of 2009, namely: difficulties in recruiting HEs, the language barrier for HEs and the complexity of the IT tool, even though this has improved as IOs become more familiar with it and the tool is fine-tuned. The European Commission is aware of these issues from previous reports. The inactivity or lack of cooperation from certain IOs became a new issue during this period. This problem is mainly due to lack of financial and human resources. Some IOs have indeed noticed that the amount of work for the promotion, selection, matching and placement process exceeds to a large extent the budget initially allocated to it. Therefore, NEs’ placements became difficult, or in some cases impossible. The most proactive IOs have hired a new staff member and others are looking for alternative means of financing. In addition to this, the amount of administrative work behind the recruitment, building and execution process does not allow IOs to have more time for efficient promotion towards HEs, who require more attention in order to be convinced to apply for the programme. Nevertheless, IOs are strongly cooperating with key multipliers at local (business communities) and regional level to raise programme awareness among their members. On the other hand, the number of NE applications in the programme is quite satisfactory but the lack of HEs available in the management tool negatively impacts on the motivation of the NEs and, despite their high enthusiasm about the programme, they lose interest when they do not rapidly find an HE. Therefore, NEs now increasingly identify their HE before applying. The management tool is considered useful but not user-friendly and it does not provide relevant matches. Furthermore, certain IOs believe that the IT user manual for NEs and HEs should be provided in all EU languages.

Planning and perspectives for the future According to their strategic planning, the EPs’ activities for the fourth quarter will be the following:

– Management and coordination of the programme within each EP; – Continuous promotion of the programme at national, regional and local level; – Recruitment, assessment of the applications, matchmaking and placement; – Relationships establishment and follow up of exchanges; – Quality control and evaluation, preparation of the induction trainings. – Promotion campaign to recruit NEs and HEs using the traditional channels of

communication; – The most active IOs will try to reach their targets.

Italian partner was interviewed by Radio Rai 1 on September 17th. Previously, a press release on the programme was published on the web at www.pattoagro.it and www.agroccupazione.it on July 13th.

Newsletter Boutique de Gestion continued to publish articles in its newsletter that is supplied to more than a hundred key people throughout the region. In August, it particularly did a focus on the increasing number of applicants and applicant wannabes. This newsletter still regularly provides the readers with highlights on the project

Events Seminars & exhibition

– One-day-seminars to inform potential NEs/HEs, on july 29th in St Laurent du Maroni, on August 7th in Maripasoula and on October 7th in Kourou. These one-day-seminars allowed raising the awareness of 12 applicants.

– On November 1st and 2nd Boutique de Gestion seized the opportunity of its invitation to a professional exhibition in Guadeloupe to inform entrepreneurs about the programme. During this event, information was also supplied to the Consular Chamber of Guadeloupe and Martinique with the prospect of recruiting NEs from these two overseas departments in the French Caribbean.

Network meeting

Boutique de Gestion reactivated all its partners (ADI, AGEFIPH, DDJS, CCIG, Microcrédit Guyane, CEGI/CGI/OGI, MLRG) so that they can in turn send potential applicants to the programme. More, the organization which got in touch with the Consular Chamber of Martinique in July, remained in contact throughout August, September and October: they are currently looking for potential NEs/HEs.

Media Press release – Press Release on the 27th of July (www.agia.it); – At the end of July met the staff of the secretariat of CEJA, the European

Council of Young Farmers, in Brussels. As the unique farmer’s organization participating in the programme, CIA presented the initiative to the world of the European young farmers’ organizations. As a matter of fact, Ceja published several articles in its weekly newsletter in order to spread information among its members (see www.ceja.org - Ceja e-info n.30/n.33 August and September);

– A Press release was sent to various media including newspapers and radio stations on the occasion of the 3rd EYE - Media Campaign organised at European level by Eurochambres for the week 5 to 11 October. The press release has been published, on the Apex website (www.apex.coop). During the radio interviews held during the week 5-11 October Koperattivi Malta took a different perspective of the project and invited NEs and HEs to be interviewed on the radio to give their view and perspective of the project.

– Published several Press releases on the occasion of the 3rd EYE - Media Campaign organised at European level by Eurochambres for the week 5th to 11th October. On this occasion, a press released was published, on 8th October, on CIA’s website (www.cia.it) with the title “EYE: well the first results for new entrepreneurs in Europe” , another Press Release appeared, on 9th October, in Viniesapori (www.viniesapori.net), an informative portal specialising in the agricultural field. Finally a dedicated article appeared also in the Agra Press, the Italian press agency completely devoted to agricultural policies (see publication n.323, www.agrapress.it).

As regards the promotional activities carried out during the referred period, APEX (Koperattivi Malta) has:

Internet Website campaign

– Maintained the EYE’s banner, with a link to the official portal on the main page of the AGIA website, the CIA’s Association of Young Farmers. The section dedicated to the Erasmus contains: the latest Press Release, the Press Dossier, the Leaflet (in its Italian version) and an informative paper (see www.agia.it);

– Maintained the EYE’s banner, with a link to the official portal on the main page of www.apex.coop. In the section News and Events visitors will find Press releases and information about Erasmus. Koperattivi Malta is currently in the process of revamping its website. The new website will have a section dedicated to Erasmus for Young Entrepreneur and the company plans to stream all radio and television interviews given in order to promote Erasmus for Young Entrepreneurs, and will also feature testimonials.

Newsletter – Dedicated a special section within the CIA-Brussels fortnightly newsletters (see, newsletters n.35 and 38 July and September). The first article was published in the section “grants and opportunities” and intended to underline the availability of grants for young farmers interested to spend a period abroad. The second article appeared in the section “brief news” with the aim of reminding CIA’s participation at the 2nd Networking Meeting in Brussels. Both the articles contained a link to the official website of the programme and information on the registering procedure;

– MEUSAC (Malta EU Steering and Action Committee) are dedicating a section to EYE in all of their monthly newsletters, Funding 4 EU. On a regular basis Koperattivi Malta will be sending them success stories and information about the project. MEUSAC organised a Seminar in Gozo entitled EU Funds for SMEs and Koperattivi Malta were guest speakers promoting the Erasmus for Young Entrepreneur Project. There was good response and feedback which also resulted in HEs and NEs registering on the portal.

Mesdep

Events – Promoted the programme on the occasion of CIA’s National Economic Conference. This year the conference was held on 1st and 2nd October in Lecce. On that occasion the project coordinator of Erasmus described to the management board, including several executives coming from different regions, the functioning of the programme and the actions taken so far.

– Meetings: Koperattivi Malta had meetings with various prospective NEs and HEs. Other meetings were held with the Malta Business Bureau wherein it was suggested that briefing sessions are held with their members to disseminate information about Erasmus for Young Entrepreneurs. Two briefing sessions were held with members of the GRTU – General Retailers and Traders Union;

– Contacted a number of associated farmers in order to involve a high-quality level of Host Entrepreneurs’ profiles within the programme database;

– Sent information regarding the EC - Pilot Project to the Universities of

Siena and Catania disseminating information among young students who have already completed their studies and can be interested in setting up their own activities.

Letters & mailing

– Established an internal shortlist with contacts of New and Host Entrepreneurs which expressed their interest in the past but never registered. This shortlist has been used to recall the entrepreneurs and remind them that the deadline for the application to the first pilot phase of the programme is foreseen for the end of December 2009, and informing them that there will be a second phase starting from January 2010 until December 2010;

Promotional leaflets, posters and postcards distributed among partners and multipliers. – Short fact sheet in German – Individual promotion and individual meetings – Regional promotion events - collaboration with the chamber of commerce & – industry and other business-related institutions. Motivation of experienced

entrepreneurs /HEs – Launch of the “xing”-group EYE – Brochures will be provided to the “Service de la Vie Etudiante” of the

University of Luxembourg as they agreed to dispatch it to student organisations as well as to the heads of faculties.

– Concerning other business-related institutions, Luxinnovation is in contact with the “Confédération luxembourgeoise du Commerce –CLC” that will promote the programme to its members in its next newsletter.

– The programme was also mentioned in several regular meetings with customers if applicable to them.

2009 – National EXIST (www.exist.de)-Workshop: 28./29. September 2009-individual

promotion – Semester opening at the University: Information session 12 Oct 2009 – Promotion of the “Erasmus for Young Entrepreneurs” at events covering

entrepreneurship like the award ceremony evening of the 1,2,3,Go Business plan competition. This individual presentation of the programme to experienced entrepreneurs as well as to business founders resulted in new subscriptions.

– Luxinnovation promoted the programme based on the results of the first exchange (Mr. Schaub / Mr. Lucius). It proved that the first “concrete” outcome of the programme rose interest among the journalists: Almost all Luxembourg newspapers as well as the national television covered the programme.

– In addition, the Luxembourg forum for Europe (europaforum.public.lu) recently interviewed these two participants.

– Xing: The Miles consortium, together with the EIC Trier, launched a social networking group at xing.com. The group, which was highlighted at last September’s network meeting, enabled networking among most German speaking IO’s. The members include IO’s as well as NE/HE’s that can exchange their experiences, a goal of the programme.

– With the beginning of the academic year, Luxinnovation started to intensify their public relations efforts for the programme towards new entrepreneurs.

networking group at xing.com networking among IO’s is easier. The members include IO’s as well as NE/HE’s that can exchange their experiences, a goal of the programme. Collaboration with the AstA –students department for entrepreneurship is helpful as bridge to self-employed students and freelancer. Concerning experienced entrepreneurs a staff member of Saarland University (responsible for technology transfer) is promoting the programme in regular meetings with regional companies.

Especially for the first success story in July 2009 specific promotional activities took place: press releases were sent to regional contact points and interviews with journalists were arranged, video clips and TV interviews/ reports were recorded. With the first visible outcomes journalists’ interest in the programme has increased. The activities raised the programme’s awareness in both regions. Other functional dissemination activities like information booth on campuses and presentations for entrepreneurial-oriented students couldn’t take place because of the summer break but will be intensified with the starting academic year in October.

– Presentation of Results of V Edition of our Entrepreneurship Programme On 1st July, during the celebration of our annual event where we present the results of our programme, we also presented the Erasmus for Young Entrepreneurs initiative to the assistants. – The main emphasis during the period was put on the first exchange of Erasmus for Young Entrepreneurs programme achieved through the assistance of the Bulgarian-Romanian Chamber of Commerce and Industry (BRCCI) in its role as an intermediary organization. On September 7 a press release in Bulgarian language was sent to the media announcing that Evelin Petkov from Bulgaria will spend 6 months working with Maxi Torau, his Italian host entrepreneur. In the third quarter of 2009 there have been two successful and approved by the European Commission relationships involving NEs from Bulgaria and almost half of the budget of BRCCI will be spent on financing those two new entrepreneurs. Both exchanges will be for the maximum stay of six months. That’s why the main efforts were directed towards making public the positive progress of the programme. During the period BRCCI received lots of phone calls from potential candidates. They asked different questions and received information about the right way to apply for EYE programme.

– ENSIMETRI has informed about the project during the summer 2009. There has been a piece of news in Pirkanmaan Yrittäjä (Tampere region’s Entrepreneur)-newspaper/14th of August about one of our NE Ms Ritva Ruponen. REMPART Page 6 14/10/2009

– ENSIMETRI has contacted a couple of local newspapers and there s going to be a piece of news about our NE Mrs Anita DE Coteau in Nowember s Pirkanmaan Yrittäjä-newspaper. There’s also going to be a piece of news about Mrs De Coteau in one of our local newspaper Pohjois-Satakunnan Sanomat. YLE (Finnish TV-station) is going to make a document about Portugal and Mrs De Coteau is going to perform in that document. It’s going to be broadcasted in January. ENSIMETRI has frequently events for the entrepreneurs so advertises this project always there. At least there are always brochures present.

CEEI Provence is presenting the project during dedicated “breakfast”,

business meetings or lunches. The audience is constituted by its final target (firm managers) – the involvement of its networks is not enough efficient to only concentrate its promotional activities on them. CEEI Provence has built 2 PowerPoint documents that enable it to dispense from 15 to 60 minutes of explanations. From June, CEEI Provence achieved 2 meetings (one for a town situated in an economic restructuring zone, one for business social networks oriented club).

The Polish Chamber of Commerce has prepared information for companies in its monthly newsletter for Wielkopolski Capital Klub. In September 2009 information about the project has been on our website www.pcc.org.pl. Information about the advantages of participating in programme has been given to almost every client witch visited the Chamber. We have posters in the office and brochures, which are available for every person visiting our chamber. Information about the project is provided currently

The IHK- Projektgesellschaft has used its network and projects for promoting the Erasmus project again. In addition that IO has established contacts with two colleges. Their students are very interested in Erasmus, but it needs time, until they will have been finished their studies. Unfortunately only a few students want to become self-employed. They have fear of the global crisis and shrink from the risks of self-employment. Through the cooperation with job centres, companies and agencies, the IHK-Projektgesellschaft could promote the Erasmus programme further. The most effective promotion is the success of the exchanges. Silvio Kunze, a new entrepreneur, came back from Austria, two weeks ago. Two articles about his activities, his positive experiences, and his success as a whole have been published: the first one in Das Forum, the other one in Das Wirtschaftsforum. The IHK-Projektgesellschaft has now the hope that some more entrepreneurs are interested in the Erasmus programme.

CEEI Albacete and BIC Euronova have sent new information about the project progress to the media in order to encourage entrepreneurs to demand details about the programme. Both IOs along with EOI and CADE (Andalusian Entrepreneurs Centre) have provided training courses

intended to help entrepreneurs in the process of starting their business. So, target groups of the programme EYE attend these training actions due to this it was essential to have the chance to spread the programme and to encourage the participation of these NE. Furthermore as in the previous case, CEEI Albacete along with EOI provides course concerning internationalization. The main difference, regarding the previous course, is the profiles of the participants due to they are HEs instead NEs. So, it was quite productive to present the programme in this course, in which more than 20 HEs, interested in selling their products abroad, were present. BIC Euronova has promoted the Erasmus programme in “BIC Euronova Innovative Breakfasts” These are periodical meetings were some companies of the incubator participate to exchange information about them with other companies, and receive information about the projects in which BIC Euronova is currently working. The main difference, regarding the previous workshops, is the profiles of the participants due to they are also HEs not only NEs. So, it was quite productive to present the programme in these meetings where more than 15 HEs interested in selling their products abroad were present
