EXECUTIVE SUMMARY
1.0 INTRODUCTION
M/s India Glycols Limited (IGL) is one of the rapidly expanding
companies. This
plant was commissioned in 1989 with the collaboration of
Scientific Design Co.
Inc., USA to manufacture Ethyl Alcohol, Mono Ethylene Glycol
(MEG), Di Ethylene
Glycol (DEG) Tri Ethylene Glycol (TEG). The company has recently
established a 200
KLPD distillery at Gorakhpur (U.P.) and has acquired Shakumbari
Sugar and Allied
Industries Limited (SSAIL), operating a 40 KLPD distillery at
Saharanpur (UP). M/s
India Glycols Limited has a Super Critical Fluid Extraction
(SCFE) unit for Herbal
Products at Selaqui, Dehradun. M/s India Glycols Limited has its
corporate office at
Plot-2B, Sector-126, Noida, Uttar Pradesh.
1.1 LOCATION

Limited at A-1 Industrial Area,
Bazpur Road, Kashipur, District
Udham Singh Nagar of
Uttarakhand State.

1.3 BASELINE ENVIRONMENT STATUS
Study Area: In accordance with the EIA guidelines published by
the MoEF, Govt. of
India and ToR issued for the project an area covering 10.0 km
radius from the
proposed project site as the centre has been considered as the
Study Area for
baseline data collection.
Study Period: The study period for the project includes one
complete season’s data
i.e. Pre-monsoon season (March to May, 2011).

Topography: The project site has almost plain topography with
elevation level
varying from 221 to 223 m above MSL. The slope of the site is
from North-east to
South-west. There is no requirement for any filling material
from the outside.
However, leveling activity will take place at the project
site.
Geology: A fairly thick group of sedimentary rocks occurs
ranging in age between
Eocene and Pieistocene period of geological succession. The
geology consists of
mixed alluvium and sandstone shale grit and conglomerate. The
study area is
dominated by mainly the unconsolidated sedimentary deposits
consisting of
alluvial.
Seismicity: The study falls under Seismic Zone IV. Since
recorded history of seismic
activities in Uttarakhand area, no major seismic disturbances
have been recorded in
Udham Singh Nagar District.
Soil: The texture of soil studied at various locations is mostly
clay with sandy-loam
at few locations and its color varies from yellowish to light
brown. The soil is
moderately productive and suitable for extensive cultivation of
high yielding variety
of crops like Rice and Sugarcane.
Land-Use of Study Area: The major share of the land in study
area is under
agriculture land and consists about 91.3 percent of the total
study area. Settlement
is the second dominant land use type of the study area, and
covers 3.33 percent. The
open area in the study area is covering about 0.4 percent of the
total study area & as
per the Waste land concern it is only 0.04 percent. Water bodies
i.e. Rivers including
Kosi and Bahella, Mahadev Canal & Other Minor Ponds covers
about 1.6 percent of
the total area.
Micro-meteorology: The average maximum temperature recorded
during the
study period was 34.0°C and a minimum reading of 10.0°C with an
average
temperature of 27.0°C. The relative humidity showed a minimum of
17.0 % and

maximum of 73.7 % during the monitoring period. The mean wind
speed was
calculated at 7.5 kmph. The predominant wind direction in the
overall study period
was North-West and the second predominant wind direction was
from the North-
East. The average rainfall during the study period was found to
be 5.80 mm.
Ambient Air Quality: Ambient air quality at nine different
locations was monitored
during pre monsoon study period. It was found that SPM varied
between 143.5 to
188.4 μg/m3 for pre monsoon study period. The 24-hrs PM10 level
of ambient air in
all the stations during pre-monsoon period was recorded in
between 48.8 to 86.2
μg/m3 as against allowable value of 100μg/m3 stipulated in
National Ambient Air
Quality Standards (NAAQS) for industrial, residential cum rural
area. The PM2.5
value was found between 14.5 to 25.7 μg/m3. Similarly values of
SO2 and NOX
ranging from 17.9 to 24.2 μg/m3 and 10.2 to 14.9 μg/m3
respectively are well within
the stipulated levels of NAAQS.
Noise Level: The hourly recorded noise level at various
locations in the study area
shows fluctuations because of change in traffic movement, and
domestic activities.
The equivalent values of noise levels varies from 41.8 to 48.8
dB (A) during daytime
and 34.6 dB (A) to 41.1 dB (A) during night time, which are
within the prescribed
norms of CPCB.
Area Drainage: There are two rivers namely Bahella and Kosi
flowing in the study
area. The study area is plain and thus there is less streams in
the area. The Bahalla
canal flows about 2.0 km from the site.
Ground Water: It was found that the pH of the groundwater is
normal, ranging
from 6.86 to 7.61. The TDS values were in the range of 258 to
414 mg/l. The
hardness values were in the range of 115.0 to 240.0 mg/l and the
calcium and
magnesium were in the range of 28.0 to 52.0 mg/l and 11.0 to
25.0 mg/l
respectively. The chloride, alkalinity, nitrates and sodium were
all found within the

limits of drinking water standard. Heavy metals such as arsenic,
cadmium,
chromium, lead, and mercury, were all found below detection
limits, whereas low
concentrations of iron, copper and zinc were found within
drinking water
standards. In general, the ground water can be used for drinking
purpose after
necessary disinfection.
Surface Water: The pH of the surface water samples is found
normal and ranges
from 7.52 to 7.85. The TDS value ranges from 337 to 488 mg/l.
The values of
hardness, calcium and magnesium, chloride, sulphate, nitrate
values were also
found within the tolerance limits IS: Class-C. The heavy metals
such as arsenic,
cadmium, chromium, lead and mercury are all found below
detection limits,
whereas low concentrations of iron and manganese are found
within surface water
tolerance limit standards. The BOD values were observed as 2.0
to 6.0 mg/l and
total coliform from 28 to 54 MPN/100ml.
Ecology: There are no ecologically sensitive receptors within
the study area. The
Jim Corbett National Park Lies outside the study area adjacent
to Ramnagar town
and is 30 km north-west of the proposed site. The flora in the
study area mostly
consists of khair and sal. Fauna in the area consists of mammals
(such as wild dog,
wild boar, monkeys, etc.) reptiles (such as snakes and lizards)
and common avifauna
(such as myna, crows, pigeons, sparrows etc). There are no
Schedule I fauna in the
area.
Social Background: The numbers of households in the study area
is 27176 with a
total population of 1,61,990. The average household size of the
study area is 6.0.
This indicates the family size is not very big in the area and
there is a predominance
of nuclear families. The literacy rate in the urban & rural
areas of study area is 78.0
% & 64.45 % respectively. The area has 23,858 of Scheduled
Caste and 2,563 of
Scheduled Tribe population. The area is dominated by people from
the OBC
category.

1.4 PREDICTION OF IMPACTS
A. Impact during Construction: Based on the impact analysis, it
is predicted that
there will be negligible impact on environment during
construction phase. During
construction the likely impacts include dust due to
construction, movement of
vehicles, gases from engine exhaust, noise from movement of
material personnel,
etc. The impact on environment will be of temporary nature,
localized and short
term with changes in the surrounding land use as compared to the
current
conditions. The potential impacts on water environment will
arise due to discharge
of washing of construction materials stockpiled, washing of
concrete batching plant
and discharge of untreated sewage of construction laborers.
B. Impact during Operation:
Impact on Air Quality: Since steam requirement for the proposed
installation of
Lignocellulosic Biomass Processing Pilot Plant for taking trials
to produce Ethanol at
existing complex of industry will be met from existing boiler
for distillery unit
hence, additional load of SO2, NOx, hydrocarbons, flue gases etc
on air environment
would not be expected.
Impact on Water Quality: The water requirement (31.0 KLPD) for
the proposed
installation of Lignocellulosic Biomass Processing Pilot Plant
for taking trials to
produce Ethanol at existing complex will be sourced from
existing bore well. As per
the wastewater concern about 19.0 KLPD wash water will be
expected to generate
from the processing of raw material, which will be treated
through existing effluent
treatment plant (ETP) of 425.0 KLPD capacity. So, no adverse
impact on
groundwater is anticipated.
Impact on Noise: The cumulative impact from different stationary
noise sources at
proposed project site has been predicted. It was found that the
ambient noise is

higher than predicted levels therefore, due to the masking
effect, an increase is not
expected.
1.5 Mitigation Measures:
During the operation stage no air pollutants will be generated.
Product water
storage tank will be provided for distribution of potable water
to various consumer
points. The wastewater will be treated through existing effluent
treatment plant so
as to meet the standards as per the MoEF / CECB standards. The
treated water will
be utilized for green belt development after reverse
osmosis.
All equipment that are major noise generating devices/machines
and other rotating
equipment will have material to absorb/ reduce the noise i.e.
using noise absorbing
material for enclosures or using appropriate design technology
for
fabricating/assembling machines. Proper noise barriers/ shields
etc. shall be
provided in the equipment whenever it required. Noisy equipment
shall be
adequately attenuated, by providing soundproof enclosure and
insulation.
1.6 MONITORING PLAN
Monitoring System: A structured and certified Environment
Monitoring System is
suggested at the industry level for ensuring that all
activities, products, and services
conform to the environmental requirement. The Environment
Management Cell will
be responsible for managing following activities related to
environment function of
proposed Pilot Plant:
• Coordinate and manage the EMP implementation during
pre-construction,
construction and operation phase
• Appoint dedicated environment staff to manage environmental
monitoring
responsibilities
• Manage and coordinate environmental monitoring and control

• Coordination with other sections of the plant and government
agencies in
relation to environmental management activities
• Implement and monitor greenbelt development and plantation
activities
• Safety specialist will ensure safe working practices in all
the sections of the plant
Cost: Existing Facilities for pollution control equipments &
fire and explosion
system, will be utilized. Other than the above the annual
recurring cost for
monitoring and green belt maintenance will be about Rs 15.0
lakhs excluding
manpower.
1.7 RISK ASSESSMENT
Risks likely to pose a risk to man, environment or property
associated with various
activities are addressed in this report. Such activities include
transport, storage;
handling and usage of materials. Precautionary measures to be
taken for preventing
any hazards due to any materials are proposed in the report.
During detailed
engineering it will be ensured that the all materials are placed
in such a way that its
impact will not go beyond the plant boundary.
The following precautions will also be taken:
• Suitable fire protection system comprising hydrants and spray
systems are
provided for fire protection. Fire extinguishers should be
tested periodically and
to always be kept in operational mode.
• Surrounding population (including all strata of society)
should be made aware of
safety precautions to be taken in case of any mishap in
plant.
• On-site disaster management and off-site emergency plans,
commands
communication and controls will be established and
maintained.
• Adequate provisions like emergency response, response
organization, response
plan, material safety data sheet, command & control,
capabilities, transportation,

medical facilities, mitigation measures, training, education,
public awareness
emergency plan review etc. to control any disaster situation
will be made
available.
1.8 ENVIRONMENT MANAGEMENT PLAN
A separate Environment Management Cell (EMC) comprising of a
team of
experienced and qualified personnel reporting is already in
function. The Head of
EMC has been assisted by well trained staffs comprising of
environmental and safety
specialists. Staff is trained for environment control measures
like air, water quality
monitoring, solid waste management, noise abatement etc. Staff
would also be
trained to operate pollution control equipment at optimum
efficiency. For the
proposed pilot plant, the Environmental and Social Management
System and its set
up, role and responsibilities will be based on the requirement
of ISO 14000
certification.
1.9 Green Belt Development: The existing complex of M/s India
Glycols Limited
has adequate green belt of all along its perimeter. As per the
concern of proposed
project new trees will be planted to strengthen the existing
green belt.
1.10 CSR Activity: M/s India Glycols Limited is already taking
the responsibility for
community development work at the village level so as to improve
the quality of life.
Development of infrastructure, educational and health facilities
will be further
strengthened as a part of existing CSR activities.

जांच ूणाली: एक संरिचत और ूमािणत पया�वरण िनगरानी ूणाली उZोग के
ःतर पर सुिनिpत करना है िक सभी
गितिविधय*, उGपाद* और सेवाओ ंके पया�वरण की आवँयकता के अनुlप करने
के िलए सुझाव िदया है.
• पया�वरण ूबंधन ूको िन(निलिखत ूःतािवत पायलट संयंऽ के वातावरण
समारोह से संबंिधत गितिविधय* के ूबंधन
के िलए िज(मेदार होगा:
• समeवय और पूव� िनमा�ण, िनमा�ण, और ऑपरेशन के चरण के दौरान
काया�eवयन का ूबंधन समिप�त पया�वरण ःटाफ
िनयु3 करने के िलए पया�वरण िनगरानी िज(मेदािरय*
• ूबंिधत और पया�वरण िनगरानी और िनयंऽण समeवय
• पया�वरण ूबंधन की गितिविधय* के संबंध म+ संयंऽ और सरकारी एज+िसय*
के अeय वग के साथ समeवय
• मीनबे�ट िवकास और वXृारोपण गितिविधय* की िनगरानी और लागू
करने
• सुरXा िवशेषr संयंऽ के सभी वग म+ सुरिXत काय� ूथाओ ंको सुिनिpत
करेगा
लागत: ूदषूण िनयंऽण उपकरण* और आग और िवःफोट ूणाली के िलए मौजूदा
सुिवधाएं, उपयोग की जाएगा. िनगरानी
और हरे रंग की बे�ट रखरखाव के िलए वािष�क आवत[ लागत के ऊपर से अeय
\पये जनशि3 के छोड़कर 15.0 लाख होगी.

1.7 जोिखम म�ूयांकन:
आदमी, पया�वरण, या िविभeन गितिविधय* के साथ जुड़े संपि< के िलए
एक जोिखम मुिा की संभावना जोिखम इस िरपोट�
म+ संबोिधत कर रहे हw. हwडिलंग और साममी के उपयोग, इस तरह की
गितिविधय*, पिरवहन, भंडारण शािमल हw. एहितयाती
उपाय* के िलए िकसी भी िकसी भी साममी की वजह से खतर* को रोकने के
िलए िलया जा िरपोट� म+ ूःतािवत कर रहे हw.
यह िवःततृ इंजीिनयिरंग के दौरान सुिनिpत िकया जाए िक सभी साममी इस
तरह से है िक इसके ूभाव संयंऽ सीमा से

सावधािनय* के बारे म+ पता िकया जाना चािहए.
• आपदा ूबंधन और परोX आपातकालीन योजनाओं साइट पर आदेश* के सचंार और
िनयंऽण और ःथािपत िकया जाएगा

की योजना, साममी सुरXा डेटा शीट
आदेश और िनयंऽण, Xमताओं, पिरवहन, िचिकGसा सुिवधाएं, शमन उपाय*,
ूिशXण, िशXा, साव�जिनक जागlकता
आपातकालीन योजना की समीXा आिद िकसी भी आपदा की िःथित को िनयंिऽत
िकया जाएगा उपलध कराया गया.

ठोस अपिशx ूबंधन, शोर की गुणव
